Medicare Puerto Rico Hospital Payment Parity Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to revise: (1) the payment formula to increase base payment amounts to Puerto Rico hospitals; and (2) the calculation of Medicare disproportionate share payments for prospective payment system hospitals in Puerto Rico.

Human Cloning Prohibition Act of 2001 - Prohibits any person or entity, in or affecting interstate commerce, from: (1) performing or attempting to perform human cloning; (2) participating in such an attempt; (3) shipping or receiving the product of human cloning; or (4) importing such a product. Expresses the sense of Congress that: (1) the Federal Government should advocate for and join an international effort to prohibit human cloning; and (2) the President should commission a study by the National Bioethics Advisory Commission or a successor group of the arguments for and against the use of cloning to produce human embryos solely for research.

Motor Donor Act - Amends the Public Health Service Act to provide for the establishment and maintenance of a national organ and tissue donor registry (the Registry) consisting of a database of information listing individuals who have expressed an intent to be organ or tissue donors. Provides for the coordination of the Registry with State and organ and tissue registries and procurement organizations. Authorizes grants to States for the planning and implementation of State registries associated with the motor vehicle driver's license application process and for linkages with the Registry. Establishes an advisory task force on organ and tissue donation. Amends the Internal Revenue Code to permit the disclosure of taxpayer identification in connection with the Registry.

Selective Service Standby Act of 2001 - Amends the Military Selective Service Act to limit the required registration under the Selective Service System (SSS) to periods in which a declaration of national emergency is in effect. Authorizes the President to declare such a period, requiring its prompt termination upon the termination of the emergency. Mandates the termination of such a declaration upon the expiration of the first ten-day period of continuous congressional session after such declaration, unless Congress enacts a ratifying law. Suspends: (1) any sanctions against persons failing to register under the SSS; and (2) the activities of SSS boards (except during a national emergency). Requires a report from the Director of Selective Service to Congress on a standby emergency manpower mobilization registration program for use during national emergencies. Expresses the sense of Congress that at least 50 percent of the difference between the amount appropriated to carry out the Military Selective Service Act for the fiscal year in effect on the date of enactment of this Act and the amount so appropriated for each of the first four fiscal years after the effective date of this Act should be appropriated to the Secretary of Veterans Affairs to support expanded health care services for veterans.

Human Cloning Prohibition Act of 2001 - Amends the Federal criminal code to prohibit replacing the nucleus of an oocyte (egg cell) with the nucleus of a human somatic cell (any cell other than a sperm or oocyte) unless, prior to replacement, the nucleus of the human somatic cell has been modified so that such cell cannot develop to completion.

Debt Cancellation for the New Millennium Act - Amends the International Financial Institutions Act to urge the President to commence immediately efforts within the Paris Club of Official Creditors, as well as the International Bank for Reconstruction and Development (World Bank), the International Monetary Fund (IMF), and other appropriate multilateral development institutions, to accomplish certain modifications in the Enhanced Heavily Indebted Poor Countries (HIPC) Initiative, including requiring that: (1) the amount of debt relief provided by the IMF and the World Bank under the Enhanced HIPC Initiative for a HIPC be sufficient to completely cancel 100 percent of the HIPC's debt owed to such institutions; (2) no provision of debt relief under the Initiative be conditioned on any country's implementing a structural adjustment or stabilization program of the Poverty Reduction and Growth Facility of the IMF or any other such program operated solely or jointly by the IMF or the World Bank; (3) all HIPCs that are working in good faith to develop and implement their Poverty Reduction Strategy Papers (PRSPs) pursuant to the Initiative not be required to make service payments on their debts (ensuring that the savings from such debt relief will be invested in HIV/AIDS treatment and prevention, health care, education, and poverty reduction programs); and (4) the eligibility requirements of the Initiative be revised to make Bangladesh, Haiti, and Nigeria eligible. Directs the Secretary of the Treasury to provide, upon request, for technical assistance to HIPCs regarding compliance with the conditions for debt relief pursuant to the Initiative, including the development and implementation of their PSRPs.

