Home Front Energy Independence Act This bill prohibits the importation of petroleum and petroleum products from Russia until Russia recognizes the sovereignty and territorial integrity of Ukraine. The bill allows a new tax credit for the sale or blending of ethanol fuels. It also extends through 2025 the income tax credit for biodiesel and renewable diesel used as fuel. Great Lakes Authority Act of 2022 This bill establishes the Great Lakes Authority to promote economic development and job creation; restore and protect fresh water; foster innovation to strengthen and expand manufacturing; promote cleaner and more sustainable power production; establish and administer funding mechanisms to finance clean energy, green infrastructure, water infrastructure, wastewater infrastructure, and broadband infrastructure projects in the region; create a regional development plan; promote affordable access to energy and broadband services in the region; provide technical assistance to entities receiving financial assistance from the authority; and select a location for the National Energy Recycling and Conservation Laboratory established by this bill. The authority must be composed of (1) a chairperson appointed by the President; and (2) one member from each of the following states: Illinois, Indiana, Michigan, Minnesota, New York, Ohio, Pennsylvania, and Wisconsin.

Small Scale LNG Access Act of 2022 This bill expedites the approval of applications for the exportation of natural gas that do not exceed 51.75 billion cubic feet per year. Specifically, the bill deems such applications to be consistent with the public interest and requires the Federal Energy Regulatory Commission to grant the applications without modification or delay. However, applications for exportation of natural gas to any nation subject to sanctions imposed by the United States may not be expedited.

Think Tank and Nonprofit Foreign Influence Disclosure Act This bill requires tax-exempt charitable organizations to disclose in annual reports contributions and gifts exceeding $50,000 received from foreign governments and foreign political parties. The reports must disclose the names of such governments and political parties and the aggregate amounts of contributions and gifts. The bill requires the Department of the Treasury to make publicly available in a searchable database information on gifts and contributions received from foreign governments and political parties and the aggregate amount received in each year from (1) China, the Chinese Communist Party and its officials, and state-owned Chinese entities; (2) Russia, Russian officials, and state-owned Russian entities; and (3) persons identified pursuant to the Specially Designated Nationals and Blocked Persons List (SDN) Human Readable Lists. Treasury must also report on the foreign influence of tax-exempt organizations with a focus on the role of foreign influence in the funding of such organizations to influence the U.S. energy sector or aid terrorist groups in a conflict zone.

This bill expresses the sense of Congress that energy rebates to individual taxpayers are required due to the global disruptions caused by COVID-19 and the Russian invasion of Ukraine. The bill allows an income-based tax credit beginning in 2022 for the sum of monthly energy rebates. The amount of such rebates in any calendar month is the sum of $100 ($200 for married couples filing jointly) plus $100 multiplied by the number of the taxpayer's dependents during 2022.

Stop Top Oil Producers and Protect Ukraine from Tyrannical Invasions Now Act of 2022 or the STOP PUTIN Act of 2022 This bill requires the End-User Review Committee to review whether specified Russian energy entities should be added or removed from the Entity List. The Entity List identifies entities reasonably believed to be involved in, or to pose a significant risk of being or becoming involved in, activities contrary to the national security or foreign policy interests of the United States. The committee must conduct the review within 15 days of this bill's enactment and every 90 days thereafter. The bill specifies that an entity may be removed from the Entity List only by an act of Congress.

American Energy for American Consumers Act This bill requires the President to promulgate a rule prohibiting the export of crude oil and finished motor gasoline produced in the United States. The prohibition may not end until the earlier of (1) the date that the President determines the national average price for unleaded gasoline has been, for at least 30 days, at or below the national average price for unleaded gasoline on January 1, 2022; or (2) the date that the President determines is the formal end to the conflict between Russian and Ukraine. The President may exempt from the prohibition exports of crude oil or finished motor gasoline as the President determines to be in the national interest or for national security purposes.

Stop Gas Price Gouging Tax and Rebate Act This bill imposes an excise tax of 50% of the excess of the windfall profit of a producer of crude oil (including crude oil condensates and natural gasoline) that has an average daily worldwide production of crude oil of at least 300,000 barrels for the taxable year, and had gross receipts in excess of $1 billion for its last taxable year during 2005. The bill defines windfall profit as the excess of the adjusted taxable income of such producer for taxable year 2022 over the reasonably inflated average profit for such taxable year. The bill requires payment of energy price rebates to eligible individuals.

Relief for Families Act of 2022 This bill permits state and local coronavirus fiscal recovery funds to be used to address increased costs of essential items. Restoring Offshore Wind Opportunities Act This bill authorizes the Department of the Interior to grant leases on the Outer Continental Shelf for activities that produce or support production, transportation, or transmission of energy from sources other than oil and gas (e.g., wind energy) in certain areas of the Gulf of Mexico and the South Atlantic and Straits of Florida Planning Areas. In September of 2020, presidential memorandums placed a moratorium on all energy leases in those areas for a 10-year period. This bill allows energy leases from such sources in those areas during that time.

Mortgage Borrower Protection Act of 2022 This bill requires an entity extending a Property Assessed Clean Energy (PACE) financing agreement to receive written consent from each owner of any residential mortgage loan or other recorded lien on the property before extending such financing to the dwelling owner. American Gas for Allies Act This bill deems the exportation of liquefied natural gas (LNG) for allied countries to be consistent with the public interest for purposes of the National Gas Act during the next three years. Thus, the bill allows such exports to be expedited during that time period. In order to be expedited, the LNG export must be for (1) a member country of the North Atlantic Treaty Organization, or (2) any other foreign country if the Department of State determines that the export of LNG to that country would promote the national security interests of the United States.

