Vehicle Innovation Act of 2019 This bill authorizes appropriations through FY2024 to the Department of Energy (DOE) for research, development, engineering, demonstration, and commercial application of innovative vehicle technologies. Among other things, the bill requires DOE to conduct a program on materials, technologies, and processes with the potential to substantially reduce or eliminate petroleum use and the emissions of U.S. passenger and commercial vehicles, including in the areas of natural gas and hydrogen vehicle technologies, electrification of vehicle systems, and hydraulic hybrid technologies; implement a program of advanced vehicle manufacturing technologies and practices, including innovative processes to increase the production rate and decrease the cost of advanced battery and fuel cell manufacturing; and seek opportunities to leverage resources and support initiatives of state and local governments in developing and promoting advanced vehicle technologies, manufacturing, and infrastructure.

Supplemental Appropriations Act, 2019 This bill provides $17.2 billion in FY2019 supplemental appropriations to several federal departments and agencies for expenses related to the consequences of recent wildfires, hurricanes, volcanos, earthquakes, typhoons, and other natural disasters. The funding provided by this bill is designated as emergency spending, which is exempt from discretionary spending limits and other budget enforcement rules. The bill includes appropriations for the Department of Agriculture, the Department of Commerce, the Department of Justice, the Department of Defense, the U.S. Army Corps of Engineers, the Department of the Interior, the Department of Energy, the U.S. Coast Guard, the Environmental Protection Agency, the Forest Service, the Department of Health and Human Services, the Department of Labor, the Department of Education, the Government Accountability Office, the Department of Veterans Affairs, the Department of Transportation, and the Department of Housing and Urban Development.

Pipeline and Compressor Safety Verification Act of 2019 This bill prohibits the construction and operation of specified natural gas projects until certain Massachusetts state agencies certify that such projects do not pose a danger to surrounding residential communities and the general public. Specifically, the Federal Energy Regulatory Commission must revoke the certificates of public convenience and necessity it issued authorizing the construction and operation of the Weymouth Compressor Station (Atlantic Bridge Project) in Weymouth, Massachusetts, and the West Roxbury Lateral Pipeline (Algonquin Incremental Market Project) in Norfolk and Suffolk Counties, Massachusetts, until it receives written certification from the state agencies.

Enhancing State Energy Security Planning and Emergency Preparedness Act of 2019 This bill addresses state energy security plans. The bill authorizes the Department of Energy (DOE) to provide financial assistance to states for the implementation, review, and revision of a state energy security plan that assesses the state's existing circumstances and proposes methods to strengthen the ability of the state to have a reliable, secure, and resilient energy infrastructure. A state energy security plan must contain specified content, including a risk assessment of energy infrastructure and cross-sector interdependencies and a risk mitigation approach to enhance reliability and end-use resilience. The plan must address potential hazards to each energy sector or system, including physical threats, and cybersecurity threats and vulnerabilities. Upon request of a state, DOE may provide information and technical assistance, and other assistance, in the development, implementation, or revision of a state energy security plan.

Appalachian Energy for National Security Act This bill directs the Department of Energy to conduct a study on the national security impacts of building ethane and other natural gas liquids petrochemical infrastructure in the vicinity of the Marcellus, Utica, and Rogersville shale plays located in the Appalachian region of the United States. The study must include an examination of the proposed infrastructure, including an identification of the potential benefits to national and economic security and the risks posed by foreign ownership and control of U.S. domestic petrochemical resources.

Energy Storage Tax Incentive and Deployment Act of 201 9 This bill allows tax credits for (1) energy storage technologies, and (2) battery storage technology. The bill expands the tax credit for investments in energy property to include equipment that (1) receives, stores, and delivers energy using batteries, compressed air, pumped hydropower, hydrogen storage (including hydrolysis), thermal energy storage, regenerative fuel cells, flywheels, capacitors, superconducting magnets, or other technologies identified by the Internal Revenue Service; and (2) has a capacity of at least five kilowatt hours. The bill also expands the tax credit for residential energy efficient property to include expenditures for battery storage technology that (1) is installed on or in connection with a dwelling unit located in the United States and used as a residence by the taxpayer, and (2) has a capacity of at least three kilowatt hours.

