Comprehensive Tuberculosis Elimination Act of 2001 - Amends the Public Health Service Act to provide for the ongoing operation of a committee to be known as the Committee on Interagency Collaboration for Tuberculosis Elimination. Requires the Committee to: (1) provide advice on coordinating the activities of the Public Health Service and other Federal agencies that relate to such disease and on efficiently utilizing Federal resources; (2) make recommendations on the development and implementation of a national plan; and (3) make recommendations for the development and implementation of a plan to guide the involvement of the United States in global tuberculosis-control activities. Revises provisions concerning preventive health services regarding tuberculosis by: (1) renaming such provisions national program for tuberculosis elimination; (2) revising the authorities of the Secretary of Health and Human Services under such provisions; and (3) authorizing appropriations through FY 2006. Revises provisions concerning tuberculosis with respect to the activities of the: (1) National Heart, Lung, and Blood Institute; (2) National Institute of Allergy and Infectious Diseases; and (3) the John E. Fogarty International Center for Advanced Study in the Health Sciences.

Working American Families Access to Health Care Act of 2001 or Medi-Access Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act to provide for the availability of Medicaid coverage for uninsured individuals under the Medi-Access program. Disease Research Revitalization Act of 2001 - Authorizes appropriations of $2 billion for FY2002, in addition to other authorizations of appropriations that are available for FY 2002 for the purpose of conducting and supporting research on cancer, Alzheimer's disease, and asthma through the National Institutes of Health, for such purpose. Expresses the sense of the House of Representatives that the concurrent resolution on the budget for FY 2002 should appropriately reflect such authorization of appropriations. Expresses the sense of the House of Representatives regarding authorizations of appropriations for FY 2003 through 2006 to support research on cancer, Alzheimer's disease, and asthma.

Managed Care Integrity Act of 2001 - Requires health benefits plans offered by managed care entities to ensure that the actuarial value of the aggregate plan benefits is at least 85 percent of the aggregate amount of payments received from, or on behalf of, plan enrollees. Waives such requirement for a limited period if an entity's solvency is in jeopardy or compliance would cause the entity's failure to meet State solvency requirements. Includes Medicaid managed care organizations and managed care entities providing health care coverage for Federal employees and members of the armed forces within the definition of "managed care entity." Requires the Secretary of Health and Human Services to develop related investigation and compliance procedures. Amends title XVIII (Medicare) of the Social Security Act to apply the requirements of this Act to Medicare+Choice organizations. Sets forth noncompliance remedies.

Hospital Length of Stay Act of 2001 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act to require that group and individual health insurance coverage, as well as Medicare supplemental insurance policies and managed care plans under Medicare and Medicaid, provide coverage for hospital lengths of stay as determined by the attending health care provider in consultation with the patient. Applies these requirements also to care provided under: (1) the Federal Employees Health Benefits Program; (2) programs of medical care for members and certain former members of the uniformed services and their dependents; (3) veterans' hospital care provisions; (4) the State Children's Health Insurance Program under title XXI of the Social Security Act; (5) Indian Health Service and tribal organization programs; and (6) provisions for health care of Peace Corps volunteers.

Equity in Prescription Insurance and Contraceptive Coverage Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit a group health plan, and a health insurance issuer providing group coverage, from: (1) excluding or restricting benefits for prescription contraceptive drugs, devices, and outpatient services if the plan provides benefits for other outpatient prescription drugs, devices, or outpatient services; (2) denying eligibility based on use or potential use of such items or services; (3) providing monetary payments or rebates to a covered individual to encourage acceptance of less than the minimum protections available; (4) penalizing, reducing, or limiting a professional's reimbursement because the professional prescribed such drugs or devices or provided such services; or (5) providing incentives to a professional to induce the professional to withhold drugs, devices, or services. Amends the Public Health Service Act to apply those prohibitions to coverage offered in the individual market.

Health Care Paperwork Reduction and Fraud Prevention Act of 2001 - Establishes the Commission on Billing Codes and Forms Simplification which shall make recommendations regarding: (1) standardized forms; and (2) reduction in billing codes; and (3) regulatory and appeals process reform. Directs the Secretary of Health and Human Services to establish a process under which a physician may request, in writing from a carrier, assistance in addressing questionable codes and procedures under the medicare program. Health Care Tax Deduction Act of 2001 - Amends the Internal Revenue Code to allow all individuals a deduction (not subject to the 7.5 percent medical deduction limitation) for amounts paid for qualifying health insurance and unreimbursed prescription drugs on behalf of the taxpayer, spouse, and dependents. Provides self-employed individuals not otherwise covered with 100 percent coverage for health insurance and unreimbursed prescription drug costs on behalf of the taxpayer, spouse, and dependents. Coordinates such deductions with existing individual and self-employed medical deduction provisions.

