European Union

A resolution urging the United States and the European Union to work together to strengthen the transatlantic market.

Supports efforts by the United States and the European Union to fulfill commitments made in recent summits to implement all aspects of the United States-European Union Initiative to Enhance Transatlantic Economic Integration and Growth. Calls upon the leadership of the United States and the European Union to identify and eliminate unnecessary regulatory compliance costs and non-tariff barriers to trade and investment at an accelerated pace. Urges such parties at the 2007 United States-European Union Summit to agree to a target date of 2015 for completing the transatlantic market and a study of existing obstacles to creating a transatlantic market that includes estimates of the costs of existing barriers to trade and investment and a timetable for removing those barriers.

Urging the Republic of Turkey to comply with all European Union standards and criteria prior to its accession to the European Union.

States that the Republic of Turkey should demonstrate that it is meeting Copenhagen European Council criteria for European Union (EU) accession. Calls on Turkey to: (1) adhere to all EU accession criteria and EU laws, extend its customs union to all EU members, and recognize all EU members, including the Republic of Cyprus; and (2) pledge to uphold and safeguard human, religious, and cultural rights. Urges the removal of Turkish occupation forces from the northern one-third of Cyprus in accordance with U.N. Security Council Resolution 353. States that Turkey should recognize the fundamental rights of all Cypriots, including the rights of property ownership, free movement, free settlement, and refugee return. Encourages Turkey to continue to modernize and democratize its own society.

Recognizing the continued importance of the transatlantic partnership between the United States and the European Union by expressing support for the success of the forthcoming US-EU Summit in Vienna, Austria, on June 21, 2006.

Reaffirms the importance of the relationship between the United States and the European Union (EU). Recognizes that the United States and Europe face multiple and common challenges and must continue to adapt the transatlantic partnership which has served both so well. Expresses support for the success of the June 2006 US-EU Summit in Vienna, Austria, and encourages agreements on issues such as support for global freedom, democracy, and human rights, a successful conclusion of the World Trade Organization Doha Development Agenda, and a workable transatlantic energy security strategy. Joins with the European Parliament in agreeing to continue to strengthen the transatlantic partnership by enhancing dialogue and collaboration between the U.S. Congress and the European Parliament through the Transatlantic Legislators Dialogue and other legislative exchanges.

C. Boyden Gray, of the District of Columbia, to be Representative of the United States of America to the European Union, with the rank and status of Ambassador Extraordinary and Plenipotentiary, vice Rockwell A. Schnabel, resigned, to which position he was appointed during the last recess of the Senate.
