Methane Waste Prevention Act of 2019 This bill addresses methane emissions from oil and gas operations. (Methane is emitted during the production and transport of coal, natural gas, and oil.) The bill provides statutory authority for the Environmental Protection Agency rule titled Oil and Natural Gas Sector: Emission Standards for New, Reconstructed, and Modified Sources , published on June 3, 2016. The bill directs the Department of the Interior to establish specified requirements for reducing and preventing the waste of natural gas, including by venting, flaring, and fugitive releases, from all oil and gas operations; and measuring and reporting the production and disposition of all gas subject to the mineral leasing laws, all such gas produced, consumed on site, or lost through venting, flaring, or fugitive releases. All such requirements shall include consistent enforcement mechanisms for any operations not in compliance with them.

Protecting Europe's Energy Security Act of 2019 This bill establishes sanctions related to the provision of vessels for the construction of Russian energy export pipelines. The Department of State must report to Congress (1) a list of vessels engaged in below sea-level pipe laying for the construction of Russian energy export pipelines, and (2) a list of foreign individuals and entities that provided or facilitated the provision of the vessels for such pipeline construction. The State Department shall impose property- and visa-blocking sanctions on (1) the identified foreign individuals and entities, and (2) each corporate officer and principal shareholder with a controlling interest in the identified vessels. The President may impose various sanctions on foreign individuals and entities that knowingly provide underwriting, insurance, or reinsurance for the identified vessels. The sanctions may include prohibitions from (1) receiving Export-Import Bank export assistance, (2) being designated as a primary dealer of U.S. government debt instruments, or (3) receiving U.S. government procurement contracts. The State Department shall develop a strategy on improving the energy security of U.S. allies in Europe. The State Department shall also report to Congress (1) on the effects of Russia's Nord Stream 2 natural gas pipeline on U.S. national security; and (2) a periodically updated list of entities providing goods, services, or technology for the construction or repair of the pipeline and whether such transactions are prohibited under certain U.S. laws.

Smart Energy and Water Efficiency Act of 2019 This bill requires the Department of Energy (DOE) to establish and carry out a smart energy and water efficiency program. Under the program, DOE must award grants to water authorities (i.e., authorities that provide water, wastewater, or water reuse services) for implementing advanced and innovative technology-based solutions that will improve the energy or efficiency of water, wastewater, and water reuse systems.

This bill requires the Office of Fossil Energy to carry out a research, development, and technology demonstration program to improve the energy efficiency of gas turbines used in electric power generation systems. Specifically, the program must develop technologies that will lead to gas turbine combined cycle efficiency of 67% or simple cycle efficiency of 50%. In addition, the program must include field demonstrations of the developed technologies to demonstrate technical and economic feasibility.

Smart Cities and Communities Act of 2019 This bill establishes programs for the implementation and use of smart technologies and systems in communities of various sizes. A “smart city or community” is one in which innovative, advanced, and trustworthy information, communication, and energy technologies are applied to (1) improve the health and quality of life of residents; (2) increase efficiency of operations and services; (3) promote economic growth; and (4) improve safety, security, sustainability, resiliency, livability, and work life. The Department of Commerce shall establish a regional demonstration grant program focused on facilitating adoption, and allowing measurement and validation of performance, of advanced smart city or community technologies and systems. Commerce shall also convene a working group to develop tools for evaluating the cybersecurity of smart city or community technologies. The Department of Labor shall establish the TechHire Workforce Training and Development Pilot Program to furnish competitive grants for technology-based job training and education programs that provide industry-recognized credentials. The Department of Energy (DOE) shall implement a pilot program to improve cities' access to the expertise and infrastructure of the national laboratories to promote smart city technologies. DOE shall also expand its Technologist in Residence pilot program to include partnerships between national laboratories and cities respecting research and development related to smart cities. The bill requires strong federal encouragement and support for private sector-led standards development activities. The bill requires the establishment of a strategic international smart cities and communities trade program that includes trade missions to promote and assist smart-community activities, as by leveraging expertise in infrastructure development.