Seniors' Health Care Freedom Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act with regard to the use of private contracts by Medicare beneficiaries to eliminate the requirement that non-Medicare physicians and practitioners file affidavits pledging they will not file any Medicare claims for two years with respect to the Medicare beneficiaries with whom they contract.

Common Sense Medical Malpractice Reform Act of 2001 - Establishes an alternative dispute resolution (ADR) procedure for all health care liability actions, except an action for damages arising from a vaccine-related injury or death to the extent that title XXI of the Public Health Service Act applies. Establishes ceilings for noneconomic and punitive damages, and contingency fees. Declares that any ADR used to resolve a health care liability action or claim shall contain provisions for a statute of limitations, noneconomic damages, joint and several liability, punitive damages, a collateral source rule, periodic payments, and limitations on contingent fees which are identical to the provisions of this Act.

Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) mandate a single national average standardized payment amount for inpatient hospital services furnished, regardless of whether in an urban or non-urban area, under the Medicare prospective payment system (PPS) for discharges occurring in FY 2002 and thereafter; and (2) establish a minimum factor of .925 as a floor for area wage adjustment factors used under the PPS for inpatient and outpatient hospital services.

Medicare Geographic Reclassifications Equity Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to require the Secretary of Health and Human Services to make wage index adjustments to ensure that geographic reclassifications of hospitals from one urban area to another urban area produce no reduced wage indexes for the urban area in which the hospital was originally classified.

Geriatric Care Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) with respect to payments to hospitals for direct graduate medical education costs and the limitation on the number of full-time-equivalent residents in allopathic and osteopathic medicine. Provides for the disregard of up to three geriatric residents in applying such limitation. Amends SSA title XVIII, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to provide for Medicare coverage of care coordination and assessment services.

Affordable Education Act of 2001 - Amends the Internal Revenue Code to increase, from $500 to $2,000, the maximum annual contribution allowed to an education individual retirement account. Renames such accounts as education savings accounts. Eliminates the contribution marriage penalty, with respect to such an account, by providing that the phase-out threshold dollar amounts on a joint return shall be exactly double the amounts on an individual return. Includes qualified elementary and secondary education school expenses within the definition of qualified education expenses. Renames an Education Individual Retirement Account a Coverdell Education Savings Account. Permits an eligible educational institution (currently, limited to a State or agency or instrumentality thereof) to maintain a qualified tuition program, provided such program has received a ruling that such program meets the applicable requirements for a qualified tuition program. Permanently extends the exclusion from gross income of employer provided educational assistance. Eliminates the 60 month limit on the student loan interest deduction. Increases the income limitation on the student loan interest deduction. Excludes from gross income certain amounts received under the National Public Health Service Corps Scholarship Program and the F. Edward Hebert Armed Forces Health Professions Scholarship and Financial Assistance Program. Excludes from employee gross income employer contributions to Coverdell Education Savings Accounts on behalf of an employee. Increases the amount by which certain governmental bonds used to finance public school capital expenditures may be exempted from specified arbitrage bond provisions. Provides for the treatment of qualified public educational facility bonds as exempt facility bonds.

Pharmaceutical Products Price Equity Act - Directs the President to issue orders and regulations, and establish procedures and reporting requirements to ensure that no pharmaceutical product is sold to any consumer in the United States at a price that is more than six percent above the average retail price at which such pharmaceutical product is sold in the five most industrialized, free-market countries, other than the United States. Sets forth enforcement and civil liability provisions.

Student Health Assessment Act of 2001 - Establishes a demonstration program of grants to ten local educational agencies (LEAs) to develop and complete comprehensive health assessments for students, including physical and psycho-social evaluations. Requires each grantee LEA to: (1) notify parents of the availability and benefits of such assessments; (2) assist qualified parents to apply for the Children's Health Insurance Program under the Social Security Act; and (3) facilitate or provide such an assessment to each participating student. Directs the Secretary of Education to develop a checklist for LEAs to provide physicians or health care workers authorized to conduct such assessments if chosen by a student's parents to do so.

