Chemical Facility Anti-Terrorism Act of 2006

Chemical Facility Anti-Terrorism Act of 2005 - Requires the Secretary of Homeland Security to: (1) establish criteria for designating chemical sources, using specified risk factors, and evaluating the types of facilities (other than Department of Defense or Department of Energy facilities) in consideration; and (2) designate chemical sources already in existence. Directs the Secretary to promulgate rules establishing a risk-based tier system of chemical sources, based on such criteria, which enables a chemical source to develop appropriate site-specific measures to meet the security performance standards established for the applicable tier. Requires such rules to provide guidance to the chemical source owner or operator on steps that would enable the source to move to a lower risk tier. Directs the Secretary to promulgate regulations that require chemical source owners or operators to make vulnerability assessments, site security plans, and emergency response plans. Requires chemical sources regulated under the Maritime Transportation Security Act (MTSA-regulated facilities) to comply with this Act. Requires the Secretary to establish an office under the Assistant Secretary for Infrastructure Protection that shall be responsible for implementing and enforcing this Act. Directs the Secretary to establish in each Federal Emergency Management Agency (FEMA) Region an Infrastructure Protection Regional Security Office. Establishes Area Security Committees for geographic areas designated by the Secretary, which shall prepare Area Security Plans for the Secretary's approval. Directs the Secretary to conduct drills and exercises periodically in each area for which an Area Security Plan is required and under the site security plan and emergency response plans of relevant chemical sources. Authorizes the Secretary to order mandatory security measures for a chemical source if the Secretary determines that additional measures are necessary to respond to a threat assessment or to a specific threat against the chemical sector. Prescribes administrative, civil, and criminal penalties for failure to comply with an order or directive issued by the Secretary under this Act or with a site security plan.

Extends the authorization of appropriations for the underground storage tank regulation program through FY2011. Amends the Energy Policy Act of 2005 to permit funds awarded under the Clean Coal Power Initiative for Fischer-Tropsch to be used to finance the cost of loan guarantees for projects that have been awarded such funds. Authorizes the Department of Energy to use for loan guarantee purposes certain funds awarded under the Clean Coal Power Initiative to implement a certain project located in a taconite-producing region that is entitled to enter into a long-term contract approved by a state public utility commission to sell at least 450 megawatts of output to a utility.

Domestic Natural Gas Supply Act of 2006 - Instructs the Secretary of Energy to incorporate into the annual plan for the ultra-deepwater and unconventional onshore natural gas and other petroleum research and development program the goal of achieving a cumulative increase of 8.5 trillion cubic feet in domestic production of natural gas by 2015. Amends the Energy Policy Act of 2005 to require that all excess federal royalties derived from federal onshore and offshore oil and gas leases up to $200 million be deposited into the Ultra-Deepwater and Unconventional Natural Gas and Other Petroleum Research Fund. Defines excess federal royalties as the amount calculated on the basis of the difference between the prevailing market prices upon which the royalty payment was made and 110 % of the assumed market prices contained in specified economic assumptions.

Amends the Internal Revenue Code to increase: (1) the tax credit for investment in residential and business fuel cell property; (2) the tax credit for investment in fuel cell motor and advanced lean burn technology motor vehicles; (3) the number of hybrid and advanced lean burn technology vehicles eligible for the alternative motor vehicle tax credit; and (4) the tax credit for investment in commercial and residential alternative fuel vehicle refueling property. Extends through 2012 the tax credit for business fuel cell property. Extends through 2019 the tax credits for: (1) investment in qualified fuel cell motor vehicles; (2) investment in alternative fuel vehicle refueling hydrogen-related property (through 2011 for other fuel-related property).

Amends the Energy Conservation and Production Act to require federal agencies to include in annual budget requests and certain annual federal energy management reports submitted to the Secretary of Energy: (1) 18 months after completion of a new federal building, a report outlining the building's performance in achieving energy efficiency design goals, describing the reasons for any failure to meet such goals as well as corrective actions to be taken, and stating how performance was measured and an estimate of additional energy costs to be incurred by not meeting the design requirements; and (2) if a building fails to achieve design goals, a second report to Congress assessing the building's performance after corrective actions have been taken, which shall also state any reasons for failure to continue to meet the performance requirements.

Nuclear Security Act of 2005 - Amends the Atomic Energy Act of 1954 to instruct the Nuclear Regulatory Commission (NRC) to: (1) establish a nuclear security force composed of NRC employees to provide for the security of all sensitive nuclear facilities against the design basis threat; and (2) develop and implement a security plan containing specified elements for each sensitive nuclear facility to ensure the security of all sensitive nuclear facilities against such threat. Authorizes a holder of a license for a sensitive nuclear facility to petition the NRC for additional requirements in the facility's security plan. Requires the NRC to establish a hiring and training program for the nuclear security force. Establishes the Nuclear Security Fund for use by the NRC to administer the security programs for sensitive nuclear facilities.

