Enhancing Grid Security through Public-Private Partnerships Act This bill directs the Department of Energy (DOE) to implement a program to facilitate and encourage public-private partnerships in order to address and mitigate the physical security and cybersecurity risks of electric utilities. In carrying out the program, DOE must take into consideration different sizes of electric utilities and the regions that such utilities serve, prioritize electric utilities with fewer available resources due to size or region, and utilize and leverage existing DOE programs.

Transform, Heal, and Renew by Investing in a Vibrant Economy Act or the THRIVE Act This bill establishes a program to address the economy, racial justice, and climate change. The President must establish a board to advise the President and the heads of federal departments and agencies regarding the implementation of this bill. The President, in consultation with the board, must establish a 10-year plan to create a society that enables and supports greater racial, Indigenous, gender, environmental, and economic justice; work opportunities; healthy communities; a stable climate; and healthy ecosystems. In addition, the President, in consultation with the board, must implement a program that provides support to public or private entities that carry out qualified programs. The programs must meet certain labor, equity, and environmental conditions and support infrastructure, including to expand access to pollution-free, renewable, and affordable energy; care workers and social infrastructure (e.g., health care infrastructure); expanded access to housing; efforts to protect and restore biodiversity or natural habitats and efforts to remediate pollution in communities harmed by environmental, economic, or socioeconomic injustice; agriculture, including agricultural workers; or the development and transformation of the U.S. industrial base, including by expanding manufacturing of clean technologies.

Computing Advancements for Materials Science Act or the CAMS Act This bill directs the Department of Energy (DOE) Office of Science to support a program of fundamental research for the application of advanced computing practices to foundational and emerging research problems in chemistry and materials science. The DOE Office of Science shall select and establish up to four computational materials and chemistry science centers to develop open-source, robust, and validated computational codes and user-friendly software, coupled with innovative use of experimental and theoretical data, to enable the design, discovery, and development of new materials and chemical systems including chemical catalysis research and development. The DOE Office of Science shall support the development of a web-based platform to provide access to a database of computed information on known and predicted materials properties and computational tools to accelerate breakthroughs in materials discovery and design.

Forage Fish Conservation Act of 2021 This bill addresses the management and conservation of forage fish. The Department of Commerce must issue a definition for the term forage fish . It must consider certain factors in defining such term, including whether a species covered by the definition (1) is at a low trophic level; (2) is generally small to intermediate-sized; (3) occurs in schools or other dense aggregations; (4) contributes significantly to the diets of other fish, marine mammals, or birds; and (5) serves as a conduit for energy transfer to species at a higher trophic level. Commerce must also establish guidelines to assist regional fishery management councils in (1) developing a list of unmanaged forage fish areas and prohibiting the development of any new forage fish fisheries until the potential impacts of such fisheries have been assessed; and (2) setting annual catch limits for forage fish fisheries that assess, specify, and reduce such limits by the diet needs of other fish species and marine wildlife. The bill adds shad (American shad and hickory shad) and river herring (blueback herring and alewife) to the list of managed stocks for the New England and Mid-Atlantic Fishery Management Council.

Generating Resilient and Energy Efficient Network Communications Act or the GREEN Communications Act This bill establishes a program and sets out other requirements for federal agencies concerning the efficiency and resiliency of communications infrastructure. Specifically, the National Telecommunications and Information Administration (NTIA) must competitively award grants and revolving loans to public or private providers, operators, or owners of communications networks or communications infrastructure for efficiency and resiliency projects. The NTIA must also (1) develop best practices concerning energy-efficient and carbon-neutral communications infrastructure, and (2) annually report on the energy efficiency and greenhouse gas emissions of communications infrastructure and certain network outages. Additionally, the Federal Communications Commission (FCC) must establish a framework to promote resilient communications networks and communications infrastructure. The FCC must consult with specified federal entities on the framework. The FCC must also report on the feasibility of maintaining a map of projected risks to communications infrastructure arising from severe weather, natural disasters, and climate change; provide technical assistance to a provider, owner, or operator of communications infrastructure concerning risks and vulnerabilities related to severe weather, natural disasters, and climate change; and require broadband network outages to be reported to the Network Outage Reporting System. The bill also requires the Department of Energy to report on the projected growth of electrical consumption of, and recommendations for energy efficiency standards for, data centers in the United States.

Fairness for Landowners Facing Eminent Domain Act This bill limits the use of eminent domain by the holder of a certificate of public convenience and necessity to acquire land or property for the construction and operation of a natural gas pipeline facility. Specifically, the bill prohibits the use of eminent domain unless the holder (1) obtains all federal and state permits required by law for the construction and operation of pipeline facilities, and (2) complies with all environmental conditions appended to the certificate order. Additionally, the bill suspends eminent domain authority if (1) the holder requests a material amendment to the certificate, or (2) a federal or state permit held by the holder is vacated or remanded. The bill also sets forth a dispute resolution process and related requirements to resolve disagreements about accessing properties prior to acquiring them.