Make It In America Manufacturing Communities Act This bill directs the Department of Commerce to establish the Manufacturing Community Support Program, under which certain consortiums shall be designated as manufacturing communities and receive specified support. To be eligible for designation, a consortium must include at least one (1) institution of higher education, (2) private sector entity, and (3) government entity. The consortium may define the region that it represents, as long as the region contains critical elements of key technologies or supply chain and enables close collaboration among the consortium's members. Each designation shall be for two years and may be renewed for up to two additional two-year periods. Support under the program shall include financial and technical assistance and preferential consideration when seeking such assistance. Designees may use such financial or technical assistance to support investments in ecosystems that will improve the competitiveness of U.S. manufacturing, including infrastructure, access to capital, promotion of exports and foreign direct investment, equipment upgrades, workforce training, energy or process efficiency, business incubators, site preparation, advanced research, supply chain development, and small business assistance.

Protect America's Paper for Recycling Act This bill modifies the tax credit for producing electricity from renewable resources to revise the definition of "municipal solid waste." The bill specifies that municipal solid waste does not include solid waste collected as part of a system which commingles commonly recycled paper with other solid waste which is not commonly recycled at any point from the time of collection through any materials recovery. The bill includes exceptions for incidental and residual waste. In the case of a facility that produces electricity both from municipal solid waste and other solid waste that is not a qualified energy resource (1) the facility is a qualified facility if it otherwise meets the requirements for qualified facilities, and (2) the credit only applies to the portion of the electricity produced from municipal solid waste.

National Strategic and Critical Minerals Production Act This bill addresses the mine permitting process. Under the bill, projects that provide minerals vital to job creation, energy infrastructure, coastal resilience and restoration, American economic competitiveness, and national security must be considered to be infrastructure projects as described in Executive Order 13807, titled Establishing Discipline and Accountability in the Environmental Review and Permitting Process for Infrastructure Projects and dated August 15, 2017. This order directed federal agencies to ensure that the environmental review and permitting process for infrastructure is coordinated, predictable, and transparent. The bill sets forth general requirements for an existing mineral exploration or mine permit application. The Bureau of Land Management (BLM) or the Forest Service shall appoint a project lead for the mine permitting process to coordinate with other agencies to ensure that the agencies minimize delays, set and adhere to timelines for completion of the permitting process, set clear permitting goals, and track progress against goals. The requirements of the National Environmental Policy Act of 1969 are satisfied if the BLM or the Forest Service determines that the agency issuing the permit will address specified factors, such as environmental impact, alternatives to issuance of the permit, or any irreversible and irretrievable commitment of resources that would be involved in the proposed action. Projects on National Forest System land shall be exempt from regulations that prohibit timber tree cutting and road construction in areas without roads.

Food and Fuel Consumer Protection Act of 2019 This bill revises the renewable fuel program, which requires transportation fuel to contain a minimum volume of renewable fuel. The Environmental Protection Agency must cap the total volume of ethanol blended into the transportation fuel supply at 9.7% of projected gasoline demand as determined by the Energy Information Administration.

This bill establishes the congressional budget for the federal government for FY2020 and sets forth budgetary levels for FY2021-FY2029. The bill recommends levels and amounts for FY2020-FY2029 for federal revenues, new budget authority, budget outlays, deficits, public debt, debt held by the public, and the major functional categories of spending. It also recommends levels and amounts for FY2020-FY2029 in the Senate for Social Security and Postal Service discretionary administrative expenses. The bill includes reconciliation instructions that direct several Senate committees to report and submit to the Senate Budget Committee legislation to reduce the deficit by specified amounts over FY2020-FY2029. The committees include the Senate Agriculture, Nutrition, and Forestry Committee; the Senate Armed Services Committee; the Senate Banking, Housing, and Urban Affairs Committee; the Senate Energy and Natural Resources Committee; the Senate Health, Education, Labor, and Pensions Committee; the Senate Homeland Security and Governmental Affairs Committee; and the Senate Veterans Affairs Committee. The Senate Finance Committee must report and submit legislation to reduce the deficit and revenues by specified amounts over FY2020-FY2029. (Under the Congressional Budget Act of 1974, reconciliation bills are considered by Congress using expedited legislative procedures that prevent a filibuster and restrict amendments in the Senate.) The bill establishes reserve funds that provide flexibility in applying budget enforcement rules to legislation relating to (1) efficiencies, consolidations, and other savings; or (2) health savings accounts. It also sets forth budget enforcement procedures for legislation considered in the Senate.

