Suspends the statutory time period governing commencement and completion of construction of a hydroelectric project until the date on which the Hudson River PCB site has been: (1) removed from the National Priorities List; or (2) approved for hydroelectric project construction by the Administrator of the Environmental Protection Agency. Deems any order of the Federal Energy Regulatory Commission issued before the date of enactment of this Act that addresses such suspended deadline to be void and of no legal effect with respect to any failure by a licensee to meet the deadline.

California Ocean and Coastal Protection Act - Amends the Outer Continental Shelf Lands Act to prohibit oil and gas preleasing, leasing, and related activities in areas of the Outer Continental Shelf located off the coast of California. Reliable and Affordable Natural Gas Energy Reform Act of 2006 - Amends the Outer Continental Shelf (OCS) Lands Act to authorize the Secretary of the Interior to issue a lease for development and production of gas and associated condensate and other hydrocarbon liquids in a moratorium area beginning with the five-year outer Continental Shelf oil and gas leasing program for 2007 through 2012. Revises projected state lines for the subsoil and seabed of the OCS, including artificial islands and fixed structures. Establishes leasing moratoria, until June 30, 2012, for designated areas of the OCS. Authorizes a state governor to request the Secretary to: (1) extend the withdrawal from leasing of any area within the state's Adjacent Zone within 125 miles of its coastline; (2) provide a current estimate of proven and potential natural gas resources that may result in state revenues in any moratorium area adjacent to, or lying seaward of, the state coastline; and (3) make available for leasing any portion of a moratorium area in the Adjacent Zone. Requires the Secretary to notify a neighboring state for its concurrence with or objection to any proposed natural gas lease located within 20 miles of the nearest point on the coastline of such state. Prescribes guidelines for state participation in revenue sharing from moratorium and nonmoratorium areas. Amends the Energy Policy Act of 2005 to repeal the requirement to conduct comprehensive inventory of OCS natural gas resources. Grants the lessee of a natural gas lease within specified areas of the California or Florida Adjacent Zones the option, without compensation, of exchanging the lease for a new natural gas lease having a primary term of five years. Cites circumstances under which the Secretary shall repurchase and cancel any federal natural gas lease in the OCS.

Domestic Energy Production through Offshore Exploration and Equitable Treatment of State Holdings Act of 2006 - Amends the Outer Continental Shelf Lands Act (OCSLA) to revise the determination of adjacent zones and planning areas in the subsoil and seabed of the outer Continental Shelf (OCS). Prescribes guidelines for: (1) lease administration; (2) lease grants; (3) lease receipts ; and (4) allocations to states and coastal municipal political subdivisions. Modifies review guidelines for OCS exploration plans and drilling permits. Directs the Secretary of the Interior to include in each five-year program lease sales that offer at least 75% of the available unleased acreage within each OCS Planning Area for oil and gas or natural gas leasing. Revises requirements for review of OCS development and production plans. Establishes the Federal Energy Natural Resources Enhancement Fund. Declares without force or effect all provisions of existing federal law that prohibit spending appropriated funds for OCS oil and natural gas leasing and preleasing. Prohibits a federal agency from permitting certain activities on federal OCS or in state waters that are incompatible with either oil or natural gas leasing, or with exploration and production of tracts that are geologically prospective for oil or natural gas. Amends the Mineral Leasing Act to revise regulation of surface-disturbing activities. Redesignates the Minerals Management Service as the National Ocean Resources and Royalty Service. Rigs to Reefs Act of 2005 - Amends the OCSLA to prescribe requirements for the use of decommissioned offshore oil and gas platforms for mariculture, artificial reef, and scientific research. Amends the Energy Policy Act of 2005 to repeal the requirement for: (1) a comprehensive inventory of OCS oil and natural gas resources; and (2) payments for oil shale and tar sands leases. Establishes the Federal Energy And Mineral Resources Professional Development Fund. National Geologic Data and Mapping Fund Act of 2006 - Establishes the National Geologic Data and Mapping Fund. Prescribes implementation guidelines for leasing areas located within 100 miles of California or Florida. Amends the OCSLA to repeal the coastal impact assistance program.