Suspending Energy Imports from Russia Act This bill prohibits the importation of energy products from Russia. It also permanently authorizes the President to impose visa- and property-blocking sanctions based on violations of human rights, and it revises the President's authority to impose these sanctions. The bill generally prohibits the importation of Russian products that are classified under chapter 27 of the Harmonized Tariff Schedule (which includes mineral fuels, mineral oils and products of their distillation, bituminous substances, and mineral waxes), with an exception for prior contracts or agreements. The President may waive this prohibition for national interest reasons, subject to congressional approval. The bill directs the U.S. Trade Representative to take certain actions, including to consider steps to suspend Russia's participation in the World Trade Organization. Additionally, the bill statutorily authorizes broader coverage of current visa- and property-blocking sanctions for human rights violations to cover persons involved in serious human rights abuses. (Current law imposes these sanctions on persons responsible for gross violations of human rights, a higher standard.) The bill authorizes the President to impose sanctions on any foreign person who (1) is responsible for serious human rights abuse, (2) is a current or former government official who is responsible for or complicit in corruption, (3) is or has been a leader or official of an entity that has engaged in any of these activities, (4) has provided support for any of these activities, or (5) is owned or controlled by a person subject to these sanctions.

Weatherization Assistance Program Improvements Act of 2022 This bill expands the Department of Energy's Weatherization Assistance Program, including by establishing a Weatherization Readiness Fund. If the dwellings of low-income households have significant defects or hazards that prevent the installation of weatherization (e.g., energy efficiency) measures under the program, then states may use the fund for repairing such defects and hazards.

Regaining Energy Freedom and Undeniable SEcurity and Preserving U.S. Trade Interests Now Act or the REFUSE PUTIN Act This bill addresses U.S. energy security and independence, the importation and exportation of fossil fuels, and drawdowns from the Strategic Petroleum Reserve. Specifically, the bill directs the President to prohibit the importation of fossil fuels from Russia. While the prohibition is in effect, the President may not ban the export of crude oil. The President must also rescind certain orders, including specified environmental executive orders relating to climate change. Further, agencies must repeal any regulations that have the intent or effect of substantially reducing U.S. energy independence. In addition, the bill grants the Federal Energy Regulatory Commission the exclusive authority to approve or deny applications for facilities, such as liquefied natural gas terminals, to export natural gas from the United States to foreign countries or import natural gas from foreign countries. Additionally, the Department of Energy may not drawdown petroleum in the Strategic Petroleum Reserve until it develops a plan to increase the percentage of federal lands leased for oil and gas production. Finally, the bill also approves the TransCanada Keystone Pipeline in Phillips County, Montana for the import of oil from Canada to the United States.

Freedom from Russian Energy Enterprise and Domestic Oil Maximization Act or the FREEDOM Act This bill directs the President to prohibit imports of crude oil, petroleum, petroleum products, and liquified natural gas from Russia. Energy Unleashing in Response to the Offenses of Putin against Europeans Act or the EUROPE Act This bill expedites approvals for natural gas exports to certain countries, imposes sanctions related to Russia, and addresses various energy-related issues. Under this bill, an application to export natural gas to a country with a mutual defense treaty with the United States must be (1) deemed consistent with the public interest, and (2) granted without modification or delay. Further, the Federal Energy Regulatory Commission must expedite the approval for liquefied natural gas terminals intended for exporting natural gas to one or more of such treaty countries. The Department of the Interior must immediately resume oil and gas leasing on public land and offshore waters without further review. The bill also requires the President to, subject to various exceptions and conditions, impose sanctions related to (1) Russia's central bank, and (2) foreign financial institutions that knowingly facilitate transactions with Russia's central bank or other sanctioned Russian financial institutions. The Export-Import Bank (Ex-Im Bank) must make assistance available to finance exports directly regarding clean energy technology, energy infrastructure, and the production of natural resources, with the goal of using at least 25% of its annual authorizations for such assistance. The Ex-Im Bank must set a goal to maximize the amount financed in certain situations, such as when an international strategic competitor is likely competing against a U.S. exporter for an energy-related contract.

Ending Dependence on Russian Energy Act This bill addresses the production of oil and gas, the importation of oil or natural gas from Russia, and the exportation of oil or natural gas to other countries. Specifically, the bill approves the TransCanada Keystone Pipeline in Phillips County, Montana for the import of oil from Canada to the United States. In addition, the bill requires the President to (1) prohibit the importation of oil or natural gas originating from Russia, and (2) seek to reduce restrictions on the exportation of oil or natural gas originating from the United States.

Ban Russian Energy Imports Act This bill declares that a national emergency exists with respect to the aggression of Russia against Ukraine. During this emergency, the President must prohibit the importation of crude oil, petroleum, petroleum products, liquefied natural gas, and coal in which Russia or a Russian national has any interest. The bill exempts products that are already loaded or in transit at the time of this bill's enactment.

Severing Putin's Immense Gains from Oil Transfers Act of 2022 or the SPIGOT Act of 2022 This bill prohibits the importation of crude oil and petroleum products from Russia. The President may waive this prohibition by meeting certain requirements, such as certifying to Congress that the import prohibition would unduly impact energy prices for U.S. consumers. The bill also requires the President to impose sanctions on foreign individuals and entities that are involved with (1) importing crude oil and petroleum products from Russia to the United States, and (2) acts of corruption or serious human rights abuses.