American Mineral Security Act This bill addresses the availability, development, and production of domestic critical minerals. The President must coordinate the appropriate agencies to implement U.S. policy regarding critical minerals, including to establish an analytical and forecasting capability for identifying critical mineral market factors so as to avoid supply shortages, mitigate price volatility, and prepare for demand growth and other market shifts. Among other things, the bill provides statutory authority for the U.S. Geological Survey to designate and update every three years a list of critical minerals; requires a comprehensive national assessment of every critical mineral; directs the Bureau of Land Management and the Forest Service to complete federal permitting and review processes with maximum efficiency and effectiveness; requires the Department of Energy to conduct a program of research and development to promote the production, use, and recycling of critical minerals, and develop alternatives to critical minerals; directs the Department of Labor to assess the domestic availability of technically trained personnel with the necessary skill set for critical mineral activities; provides for a study to design an interdisciplinary program on critical minerals that will support the critical mineral supply chain and increase domestic critical mineral development; establishes a competitive grant program for institutions of higher education to implement integrated critical mineral education, training, and workforce development programs; and reauthorizes through FY2029 the National Geological and Geophysical Data Preservation Program.

Clean Energy for America Act This bill modifies,extends, or terminates several existing energy-related tax incentives to provide consolidated tax deductions and credits for the production of or investment in clean electricity, the production of clean transportation fuels, and energy efficient homes and commercial buildings. The new tax incentives are technology-neutral and the amounts of the credits or deductions vary based on the levels of carbon emissions for the incentives for electricity and fuels or energy efficiency in the case of the incentives for energy efficient homes and commercial buildings. The bill also establishes tax credits for certain bonds issued by a governmental body, a public power provider, or a cooperative electric company for facilities producing clean electricity or clean transportation fuels. The bill phases out the new tax incentives when annual greenhouse gas emissions in the United States have been reduced by specified percentages. In order to provide for a transition period for the new tax incentives, the bill temporarily extends several existing energy-related tax provisions. With respect to the existing qualifying advanced energy project credit, the Department of the Treasury must establish an additional qualifying advanced energy project program to consider and award certifications for qualified investments eligible for credits.

Nuclear Waste Administration Act of 2019 This bill addresses nuclear waste management. Among other things, this bill establishes the Nuclear Waste Administration (NWA) to provide for the permanent disposal of nuclear waste, including the siting, construction, and operation of additional repositories, a test and evaluation facility, and additional storage facilities; transfers to the NWA specified functions of the Department of Energy, including those related to the construction and operation of a repository; prescribes siting guidelines for nuclear waste storage facilities and repositories and for the identification and suitability of candidate sites; directs the NWA to establish a storage program to provide interim storage for spent nuclear fuel and high-level radioactive waste; and confers upon the NWA responsibility for transporting nuclear waste.

Nuclear Weapons Abolition and Economic and Energy Conversion Act of 2019 This bill directs the U.S. government to sign and ratify the United Nations Treaty on the Prohibition of Nuclear Weapons or a similar international agreement that calls for the elimination of all nuclear weapons in every country. The government shall (1) redirect resources currently used in nuclear weapons programs toward building an ecologically beneficial peace economy and addressing human and infrastructure needs, and (2) actively promote policies to induce all other countries to take similar action.