Amends the National Energy Conservation Policy Act to require, by October 1, 2012, all federal buildings, for the purposes of efficient use of energy and reduction in the cost of energy (currently, electricity) used in such buildings, to be metered. Requires agencies to use, to the maximum extent practicable, advanced meters or advanced metering devices for electricity, primary fuels, including natural gas and petroleum-based fuels, steam, and chilled water (currently, electricity, primary fuels, including natural gas and petroleum-based fuels, steam, and chilled water are not specified), that provide data at least daily and that measure at least hourly consumption of electricity in the federal buildings of the agency. Requires that, by October 1, 2008, metering meeting the above requirements shall apply to: (1) buildings on which construction commenced after the date of enactment of this Act; (2) existing buildings with more than 100,000 square feet of enclosed space; and (3) existing buildings that use large amounts of energy per square foot such as process energy facilities, health care facilities, and data centers.

Amends the Clean Air Act to extend to 2025 certain requirements increasing the applicable volume of renewable fuel in gasoline. Amends the Energy Policy Act of 1992 to require the head of each federal agency to ensure that, in areas in which ethanol-blended gasoline is reasonably available at a generally competitive price, the agency purchases such gasoline with at least 10% ethanol, rather than nonethanol-blended gasoline, for its vehicles that use gasoline. Amends the Farm Security and Rural Investment Act of 2002 to: (1) authorize appropriations for FY2007-FY2015 to the Department of Agriculture bioenergy program; and (2) direct the Secretary of Agriculture to give priority to production of both cellulosic ethanol, and hydrogen using ethanol technology. Amends the Internal Revenue Code to make ethanol and biodiesel refining property eligible for 7-year depreciation. Creates a new flexible fuel hybrid motor vehicle income tax credit. Extends: (1) the alternative technology vehicle credit through calendar 2014; (2) the alternative fuel vehicle refueling property credit through calendar 2024; (3) the volumetric excise tax credit for alternative fuels and the alternative fuel mixture credit through FY2014; and (6) the biodiesel producer credit and the small ethanol producer credit through calendar 2024.

Authorizes the Secretary of Housing and Urban Development to make grants to nonprofit organizations to use for specified purposes to improve or carry out energy efficiency, resource conservation and reuse, and effective use of existing infrastructure in affordable housing and economic development activities in low-income communities. Establishes within the National Science Foundation a Sustainable Building Institute to undertake or support through providing grants, loans, or other assistance: (1) research regarding the relationships among indoor environmental quality, human health, and human productivity; and (2) research, development, and commercial application of energy efficiency and renewable energy technologies for buildings.

Sowing the Seeds Through Science and Engineering Research Act - Authorizes appropriations for FY2007-FY2011 to: (1) the National Science Foundation (NSF), Department of Energy (DOE), National Aeronautics and Space Administration (NASA), and National Institute of Standards and Technology (NIST) for support of basic research activities in the physical sciences, mathematics and computer sciences, and engineering; and (2) the Department of Defense (DOD) for support of basic research activities. Makes at least 8% of such amounts available for high-risk, potentially high-payoff research. Authorizes appropriations for FY2007-FY2011 to the NSF, National Institutes of Health (NIH), DOE, DOD, and NASA for the support of the Presidential Early Career Award for Scientists and Engineers program. Directs NSF to institute the Graduate Scholar Awards in Science, Technology, Engineering, or Mathematics program or GSA-STEM program, to award graduate fellowships in science, technology, engineering, or mathematics. Requires the NSF Director to establish an advisory board. Establishes a Presidential Innovation Award, which the President shall periodically award to individuals who develop one or more unique scientific or engineering ideas in the national interest. Directs the Office of Science and Technology Policy to establish a National Coordination Office for Research Infrastructure to: (1) identify and prioritize deficiencies in research facilities and instrumentation in academic institutions and national laboratories; and (2) make recommendations for resource allocation. Authorizes appropriations for FY2007-FY2011 to NSF and DOE for construction and maintenance of research facilities at institutions of higher education or national laboratories and other physical resources for performing leading-edge research.

Home Energy Savings Incentives Act of 2005 - Amends the Internal Revenue Code to revise the tax credit for nonbusiness energy property enacted by the Energy Policy Act of 2005 to allow an individual taxpayer a credit equal to $10 for each therm of certified natural gas savings and $0.65 for each kilowatt hour of certified electricity savings attributable to energy efficiency improvements made to the taxpayer's principal residence. Limits the amount of such credit to $5,000, less credits received for all prior taxable years. Requires the Secretary of the Treasury to prescribe the manner and method for making energy savings certifications for purposes of the tax credit. Terminates the credit after December 31, 2007.

