Agriculture Environmental Stewardship Act of 2021 This bill allows energy tax credits through 2023 for investments in (1) qualified biogas property, or (2) qualified manure resource recovery property. The bill also permits new clean renewable energy bonds to be used for such properties. Qualified biogas property comprises a system that (1) uses anaerobic digesters or other specified processes to convert biomass into a gas which is at least 52% methane, and (2) captures the gas for use as a fuel. The term includes property that cleans and conditions the gas for use as a fuel. Qualified manure resource recovery property comprises a system that uses specified processes to recover the nutrients nitrogen and phosphorus from a non-treated digestate or animal manure by reducing or separating at least 50% of the nutrients, excluding any reductions during the incineration, storage, composting, or field application of the non-treated digestate or animal manure. The term also includes certain processing equipment. The Department of the Treasury must enter into an agreement with the National Renewable Energy Laboratory for a study of biogas and report to Congress on the study.

Save Our Future Act

Save Our Future Act This bill imposes a fee on certain fossil fuels, including coal, petroleum products, and natural gas. It also imposes fees on fluorinated greenhouse gases imported into the United States and on facilities that emit greenhouse gases from processes other than fossil fuel combustion. The bill provides rebates to middle- and low-income taxpayers equal to $800 ($1,600 for joint returns), plus $300 times the number of taxpayer dependents. The bill directs the Department of the Treasury to provide cost mitigation grants to states and Indian tribes to assist with the transition to a low-carbon economy, assist rural households in reducing energy expenses, and for assistance to displaced coal industry workers. The bill creates an Office of Energy Veterans Assistance. It also provides funds through FY2032 for community assistance programs, including the Appalachian Regional Commission Revitalization Initiative and the Coal Communities Assistance Initiative. The bill provides funds for each fiscal year after FY2022 for assistance to environmental justice communities (i.e., communities most impacted by environmental harms and risks).

For example, rental assistance not yet used by grantees to assist eligible households as of July 1, 2021, must only be used for rental arrears after this date, and not for rent, utilities and home energy costs and arrears, or other expenses as allowed under current law. Further, the bill changes the deadline for distribution of these funds from September 30, 2022, to December 31, 2021.

Protect America's Paper for Recycling Act This bill modifies the tax credit for producing electricity from renewable resources to revise the definition of municipal solid waste . The bill specifies that municipal solid waste does not include paper that is commonly recycled and that has been segregated from other solid waste, or solid waste that is collected as part of a system that does not provide for the separate collection of paper that is commonly recycled from residential solid waste. The bill includes exceptions for incidental and residual waste. In the case of a facility that produces electricity both from municipal solid waste and other solid waste that is not a qualified energy resource (1) the facility is a qualified facility if it otherwise meets the requirements for qualified facilities, and (2) the credit only applies to the portion of the electricity produced from municipal solid waste.

Allowing Steady Savings by Eliminating Tests Act or the ASSET Act This bill prohibits the use of asset tests or resource limits in certain means-tested public assistance programs and increases the resource limits to qualify for Supplemental Security Income (SSI). SSI is a federal income supplement program designed to help aged, blind, and disabled individuals with limited income and resources meet basic needs. Under the bill, states may not use asset or resource limits to determine eligibility for (1) programs funded by Temporary Assistance for Needy Families grants, (2) the Supplemental Nutrition Assistance Program, or (3) the Low-Income Home Energy Assistance Program. In addition, an individual may have up to $10,000 in certain resources (or up to $20,000 for a couple) and qualify for SSI. Under current law, the limit is $2,000 for an individual (or $3,000 for a couple).

The bill also provides Greece with priority access to excess defense articles from FY2022-FY2026. The President may expedite the delivery of future purchases of F-35 aircraft by Greece. The bill also establishes a group of Senators to meet annually with representatives from Cyprus, Greece, and Israel to discuss various issues such as maritime security, defense cooperation, and energy.