Directs the Secretary of the Treasury to instruct the U.S. Executive Directors at the International Bank for Reconstruction and Development (World Bank) and the International Monetary Fund (IMF) to use the U.S. voice, vote, and influence to call for a vote by such institutions on: (1) negotiating a strategy to cancel debts owed them by any country eligible for assistance under the Heavily Indebted Poor Countries (HIPC) Initiative or heavily affected by HIV/AIDS, which should ensure that the savings from such cancellation are used for fair and transparent poverty reduction; (2) accepting an immediate moratorium on debt service payments and accrual of interest on the debt owed by such country; (3) encouraging each country to ensure that the national HIV/AIDS strategic plan is fully funded, with a significant proportion of the savings from the debt cancellation to be used for HIV/AIDS response and other health priorities, and HIV/AIDS and infectious disease control strategies are based upon best practices, including prevention, care, treatment, orphan response, and accessibility to affordable drugs and social and health infrastructure; and (4) using their reserve accounts or net income to offset debt cancellation costs. Directs the Secretary to instruct the U.S. Executive Directors at the World Bank and the IMF to oppose any of their programs that would include user fees for primary education or primary health care, including prevention and treatment efforts for HIV/AIDS, malaria, tuberculosis, and infant, child, and maternal well-being. Directs the Secretary to develop strategies to counter corruption in beneficiary countries under this Act.

Vietnam Veterans Children's Disability Act - Directs the Secretary of Veterans Affairs to: (1) identify diseases occurring in children of Vietnam veterans or other veterans that have a positive association with parental exposure to an herbicide agent before the date of conception; (2) include myelogenous leukemia among such diseases; (3) provide needed health care for such children's covered diseases or any associated disabilities; and (4) pay a monthly allowance to such children for any disability resulting from a covered disease, to be based on the degree of disability. Authorizes the Secretary to provide vocational training to such children if the achievement of a vocational goal is reasonably feasible.

American Hospital Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by Federal law commonly referred to as the (Medicare, Medicaid, and SCHIP) Benefits Improvement and Protection Act, to: (1) increase (restore the full) market basket update for inpatient prospective payment services hospitals; and (2) maintain the indirect medical education adjustment percentage at 6.5 percent.

Community Environmental Equity Act - Amends the Public Health Service Act to define "covered substance" to mean hazardous contaminants, chemicals, materials, wastes, and substances listed, identified, or defined in specified laws or designated by the President. Prohibits any entity that handles, manages, treats, releases, disposes, stores, transports, or delivers covered substances from disproportionately exposing any individual or community, on the ground of race, color, or national origin, or economic status to any covered substance. Authorizes enforcement: (1) by denial or termination of authorization to handle, manage, treat, release, discharge, dispose, store, transport, remove, move, or deliver covered substances; (2) by any other means authorized by law; and (3) for entities receiving Federal financial assistance, through specified compliance provisions of the Civil Rights Act of 1964.

Mothers and Newborns Health Insurance Act of 2001 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to give States, subject to specified guidelines, the authority to provide for: (1) optional coverage of pregnancy-related assistance for targeted low-income pregnant women under the State's SCHIP plan; and (2) automatic eligibility and enrollment for child health assistance under such plan for children born to targeted low-income pregnant women receiving such assistance when the child is born until it attains one year of age, so long as the child is a member of the woman's household. Amends SSA title XIX (Medicaid) with respect to the transitional increased Federal matching rate for increased administrative costs related to Medicaid-eligibility determinations of individuals receiving aid or assistance under SSA title IV part A (Temporary Assistance for Needy Families) (TANF).