States that the United States and India have a vital common interest in reducing the dangers posed by nuclear weapons through effective nonproliferation and disarmament endeavors. Expresses concern that the supply of nuclear fuel to India could result in the availability of India's existing fissile material stockpile, and in India's capacity to produce fissile material, for weapons purposes and thereby compromise U.S. ability to comply with the Treaty on the Non-Proliferation of Nuclear Weapons. Finds that the proposal for full civilian nuclear cooperation between the United States and India poses potentially adverse implications for U.S. nuclear nonproliferation objectives. Disapproves of any nuclear cooperation proposal that would result in the export or transfer to any country that: (1) is not a party to the Treaty on the Nonproliferation of Nuclear Weapons and has detonated a nuclear explosive device; or (2) is a nonnuclear-weapon state under that Treaty, but has not accepted full International Atomic Energy Agency (IAEA) safeguards over all of its nuclear facilities, materials, equipment, or technology that could assist in nuclear weapons production.

Confers upon the Secretary full responsibility (including financial responsibility) for the possession, stewardship, maintenance, and monitoring of all spent nuclear fuel transferred to the Secretary. Requires the Secretary to accept the conveyance of title to all spent nuclear fuel with respect to which, before enactment of this Act, the NRC has certified that certain contractors have completed transfer to spent nuclear fuel dry casks in compliance with applicable regulations.

Energy Consumer Relief Act of 2005 - Amends the Energy Policy Act of 2005 to repeal oil and gas tax subsidies including: (1) the election to expense certain refineries; (2) treatment of natural gas distribution lines as 15-year property; (3) treatment of natural gas gathering lines as 7-year property; (4) the new rule for determining small refiner exception to oil depletion deduction; and (5) amortization of geological and geophysical expenditures. Repeals certain oil and gas production incentives, including those with respect to: (1) royalty relief for deep water production; (2) the Alaska offshore royalty suspension; (3) oil and gas leasing in the National Petroleum Reserve in Alaska; (4) management of federal oil and gas leasing programs; (5) oil and gas research programs); and (6) ultra-deepwater and unconventional natural gas and other petroleum resources. Instructs the President to suspend royalty relief for production of crude oil or natural gas from federal lands during periods in which the average price has risen over specified amounts. Requires that specified increased revenues received in the Treasury as the result of the enactment of this Act be made directly available to the Secretary of Health and Human Services for obligation and expenditure under the Low Income Home Energy Assistance Act of 1981. Amends the Internal Revenue Code to provide a refundable tax credit for energy cost assistance for farmers and ranchers. Amends the Small Business Act to direct the Administrator of the Small Business Administration to establish an Energy Emergency Grant Program to make grants to small business concerns that have suffered substantial economic injury as a result of a significant increase in the price of heating oil, natural gas, gasoline, transportation fuel, propane, or kerosene.

10,000 Teachers, 10 Million Minds Science and Math Scholarship Act - Directs the National Science Foundation (NSF) to establish programs of grants to institutions of higher education for: (1) undergraduate scholarships and academic programs to recruit and educate elementary and secondary school mathematics and science teachers; and (2) master's degree scholarships and part-time graduate programs for inservice mathematics and science teachers. Requires the NSF Director to: (1) increase the number of awards under the Teacher Institutes for the 21st Century program and allow its grantees to operate one- to two-week summer teacher institutes; (2) add to the Teacher Professional Continuum Program a grants component for preparing to teach Advanced Placement and International Baccalaureate science and mathematics courses; and (3) with a national panel and the Secretary of Education, disseminate effective materials and support development of new materials for K-12 science and mathematics teaching. Authorizes, or extends the authorization of, appropriations for NSF programs established or revised under this Act, including NSF Instructional Materials Development, as well as for the Department of Energy's Laboratory Science Teacher Professional Development program.

Consumer Energy Assistance and Fairness Act of 2005 - Amends the Internal Revenue Code to impose an excise tax on certain integrated oil companies for 50% of their annual net windfall profit. Defines "windfall profit" as the excess of the removal price (sales price) of a barrel of taxable crude oil over its adjusted base price (i.e., $40 per barrel, adjusted for inflation). Terminates such tax three years after the enactment of this Act. Allows a tax deduction for any windfall profit tax paid under this Act. Allows a $1,000 tax credit for the purchase of a fuel-efficient motor vehicle (i.e., a vehicle with a fuel economy rating of not less than 30 miles per gallon). Establishes in the Treasury an Energy Assistance Trust Fund to: (1) make grants under the Low-Income Gasoline Assistance Program Act; and (2) carry out the Low-Income Home Energy Assistance Act of 1981. Appropriates to such Fund tax windfall profit tax revenues generated by this Act. Low-Income Gasoline Assistance Program Act - Directs the Secretary of Health and Human Services to make grants to states to establish emergency assistance programs to enable eligible low-income households to purchase gasoline. Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to authorize a state to use funds from any TANF grant to carry out a low-income gasoline assistance program.

