Energy for America Act - Produced Water Utilization Act of 2007 - Requires the Secretary of Energy to conduct a program of research, development, and demonstration of technologies for environmentally sustainable utilization of produced water for agriculture, irrigation, municipal, industrial uses, or other environmentally sustainable purposes Requires the program to address: (1) produced water recovery, including research for desalination and demineralization; (2) reinjection of produced water into subsurface geological formations; and (3) safety and environmental impacts of such activities. Biomass Research, Development, and Demonstration Act of 2007 - Amends the Energy Policy Act of 2005 to include specified advanced biofuel technologies within the bioenergy program. Plug-In Hybrid Electric Vehicle Act of 2007 - Instructs the Secretary to conduct a program of research, development, demonstration, and commercial application on technologies for the development of plug-in hybrid electric vehicles. Energy Storage Solutions for America Act of 2007 - Directs the Secretary to: (1) carry out a research, development, and demonstration program to support the ability of the United States to remain globally competitive in energy storage systems for electricity transmission and distribution; and (2) establish an Energy Storage Advisory Council. Energy Efficient Buildings Act of 2007 - Directs the Secretary to establish a pilot program to award grants to businesses and organizations for new construction of energy efficient buildings, or major renovations of buildings that will result in energy efficient buildings, to demonstrate innovative energy efficiency technologies, especially those sponsored by the Department of Energy (DOE). Prescribes criteria for mandatory consideration by the Secretary when identifying for support "ARPA-E" projects (that show promise to accelerate efforts to overcome barriers to development of advanced energy technologies). Green Energy Education Act of 2007 - Authorizes the Secretary to contribute funds to the National Science Foundation for the Integrative Graduate Education and Research Traineeship program to support projects that enable graduate education related to DOE research,demonstration, and commercial application activities, especially those related to high performance buildings. Instructs the Secretary to transmit to Congress the results of a feasibility study of large-scale biological sequestration of carbon dioxide for coal power systems, including the feasibility of creating a closed loop carbon cycle through biological sequestration.

Amends the Public Utility Regulatory Policies Act of 1978 to prescribe efficiency resource standards for retail electricity and natural gas distributors. Requires each retail electricity or natural gas distributor to undertake electricity and natural gas savings measures in each calendar year, beginning with 2009, that produce electricity and natural gas savings as a percentage of the distributor's base quantity at a specified applicable rate. Instructs the Secretary of Energy to issue rules establishing a nationwide credit and credit trading system for electricity and natural gas savings. Authorizes any person to apply to the Secretary for the establishment and certification of a not-for-profit Electric and Natural Gas Savings Corporation. Directs the Federal Energy Regulatory Commission (FERC) to develop model provisions for mandatory adoption by state utility regulatory commissions regarding: (1) revenue stability and incentives for distributors; (2) nondiscriminatory identification of cost-effective savings opportunities; and (3) development of model language on revenue decoupling and shareholder incentives in ratemaking policies.

The Motorist's Bill of Rights: Increasing Gas Supply, Reducing Demand, and Protecting Consumers from Gouging - Makes it unlawful, with specified exceptions, for a supplier to increase the price for road transportation fuel or domestic heating fuel by an unconscionable amount in an area during a period covered by a presidential proclamation that an abnormal market disruption has occurred. States that a violation of this Act shall be: (1) treated as an unfair or deceptive act or practice as defined under the Federal Trade Commission Act; and (2) subject to civil and criminal penalties. Authorizes the Administrator of the Environmental Protection Agency (EPA), upon the request of a state governor or tribal organization, to provide financial assistance to hire additional personnel to assist a state or Indian tribe with expertise in fields relevant to consideration of federal refinery authorizations. Requires a federal coordinator, upon the request of an applicant seeking a federal refinery authorization, to establish a memorandum of agreement, executed by relevant federal and state agencies, setting forth the most expeditious coordinated schedule possible for completion of all such authorizations. States that such process of authorizations shall apply to a refinery sited or expanded: (1) in a state or on Indian lands where the process of authorization has been requested; or (2) on a closed military installation. Directs the Secretary of Energy to establish a public education campaign for U.S. drivers about immediate measures that can be taken to conserve transportation fuel. Amends the Clean Air Act to add as "extreme and unusual circumstances that prevent the distribution of an adequate supply of fuel or fuel additives to consumers" under which the Administrator may temporarily waive a control or prohibition on the use of a fuel or fuel additive circumstances that are the result of unexpected problems with equipment necessary for transportation and delivery of fuel or fuel additives. States that EPA shall have no authority, when considering a state implementation plan (SIP) or SIP revision, to approve any fuel included in such plan or revision if the effect of such approval increases the total number of fuels set forth on the published list of approved fuels (currently EPA does not have the authority to approve a fuel if it increases the total number of fuels approved as of September 1, 2004, in all SIPs). Requires notice and opportunity for comment before EPA removes a fuel from the list. Requires EPA to remove a fuel from the list if such fuel has ceased to be included in an SIP or is identical to a federal fuel control or prohibition. Repeals provisions prohibiting EPA from reducing the total number of authorized fuels. Requires EPA to publish a revised list reflecting the reduction in the number of fuels.

