21st Century Power Grid Act This bill requires the Department of Energy (DOE) to establish a program to provide financial assistance for projects designed to improve the resiliency, performance, or efficiency of the electric grid, while ensuring the provision of safe, secure, reliable, and affordable power. The projects must demonstrate (1) secure integration and management of energy resources, or (2) secure integration and interoperability of communications and information technologies related to the electric grid. Each project must include the development of a cybersecurity plan and a privacy effects analysis that evaluates the project in accordance with DOE's Voluntary Code of Conduct, commonly known as the DataGuard Energy Data Privacy Program. The projects may be designed to deploy a new product or technology that could be used by customers of an electric utility.

The bill defines qualifying electric power transmission line property as (1) any overhead, submarine, or underground transmission facility that is capable of transmitting electricity at a voltage of not less than 345 kilovolts, has a transmission capacity of not less than 1,000 megawatts, is an alternating current or direct transmission line, and delivers power produced in either a rural area or offshore; and (2) conductors or cables, or other specified equipment, necessary for the proper operation of the facility.

Fairness for Landowners Facing Eminent Domain Act This bill addresses the use of eminent domain by the holder of a certificate of public convenience and necessity to acquire land or property with respect to the construction and operation of a natural gas pipeline facility. Specifically, the bill prohibits the use of eminent domain unless the holder (1) obtains all federal and state permits required by law for the construction and operation of pipeline facilities, and (2) complies with all environmental conditions appended to the certificate order; suspends eminent domain authority if (1) the holder requests a material amendment to the certificate, or (2) a federal or state permit held by the holder is vacated or remanded; and prohibits the use of eminent domain if the pipeline, land, or other property necessary for the construction and operation of the natural gas pipeline is attached to any facility that imports or exports natural gas from or to a foreign country.

American Public Lands and Waters Climate Solution Act of 2019 This bill requires the Department of the Interior and the Forest Service to reduce net greenhouse gas emissions from public lands. The bill increases royalties on fossil fuels produced from public lands and creates annual, per-acre fees for federal oil and gas leases. The bill prohibits Interior from holding new lease sales for coal, oil, or gas for one year and until Interior (1) certifies that additional fossil fuel leasing on public lands is not inconsistent with achieving net-zero greenhouse gas emissions from public lands by 2040, and (2) releases a Public Lands Greenhouse Gas Reduction Strategy. Interior and the Forest Service shall reduce net emissions associated with the extraction and end-use combustion of fossil fuels produced from public lands to meet specified targets. The U.S. Geological Survey (USGS) must determine if the emission reduction targets have been met. If net emissions from public lands have exceeded the targets, Interior must not approve new fossil fuel permits and not hold new fossil fuel lease sales until the USGS has certified and issued a notice that net emissions are below the target level. Interior shall make available on a public website (1) information regarding fossil fuel operations, including the aggregate amount of each fossil fuel produced on federal leases; and (2) information that describes the amount and sources of renewable energy produced from public lands. The bill sets forth how revenue raised by the bill is to be distributed.

Wastewater Efficiency and Treatment Act of 2019 This bill requires the Department of Energy (DOE) to establish a Water and Energy Efficiency Program. Under the program, DOE must award grants to certain small public wastewater treatment facilities that serve disadvantaged communities or populations that do not exceed 10,000. The facilities must use the grants to conduct energy efficiency audits of the facilities and update equipment based on the audits. In addition, DOE must provide loan guarantees to eligible municipalities and Indian tribes for (1) projects that convert waste in the treatment process of wastewater treatment facilities into renewable fuels, biosolids, or other byproducts; and (2) projects that will assist in transitioning facilities towards the use of energy-efficient technologies. In carrying out the program, DOE must establish a small-scale extension services program to provide assistance to rural communities through grants, outreach, training, and technical assistance regarding energy-efficient technologies at wastewater treatment facilities in eligible municipalities and tribes.

Specifically, the Department of Energy (DOE) must establish or designate a Distributed Energy Opportunity Board to carry out a program to (1) expedite the process for local permitting and inspection of qualifying distributed energy systems, and (2) facilitate the certification of distributed energy system installers. In addition, DOE must recognize and certify communities as Distributed Energy Opportunity Communities if they adopt and implement a permit-to-build protocol that is established by the board. DOE may award grants to encourage communities to adopt the protocol and standardized inspection processes established by the board.

