A resolution expressing support for the Ukrainian people in light of President Yanukovych's decision not to sign an Association Agreement with the European Union.

Supports the sovereign right of the people of Ukraine to chart an independent and democratic future for their country. Urges U.S. and European leaders to work together to support a peaceful and democratic resolution to the current crisis that moves Ukraine toward a future in the Euro-Atlantic community and a long-term solution to Ukraine's economic crisis. Encourages demonstrators and members of the opposition and civil society in Ukraine to avoid violence and engage in a dialogue of national reconciliation. Urges all political parties to refrain from hate speech or actions of an anti-Semitic or other character which further divide the Ukrainian people. Condemns the decision by Ukrainian authorities to use violence against peaceful demonstrators and calls for those responsible to be brought to justice and all detained nonviolent demonstrators to be released. States that in the event of further state violence against peaceful protestors the President and Congress should consider whether to apply targeted sanctions, including visa bans and asset freezes, against individuals responsible for ordering or carrying out the violence.

Supporting the European aspirations of the peoples of the European Union's Eastern Partnership countries, and for other purposes.

Supports the European aspirations of the peoples of the Eastern Partnership countries. Recognizes the benefits to these and other countries in the Eastern Europe and Caucasus region of closer economic and political ties with the European Union (EU). Supports the right of all sovereign states to enter into voluntary partnerships. Rejects the concept of spheres of influence which would divide the European continent. Calls on Russia to respect the rights of states to make their own sovereign choices with regard to international partnerships, including to sign Association Agreements with the EU. Applauds the progress Ukraine, Moldova, and Georgia have made in adopting democratic norms and standards, and urges Ukraine to address the remaining requirements for signing its Association Agreement with the EU. Urges the Department of State to continue to work with our European partners and allies to support the right of Ukraine, Moldova, and Georgia to enter into voluntary partnerships.

Supports the goals of Ireland's Presidency of the Council of the European Union. Encourages the launch of U.S.-European Union (EU) trade and investment negotiations which will benefit U.S. and European workers. Promotes increased transatlantic exchanges to further benefit from existing cultural ties and research and development partnerships, particularly in the maritime area. Affirms the deep roots of common heritage between the United States and Ireland, and acknowledges the lasting contributions of Irish-Americans to the United States.

Expressing the sense of the House of Representatives that the United States and the European Union should pursue a Transatlantic Trade and Investment Partnership.

Expresses the sense of the House of Representatives that a Transatlantic Trade and Investment Partnership between the United States and the European Union (EU) would: (1) create significant good-paying jobs for American workers, ranchers, and farmers; (2) open new opportunity for U.S. companies to sell their goods and services in the EU; and (3) further bond the economies of Europe and the United States and give rise to a dominant economic alliance that would strongly influence other nations toward market-based economies. Expresses the sense of the House of Representatives that the President should promptly notify Congress of his intention to enter into negotiations with the EU for a comprehensive Transatlantic Trade and Investment Partnership and, as soon as possible after giving such notice, to initiate such negotiations.