Requires an agency to: (1) prepare and submit a Statement of Energy Effects to the Administrator of the Office of Information and Regulatory Affairs, Office of Management and Budget, for each proposed significant energy action; and (2) publish such Statement, or a summary of it, in each related Notice of Proposed Rulemaking and in any resulting Final Rule.

Gas Price Relief Act of 2007 - Amends the Internal Revenue Code to suspend certain federal motor fuel excise taxes until the average price of unleaded regular gasoline is less than $3.00 per gallon for a period of six consecutive months (suspension period). Provides for adjustments to such excise taxes for floor stocks of motor fuels held by dealers prior to or after the suspension period. Repeals provisions allowing a taxpayer election to expense the cost of qualified refinery property. Transfers to the Highway Trust Fund increased tax revenues resulting from such repeal. Requires the Federal Trade Commission (FTC) to monitor gasoline prices in the United States and to report to Congress on its findings. Requires the Speaker of the House of Representatives to establish a Commission on Gas Price Relief to study the causes of high oil prices.

Beginning Farmer and Rancher Opportunity Act of 2007 - Amends the Farm Security and Rural Investment Act of 2002 to make beginning farmer and rancher development grants available for energy conservation and organic and value-added alternative production. Caps annual grant amounts and permits consecutive grants to the same recipient. Sets forth grant evaluation criteria. Extends grant authority. Amends the Consolidated Farm and Rural Development Act to direct the Secretary of Agriculture to establish the new farmer individual development accounts pilot program under which: (1) an eligible participant shall deposit an agreed upon amount into an account which will be matched at 300% by the program ($9,000 annual cap); and (2) expenditures shall be used for specified farming purposes, including purchases of farmland, equipment and other assets, breeding stock, and timber, nut, or fruit trees. Revises: (1) the down payment loan program; and (2) the beginning farmer or rancher contract land sales program. Makes socially disadvantaged farmers or ranchers eligible for inventory sales preferences on real property acquired by the Secretary through security servicing. Increases direct and operating agricultural loan limits. Requires the Secretary to establish a plan to transition agricultural loan borrowers to private credit sources. Increases fiscal year aggregate loan and specified set-aside levels. Makes socially disadvantaged farmers or ranchers eligible for certain loan set-asides, and extends such set-aside authority. Includes among soil and water conservation grant priority recipients: (1) beginning or socially disadvantaged farmers or ranchers; and (2) owners or tenants who use the loans to convert to sustainable or organic agricultural production systems. Amends the Food Security Act of 1985 with respect to the conservation reserve program to permit the Secretary to modify a contract to facilitate land transition from a retired or retiring owner or operator to a beginning or socially disadvantaged farmer or rancher in order to return some or all of the land into production using sustainable grazing or crop production methods. Sets forth transition options for beginning and socially disadvantaged farmers or ranchers. Makes socially disadvantaged farmers or ranchers eligible for cost sharing under the conservation security program and the environmental quality incentives program. Amends the Competitive, Special, and Facilities Research Grant Act to include among "high priority research" areas of concern to beginning farmers or ranchers. Amends the Agricultural Research, Extension, and Education Reform Act of 1998 to include farm transfer options for beginning or socially disadvantaged farmers or ranchers among priority grant areas. Amends the Federal Crop Insurance Act to provide emphasis on risk management education for beginning, immigrant, retiring, or socially disadvantaged farmers or ranchers.

Amends the Farm Security and Rural Investment Act of 2002 to direct the Secretary of Agriculture to establish a biofuels innovation program which shall: (1) encourage production of dedicated energy crops in a sustainable manner that protects the soil, air, water, and wildlife; (2) provide financial and technical assistance to owners and operators of eligible cropland to produce energy crops and crop mixes to support development and expansion of crop use for biofuels, power or heat generation to supplement or replace nonbiobased energy sources, and biobased products to supplement or replace non-biobased products; (3) establish biofuels innovation program project areas; and (4) provide financial and technical assistance to owners and operators for harvesting, storing, and transporting cellulosic material. Extends (and increases for FY2008-FY2010) authorization of appropriations for research, extension, and educational programs on biobased energy technologies and products.