Smart Building Acceleration Act This bill assists the building sector in adopting smart building technology that increases energy efficiency. Smart buildings are buildings with energy systems that (1) are flexible and automated; (2) have extensive operational monitoring and communication connectivity, allowing remote monitoring and analysis of building functions; (3) take a systems-based approach in integrating the overall building operations for control of energy generation, consumption, and storage; (4) communicate with utilities and other third-party commercial entities, if appropriate; (5) protect the health and safety of occupants and workers; and (6) are cybersecure. Specifically, the bill requires the Department of Energy (DOE) to establish a Federal Smart Building Program. Under the program, DOE must implement smart building technology in certain federal buildings and demonstrate the costs and benefits of smart buildings. DOE may expand awards made under the Federal Energy Management Program and the Better Building Challenge to recognize specific federal agency achievements in accelerating the adoption of smart building technologies. In addition, DOE must conduct (1) a survey of privately owned smart buildings throughout the United States and evaluate their costs and benefits, and (2) research and development on barriers to the integration of advanced building technologies. As part of the Better Building Challenge, DOE must demonstrate policies and approaches that accelerate the transition to smart buildings.

Venezuela Emergency Relief, Democracy Assistance, and Development Act of 2019 or the VERDAD Act of 2019 This bill directs the President to take various actions to address the political situation in Venezuela. (The United States does not recognize Nicolas Maduro as Venezuela's President due to reports of widespread fraud during his election, recognizing instead National Assembly President Juan Guaido.) The Department of State shall submit to Congress strategies for providing humanitarian aid to Venezuela and to Venezuelans in neighboring countries. The President shall direct U.S. representatives to the United Nations to prioritize U.N. efforts to provide humanitarian aid to Venezuela. The bill imposes sanctions on foreign persons responsible for or complicit in corruption or activity undermining Venezuela's democratic institutions. Sanctions include barring entry into the United States and various financial restrictions. The bill also imposes various sanctions targeting the Maduro regime's ability to finance debt, trade gold, and use cryptocurrencies to evade U.S. sanctions. The bill establishes a special envoy and task force for Venezuela to coordinate and oversee U.S. efforts regarding Venezuela. The bill directs the State Department to work with nongovernmental organizations to strengthen democratic governance and defend human rights in Venezuela, investigate corruption and recover assets stolen from Venezuela, help other countries establish legislative frameworks to impose sanctions on Maduro regime officials. The President shall engage with multilateral development banks to assist in rebuilding Venezuela's economy and energy infrastructure. The bill directs the President to prevent Russia's government-controlled oil company Rosneft from acquiring control of critical U.S. energy infrastructure, including assets belonging to Venezuela's state-owned oil company, Petroleos de Venezuela, S.A.

Energy Diplomacy Act of 2019 This bill authorizes the Department of State to establish an Assistant Secretary of State for Energy Resources position. The bill also directs the State Department to ensure there are sufficient personnel dedicated to handling energy-related issues, such as (1) formulating policies to advance U.S. energy security interests, (2) providing analysis of the national security implications of global energy and environmental developments, and (3) coordinating energy-related activities with other federal agencies. The Coordinator for International Energy Affairs position in the State Department shall be eliminated.

Home Owner Managing Energy Savings Act of 2019 or the HOMES Act This bill provides incentives for homeowners to invest in energy efficiency improvements. Specifically, the Department of Energy (DOE) must establish the Home Energy Savings Retrofit Rebate Program. Under the program, DOE must provide rebates to reward homeowners for achieving home energy savings. Rebates may not exceed $10,000 per individual, or 50% of the qualified home energy efficiency expenditures paid or incurred by the homeowner. DOE must develop a network of rebate aggregators or a national rebate aggregator that can facilitate the delivery of rebates to reimburse participating homeowners or contractors. In addition, DOE must develop guidelines for allowing utilities participating as rebate aggregators to count the energy savings from their participation toward state and local level energy saving targets. This bill provides for the tax treatment of rebates, including an exclusion of such rebates from the taxable income of the homeowner. DOE must also make grants to states, Native American tribes, and Alaska Natives for carrying the programs established by this bill, including the development of quality assurance programs to oversee the delivery of home efficiency retrofit programs. Finally, DOE must establish a Residential Energy Efficiency Pay for Performance pilot program to encourage the use of measured energy savings, and financial payments for those energy savings, in the operation of residential energy efficiency programs.