Heather French Henry Homeless Veterans Assistance Act - Encourages all Federal, State, and local departments and agencies and other entities and individuals to work toward the national goal of ending homelessness among veterans within a decade. Establishes within the Department of Veterans Affairs the Advisory Committee on Homeless Veterans. Directs the Secretary of Veterans Affairs to: (1) support the continuation within the Department of at least one center to monitor the structure, process, and outcome of Department programs addressing homeless veterans; and (2) assign veterans receiving specified services provided in, or sponsored or coordinated by, the Department as being within the "complex care" category. Directs the Secretary to: (1) make grants to Department health care facilities and to grant and per diem providers for the development of programs targeted at meeting certain special needs of homeless veterans; (2) require certain officials to initiate a plan for joint outreach to veterans at risk of homelessness; (3) carry out two treatment trials in integrated mental health services delivery; (4) ensure that each Department primary care facility has a mental health treatment capacity; (5) carry out a program of transitional assistance grants to eligible homeless veterans; and (6) make technical assistance grants to aid nonprofit community-based groups in applying for homeless program grants. Extends through FY 2006 the homeless veterans reintegration program.

Teaching Children to Save Lives Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, acting through the Health Resources and Services Administration, to make grants to State agencies to award grants to local agencies and targeted schools or school districts for cardiopulmonary resuscitation (CPR) training in targeted localities. Requires such training to use nationally recognized training courses, and to be in public schools which include students in any of grades six through 12. Requires such grants to be used to: (1) ensure, in conjunction with local efforts, that training sites have the ability to start up; and (2) foster community partnerships among public and private organizations to help provide such training.

Medical Education Trust Fund Act of 2001 - Amends the Social Security Act (SSA) to add a new title XXII (Medical Education Trust Fund) establishing in the Treasury the Medical Education Trust Fund, consisting of various specified accounts. Requires the Secretary of Health and Human Services to make annual payments from the Fund to eligible medical schools and teaching hospitals applying for assistance to: (1) maintain and develop quality educational programs in an increasingly competitive health care system; and (2) meet the indirect and direct costs of graduate medical education. Outlines requirements for Fund investments and determination of payments. Amends SSA titles XVIII (Medicare) and XIX (Medicaid) to provide for annual transfers and make specified appropriations to the Fund. Amends the Internal Revenue Code to impose a tax equal to 1.5 percent of premiums received under accident or health insurance policies (including applicable self-insured plans), and equal to 1.5 percent of the amount received for certain health-related administrative services, payable by the policy issuer and the service provider, respectively. Makes specified appropriations and transfers of such amounts collected to the Fund for allocation among the various specified accounts. Establishes the Medical Education Advisory Commission.

Government Neutrality in Contracting Act - Directs the head of any Federal agency that awards or obligates funds for any construction contract, or that awards grants, provides financial assistance, or enters into cooperative agreements for construction projects to ensure that bid specifications, project agreements, or other controlling documents do not: (1) require or prohibit a bidder, offeror, contractor, or subcontractor from entering into, or adhering to, agreements with labor organization, with respect to that construction project or another related construction project; or (2) otherwise discriminate against such a party because it did or did not become a signatory or otherwise adhere to such an agreement. Allows exemptions to avert an imminent threat to public health or safety or to serve national security. Directs the Federal Acquisition Regulatory Council to amend the Federal Acquisition Regulation to implement this Act with respect to the applicable Federal contracts.

Physician Pathology Services Fair Payment Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to provide for payment to an independent laboratory instead of a covered hospital when the laboratory furnishes the technical component of a physician pathology service to a fee-for-service Medicare beneficiary who is an inpatient or outpatient of the hospital.

Medicare and Medicaid Nursing Services Quality Improvement Act of 2001 - Directs the Secretary of Health and Human Services to conduct a demonstration project under which a resident assistant who lacks certain nurse aide training requirements may perform feeding and hydration for a resident of a skilled nursing facility under the Medicare program under title XVII of the Social Security Act (SSA), or a nursing facility under the Medicaid program under SSA title XIX, in the States of Wisconsin, North Dakota, and not more than six other select States. Directs the Secretary to convene an advisory panel to submit recommendations on the use or improvement of resident assistants in such nursing facilities. Amends SSA titles XVIII and XIX, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to authorize the use of resident assistants to perform feeding and hydration that would otherwise be performed by a nurse aide for residents of nursing facilities receiving payments under the Medicare or Medicaid program.