Directs the Secretary to establish procedures and criteria for recoupment of the federal share of each project supported under this Act. Requires the President's Committee on Science and Technology to evaluate for Congress and the public how well ARPA-E is achieving its goals and mission.

Requires any new power license issued for such project to include the same license conditions relating to the use of affected waters as provided in the license for a specified Potomac Light & Power Company Project.

Fuel Choices for American Security Act of 2005 - Instructs Director of the Office of Management and Budget to publish an action plan in the Federal Register that targets oil savings for specified years. Directs the Secretaries of Energy and of Transportation, and the Administrator of the Environmental Protection Agency (Administrator), to promulgate regulations to implement the standards set forth in the Director's action plan. Requires the head of each federal agency to establish an oil usage baseline and develop a specified plan to reduce oil consumption. Directs the Postmaster General to report to Congress on annual fleetwide fuel savings and cost savings associated with eliminating Saturday mail delivery. Directs the Secretary of Energy to conduct a national media campaign to decrease domestic oil consumption. Amends federal transportation law to set forth a national tire efficiency program. Amends the Internal Revenue Code (IRC) to establish an idling reduction tax credit. Directs the Secretary of Transportation to conduct a research and development program for electric drive transportation technology. Directs the Secretary of Energy (Secretary) to establish a lightweight material research and development program. Amends the Energy Policy Act of 2005 to direct the Secretary to accelerate hybrid technology improvements by using loan guarantees that target automobile manufacturers and suppliers. Amends the IRC to allow: (1) an advanced technology motor vehicles manufacturing credit; and (2) a qualified flexible fuel hybrid and plug-in hybrid motor vehicle credit. Terminates the limitation on the number of qualified hybrid and advanced lean burn technology vehicles eligible for alternative motor vehicle credit. Prescribes: (1) a production schedule for passenger cars that are either fuel choice enabling motor vehicles, or alternative fuel automobiles; and (2) calculations for flexible fuel vehicle economy. Requires the Secretary to transmit an action plan to Congress to ensure: (1) an increasing supply by non-oil fuels of the total domestic ground transportation fuel demand; and (2) nationwide inclusion of at least 10 % ethanol in the domestic ground transportation fuel supply by December 31, 2015. Amends the IRC to increase the alternative fuel vehicle refueling property credit. Amends federal transportation law to establish the Alternative Fueling Infrastructure Trust Fund. Amends the Clean Air Act to prescribe the minimum quantity of renewable fuel derived from cellulosic biomass for specified calendar years. Amends federal transportation law to direct the Secretary of Transportation to designate Transit-Oriented Development Corridors in certain urbanized areas. Amends the Energy Policy Act of 2005 to: (1) repeal the geographical limitation on the Sugar Cane Ethanol Program; (2) authorize preprocessing and harvesting demonstration grants for transportation fuel produced from biomass (in lieu of ethanol production); (3) direct the Secretary to establish a loan guarantee program for conversion of municipal solid waste into transportation fuel produced from biomass (in lieu of ethanol); and (4) instruct the Administrator to fund demonstration projects for producing transportation fuel produced from biomass (in lieu of ethanol).

Amends the Energy Conservation and Production Act to double the appropriations authorized for weatherization assistance. Authorizes appropriations for the Energy Star program. Amends the Internal Revenue Code to extend the credit for: (1) renewable electricity production; and (2) residential energy efficient property. Amends the Public Utility Regulatory Policies Act of 1978 to prescribe: (1) efficiency resource standards for retail electricity and natural gas suppliers; (2) federal renewable portfolio standards; and (3) a revised standard for net metering. Prohibits granting a gas lease for any area of the Outer Continental Shelf located within 20 miles of a state's coastline unless the Governor grants state approval. Directs the Secretary of Energy, in each five-year oil and gas leasing program, to include lease sales that when viewed as a whole propose to offer for gas leasing at least 75% of the available unleased acreage within each Outer Continental Shelf planning area. Sets forth a scheme for bonus bids and royalties that affects: (1) new and existing gas leases; and (2) leased tracts lying partially within the seaward boundaries of a state. Permits leases that authorize development and production solely of natural gas and associated condensate, including leases for program years 2002-2007, and for program years 2007-2012.