Consortia-Led Energy and Advanced Manufacturing Networks Act of 2021 This bill requires the Department of Commerce to carry out a grant program for establishing consortia to enhance U.S. economic, environmental, and energy security by promoting domestic research and commercial application of clean technologies and advanced manufacturing processes. Bioeconomy Research and Development Act of 2021 This bill directs the Office of Science and Technology Policy (OSTP) to implement a National Engineering Biology Research and Development Initiative to advance societal well-being, national security, sustainability, and economic productivity and competitiveness. Among other activities, the initiative must include sustained support for research centers, individual investigators, technologies, and training. The initiative shall include outreach to primarily undergraduate and minority-serving institutions about initiative opportunities, and shall encourage the development of research collaborations between research-intensive universities and such institutions. The OSTP shall designate an interagency committee to coordinate initiative activities as appropriate. The interagency committee shall submit triennial reports to Congress through FY2028 in support of the initiative. The National Science Foundation (NSF) shall seek to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to conduct a review of, and make recommendations with respect to, the ethical, legal, environmental, safety, security, and other appropriate societal issues related to engineering biology research and development. The NSF, National Institute of Standards and Technology, Department of Energy, Department of Defense, National Aeronautics and Space Administration (NASA), Department of Agriculture, and Department of Health and Human Services shall carry out related activities as part of the initiative.

Protect America's Paper for Recycling Act This bill modifies the tax credit for producing electricity from renewable resources to revise the definition of municipal solid waste . The bill specifies that municipal solid waste does not include paper that is commonly recycled and that has been segregated from other solid waste, or solid waste that is collected as part of a system that does not provide for the separate collection of paper that is commonly recycled from residential solid waste. The bill includes exceptions for incidental and residual waste. In the case of a facility that produces electricity both from municipal solid waste and other solid waste that is not a qualified energy resource (1) the facility is a qualified facility if it otherwise meets the requirements for qualified facilities, and (2) the credit only applies to the portion of the electricity produced from municipal solid waste.

New Opportunities to Expand Healthy Air Using Sustainable Transportation Act of 2021 or the NO EXHAUST Act of 2021 This bill establishes incentives and related requirements to encourage the manufacture and use of electric, fuel-efficient, or zero-emission vehicles. For example, the bill directs the Department of Energy to establish a program to provide rebates for expenses associated with publicly accessible electric vehicle supply equipment (e.g., power outlets). In addition, the bill reauthorizes existing grant programs and creates new grant programs, such as grants for the deployment of electric vehicle charging infrastructure in underserved or disadvantaged communities. It also revises a loan program that provides incentives to manufacture advanced vehicles, including by allowing loans to be awarded through FY2031. Finally, the bill establishes minimum conservation requirements for federal fleets of vehicles.

Utility Resilience and Reliability Act This bill addresses the reliability of electric energy provided by the bulk-power system, which includes facilities and control systems necessary for operating an interconnected electric energy transmission network. Specifically, the Electric Reliability Organization must file with the Federal Energy Regulatory Commission a proposed reliability standard that addresses the resilience of the bulk-power system. For example, the standard must address the system's ability to withstand and rapidly recover from disruptions, such as extreme weather conditions. The standard must take into account regional differences. In addition, the Department of Energy (DOE) must establish a program to provide information and recommendations to states and electric utilities on how to improve the resilience of electric grids. DOE must also post on its website a report that provides recommendations on how to minimize the need for, effects of, and duration of planned electric power outages that are due to extreme weather conditions.

Nuclear Weapons Abolition and Economic and Energy Conversion Act of 2021 This bill directs the U.S. government to sign and ratify the United Nations Treaty on the Prohibition of Nuclear Weapons or a similar international agreement that calls for the elimination of all nuclear weapons in every country. The government shall (1) redirect resources currently used in nuclear weapons programs toward building an ecologically beneficial peace economy and addressing human and infrastructure needs, and (2) actively promote policies to induce all other countries to take similar actions.

Renewable Energy for Puerto Rico and the U.S. Virgin Islands Act This bill addresses renewable energy, energy efficiency, and energy storage in Puerto Rico and the Virgin Islands. Specifically, the Department of Agriculture (USDA) must establish a grant program under which USDA may award grants for renewable energy systems, energy efficiency activities, energy storage, smart grids, or microgrids. In addition, USDA may award grants to train residents of Puerto Rico or the Virgin Islands to develop, construct, maintain, or operate renewable energy systems. The Department of Energy must ensure that its national laboratories offer to provide technical assistance to grant recipients. The Government Accountability Office must study and report on renewable energy and energy efficiency in Puerto Rico and the Virgin Islands.