Nuclear Waste Access to Yucca Act - Withdraws specified lands in Nye County, Nevada, permanently from any form of entry, appropriation, or disposal under the public land laws, including: (1) the mineral leasing laws; (2) the geothermal leasing laws; (3) materials sales laws; and (4) the mining laws. Transfers jurisdiction over such lands to the Secretary of Energy. Reserves use of such lands for certain activities associated with the disposal of high-level radioactive waste and spent nuclear fuel under the Nuclear Waste Policy Act of 1982. Requires the Secretary to manage the lands so withdrawn, and submit to Congress and the state of Nevada a management plan for their use. Amends the Nuclear Waste Policy Act of 1982 to direct the Secretary to apply to the Nuclear Regulatory Commission (NRC) for a license to construct and operate facilities to receive and store spent nuclear fuel and high-level radioactive waste at the Yucca Mountain site. Authorizes the Secretary to begin construction of connected infrastructure facilities after completion of a final environmental impact statement evaluating the activities involved. Requires the Secretary to acquire rights-of-way for construction and operation of railroad facilities to transport spent nuclear fuel and high-level radioactive waste from existing rail systems to the site of surface facilities within the geologic repository operations area for the receipt, handling, packaging, and storage of spent nuclear fuel and high-level radioactive waste prior to emplacement. Revises requirements for new plant contracts.

Energy and Environment Block Grant Act of 2007 - Directs the Secretary of Energy to establish an Energy and Environment Block Grant Program to make block grants to state or local governments for: (1) energy efficiency and climate protection strategy; (2) technical consultant services to assist in the development of such strategy; (3) energy audits; (4) weatherization programs; (5) financial incentives for energy efficiency retrofits; and (6) grants to nonprofit organizations and governmental agencies for energy retrofits. Declares the purchase or leasing of equipment or vehicles for the private sector, or of pollution control equipment for private electric utilities, ineligible for funds under this Act. Requires a local government unit that is a grant recipient to submit to the Secretary a proposed Energy Efficiency and Climate Protection Strategy establishing goals for increased energy efficiency and reduction of greenhouse gas emissions. Requires a state that is a grant recipient to use at least 70% of the funds received to provide subgrants to otherwise ineligible local government units. Directs the Secretary to establish an Office of Energy and Environmental Block Grants, which shall in turn establish and implement a Research, Technical Assistance, and Education Program.

States that such prohibition does not apply to the extent that the price increase is substantially attributable to: (1) an increase in the wholesale cost of crude oil, gasoline, or petroleum distillates to a supplier; (2) an increase in the replacement costs for crude oil, gasoline, or petroleum distillate sold; (3) an increase in operational costs; or (4) local, regional, national, or international market conditions. States that a violation of this Act shall: (1) be treated as a violation of a rule defining an unfair or deceptive act or practice of the Federal Trade Commission Act; and (2) be subject to civil and criminal penalties. States that fines and penalties collected under this Act shall be deposited in the Consumer Relief Trust Fund to provide assistance under the Low Income Home Energy Assistance (LIHEAP) Program administered by the Secretary of Health and Human Services.

Afghanistan Freedom and Security Support Act of 2007 - Amends the Afghanistan Freedom Support Act of 2002 to extend authorization of appropriations for counternarcotics efforts. Authorizes appropriations for a pilot program (established by this Act) of crop substitution for poppy production. Provides for assistance with respect to: (1) infrastructure reconstruction; (2) education, and anti-corruption, including implementation of the Afghan action plan on transitional justice; (3) assistance to women and girls; (4) energy development and short-term energy supply; and (5) capacity building. Prohibits, as of FY2009, assistance to a local or provincial government of Afghanistan if the President certifies to Congress that one or more senior officials from such provincial or local government is engaged in or benefits from the narcotics trade or is engaged in terrorist or criminal activities. Establishes a pilot program to provide scholarships to Afghan university students for public policy internships in the United States. Extends the Afghanistan Freedom Support Act of 2002. Directs the President to: (1) appoint a Coordinator for U.S. assistance programs for Afghanistan; (2) direct U.S. Armed Forces to continue to support counter-narcotics interdiction operations in Afghanistan; (3) encourage Afghanistan-Pakistan military cooperation; (4) report every six months on security in Afghanistan; and (5) formulate a comprehensive interagency strategy for long-term security in Afghanistan. Authorizes the President to: (1) provide training for foreign military personnel that are to be deployed to Afghanistan; and (2) appoint a special envoy for Afghanistan-Pakistan cooperation. States that it shall be U.S. policy to encourage Pakistan to permit Indian shipments across Pakistan territory of equipment and material to Afghanistan in support of Indian reconstruction and development projects in Afghanistan. Authorizes appropriations for Radio Free Afghanistan.

