Scheduling for Community Health and Easy Data to Understand for Legislators to Evaluate Services Act of 2026 or the SCHEDULES Act of 2026 This bill requires the Department of Veterans Affairs (VA) to establish a standard for timing between the date on which a referral for VA care is entered into the VA's system and the date on which an appointment for care occurs, whether at a VA facility or through care in the community. The VA must publish the standard in the Federal Register and on a publicly accessible VA website. Additionally, the VA must submit a report at least quarterly on the number and percentage of referrals that meet the new timing standard.

Provider Reimbursement Stability Act of 2026

Provider Reimbursement Stability Act of 2026 This bill allows for larger annual adjustments to the Medicare physician fee schedule. It also requires the Centers for Medicare & Medicaid Services (CMS) to make certain corrections to compensate for expenditures under the fee schedule that exceed a certain amount in a given year, and it limits how much certain adjustment factors may vary each year. Current law prohibits annual adjustments to the Medicare physician fee schedule that would result in a more than $20 million difference between the adjusted amount and the non-adjusted amount of total expenditures. The bill increases this threshold to $54.3 million beginning in 2027, with adjustments for inflation every five years beginning in 2032. Additionally, for certain services, the bill requires the CMS to determine the difference between expenditures based on estimated utilization of the service and expenditures based on actual utilization. If this difference exceeds a certain percentage of total expenditures under the fee schedule, the CMS must reconcile this difference by adjusting payments for the following year. This requirement applies to services for which payment was bundled with another service and there was a separate or add-on payment during the previous year. Finally, the CMS must update the prices and rates of each category of direct costs that affect payments (e.g., prices of equipment) at least every five years, with updates made to each category in the same year. The bill also prohibits the CMS from varying a certain adjustment factor by more than 2.5% each year.

Agricultural Access to Addiction and Mental Health Care Act This bill directs the National Institute of Food and Agriculture (NIFA) to study the accessibility of addiction and mental health care providers and services for farmers and ranchers impacted by severe and persistent drought, extreme weather events, instability in the commodities market, and misinformation targeting consumers. For example, the study must examine (1) best practices and successful programs at the state and local level that can be replicated at the federal level to address addiction and mental health care needs in agricultural communities, and (2) recommendations for improving the accessibility of care. In conducting the study, NIFA must collaborate and consult with relevant federal agencies, state departments of agriculture, and mental health and agricultural organizations.

Delivering Optimally Urgent Labor Access for Veterans Affairs Act of 2026 or the DOULA for VA Act of 2026 This bill requires the Department of Veterans Affairs (VA) to establish a five-year pilot program to furnish doula services to pregnant veterans who are enrolled in the VA health care system. The program must furnish doula services through eligible entities by expanding the VA's Whole Health model to measure the impact that doula support services have on birth and mental health outcomes of pregnant veterans. The Whole Health model is a holistic approach that looks at the many areas of life that may affect health in order to make a health plan suited for each individual based on his or her health goals.

Precision Brain Health Research Act of 2026

Precision Brain Health Research Act of 2026 This bill expands the Scott Hannon Initiative for Precision Mental Health, a program at the Department of Veterans Affairs (VA). Specifically, the bill expands the scope of the initiative by requiring the identification and validation of brain and mental health biomarkers among veterans for repetitive low-level blast exposure, dementia, and other such brain conditions. Currently, the initiative addresses several other conditions such as depression and post-traumatic stress disorder. The VA must work with the Department of Defense to establish a data-sharing partnership under the initiative. The bill requires the VA to conduct various research studies about repetitive low-level blast exposure under the initiative. The VA must seek to enter into a contract with the National Academies of Sciences, Engineering, and Medicine to work in tandem with the initiative on validation of brain and mental health biomarkers among veterans and report on the findings at least once every two years. The VA must assess all in progress and planned translational research studies under the initiative and report to Congress on the assessment. Additionally, the VA must report to Congress on the initiative at least once every two years and include recommendations for immediate administrative and legislative action to improve the initiative. The bill authorizes the initiative through FY2030.

Extending WIC for New Moms Act

Extending WIC for New Moms Act This bill extends the eligibility periods for breastfeeding and postpartum women under the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).  Specifically, a state program may elect to certify a breastfeeding woman for up to 24 months (currently 1 year) postpartum. The bill also expands the eligibility period for postpartum women to up to 24 months after termination of pregnancy (currently 6 months). The Department of Agriculture must submit a report to Congress evaluating the effect of these changes to the WIC program on (1) maternal and infant health outcomes, (2) breastfeeding rates, and (3) qualitative evaluations of family experiences under WIC.