Sensible, Timely Relief for America's Nuclear Districts' Economic Development Act of 2021 or the STRANDED Act of 2021 This bill provides resources to communities affected by stranded nuclear waste. The bill defines stranded nuclear waste as nuclear waste or spent nuclear fuel stored in dry casks or spent fuel pools at the site of an eligible civilian nuclear power plant. Specifically, the bill provides a first-time homebuyer tax credit for homeownership in nuclear affected communities. In addition, the bill directs the Economic Development Administration to establish a competitive prize competition to award prizes to affected communities for proposals to carry out alternatives to nuclear facilities, generating sites, and waste sites. The bill also provides grants to nuclear-affected communities to (1) offset the economic and social impacts of stranded nuclear waste on such communities, and (2) support such communities that are facing decreased tax revenues or assessed valuation as a result of decommissioning a civilian nuclear power plant.

The bill establishes various programs, including a basic energy sciences research and development program; a biological systems science and climate and environmental science research and development program; earth and environmental systems science research; a coastal zone research initiative; a Quantum User Expansion for Science and Technology program or QUEST program; a collaborative research and development program of fusion energy technologies; a research program on the fundamental constituents of matter and energy and the nature of space and time; a high energy physics research program; research activities on the nature of the primary contents of the universe, including the nature of dark energy and dark matter; a research program to discover and understand various forms of nuclear matter; and a high intensity laser research initiative. The DOE Office of Science shall continue to leverage U.S. participation in the Large Hadron Collider and prioritize expanding international partnerships and investments in the Long-Baseline Neutrino Facility and Deep Underground Neutrino Experiment. The bill requires DOE to expand opportunities to increase the number, diversity, equity, and inclusion of highly skilled science, technology, engineering, and mathematics (STEM) professionals working in DOE.

The bill creates a grant program for state, local, and tribal governments to make such purchases. The bill (1) provides grants to electrify the federal vehicle fleet, to states and municipalities to electrify public transit and school buses, and to design, build, and retrofit buildings to be more energy efficient; and (2) establishes a grant program for U.S. companies to invest in clean energy manufacturing by retrofitting or building facilities that produce clean energy products. The bill (1) establishes specified labor protections applicable to projects funded by grants in this bill and for manufacturers of specified products; and (2) directs 40% of state, local, and tribal grant funding for grants provided by this bill to purchases that benefit frontline, disadvantaged, and vulnerable communities that have been environmentally neglected. The bill establishes within DOE a Green Procurement Oversight Advisory Board. The Government Accountability Office shall conduct oversight of the use of funds and publicly report on program efficacy each year.

Manufacturing Clean Energy and Energy Efficiency Act of 2021 This bill requires the Department of Energy (DOE) to establish a program within the Office of Energy Efficiency and Renewable Energy that provides grants to small- or medium-sized manufacturers for projects that will (1) improve their energy efficiency, material efficiency, cybersecurity, or productivity; or (2) reduce their waste production, greenhouse gas emissions, or nongreenhouse gas pollution. In order to be eligible for grants, manufacturers must have completed energy assessments from Industrial Assessment Centers funded by DOE or third-party assessors that provide equivalent assessments. Only projects that have been recommended in energy assessments are eligible for grants. The bill also authorizes Industrial Assessment Centers to provide technical assistance to small- and medium-sized manufacturers that have completed energy assessments to upgrade, retrofit, or replace systems or infrastructure.

Institutional Grants for New Infrastructure, Technology, and Education for HBCU Excellence Act or the IGNITE HBCU Excellence Act This bill establishes a grant program to support long-term improvements of historically Black colleges and universities (HBCUs) and graduate programs at HBCUs. Specifically, the bill requires the Department of Education (ED) to award grants to HBCUs to improve campus facilities. A recipient must use grant funds for certain activities, such as constructing or renovating facilities, carrying out major repairs, and strengthening the safety and security of a campus. Any new construction, modernization, or renovation projects must meet building code and energy and water conservation requirements. Further, HBCUs must seek to procure contracts from certain small businesses, including those owned and controlled by veterans and service-disabled veterans. The bill prohibits the use of grant funds for specified activities, including for the payment of routine and predictable maintenance costs, minor repairs, and utility bills. The Government Accountability Office must study the implementation of the grant program. The bill also requires ED to repay the outstanding balance of principal, interest, fees, and costs and any related reimbursements for certain capital financing loans.