States that the Ambassador-at-Large's primary responsibility shall be to advance U.S. goals with respect to reducing global greenhouse gas emissions and addressing the challenges posed by global climate change. Requires: (1) United States Agency for International Development (USAID) to support policies and programs in developing countries that promote clean and efficient energy technologies; (2) the Secretary of Commerce to direct the United States and Foreign Commercial Service to expand or create a corps of the Foreign Commercial Service officers to promote U.S. exports in clean and efficient energy technologies and build the capacity of government officials in India and China to become more familiar with available technologies; (3) the Secretary of Commerce to direct the International Trade Administration to expand or create trade missions to and from the United States to encourage private sector trade and investment in clean and efficient energy technologies; (4) the Trade and Development Agency to fund projects that involve the utilization of clean and efficient energy technologies, including trade capacity building and capital investment projects; and (5) the President to provide assistance to the Interagency Working Group to support a clean energy technology exports initiative. Authorizes the Secretary of State to establish a global climate change exchange program. Establishes the International Clean Energy Foundation which shall serve the long-term foreign policy and energy security goals of reducing global greenhouse gas emissions.

Clean, Affordable, and Domestic Fuels for Energy Security Act of 2007 - Instructs the President to promulgate regulations to ensure that aviation fuel, motor vehicle fuel, home heating oil, and boiler fuel sold or introduced into commerce in the United States on an annual average basis contains prescribed volumes of coal-derived fuel. Requires such coal-derived fuel to meet specified greenhouse gas emissions levels. Sets forth: (1) standards for reduction of greenhouse gas emissions levels; and (2) a calendar year schedule for the applicable volume of coal-derived fuels in billions of gallons. Amends the Energy Policy Act of 2005 to: (1) authorize the Secretary of Energy to guarantee loans up to 100% of principal and interest for projects that produce coal-derived fuel; (2) increase the authorization of appropriations for fossil energy research and development; and (3) direct the Secretary to establish coal research centers to target transportation fuels in designated states, with an emphasis on specified technologies and procedures. Instructs the Secretary to study and report to Congress on the feasibility of developing a domestic coal-derived fuels industry.

Federal Building Renewal and Energy Savings Act of 2007 - Amends the National Energy Conservation Policy Act to require each federal agency to: (1) complete a comprehensive energy and water evaluation for each of its buildings and facilities meeting minimum size or other criteria established by the Secretary of Energy; and (2) implement each energy and water efficiency measure identified in such evaluation. Requires a federal agency to: (1) use a web-based tracking system to certify compliance with this Act; and (2) enter energy use data for each of its facilities and buildings into a building energy use benchmarking system, such as the Energy Star Portfolio Manager. Instructs the Director of the Office of Management and Budget to issue quarterly scorecards for energy management activities carried out by each federal agency. Prohibits a federal agency from: (1) establishing a policy that limits the maximum term of an energy savings performance contract to a period shorter than 25 years; or (2) limiting the total amount of obligations under such contracts, or other private financing of, energy savings measures. Repeals the termination date for authority to enter into new contracts (thus making such authority permanent).

Amends the Employee Retirement Income Security Act of 1974 to shield from treatment as breaching a fiduciary duty any person divesting plan assets from, or avoiding investing plan assets in, persons included on such most recent list. Directs the Secretary of Energy to establish a biorefinery information center. Directs the Federal Trade Commission to impose a fuel tank cap labeling requirement for alternative fueled vehicles. Requires studies on specified renewable fuels and biofuels. Energy Efficiency Promotion Act of 2007 - Amends the National Energy Conservation Policy Act regarding advanced lighting technologies. Amends the Energy Policy and Conservation Act to prescribe new energy efficiency standards. Amends the Energy Policy Act of 2005 with respect to high efficiency vehicles, advanced batteries, and energy storage. Outlines information required to be included in such statement, including: (1) the possibility of radiation containment failure and the effects of such failure; (2) possible long-term effects on the water table from underground radiation leakage; and (3) information with respect to certain kiloton categories of weapons. Prohibits the United States from resuming any such testing unless authorized by a law enacted after the enactment of this Act. Requires: (1) advance public notice of each test; (2) prompt notice of each release of radiation beyond the boundaries of the Nevada Test Site; and (3) a public meeting after each test to discuss test results. Directs the National Academy of Sciences to conduct a study on the safety and health of citizens in the vicinity of the Nevada Test Site. Directs the Secretary of Energy to establish a Nevada Test Site Citizens Review Board. Directs the Secretary of Homeland Security to make grants to institutions of higher education to acquire and operate, for ten years, radiation detection equipment and sensors. Directs the Secretary of Energy, through the Department of Energy (DOE) and Environmental Protection Agency, to monitor the nature and extent of any radiation released into the atmosphere as a result of such testing. Requires: (1) DOE radiation containment assessment; and (2) public notice of monitoring data. Requires the: (1) Director of the National Institutes of Health to make a grant to establish the National Center for the Study of Radiation and Human Health; and (2) Secretary of Health and Human Services to conduct a study of individuals exposed to nuclear weapons tests.