Home Energy Assistance Tax Credit Act of 2006 - Allows individual taxpayers a refundable tax credit for 25% of of their home energy costs (i.e., electricity, natural gas, propane, and heating oil) incurred between October 1, 2005, and March 31, 2006. Limits the amount of such credit to $200 ($400 for joint returns) and reduces the credit for taxpayers whose adjusted gross income exceeds $30,000 ($60,000 for joint returns).

Home and Farm Wind Energy Systems Act of 2006 - Amends the Internal Revenue Code to allow a tax credit for 30% (10% after December 31, 2015) of the cost of installing qualified wind energy property. Defines "qualified wind energy property" as an electricity-generating wind turbine of 100 kilowatts of rated capacity or less which is installed in a dwelling unit or other property located in the United States and which meets the latest rating standards published by the American Wind Energy Association.

Permanent Protection for Florida Act of 2006 - Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from issuing a lease for the exploration, development, or production of oil, natural gas, or any other mineral in the Florida exclusion zone. Expresses the sense of Congress that states are encouraged not to issue a permit or lease for new oil and natural gas slant, directional, or offshore drilling in or under any of the Great Lakes. Declares this Act applicable to non-producing leases. Withdraws the Florida exclusion zone from: (1) any Outer Continental Shelf protraction diagram prepared by the Minerals Management Service; and (2) consideration for inclusion in any five-year Outer Continental Shelf leasing program of the Department of the Interior. Declares that any non-producing or similar lease that is suspended as of the enactment of this Act in the Eastern planning area of the Gulf of Mexico (with a specified exception), and that is also active, non-producing, or in suspension as of such date, is relinquished and abandoned in exchange for royalty forgiveness for revenue streams owed by oil and gas lessees producing on that date in the Central and Western planning areas of the Gulf of Mexico. Specifies the characteristics of any relinquished and abandoned lease whose lessee is ineligible for royalty forgiveness. Extends until June 30, 2020, the expiration date for the withdrawal of areas of the Outer Continental Shelf described in a specified Memorandum.

Idling Reduction Tax Credit Act of 2006 - Amends the Internal Revenue Code to allow a business tax credit for 25% of the cost of a qualifying idling reduction device, up to $1,000. Defines "qualifying idling reduction device" as any device that is: (1) installed on a heavy-duty diesel-powered on-highway vehicle to provide services that would otherwise require the operation of the main drive engine while the vehicle is temporarily parked or stationary; and (2) certified by the Secretary of Energy to reduce long-duration idling. Directs the Secretary to publish standards for certifying such devices.

Condemns the government of Iran's many failures to comply with its nuclear nonproliferation obligations, including its obligations under the Safeguards Agreement, its suspension commitments under the Paris Agreement, and prior commitments to the EU-3 to suspend all enrichment- and reprocessing-related activities. Commends the efforts of the governments of France, Germany, and the United Kingdom to seek a credible suspension of Iran's enrichment- and reprocessing-related activities and to find a diplomatic means to address Iran's noncompliance with such obligations. Urges the International Atomic Energy Agency (IAEA) Board of Governors at its February 2006 special meeting to order that Iran's noncompliance be reported to the U.N. Security Council. Calls on Security Council members, in particular the Russian Federation and the People's Republic of China, to consider any report of Iran's noncompliance in fulfillment of the Security Council's mandate to respond to situations bearing on international peace and security.