The Environmental Protection Agency must review and publish comments regarding the environmental impact statement, including (1) identification of any significant environmental impacts of oil and gas leasing and development on the Central Coast of California that should be avoided to adequately protect the region's natural resources, or (2) a determination that such statement does not contain sufficient information to assess the impacts.

Specifically, the DOE must develop and implement a strategic plan that advances energy and energy efficiency technologies and practices to minimize freshwater withdrawal and consumption, seismic impacts, and deleterious impacts on water bodies, groundwater, and waterways; increase water use efficiency; and utilize nontraditional water sources. Further, the strategic plan must (1) consider the effects climate variability may have on water supplies and quality for energy generation and fuel production, and (2) improve the understanding of the energy required to provide reliable water supplies as well as the water required to provide reliable energy supplies. The plan must be updated every five years. In addition, DOE must establish an Energy-Water Committee to promote and enable improved energy and water resource data collection, reporting, and technological innovation.

In administering such funding made available under the bill, the relevant federal agencies must consult with grantees and recipients and meet with state and local government officials for the purpose of recommending and promoting funding opportunities and initiatives to include minority and women's business enterprises in such grant activities.

Green New Deal for Public Housing Act This bill addresses energy efficiency and workforce development in the context of public housing. Specifically, the Department of Housing and Urban Development (HUD) must award grants to public housing agencies (PHAs) and other eligible entities under a variety of new programs, including programs for facilitating workforce development and high-income employment transition; conducting physical needs assessments and subsequent energy efficiency retrofits; and making upgrades, replacements, and improvements for energy efficiency, building electrification, and water quality upgrades. Recipients of these grants must provide relocation assistance for residents who are displaced during construction and must ensure that they can return to their homes once retrofitting is completed. A certain percentage of the employment positions generated by these grant programs and other specified federal grant programs must be filled by low-income individuals, and a specified percentage of certain contracts associated with these programs must be awarded to businesses owned by residents of public housing. The bill also repeals a provision that prohibits a PHA from using HUD funds to construct or operate new public housing units if doing so would result in the PHA owning or operating more units than it did on October 1, 1999.

The bill defines "zero-emission heavy vehicle" as a motor vehicle that has a gross vehicle weight rating of not less than 14,000 pounds, is not powered or charged by an internal combustion engine, and is propelled solely by an electric motor that draws electricity from a battery or fuel cell.

Green New Deal for Public Housing Act This bill addresses energy efficiency and workforce development in the context of public housing. Specifically, the Department of Housing and Urban Development (HUD) must award grants to public housing agencies (PHAs) and other eligible entities under a variety of new programs, including programs for facilitating workforce development and high-income employment transition; conducting physical needs assessments and subsequent energy efficiency retrofits; and making upgrades, replacements, and improvements for energy efficiency, building electrification, and water quality upgrades. Recipients of these grants must provide relocation assistance for residents who are displaced during construction and must ensure that they can return to their homes once retrofitting is completed. A certain percentage of the employment positions generated by these grant programs and other specified federal grant programs must be filled by low-income individuals, and a specified percentage of certain contracts associated with these programs must be awarded to businesses owned by residents of public housing. The bill also repeals a provision that prohibits a PHA from using HUD funds to construct or operate new public housing units if doing so would result in the PHA owning or operating more units than it did on October 1, 1999.

Dry Cask Storage Act of 2019 This bill requires each licensee of the Nuclear Regulatory Commission (NRC) to submit a plan for (1) transfer (including on-going additional transfers) to spent nuclear fuel dry casks of any spent nuclear fuel stored by the licensee for at least seven years in spent nuclear fuel pools, and (2) configuration of the remaining spent nuclear fuel in the pool in a manner that minimizes the chance of a fire if there is a loss of water in the pool. Among other requirements, the bill requires the NRC to approve or disapprove the plan within 90 days after its submission, authorizes the NRC to provide grants to any licensee with an approved plan to assist in the cost of transferring spent nuclear fuel to dry casks under the plan, directs the emergency planning zone applicable to each civilian nuclear power reactor to be at least 10 miles in radius until all spent nuclear fuel at the reactor has been transferred to dry casks, and requires the NRC to expand to 50 miles in radius the emergency planning zone applicable to each reactor not in compliance with an approved plan.