Authorizes small business investment companies to issue Energy Saving debentures. Requires the Administrator to establish a Renewable Fuel Capital Investment Program under which the Administrator may: (1) enter into participation agreements with renewable fuel capital investment companies to promote the research, development, manufacture, and marketing of renewable energy sources; and (2) guarantee debentures issued by such companies.

Requires that the program address: (1) produced water recovery, including research for desalination and demineralization to reduce total dissolved solids in the produced water; (2) reinjection of produced water into subsurface geological formations to increase energy production; and (3) improving safety and minimizing environmental impacts of such activities. Requires the Secretary, through the National Energy Technology Laboratory, to carry out research, development, and demonstration activities that are complementary to and supportive of such program.

National Carbon Dioxide Storage Capacity Assessment Act of 2007 - Directs the Secretary to: (1) assess geological storage capacity for carbon dioxide; (2) maintain an inventory of carbon dioxide stored from federal leases; and (3) report to Congress on a framework for geological carbon sequestration on federal lands. Global Warming Wildlife Survival Act - Establishes: (1) a national strategy for mitigating the impacts of global warming on wildlife populations in the United States; and (2) a state and tribal wildlife grant program. Instructs the Secretary to establish a Climate Change Adaptability Intra-Governmental Panel. Authorizes the Secretary of Commerce to administer an Ocean Policy and Global Warming Program. Amends the Coastal Zone Management Act of 1972 to direct the Secretary of Commerce to establish a coastal climate change resiliency planning and response program. National Integrated Coastal and Ocean Observation Act of 2007 - Instructs the President to establish a National Integrated Coastal and Ocean Observation System.

American Fuels Act of 2007 - Establishes in the Executive Office of the President the Office of Energy Security to oversee all federal energy security programs, including coordination of all federal agency efforts to assist the United States in achieving full energy independence. Amends the Internal Revenue Code to provide: (1) a tax credit, against both ordinary and alternative minimum tax, for production of qualified flexible fuel motor vehicles; and (2) an alternative fuel retail sales credit. Amends the Clayton Act and the Petroleum Marketing Practices Act to prohibit restrictions on the installation of alternative fuel pumps within fuel franchise documents. Amends the Clean Air Act to direct the Administrator of the Environmental Protection Agency to promulgate regulations to ensure that diesel sold or introduced into commerce in the United States, on an annual average basis, contains specified percentages of alternative diesel fuel. Sets forth a credit program for the generation of diesel fuel. Amends the Internal Revenue Code to allow an excise tax credit for: (1) production of cellulosic biomass ethanol; and (2) qualifying ethanol blending and processing equipment. Amends the Energy Policy Act of 1992 (EPA) to treat a medium or heavy duty hybrid vehicle as an alternative fueled vehicle. Sets a deadline by which: (1) any federal property with at least one fuel refueling station must include at least one alternative fuel refueling station; and (2) any alternative fuel refueling station on federally-owned property must permit full public access for the purpose of refueling using alternative fuel. Amends federal transportation law to require that any bus purchased with funds from the Mass Transit Account of the Highway Trust Fund to be a clean fuel bus. Amends armed forces law governing energy-related procurement to direct the Secretary of Defense to develop a strategy to use fuel produced from domestically produced fuel using starch, sugar, cellulosic biomass, plant or animal oils, or thermal chemical conversion, thermal depolymerization, or thermal conversion processes (covered fuel). Authorizes the Secretary to enter into contracts to: (1) develop and operate covered fuel production facilities; and (2) provide for construction or capital modification of such facilities. Amends the EPA to include among alternative fueled vehicles any vehicle propelled by electric drive transportation, engine dominant hybrid electric, or plug-in hybrid technology.