Eliminate Colorectal Cancer Act of 2001 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require coverage of colorectal cancer screening according to certain guidelines by a group health plan, a health insurance issuer offering group health insurance coverage, and a health insurance issuer in the individual market. Directs the Secretaries of Labor and of Health and Human Services to ensure coordination in the implementation and enforcement of this Act.

Nursing Employment and Education Development Act (the NEED Act) - Amends the Public Health Service Act to authorize appropriations for the nursing workforce development student loan repayment program and permit the service required by such program to be performed in a skilled nursing facility, in a home health agency, in a public health department, or in a nurse-managed health center. Provide for a Nurse Corps Scholarship program to provide scholarships to individuals seeking nursing education in exchange for service from such individuals in a critical nursing shortage area upon completion of such education, a public awareness and education campaign encouraging pursuit of the nursing profession, an area health education centers program to develop models of excellence for nurses, community nurse outreach grants, educational assistance for nurses from diverse or disadvantaged backgrounds, career ladder program grants for nurses, nurse training grants, nurse internship and residency grants, a fast-track nursing faculty loan program, a stipend and scholarship program to encourage individuals to seek advanced nursing degrees, and a National Commission on the Nursing Crisis.

Stem Cell Research Act of 2001 - Amends the Public Health Service Act to permit the Secretary of Health and Human Services to only conduct, support, or fund research on human embryos for the purpose of generating embryonic stem cells and utilizing stem cells that have been derived from embryos in accordance with the provisions of this Act. Makes it unlawful for any person receiving Federal funds to knowingly acquire, receive, or otherwise transfer any human embryos for valuable consideration if such action affects interstate commerce. Directs the Secretary, in conjunction with the Director of the National Institutes of Health (NIH), to issue guidelines expanding on the rules governing human embryonic stem cell research to include rules that govern the derivation of stem cells from donated embryos under this Act.

Nurse Reinvestment Act - Amends title XVIII (Medicare) of the Social Security Act to provide for nurse education training payments to qualified entities. Amends title XIX (Medicaid) of the Social Security Act to temporarily increase the matching rate for Medicaid nurse aide training and competency evaluation programs. Amends the Internal Revenue Code to provide for the exclusion from gross income of amounts received under the National Nursing Service Corps Scholarship Program. Amends the Public Health Service Act to direct the Secretary of Health and Human Services to: (1) develop and issue public service announcements that advertise and promote the nursing profession, highlight the advantages and rewards of nursing, and encourage individuals from diverse communities and backgrounds to enter the nursing profession; and (2) award grants to designated eligible educational entities in order to increase the number of nurses. Authorizes appropriations. Establishes a National Nurse Service Corps Scholarship program that provides scholarships to individuals seeking nursing education in exchange for service by such individuals in areas with nursing shortages. Authorizes appropriations.

Women's Health Environmental Research Centers Act of 2001 - Amends the Public Health Service Act to require the National Institute of Environmental Health Sciences to make grants for the development and operation of not more than six centers to conduct multidisciplinary research on environmental factors that may be related to the development of women's health conditions. Requires each center to conduct basic and clinical research, develop training protocols, conduct training, develop model continuing education programs, and disseminate information to professionals and the public, with priority to prevention activities. Allows a center to use grant funds for stipends for health and allied health professionals in that training. Requires each center to: (1) collaborate with community organizations; and (2) use the facilities of a single institution or be formed from a consortium of institutions. Limits support to five years but allows extensions if recommended by a technical and scientific peer review group appointed by the Institute's director.