Protect European Energy Security Act This bill requires the submission of certain reports to Congress related to Russia's construction of two natural gas pipelines, the Nord Stream 2 and Turk Stream. The Department of State shall report on (1) its efforts to promote energy security in Ukraine and the European Union and decrease their dependence on Russian energy sources, (2) its diplomatic efforts to oppose the pipelines, and (3) an estimate of European demand for natural gas from 2019 through 2023. The Office of the Director of National Intelligence shall report on the impact of the Nord Stream 2 pipeline on (1) U.S. interests and security objectives; (2) European energy security and defense posture; (3) Russian influence in Europe; and (4) Ukraine, including the impact of reductions in transit fees due to the pipeline.

Smart Energy and Water Efficiency Act of 2019 This bill requires the Department of Energy (DOE) to establish and carry out a smart energy and water efficiency management pilot program. Under the program, DOE must award grants to water authorities (i.e., authorities that provide water, wastewater, or water reuse services) for demonstrating advanced and innovative technology-based solutions that will increase and improve the energy efficiency of water, wastewater, and water reuse systems; support the implementation of innovative processes and the installation of advanced automated systems that provide real-time data on energy and water; and improve energy and water conservation, water quality, and predictive maintenance of energy and water systems, through the use of Internet-connected technologies.

This concurrent resolution establishes the congressional budget for the federal government for FY2020 and sets forth budgetary levels for FY2021-FY2029. The resolution recommends levels and amounts for FY2020-FY2029 for federal revenues, new budget authority, budget outlays, deficits, public debt, debt held by the public, and the major functional categories of spending. It also recommends levels and amounts for FY2020-FY2029 in the Senate for Social Security and Postal Service discretionary administrative expenses. The resolution includes reconciliation instructions that direct several Senate committees to report and submit to the Senate Budget Committee legislation to reduce the deficit by specified amounts over FY2020-FY2029. The committees include the Senate Agriculture, Nutrition, and Forestry Committee; the Senate Armed Services Committee; the Senate Banking, Housing, and Urban Affairs Committee; the Senate Energy and Natural Resources Committee; the Senate Health, Education, Labor, and Pensions Committee; the Senate Homeland Security and Governmental Affairs Committee; and the Senate Veterans Affairs Committee. The Senate Finance Committee must report and submit legislation to reduce the deficit and revenues by specified amounts over FY2020-2029. (Under the Congressional Budget Act of 1974, reconciliation bills are considered by Congress using expedited legislative procedures that prevent a filibuster and restrict amendments in the Senate.) The resolution establishes reserve funds that provide flexibility in applying budget enforcement rules to legislation relating to (1) efficiencies, consolidations, and other savings; or (2) health savings accounts. It also sets forth budget enforcement procedures for legislation considered in the Senate.

Mechanical Insulation Installation Incentive Act of 201 9 This bill allows an additional tax deduction for a portion of the cost of installing mechanical insulation property. The bill limits the amount of such deduction to the lesser of (1) 30% of the cost, or (2) the reduction in energy loss from the installed mechanical insulation property compared to property that meets the minimum requirements of American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) standard 90.1-2007. The bill allows the cost of mechanical insulation property that is placed in service to replace insulation property to be treated as a deductible business expense in the current taxable year. The bill defines "mechanical insulation property" as insulation materials, facings, and accessory products (1) placed in service in connection with a mechanical system which is located in the United States and of a character subject to an allowance for depreciation; and (2) utilized for thermal requirements for mechanical piping and equipment, hot and cold applications, and heating, venting and air conditioning applications which can be used in a variety of facilities. The bill also allows a tax deduction for capital expenditures related to mechanical insulation property.