Renewable Energy for Puerto Rico and the U.S. Virgin Islands Act This bill addresses renewable energy, energy efficiency, and energy storage in Puerto Rico and the Virgin Islands. Specifically, the Department of Agriculture (USDA) must establish a grant program under which USDA may award grants for renewable energy systems, energy efficiency activities, energy storage, smart grids, or microgrids. In addition, USDA may award grants to train residents of Puerto Rico or the Virgin Islands to develop, construct, maintain, or operate renewable energy systems. The Department of Energy must ensure that its national laboratories offer to provide technical assistance to grant recipients. The Government Accountability Office must study and report on renewable energy and energy efficiency in Puerto Rico and the Virgin Islands.

Water Conservation Rebate Tax Parity Act This bill expands the tax exclusion for energy conservation subsidies provided by public utilities to include certain subsidies for water conservation or efficiency measures and storm water management measures. The bill excludes from gross income subsidies provided (directly or indirectly) (1) by a public utility to a customer, or by a state or local government to a resident of such state or locality, for the purchase or installation of any water conservation or efficiency measure; and (2) by a storm water management provider to a customer, or by a state or local government to a resident of such state or locality, for the purchase or installation of any storm water management measure.

Enhancing Fossil Fuel Energy Carbon Technology Act of 2019 This bill directs the Department of Energy (DOE) to replace its existing fossil energy research and development technology programs with new programs. Under the new programs, DOE must research and develop fossil fuel technology for carbon capture, utilization, storage, or removal. DOE must establish a coal and natural gas technology program to ensure the continued use of domestic coal and natural gas resources through the development of technologies. The technologies must significantly improve the efficiency, effectiveness, costs, and environmental performance of coal and natural gas use. In addition, DOE must establish a research, development, and demonstration carbon storage program and a large-scale carbon sequestration demonstration program. DOE may establish an integrated storage program. DOE must also establish a carbon utilization program to identify and assess novel uses for carbon, carbon capture technologies for industrial systems, and alternative uses for coal. Finally, DOE must establish a program to develop technologies and strategies for removing carbon dioxide from the atmosphere on a large scale. The program must include an air capture technology prize competition.

All-Electric Homes Act of 2019 This bill establishes a tax credit for contractors that construct new all-electric homes. The credit applies to new homes that are constructed by the contractor, are acquired by a person from the contractor for use as a residence during the year, have appliances and mechanical systems that are powered solely by electricity, do not have a gas line or gas service, and meet specified energy efficiency standards. For a single-family residence, the credit is equal to $5,000. For a multi-family residence, the credit is equal to $1,750, multiplied by the total number of residential units.

License Natural Gas Now Act of 2019 or the LNG Now Act of 2019 This bill prohibits the federal government from imposing restrictions on the importation and exportation of natural gas. The bill prohibits the export of natural gas to, or the import of natural gas from, a nation subject to sanctions imposed by the United States.

Energy Storage Tax Incentive and Deployment Act of 201 9 This bill allows tax credits for (1) energy storage technologies, and (2) battery storage technology. The bill expands the tax credit for investments in energy property to include equipment that (1) receives, stores, and delivers energy using batteries, compressed air, pumped hydropower, hydrogen storage (including hydrolysis), thermal energy storage, regenerative fuel cells, flywheels, capacitors, superconducting magnets, or other technologies identified by the Internal Revenue Service; and (2) has a capacity of at least five kilowatt hours. The bill also expands the tax credit for residential energy efficient property to include expenditures for battery storage technology that (1) is installed on or in connection with a dwelling unit located in the United States and used as a residence by the taxpayer, and (2) has a capacity of at least three kilowatt hours.

Forage Fish Conservation Act This bill addresses the management and conservation of forage fish. (A forage fish is any fish at a low trophic level that contributes significantly to the diets of other fish, marine mammals, or birds and serves as a conduit for energy transfer to species at a higher trophic level.) The Department of Commerce must establish guidelines to assist regional fishery management councils in (1) developing a list of unmanaged forage fish areas and prohibiting the development of any new forage fish fisheries until the potential impacts of such fisheries have been assessed; and (2) setting annual catch limits for forage fish fisheries that assess, specify, and reduce such limits by the diet needs of other fish species and marine wildlife. The bill adds shad (American shad and hickory shad) and river herring (blueback herring and alewife) to the list of managed stocks for the New England and Mid-Atlantic Fishery Management Council.