Advancing Grid Storage Act of 2021 This bill requires the Department of Energy (DOE) to establish certain research, loan, and grant programs about storing energy, such as renewable energy. DOE must carry out, within the Office of Electricity, a program for the research of energy storage systems (systems or strategies that improve the ability to shift the dispatch of energy in time, across multiple timescales). DOE must carry out a loan program for (1) the demonstration and deployment of energy storage systems in a specific project, and (2) programs that finance the demonstration and deployment of multiple energy storage systems through a financial assistance program. Loans may only be used to fund projects and programs relating to the demonstration and deployment of energy storage systems in households, businesses, and communities. DOE must carry out a technical assistance and grant program for (1) disseminating information and providing technical assistance directly to nonprofit or for-profit entities so those entities can identify, evaluate, plan, and design energy storage systems; and (2) making grants to those entities so that they may contract to obtain technical assistance to identify, evaluate, plan, and design energy storage systems.

Storage Technology for Operational Readiness and Generating Energy Act or the S.T.O.R.A.G.E. Act This bill adds energy storage systems to the list of strategies states should consider when developing energy plans and using their utility ratemaking authority. States must consider requiring that, as a part of a supply side resource planning process, electric utilities in the states demonstrate that they considered an investment in energy storage systems based on factors such as cost, improved reliability, security, and system performance and efficiency. The Department of Energy (DOE) must coordinate efforts among various existing programs conducting energy storage research at DOE.

Job Creation through Energy Efficient Manufacturing Act This bill requires the Department of Energy (DOE) to establish a Financing Energy Efficient Manufacturing Program that provides grants for energy efficiency improvement projects in the manufacturing sector. The following types of entities are eligible for grants: state energy offices; Native American tribes; nonprofit organizations that focus on providing energy efficiency or renewable energy services and receive funding from states, tribes, or utilities; electric cooperative groups; or entities with a public-private partnership under the Hollings Manufacturing Extension Partnership. The entities that receive grants must then distribute subgrants to certain small- or medium-sized manufacturers (employing no more than 750 employees) located in the same states as the entities. Recipients of subgrants must carry out projects that (1) improve the energy efficiency of the manufacturers, and (2) develop technologies that reduce electricity or natural gas use by the manufacturers. The bill establishes labor requirements for projects that receive grant funding under this bill. In addition, grant projects may only use iron and steel products that are produced in the United States, unless DOE grants a waiver of the requirement.

Agriculture Resilience Act This bill establishes, expands, and revises multiple programs and activities of the Department of Agriculture (USDA) primarily to reduce carbon emissions from the agriculture sector. Specifically, USDA must finalize and implement a plan to achieve net-zero emissions from the sector by 2040. USDA must periodically review and revise the plan, as necessary, and annually report on its implementation. Additionally, the bill expands the scope of various USDA research, extension, and education programs; conservation programs; and livestock programs to incorporate climate change adaptation and mitigation. Expanded activities include efforts to improve soil health and preserve farmland and grassland. Further, the bill changes programs that support renewable energy in rural areas to address carbon emissions in the agriculture sector. Among these changes, the bill provides statutory authority for a program for reducing methane emissions from livestock waste that is carried out by the Environmental Protection Agency and transitions the program to USDA. The bill also addresses food waste, for example, by (1) standardizing the voluntary labels used by food producers to indicate the date by which food should be used or discarded, and (2) making composting activities eligible for support through USDA conservation programs. Moreover, the bill establishes grants to reduce and prevent food waste in landfills and in schools.

Public Housing Solar Equity Act of 2021 This bill requires public housing agencies (PHAs) to take certain actions when selling or leasing assets in connection with a solar energy project. Specifically, a PHA must ensure that such a sale or lease financially benefits the residents of the public housing project as well as the budget of the PHA. Further, if a buyer or lessee intends to derive a product or service from the asset, the PHA must require that the product or service be offered and provided to residents of the public housing project before being offered and provided to nonresidents. Additionally, a PHA must include certain information regarding assets it intends to sell or lease in the upcoming year in its annual plan.

Insular Area Climate Change Act This bill provides support through programs and financial assistance for climate change planning, mitigation, adaptation, and resilience in U.S. territories (American Samoa, Guam, Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands) and the Freely Associated States (Micronesia, Marshall Islands, and Palau). For example, the bill requires the Technical Assistance Program of the Department of the Interior's Office of Insular Affairs to provide technical assistance for climate change planning, mitigation, adaptation, and resilience to the territories and Freely Associated States. It also establishes an Insular Area National Program Office within the Environmental Protection Agency to build and strengthen infrastructure to withstand natural disasters, expand renewable energy and energy efficiency, and provide technical assistance in the territories and Freely Associated States. Additionally, the bill establishes several grant programs to assess and reduce the impacts of climate change, expand renewable energy and energy efficiency, or expand sustainable infrastructure to withstand natural disasters in the territories and Freely Associated States.