Radiation Exposure Compensation Act Amendments of 2019 This bill increases the amount of compensation provided to individuals exposed to radiation and expands eligibility requirements for compensation to include additional individuals. Specifically, the bill extends the Radiation Exposure Compensation Trust Fund until 19 years after this bill's enactment. The trust fund compensates individuals who contract cancer or other diseases as a result of their exposure to radiation during nuclear testing undertaken by the United States during the Cold War. The bill revises the requirements governing the compensation of individuals who were exposed to radiation, including by increasing the amount of compensation that an individual may receive; expanding the affected area to include Colorado, Idaho, Montana, and New Mexico; expanding eligibility requirements to include additional individuals, such as certain employees of uranium mines or mills; and extending until 19 years after this bill's enactment the statute of limitations for the filing of claims. The National Institute of Environmental Health Sciences must establish a grant program for institutions of higher education to study the epidemiological impacts of uranium mining and milling among non-occupationally exposed individuals. The bill expands eligibility requirements for the Energy Employees Occupational Illness Compensation Program with respect to chronic beryllium disease.

Nuclear Energy Leadership Act This bill addresses nuclear energy innovation. Among other things, the bill directs the Department of Energy (DOE) to (1) establish a long-term nuclear power purchase agreement pilot program; (2) advance the research and development of domestic advanced, affordable, and clean nuclear energy; (3) develop a 10-year strategic plan for its Office of Nuclear Energy; (4) provide for a versatile, reactor-based fast neutron source; (5) establish a program to make available high-assay, low-enriched uranium for use in commercial or noncommercial advanced nuclear reactors; and (6) provide competitive grants to develop the capability to transport high-assay, low enriched uranium. DOE, the National Nuclear Security Administration, and the Nuclear Regulatory Commission must jointly establish a University Nuclear Leadership Program to provide financial assistance for scholarships, fellowships, and research and development projects at institutions of higher education.

Native American Business Incubators Program Act This bill requires the Department of the Interior to establish a grant program in the Office of Indian Energy and Economic Development for establishing and operating business incubators that serve Native American communities. A business incubator is an organization that (1) provides physical workspace and facilities resources to startups and established businesses, and (2) is designed to accelerate the growth and success of businesses through a variety of business support resources and services. Grant applicants may be institutions of higher education, private nonprofits, Native American tribes, or tribal nonprofits. Interior must facilitate the establishment of relationships between grant recipients and educational institutions serving Native American communities.

United States-Israel Cooperation Enhancement and Regional Security Act This bill authorizes various joint research and cooperation programs between the United States and Israel, reauthorizes security assistance to Israel, and establishes reporting requirements regarding various related issues. The bill authorizes the Department of State to work with Israel on research and development to establish directed energy capabilities. It authorizes through FY2024 cooperative projects involving the United States, Israel, and developing countries to identify and address sustainability challenges related to water resources, agriculture, and energy storage. The bill authorizes through FY2022 (1) activities of the U.S.-Israel Energy Center; (2) cooperation with and assistance to Israel related to security, explosives detection, and cybersecurity; (3) activities related to the U.S.-Israel Binational Agricultural Research and Development Fund; and (4) activities to establish a cooperative program with Israel to develop health technologies. The State Department shall establish a grant program to support cybersecurity research and development and commercialization of cybersecurity technology open to joint ventures involving U.S. and Israeli entities. The President shall establish contingency plans to provide Israel with necessary defense articles and services and assess plans to assist and supply Israel with munitions in the event of a sustained armed confrontation with Hezbollah. The bill authorizes the President to (1) waive export control requirements and immediately transfer defense articles to Israel in response to an existing or imminent military threat, and (2) transfer precision guided munitions to Israel as necessary for legitimate self-defense. The bill extends through FY2024 security assistance and loan guarantees for Israel.

Small Scale LNG Access Act of 2019 This bill provides that an application for the exportation of natural gas that does not exceed 51.75 billion cubic feet per year shall be deemed consistent with the public interest and granted by the Federal Energy Regulatory Commission without modification or delay. United States-Israel International Development Cooperation Act of 2019 This bill authorizes projects among the United States, Israel, and developing countries to support local solutions to sustainability challenges relating to water resources, agriculture, and energy storage. Small Scale LNG Access Act of 2019 This bill provides that an application for the exportation of natural gas that does not exceed 51.75 billion cubic feet per year shall be deemed consistent with the public interest and granted by the Federal Power Commission without modification or delay. Applications for exportation of natural gas to any nation subject to sanctions imposed by the United States may not be expedited.