Specifically, the bill establishes incentives for reusing and recycling batteries, including by establishing three grant programs. It also requires the Department of Energy (DOE) to continue carrying out its Lithium-Ion Battery Recycling Prize competition. In addition, the bill establishes within DOE and the Environmental Protection Agency (EPA) a voluntary labeling program to improve battery collection and reduce battery waste. The EPA must also develop best practices for the collection of batteries that states and local governments may follow. Additionally, DOE must convene a task force to develop an extended battery producer responsibility framework that outlines regulatory pathways for effective recycling.

A qualified carbon dioxide capture facility is any equipment installed in an industrial carbon dioxide facility that satisfies specified capture and storage requirements and (1) is used for the capture, treatment and purification, compression, transportation, or on-site storage of carbon dioxide produced by the industrial carbon dioxide facility; or (2) is integral or functionally related and subordinate to a gasification process that converts a product from coal, petroleum residue, biomass, or other materials that are recovered for their energy or feedstock value into a synthesis gas composed primarily of carbon dioxide and hydrogen for direct use or subsequent chemical or physical conversion.

Wildfire Emergency Act of 2021 This bill provides for programs and activities in support of forest restoration, wildfire mitigation, and energy resilience. The Department of Agriculture (USDA) shall select landscape-scale forest restoration projects to implement on National Forest System land and on land adjoining National Forest System land. USDA shall establish a pilot program under which USDA may enter into conservation finance agreements with public or private persons to implement and monitor such projects. The Department of Energy shall establish a program to support critical infrastructure and microgrids, including by improving the energy resilience and power needs of critical facilities (e.g., hospitals) through the use of microgrids, renewable energy, energy efficiency, reduced electricity demand, and on-site storage. Wildfire Emergency Act of 2021 This bill provides for programs and activities in support of forest restoration, wildfire mitigation, and energy resilience. The Department of Agriculture (USDA) shall select landscape-scale forest restoration projects to implement on National Forest System land and on land adjoining National Forest System land. USDA shall establish a pilot program under which USDA may enter into conservation finance agreements with public or private persons to implement and monitor such projects. The Department of Energy shall establish a program to support critical infrastructure and microgrids, including by improving the energy resilience and power needs of critical facilities (e.g., hospitals) through the use of microgrids, renewable energy, energy efficiency, reduced electricity demand, and on-site storage. Clean H2 Production Act This bill provides tax incentives for the production of clean hydrogen and for investment in clean hydrogen production facilities. Specifically, it allows a new business-related tax credit for the production of specified amounts of qualified clean hydrogen. The bill defines qualified clean hydrogen as hydrogen that is produced through a process that, as compared to hydrogen produced by steam-methane reforming of nonrenewable natural gas, achieves a percentage reduction in life cycle greenhouse gas emissions that is not less than 50%. The bill also expands the energy tax credit to include clean hydrogen production facilities.

ASSET Act

Allowing Steady Savings by Eliminating Tests Act or the ASSET Act This bill prohibits the use of asset tests or resource limits in certain means-tested public assistance programs and increases the resource limits to qualify for Supplemental Security Income (SSI). SSI is a federal income supplement program designed to help aged, blind, and disabled individuals with limited income and resources meet basic needs. Under the bill, states may not use asset or resource limits to determine eligibility for (1) programs funded by Temporary Assistance for Needy Families grants, (2) the Supplemental Nutrition Assistance Program, or (3) the Low-Income Home Energy Assistance Program. In addition, an individual may have up to $10,000 in certain resources (or up to $20,000 for a couple) and qualify for SSI. Under current law, the limit is $2,000 for an individual (or $3,000 for a couple).