Health Information Technology and Quality Improvement Act of 2001 - Directs the Secretary of Health and Human Services, through the Administrator of the Health Care Financing Administration, to establish a health information technology grant program for: (1) hospitals; and (2) skilled nursing facilities and home health agencies. Directs the Agency for Healthcare Research and Quality to conduct related studies. Amends the Social Security Act to direct the Secretary to establish a methodology for reimbursing hospitals for information technology system capital costs. Directs the Secretary to establish the Home Health Advisory Board, which shall advise the Secretary with respect to, and develop standards for, health care data systems and information technology.

Prescription Drug Fairness for Seniors Act of 2001 - Requires each participating manufacturer of a covered outpatient drug to make it available for purchase by each pharmacy: (1) in an amount equal to the aggregate amount sold or distributed by the pharmacy to Medicare beneficiaries; and (2) at a price no greater than the manufacturer's average foreign price. Sets forth special provisions with respect to hospice programs.

Medicare Mental Health Modernization Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for: (1) elimination of the lifetime limit on inpatient mental health services; (2) parity in treatment for outpatient mental health services; (3) coverage of intensive residential services under Medicare part A (Hospital Insurance) and of intensive outpatient services under Medicare part B (Supplementary Medical Insurance); (4) exclusion of clinical social worker services from coverage under the Medicare skilled nursing facility prospective payment system; and (5) coverage of marriage and family therapist services and mental health counselor services under Medicare.

Eliminate Colorectal Cancer Act of 2001 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require coverage of colorectal cancer screening according to certain guidelines by a group health plan, a health insurance issuer offering group health insurance coverage, and a health insurance issuer in the individual market. Directs the Secretaries of Labor and of Health and Human Services to ensure coordination in the implementation and enforcement of this Act.

Medicare Extension of Drugs to Seniors (MEDS) Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to add a new part D (Prescription Medicine Benefit for the Aged and Disabled) establishing a voluntary insurance program to provide prescription medicine benefits, including pharmacy services, for eligible individuals (including low-income individuals) who are aged or disabled or have end-stage renal disease, and who elect to enroll during a prescribed period, to be financed from monthly premium payments by enrollees together with Federal appropriations. Creates the Prescription Medicine Insurance Account within the Federal Supplemental Medical Insurance Trust Fund. Directs the Secretary of Health and Human Services to develop and implement an Employer Incentive Program that encourages employers to provide adequate prescription medicine benefits to retired individuals and maintain such existing benefit programs. Outlines provisions for substantial reductions in the price of prescription drugs for Medicare beneficiaries. Amends the Federal Food, Drug, and Cosmetic Act, as amended by the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2001, with respect to the importation of certain prescription drugs, to revise testing requirements (granting the Secretary certain waiver discretion) and add approved labeling requirements. Requires the recipient of a patent to make a reasonable pricing agreement with the Secretary (or the Secretary to waive such an agreement in the public interest) if any Federal agency or any non-profit entity: (1) undertakes federally funded health care research and development; and (2) is to convey or provide a patent or other exclusive right to use such research and development for a drug or other health care technology.

Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to increase from 85 percent to100 percent of the locality adjusted national average per resident amount the payment floor for direct graduate medical education payments under the Medicare program.

Medicare and Medicaid Nursing Services Quality Improvement Act of 2001 - Directs the Secretary of Health and Human Services to conduct a demonstration project under which a resident assistant who lacks certain nurse aide training requirements may perform feeding and hydration for a resident of a skilled nursing facility under the Medicare program under title XVII of the Social Security Act (SSA), or a nursing facility under the Medicaid program under SSA title XIX, in the States of Wisconsin, North Dakota, and not more than six other select States. Directs the Secretary to convene an advisory panel to submit recommendations on the use or improvement of resident assistants in such nursing facilities. Amends SSA titles XVIII and XIX, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to authorize the use of resident assistants to perform feeding and hydration that would otherwise be performed by a nurse aide for residents of nursing facilities receiving payments under the Medicare or Medicaid program.
