European Union Emissions Trading Scheme Prohibition Act of 2011 - Directs the Secretary of Transportation (DOT) to prohibit an operator of a U.S. civil aircraft from participating in any emissions trading scheme unilaterally established by the European Union if the Secretary determines such prohibition to be in the public interest. Directs the Secretary, the Administrator of the Federal Aviation Administration (FAA), and other appropriate U.S. government officials to use their authority to conduct international negotiations and take other actions in the public interest to ensure that operators of U.S. civil aircraft are held harmless from any such scheme.

European Union Emissions Trading Scheme Prohibition Act of 2011 - Directs the Secretary of Transportation (DOT) to prohibit an operator of a U.S. civil aircraft from participating in any emissions trading scheme unilaterally established by the European Union. Directs the Secretary, the Administrator of the Federal Aviation Administration (FAA), and other appropriate U.S. government officials to use their authority to conduct international negotiations and take other actions necessary to ensure that operators of U.S. civil aircraft are held harmless from any such scheme.

Urging the European Union and its member states to maintain the arms embargo against the People's Republic of China.

Reaffirms the U.S. arms embargo on China. Calls upon the President, consistent with the Taiwan Relations Act, to clarify his policy towards Taiwan and to reaffirm support for U.S. allies in the region. Expresses concern over China's repression of political dissidents and religious and ethnic minorities. Reasserts that it should be U.S. policy to oppose any diminution of the European Union (EU) arms embargo against China.

Disapproving of the participation of the United States in the provision by the International Monetary Fund of a multibillion dollar funding package for the European Union, until the member states of the European Union comply with the economic requirements of membership in the European Union.

Disapproves of U.S. participation in the provision by the International Monetary Fund (IMF) of a multibillion dollar funding package to the European Union (EU) until each EU member state complies with the economic requirements of EU membership, including specified deficit and public debt requirements.

Expressing the sense of the House of Representatives that effective sharing of passenger information from inbound international flight manifests is a crucial component of our national security and that the Department of Homeland Security must maintain the information sharing standards required under the 2007 Passenger Name Record Agreement between the United States and the European Union.

Urges the Department of Homeland Security (DHS) to: (1) respond to any modification of passenger name record (PNR) data sharing that degrades the ability to identify terrorists with stronger security requirements, (2) not enter into any agreement that would impose European oversight structures on the United States, and (3) oppose any effort by the European Union to frustrate counterterrorism cooperation and information sharing between DHS and non-European countries.

A resolution expressing the sense of the Senate that effective sharing of passenger information from inbound international flight manifests is a crucial component of our national security and that the Department of Homeland Security must maintain the information sharing standards required under the 2007 Passenger Name Record Agreement between the United States and the European Union.

Opposes any effort by the European Union to interfere with counterterrorism cooperation and information sharing between DHS and non-European countries.

Congressional Commission on the European Union Resolution - Establishes the Congressional Commission on the European Union (Commission), which shall be composed of 18 Members of the House of Representatives and Senate, to work with the European Parliament of the European Union (EU) and the European Commission in order to: (1) enable Members, officers, and employees of Congress to provide expert advice to members and staff of the EU and the European Commission and to permit members and staff of such entities to obtain the services of the Congressional Budget Office (CBO), the Congressional Research Service (CRS), and the Government Accountability Office (GAO); (2) enable members and staff of the EU and the European Commission visiting Congress and its support agencies to learn first-hand about their corresponding operations; and (3) provide information and recommendations to committees of the House of Representatives and Senate regarding legislation, regulatory standards, and activities being proposed by the EU and the European Commission. Directs the Commission to conduct an annual study on the impact on U.S. interests of legislation recently passed by the European Parliament and regulations issued by the European Commission.