United States-Israel Directed Energy Cooperation Act This bill authorizes the Department of Defense (DOD), upon request from Israel and with the concurrence of the Department of State, to jointly carry out research and testing of directed energy capabilities with Israel. (Directed energy systems are capable of converting chemical or electrical energy into radiated energy and focusing it on a target.) DOD may provide maintenance and sustainment support for such activities if Israel matches U.S. funds provided for such support or otherwise provides an amount that meets Israel's best efforts. The bill imposes various reporting requirements related to such joint research.

Atlantic Seismic Airgun Protection Act This bill prohibits conducting geological or geophysical activities in support of oil, gas, or methane hydrate exploration and development on the Atlantic Outer Continental Shelf. Geological and geophysical activities for oil and gas exploration generally include deep penetration seismic airgun surveys, electromagnetic surveys, deep stratigraphic and shallow test drilling, and various remote-sensing methods. The geological and geophysical activities are described in a final programmatic environmental impact statement by the Bureau of Ocean Energy Management titled "Atlantic OCS Proposed Geological and Geophysical Activities, Mid-Atlantic and South Atlantic Planning Areas."

Storage Technology for Operational Readiness and Generating Energy Act or the S.T.O.R.A.G.E. Act This bill adds energy storage systems to the list of strategies states should consider when developing energy plans and using their utility ratemaking authority. States must consider requiring that, as a part of a supply side resource planning process, electric utilities in the states demonstrate that they considered an investment in energy storage systems based on factors such as cost, improved reliability, security, and system performance and efficiency. The Department of Energy (DOE) must coordinate efforts among various existing programs conducting energy storage research at DOE.

Advancing Grid Storage Act of 2019 This bill requires the Department of Energy (DOE) to establish certain energy storage programs. DOE must carry out, within the Office of Electricity, a program for the research of energy storage systems (systems or strategies that improve the ability to shift the dispatch of energy in time, across multiple timescales). DOE must carry out a loan program for (1) the demonstration and deployment of energy storage systems in a specific project, and (2) programs that finance the demonstration and deployment of multiple energy storage systems through a financial assistance program. Loans may only be used to fund projects and programs relating to the demonstration and deployment of energy storage systems in households, businesses, and communities. DOE must carry out a technical assistance and grant program for (1) disseminating information and providing technical assistance directly to nonprofit or for-profit entities so those entities can identify, evaluate, plan, and design energy storage systems; and (2) making grants to those entities so that they may contract to obtain technical assistance to identify, evaluate, plan, and design energy storage systems.

Climate Security Act of 2019 This bill establishes various positions and duties related to climate change in the foreign policy context. The President shall appoint a Climate Security Envoy within the Department of State. The envoy shall develop, implement, and encourage other countries to support a climate security policy to (1) enhance resilience to the effects of climate change to reduce the risk of conflict and instability, (2) evaluate the risks to regions and countries that are vulnerable to climate change and are strategically significant to the United States, and (3) coordinate the integration of climate risk assessments into foreign-assistance decisions. The President shall periodically evaluate global climate disruptions, including by analyzing (1) the intensity and frequency of natural disasters, (2) the scarcity of resources including fresh water, (3) food and energy insecurities, and (4) how such conditions contribute to conflict and instability. The State Department shall designate a Special Representative for the Arctic, whose duties shall include (1) formulating U.S. policy related to resolving international disputes in the Arctic, and (2) acting as the U.S. representative in discussions with other countries on Arctic-related issues. The bill establishes that whistleblower protections shall apply to individuals reporting on what they reasonably believe to be a deliberate manipulation, removal, or misjudgment of information critical to national security assessment and planning. The President shall ensure that drafts and final reports related to federal climate security research are publicly available.

Ending Duplicative Permitting Act This bill prohibits the Department of the Interior from requiring a federal drilling permit for oil and gas exploration and production activities on the nonfederal surface estate if the subsurface mineral estate is less than 50% federally-owned and the operator submits a state permit for such activities.
