Climate Solutions Act of 2021

Climate Solutions Act of 2021 This bill establishes renewable energy standards, energy saving targets, and greenhouse gas emission reduction targets. Specifically, the Department of Energy (DOE) must promulgate regulations to increase the percentage of electricity sold in the United States that is generated from renewable sources. By 2035, 100% of electricity must be generated from renewable sources. DOE must also promulgate regulations that set end-user electricity savings targets for retail electric energy suppliers and natural gas saving targets for retail natural gas suppliers through 2030 as specified by the bill. Each year's savings must be in addition to the previous years' savings. DOE must allow suppliers to achieve the targets through a market-based trading system. The Environmental Protection Agency (EPA) must promulgate annual net emission reduction targets from 2030 through 2050 to ensure that U.S. greenhouse gas emissions (1) in 2035 are at least 52% below those in 2005, and (2) in 2050 are zero. The EPA must promulgate final regulations to implement those targets within seven years and review them at least every five years thereafter.

Protecting Europe's Energy Security Implementation Act

Protecting Europe's Energy Security Implementation Act This bill requires the President to impose sanctions related to the Nord Stream 2 pipeline and addresses related issues. (Nord Stream 2 is a pipeline that would increase Russia's natural gas export capacity directly to Germany.) Specifically, the President must impose property-blocking sanctions on any entity established for or responsible for the planning, construction, or operation of Nord Stream 2. The President must also impose visa-blocking sanctions on any corporate officers of such an entity. The bill also requires the President to report to Congress before waiving certain sanctions related to Russia. If Congress passes a joint resolution of disapproval after receiving the report, the President may not waive the sanctions.

Tiny Homes for Homeless Veterans Act

Tiny Homes for Homeless Veterans Act This bill requires the Department of Veterans Affairs to implement a six-year pilot program to provide grants for the creation of five villages of tiny homes for homeless veterans. Under the bill, the villages must have associated supportive services to allow veterans to build and live in energy efficient homes, maintain social connections with each other, learn skills, and receive critical counseling. Under the bill, a tiny home is an individual housing unit that is approximately 240 square feet for one person or approximately 340 square feet if the home is for a family.

Clean Cooking Support Act

Clean Cooking Support Act This bill provides for a way of increasing the number of clean cookstoves and fuels for household, institutional, or commercial use throughout the world. The Department of State and the U.S. Agency for International Development (USAID) shall jointly establish the Clean Cooking Interagency Working Group to assist with overseeing the planning, management, and coordination of initiatives to increase the number of clean cookstoves and fuels worldwide. The State Department, USAID, the Department of Energy, the National Institutes of Health, the Centers for Disease Control and Prevention, and the Environmental Protection Agency shall work with the Clean Cooking Alliance to carry out clean cooking activities that relate to the missions of such departments or agencies.

Strategically Lowering Gas Prices Act

Strategically Lowering Gas Prices Act This bill prohibits, subject to certain exceptions, the Department of Energy from drawing down or selling stocks from the Strategic Petroleum Reserve at the direction of a President if that President has withdrawn federal land subject to any of the mineral leasing laws from oil and gas leasing.

Fission for the Future Act

Fission for the Future Act of 2021 This bill supports the commercial deployment of advanced nuclear reactors. Specifically, the Department of Energy (DOE) must establish a program that provides financial assistance for the commercial planning, licensing, development, and construction of (1) advanced nuclear reactors, or (2) supply chain infrastructure associated with such reactors or related technologies. In addition, the bill reauthorizes through FY2026 and revises a DOE program designed to strengthen university research and training in nuclear science and engineering.

Make Energy Affordable Act

Coal Council Certainty Act of 2021

Coal Council Certainty Act of 2021 This bill requires the Department of Energy (DOE) to reinstate the National Coal Council (NCC), which provided DOE with advice and guidance about policies concerning coal until its charter expired in November 2021. The bill permanently extends the NCC's original charter and thus prevents the reinstated council from expiring.

Micro Act

Microelectronics Research for Energy Innovation Act or the Micro Act This bill directs the Department of Energy (DOE) to carry out a cross-cutting program of research, development, and demonstration of microelectronics relevant to the mission of DOE and in the service of the nation's global competitiveness in the field of microelectronics. In carrying out such program, DOE shall award financial assistance to eligible entities, such as national laboratories, to carry out research projects in, among other things, foundational science areas and methods for leveraging artificial intelligence. The Office of Science within DOE shall establish up to four Microelectronics Science Research Centers to conduct mission-driven research to address foundational challenges in the design, development, and fabrication of microelectronics and to facilitate the translation of research results to industry. The Office of Science, in coordination with the Office of Technology Transitions, shall implement partnerships with industry groups to facilitate the translation and transfer of research results produced by the centers.