Amends the Endangered Species Act of 1973 to exempt from provisions requiring consultation and conferencing with the Secretary of the Interior any agency action that consists of: (1) reconstruction or repair of a Federal or non-Federal levee to address a critical, imminent threat to public health or safety or to address a catastrophic natural event; or (2) maintaining the structural integrity of such a levee. Provides that any activity by a Federal or non-Federal person that consists of such an action is not a taking of a species for purposes of the Act.

Federal Employees Health Insurance Premium Conversion Act of 2001 - Requires the Office of Personnel Management to make available to Federal annuitants the option to pay their Federal Employees' Health Benefits Program enrollment charges through a health insurance premium conversion arrangement beginning on the same date as when such option first becomes available to Federal employees generally, but no later than the deadline specified below. Requires the Secretary of Defense (or each appropriate Secretary with respect to the Coast Guard and the commissioned corps of the National Oceanic and Atmospheric Administration and the Public Health Service) to establish such a plan for members and retired members of the uniformed services. Requires that all such plans be completed so that such option shall become available not later than the first day of the first applicable pay period beginning on or after January 1, 2002.

Mental Health Equitable Treatment Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act, respectively, to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. Exempts specified small employers from such requirements. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality.

Assure Access to Mammography Act of 2001 - Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to delay until 2003 the inclusion of payment for screening mammography in the Medicare physician fee schedule. Amends title XVIII (Medicare) of the Social Security Act to provide for a change in the payment amount for screening mammography performed in 2002 under Medicare. Provides that, for cost reporting periods between October 1, 2001, and October 1, 2006, in applying the limitations regarding the total number of full-time equivalent residents in the field of allopathic or osteopathic medicine under Medicare for a hospital, the Secretary of Health and Human Services shall not take into account a maximum of three residents in the field of radiology to the extent the hospital increases the number of radiology residents above the number of such residents for the hospital's most recent cost reporting period ending before October 1, 2001. Amends the Public Health Service Act to revise authorization of appropriations and allocation provisions with regard to interdisciplinary, community-based linkages, with changes establishing a specified authorization of appropriations for FY 2002 and a specified amount to be available for awards of grants and contracts under provisions on allied health and other disciplines. Directs the Comptroller General to study the relative value units established by the Secretary of Health and Human Services under the Medicare physician fee schedule for physicians' services that are gender-specific. Directs the Medicare Payment Advisory Commission to study the relative value units established by the Secretary under the such fee schedule for screening services that are reimbursed under it.

Broken Promises Retiree Health Coverage Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to make certain individuals between the ages of 55 and 65 eligible to enroll in Medicare part A (Hospital Insurance) if the individual was covered as a qualified retiree under a group health plan which terminated such coverage. Outlines premium requirements. Provides for an open enrollment period under the Medicare supplemental health insurance policies (Medigap) program for certain retired workers enrolled in Medicare part B (Supplementary Medical Insurance) and entitled to benefits under Medicare part A (Hospital Insurance) whose coverage under a group health plan is terminated. Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code (IRC) to provide for COBRA (Consolidated Omnibus Budget Reconciliation Act of 1985) continuation coverage for certain retired workers whose coverage under a group health plan is terminated. Sets forth a special rule for certain dependents in such case as well as permits an increased level of premiums. Amends ERISA and the IRC to mandate that advance notice of any material reduction in covered services or benefits provided under a group health plan relating to retiree health benefits be furnished to participants and beneficiaries as well as to the Secretary of Labor. Prescribes a civil penalty for violations of such requirement.

Screening Mammography Act of 2001 - Amends the Public Health Service Act (PHSA) and the Employee Retirement Income Security Act of 1974 (ERISA) to require that a group health plan (and a health insurance issuer offering group coverage) that provides coverage for diagnostic mammography for any class of participants or beneficiaries also cover annual screening mammography for that class under terms that are not less favorable. Prohibits: (1) denying screening coverage on the basis that it is not medically necessary or not pursuant to a referral or recommendation; (2) denying eligibility, enrollment, or renewal solely to avoid this requirement; (3) providing monetary incentives to participants or beneficiaries to encourage them to accept less; or (4) penalizing or providing incentives to providers. Allows State laws providing at least these protections. Amends PHSA to apply such requirements and prohibitions to health coverage in the individual market. Amends the Social Security Act to revise title XIX (Medicaid) to mandate coverage of annual screening mammographies.