Eastern Mediterranean Security and Energy Partnership Act of 2019 This bill authorizes the Department of State to enter into cooperative agreements to enhance cooperation on energy matters between the United States and Israel, Greece, and Cyprus. The Department of Energy may establish a joint U.S.-Eastern Mediterranean Energy Center in the United States to further dialogue and academic cooperation in energy innovation technology, water science, and technology transfer. An existing ban on transferring defense articles and services on the U.S. Munitions List to Cyprus is modified to allow for such transfers if Cyprus is the end user of the articles or services. Specifically, the State Department shall not deny exports, reexports or transfers of defense articles and services to Cyprus if the request is made by or on behalf of Cyprus and if Cyprus is the end user of such articles or services. No funds may be obligated or expended to facilitate the transfer of an F-35 aircraft (or to provide any related items or data) to Turkey unless the President certifies to Congress that Turkey does not plan to accept delivery of the S-400 air defense system from Russia. The State Department shall report on (1) a strategy for enhancing security and energy cooperation with Eastern Mediterranean countries, (2) malign Russian influence in the region, and (3) violations of Cyprus's exclusive economic zone and Greece's airspace.

Reaffirming Constitutional Property Rights Act This bill prohibits the holder of a certification of public convenience and necessity that authorizes construction and operation of a natural gas pipeline from exercising the right of eminent domain for a pipeline designed to export liquefied natural gas to a foreign county.

Growing Artificial Intelligence Through Research Act or the GrAITR Act This bill requires certain federal activities related to artificial intelligence, including implementation by the President of a National Artificial Intelligence Initiative. The initiative must invest in artificial intelligence research and support the development of an artificial intelligence science and technology workforce pipeline, among other activities. The Office of Science and Technology Policy (OSTP) shall establish or designate a National Artificial Intelligence Advisory Committee to advise the OSTP on matters related to the initiative; a National Artificial Intelligence Coordination Office to provide technical and administrative support to the advisory committee and serve as the point of contact on federal artificial intelligence activities; and an Interagency Committee on Artificial Intelligence to coordinate the artificial intelligence and technology research and education activities and programs of the federal agencies, among other activities. The National Institute of Standards and Technology shall, among other things carry out initiative activities, including by awarding contracts as necessary; support the development of measurements and standards necessary to advance commercial development of artificial intelligence applications; and establish collaborative ventures or consortia. The National Science Foundation shall implement a research and education program on artificial intelligence and engineering, and award grants to establish up to five Multidisciplinary Centers for Artificial Intelligence Research and Education to conduct activities in support of the initiative. The Department of Energy shall carry out an artificial intelligence research program.

American Opportunity Carbon Fee Act of 201 9 This bill imposes fees on carbon dioxide and other greenhouse gas emissions, establishes a tax credit for workers, provides payments to retired and disabled individuals, and provides cost mitigation grants to states. Specifically, the bill imposes fees on (1) fossil fuel products producing carbon dioxide emissions, including coal, petroleum products, and natural gas; (2) fluorinated greenhouse gases; (3) facilities that emit greenhouse gases; and (4) associated emissions (attributable to venting, flaring, and leakage across the supply chain). The bill directs the Department of the Treasury to establish, implement, and report on a program to identify all major source categories of associated emissions and collect data on associated emissions from the coal, petroleum products, and natural gas supply chains; make specified adjustments to the new fees for importers and exporters of energy-intensive manufactured goods; make a specified payment each calendar year to certain Social Security beneficiaries and other retired and disabled individuals; make cost mitigation grants to states for assisting low-income and rural households in reducing energy expenses, providing job training and worker transition assistance, or assisting in dealing with climate change or the transition to a low-carbon economy; and establish a website to make regular disclosures concerning revenue, tax savings, and benefits attributable to this bill. The bill also allows a new carbon fee offset tax credit for the lesser of 6.2% of earned income or $900.