CRUDE Act

Continuing Robust and Uninhibited Drilling and Exporting Act or the CRUDE Act This bill limits the President's authority to restrict the export of crude oil from the United States. Currently, the President may restrict the export of oil for up to a year if the President declares a national emergency; the restrictions apply to countries, persons, or organizations for reasons of national security; or the Department of Commerce finds and reports to the President that the export of crude oil has caused sustained material oil supply shortages or sustained oil prices significantly above world market levels and those shortages or price increases have caused or are likely to cause sustained material adverse employment effects. However, this bill only allows the President to make such restrictions if the restrictions apply to countries, persons, or organizations for reasons of national security; or the Department of Defense, the Department of Energy, and Commerce jointly make those findings and report them to the President and Congress.

The authority of DOE to release such reversionary interest is conditioned on, and may be exercised only after, the acquisition of title to the real property by the Community Improvement Corporation of Clark County.

Science-Based Emissions Standards Act of 2021 This bill prohibits the Environmental Protection Agency (EPA) from finalizing any rule to amend the new source performance standards for stationary sources under the Clean Air Act to reduce methane emissions from new and modified oil and natural gas facilities until the Department of Energy takes specified actions. Specifically, the Department of Energy must first (1) complete and publish the results of the study titled Quantification of Methane Emissions from Marginal (Small Producing) Oil and Gas Wells, and (2) provide a period of at least 90 days for public comment on the application of the study's results. The EPA must take the results of the study into consideration when finalizing the rule.

Wildfire Grid Resiliency Act

Clean Hydrogen Deployment Act of 2021 This bill requires the Department of Energy's Office of Fossil Energy and Carbon Management to establish a pilot program that supports the development of clean hydrogen as an energy source. Under the pilot program, the office must enter into contracts with entities to pay for their costs associated with the production or purchase of clean hydrogen. Clean hydrogen must be produced with at least 80% fewer greenhouse gas emissions than conventional hydrogen.

Small Scale LNG Access Act of 2021

However, applications for exportation of natural gas to any nation subject to sanctions imposed by the United States may not be expedited.

SMART Energy Efficiency Standards Act

EPCA applies the standard on the date such products are installed. The bill applies the standard on the date such products are manufactured or imported.

Clean Energy for All Homes Act

American Energy Worker Opportunity Act of 2021

Specifically, DOE must establish a grant program for projects that demonstrate the uses of hydrogen in heavy industry (e.g., steel, cement, glass, and chemical manufacturing). It also directs DOE to establish a grant program for (1) carrying out projects that demonstrate the end uses of hydrogen; (2) constructing a new commercial-scale facility that will use hydrogen as a fuel or feedstock; or (3) retooling, retrofitting, or expanding an existing facility to enable the use of hydrogen as a fuel or feedstock in industrial end-use applications of hydrogen.

Forage Fish Conservation Act of 2021

Forage Fish Conservation Act of 2021 This bill addresses the management and conservation of forage fish. The Department of Commerce must issue a definition for the term forage fish . It must consider certain factors in defining such term, including whether a species covered by the definition (1) is at a low trophic level; (2) is generally small to intermediate-sized; (3) occurs in schools or other dense aggregations; (4) contributes significantly to the diets of other fish, marine mammals, or birds; and (5) serves as a conduit for energy transfer to species at a higher trophic level. Commerce must also establish guidelines to assist regional fishery management councils in (1) developing a list of unmanaged forage fish areas and prohibiting the development of any new forage fish fisheries until the potential impacts of such fisheries have been assessed; and (2) setting annual catch limits for forage fish fisheries that assess, specify, and reduce such limits by the diet needs of other fish species and marine wildlife. The bill adds shad (American shad and hickory shad) and river herring (blueback herring and alewife) to the list of managed stocks for the New England and Mid-Atlantic Fishery Management Council.

National Wildland Fire Risk Reduction Program Act

National Wildland Fire Risk Reduction Program Act This bill directs the President to establish a National Wildland Fire Risk Reduction Program to achieve major measurable reductions in the losses of life and property from wildland fires. This program shall coordinate federal efforts to improve the assessment of fire environments and the understanding and prediction of wildland fires, associated smoke, and their impacts; develop and encourage the adoption of science-based and cost-effective measures to prevent and mitigate wildland fire and associated smoke impacts; and improve the understanding and mitigation of the impacts of climate change and variability on wildland fire risk, frequency, and severity and inform the other goals described here. Not later than 90 days after enactment of this bill, the Office of Science and Technology Policy shall establish an Interagency Coordinating Committee on Wildland Fire Risk Reduction to oversee the planning, management, and coordination of the program. The committee shall submit a strategic plan for the program to Congress. The Government Accountability Office shall submit a report to Congress on the progress and performance of the program. Further, the bill sets forth the responsibilities of the National Institute of Standards and Technology, National Science Foundation, National Oceanic and Atmospheric Administration, Federal Emergency Management Agency, National Aeronautics and Space Administration, Environmental Protection Agency, and Department of Energy with respect to the program.

Expressing support for the 2021 United Nations Climate Change Conference in Glasgow and reaffirming the United States commitment to international cooperation combating climate change.