Protecting America's Competitive Edge Through Energy Act of 2006 or PACE-Energy Act - Amends the Department of Energy Science Education Enhancement Act to direct the Secretary of Energy to: (1) appoint a Director of Mathematics, Science, and Engineering Education with principal responsibility for administering mathematics, science, and engineering education programs of the Department of Energy (DOE); and (2) establish a Mathematics, Science, and Engineering Education Fund to carry out provisions under the Act relating to laboratory cooperative science centers and other authorized education activities and education partnerships. Directs the Secretary to: (1) establish a summer internship program for middle and secondary school students that shall provide them with internships at the national laboratories and promote experiential, hands-on learning in mathematics or science; (2) establish at each of the national laboratories a program to support a Center of Excellence in Mathematics and Science at one public secondary school located in the region of the national laboratory to provide assistance in accordance with this Act; (3) establish or expand summer institute programs at the national laboratories to provide additional training to strengthen the mathematics and science teaching skills of teachers employed at public schools in kindergarten through grade 12; (4) establish a program to support the appointment of distinguished scientists by the national laboratories; and (5) award grants to outstanding eligible early-career researchers to support the work of such researchers in DOE. Establishes the Advanced Research Projects Authority--Energy (ARPA-E). Requires the use of the Acceleration Fund for Research and Development of Energy Technologies established by this Act to award grants, cooperative agreements, and contracts supporting specified advanced energy research activities.

Protecting America's Competitive Edge Through Education and Research Act of 2006 - PACE-Education Act - Establishes programs to provide additional mathematics and science teachers in K-12 elementary and secondary education (teachers), including: (1) Department of Education (ED) grants to institutions of higher education (IHE's) for baccalaureate degree programs in mathematics, science, and engineering, with teacher certification, and for master's degree programs in mathematics and science education for teachers; (2) National Science Foundation (NSF) scholarships for recruiting and training new teachers, and fellowships for teachers; (3) ED grants to nonprofit entities to train additional teachers for Advanced Placement (AP), pre-AP, International Baccalaureate (IB), and pre-IB programs; (4) a National Clearinghouse on Mathematics and Science Teaching Materials; (5) Future American-Scientist Scholarships (ED); (6) Department of Energy graduate research fellowships in scientific areas of national need; and (7) NSF early-career research grants for scientists and engineers. Directs the Office of Science and Technology Policy Matters to: (1) coordinate science, mathematics, and engineering education programs; (2) establish a National Coordination Office for Advanced Research Instrumentation and Facilities; (3) establish guidelines for federal agencies to allocate funds for high-risk, high-payoff research; and (4) award a President's Innovation Award. Directs the National Aeronautics and Space Administration (NASA) to award early-career research grants. Amends the Stevenson-Wydler Technology Innovation Act of 1980 to direct the Department of Commerce to award grants for feasibility studies and plans for science parks, and for revolving loan funds to develop science park infrastructure. Amends the Immigration and Nationality Act to: (1) create a new visa category for doctorate students in mathematics, engineering, technology, or the physical sciences; and (2) exempt from numerical limitations on employment-based immigrants certain aliens who have received such advanced degrees and are working in a related field. Directs the Department of Defense (DOD) to award early-career research grants. Expresses the sense of Senate on: (1) policies to accelerate deployment of access to broadband Internet; (2) the visa process for foreign students at U.S. IHE's and foreign researchers engaging in scientific research in the United States; (3) patent reform; and (4) exemption of certain uses of technology from treatment as exports.

Calls for the United States to: (1) cut assistance to countries whose companies are investing in Iran's energy sector; (2) withdraw its support for Iran's accession to the World Trade Organization (WTO) until Iran meets weapons of mass destruction, human rights, terrorism, and regional stability standards; and (3) make the Government of Iran understand that if its nuclear activity continues it will be treated as a pariah state. Expresses the sense of the Senate that: (1) supplies of refined gasoline to Iran should be cut off; and (2) there should be a worldwide ban on sales of weapons to Iran. Calls for the United Nations Security Council to: (1) impose an intrusive International Atomic Energy Agency (IAEA)-led weapons of mass destruction inspection regime on Iran similar to that imposed on Iraq after the 1991 Persian Gulf war; and (2) reduce diplomatic exchanges with Iran, limit travel by some Iranian officials, and limit or ban sports or cultural exchanges with Iran. Calls for the President to more faithfully implement the Iran and Libya Sanctions Act of 1996 (ILSA). Urges Congress to: (1) increase the requirements on the President to justify waiving ILSA-related sanctions; (2) repeal the sunset provision of ILSA; (3) set a 90-day time limit for the President to determine whether an investment constitutes a violation of ILSA; and (4) make exports to Iran of technology related to weapons of mass destruction sanctionable under ILSA.