Child Tobacco Use Prevention Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to give the Food and Drug Administration jurisdiction over tobacco products as drugs or devices. Mandates additional restrictions on marketing, advertising, and access. Provides for model state tobacco control programs, and requires State compliance as a funding prerequisite. Repeals the Federal Cigarette Labeling and Advertising Act and the Comprehensive Smokeless Tobacco Health Education Act of 1986 upon the effective date of specified regulations. Sets goals for existing manufacturers to reduce their child tobacco use level and penalties for failure to reach such goals. Requires the Secretary of Health and Human Services to determine child tobacco use among minority populations. Requires the responsible entity for each public facility to adopt and implement a smoke-free environment policy meeting specified requirements. Requires funds to be made available for a national public awareness campaign to discourage tobacco use.

Expresses the sense of Congress that: (1) all Americans should take an active role in combating reflex sympathetic dystrophy (RSD) by recognizing specified symptoms (which often follow an injury or surgery); (2) national and community organizations should be recognized and applauded for their work in promoting RSD awareness and for providing information and support to its sufferers; (3) health care providers should continue to increase their efforts to diagnose the disease in its earliest possible stages to increase the likelihood of remission; and (4) the Government has a responsibility to endeavor to raise awareness about the importance of the early detection and proper treatment of RSD, work to increase research funding so that the causes of, and improved treatment and cure for, RSD may be discovered, and continue to consider ways to improve access to, and the quality of, health care services for detecting and treating RSD.

Expresses the sense of Congress that: (1) all Americans should take an active role in combating reflex sympathetic dystrophy (RSD) by recognizing specified symptoms (which often follow an injury or surgery); (2) national and community organizations should be recognized and applauded for their work in promoting RSD awareness and for providing information and support to its sufferers; (3) health care providers should continue to increase their efforts to diagnose the disease in its earliest possible stages to increase the likelihood of remission; and (4) the Government has a responsibility to endeavor to raise awareness about the importance of the early detection and proper treatment of RSD, work to increase research funding so that the causes of, and improved treatment and cure for, RSD may be discovered, and continue to consider ways to improve access to, and the quality of, health care services for detecting and treating RSD.

Heather French Henry Homeless Veterans Assistance Act - Encourages all Federal, State, and local departments and agencies and other entities and individuals to work toward the national goal of ending homelessness among veterans within a decade. Establishes within the Department of Veterans Affairs the Advisory Committee on Homeless Veterans. Directs the Secretary of Veterans Affairs to: (1) support the continuation within the Department of at least one center to monitor the structure, process, and outcome of Department programs addressing homeless veterans; and (2) assign veterans receiving specified services provided in, or sponsored or coordinated by, the Department as being within the "complex care" category. Directs the Secretary to: (1) make grants to Department health care facilities and to grant and per diem providers for the development of programs targeted at meeting certain special needs of homeless veterans; (2) require certain officials to initiate a plan for joint outreach to veterans at risk of homelessness; (3) carry out two treatment trials in integrated mental health services delivery; (4) ensure that each Department primary care facility has a mental health treatment capacity; (5) carry out a program of transitional assistance grants to eligible homeless veterans; and (6) make technical assistance grants to aid nonprofit community-based groups in applying for homeless program grants. Extends through FY 2006 the homeless veterans reintegration program.

Access to Cancer Clinical Trials Act of 2001 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to provide coverage for qualified individuals participating in approved cancer clinical trials if a group health plan or an issuer offering health insurance coverage in connection with a group health plan or in the individual market otherwise provides coverage to such an individual. Directs the Secretaries of Health and Human Services (HHS), of Labor, and of the Treasury to: (1) analyze cancer clinical research and its cost implications for managed care; and (2) report to Congress an assessment of any incremental cost to group health plans resulting from this Act and any recommendations regarding action on other diseases. Requires the Secretaries of Labor, of the Treasury, and of HHS to ensure coordinated administration of this Act.

Organ Donor Enhancement Act - Amends the Public Health Service Act to provide for a National Living Organ Donor Registry for the purpose of increasing the number of transplants for recipients suitably matched to biologically unrelated individuals who are willing to be living donors of organs.