Community Solar Consumer Choice Act of 2021 This bill supports the expansion of community solar energy and doubles the allowable time period for a long-term contract between the General Services Administration (GSA) and a public utility. Specifically, the bill requires the Department of Energy (DOE) to establish a program for expanding community solar energy options, including options for low-income and moderate-income individuals. In addition, DOE must expand existing grant, loan, and financing programs to include community solar projects as specified by the bill. Further, the bill revises requirements for electric utilities, including by requiring each electric utility to offer a community solar program. Finally, the bill allows the GSA to make a public utility contract for a period of up to 30 years. Currently, the GSA may make a public utility contract for up to 10 years.

Advanced Recycling Research and Development Act of 2021 This bill requires the Department of Energy to implement research, development, and demonstration programs to (1) accelerate innovation in energy-efficient recyclable plastics, next-generation plastics, and composites recycling and upcycling strategies and technologies; and (2) support the development of advanced materials for batteries and innovative technologies to reclaim and recycle critical materials from advanced and lithium-based battery technologies used in consumer electronics, defense, stationary storage, and transportation applications.

Job Creation through Energy Efficient Manufacturing Act This bill requires the Department of Energy (DOE) to establish a Financing Energy Efficient Manufacturing Program that provides grants for energy efficiency improvement projects in the manufacturing sector. The following types of entities are eligible for grants: state energy offices; Native American tribes; nonprofit organizations that focus on providing energy efficiency or renewable energy services and receive funding from states, tribes, or utilities; electric cooperative groups; or entities with a public-private partnership under the Hollings Manufacturing Extension Partnership. The entities that receive grants must then distribute subgrants to certain small- or medium-sized manufacturers (employing no more than 750 employees) located in the same states as the entities. Recipients of subgrants must carry out projects that (1) improve the energy efficiency of the manufacturers, and (2) develop technologies that reduce electricity or natural gas use by the manufacturers. The bill establishes labor requirements for projects that receive grant funding under this bill. In addition, grant projects may only use iron and steel products that are produced in the United States, unless DOE grants a waiver of the requirement.

This concurrent resolution calls for renewed U.S. leadership in addressing the climate crisis that is disproportionately affecting the health, economic opportunity, and fundamental rights of children. It also recognizes the need for the departments and agencies of the executive branch with delegated authority over energy and climate policy to prepare a climate recovery plan that puts the United States on a trajectory consistent with reducing global atmospheric carbon dioxide to below 350 parts per million by the year 2100.

Partnerships for Energy Security and Innovation Act of 2021 This bill requires the Department of Energy (DOE) to establish the Foundation for Energy Security and Innovation. It also authorizes the establishment of the National Energy Technology Laboratory. The Foundation for Energy Security and Innovation, a nonprofit corporation, must support DOE's mission and increase private and philanthropic sector investments that support efforts concerning the development, deployment, and commercialization of innovative technologies that address crosscutting national energy challenges. The foundation may award fellowships and grants for activities relating to research, development, demonstration, maturation, or commercialization of energy and other technologies supported by DOE. In addition, the National Energy Technology Laboratory may establish a nongovernmental Federal Laboratory-Associated Foundation to advance U.S. energy security as specified by the bill.

Agriculture Resilience Act of 2021 This bill establishes, expands, and revises multiple programs and activities of the Department of Agriculture (USDA) primarily to reduce carbon emissions from the agriculture sector. Specifically, USDA must finalize and implement a plan to achieve net-zero emissions from the sector by 2040. USDA must periodically review and revise the plan, as necessary, and annually report on its implementation. Additionally, the bill expands the scope of various USDA research, extension, and education programs; conservation programs; and livestock programs to incorporate climate change adaptation and mitigation. Expanded activities include efforts to improve soil health and preserve farmland and grassland. Further, the bill changes programs that support renewable energy in rural areas to address carbon emissions in the agriculture sector. Among these changes, the bill provides statutory authority for a program for reducing methane emissions from livestock waste that is carried out by the Environmental Protection Agency and transitions the program to USDA. The bill also addresses food waste, for example, by (1) standardizing the voluntary labels used by food producers to indicate the date by which food should be used or discarded, and (2) making composting activities eligible for support through USDA conservation programs. Moreover, the bill establishes grants to reduce and prevent food waste in landfills and in schools.

Clean Energy for America Act This bill provides tax incentives for investment in clean electricity, clean transportation, clean fuel production, energy efficiency, and sets forth workforce development requirements for the energy sector. The bill also terminates certain fossil fuel provisions and requires contractors on federal energy projects to ensure that not less than 15% of total labor hours be performed by qualified apprentices.
