Clarity for Military Retiree Health Care Act - Amends the Internal Revenue Code, with respect to the tax exclusion of benefits under cafeteria employee benefit plans, to allow a participant in a cafeteria plan which permits a revocation of an election during a period of coverage and a new election based upon a change in status event, to treat an event that causes an employee to become eligible for coverage under the TRICARE health care program for military personnel as a change in status event.

Promoting Health for Future Generations Act of 2014

Promoting Health for Future Generations Act of 2014 -  Amends the Internal Revenue Code, with respect to health savings accounts (HSAs), to: (1) increase the contribution limitation for such accounts, (2) allow Medicare beneficiaries and participants in health care programs administered by the Veterans Administration (VA) to enroll in and contribute to such accounts, and (3) allow adult children of deceased holders of Archer Medical Savings Accounts and HSAs to receive tax-free rollovers of remaining amounts in such accounts.

ReLIEF Act

Removing Limitations on Insurance Effectiveness and Flexibility Act of 2013 or the ReLIEF Act - Allows catastrophic health plans described in the Patient Protection and Affordable Care Act to be considered as providing essential health benefits by removing certain enrollment eligibility restrictions (concerning age and certification of exemption from the Internal Revenue Code requirement to maintain minimum essential coverage). Deems coverage under such a plan to meet the Internal Revenue Code requirement that an individual maintain minimum essential coverage.

A resolution recognizing the 50th anniversary of "Smoking and Health: Report of the Advisory Committee to the Surgeon General of the United States" and the significant progress in reducing the public health burden of tobacco use, and supporting an end to tobacco-related death and disease.

Veteran-Centered Access to Coordinated Health Care Act of 2014

Veteran-Centered Access to Coordinated Health Care Act of 2014 - Directs the Secretary of Veterans Affairs (VA) to provide certain enrolled veterans with health services (authorized hospital care or medical, rehabilitative, or preventive health services) that are provided by a non-VA provider with whom the Secretary enters into a contract if the Secretary determines that VA facilities are incapable of furnishing such services because of: (1) geographical inaccessibility; or (2) a lack of required personnel or ability to provide timely and reasonable access. Specifies the order of priority of locations for such non-VA providers. Sets forth requirements concerning VA care coordination with such providers and provider performance metrics. Amends the Veterans' Mental Health and Other Care Improvements Act of 2008 to reauthorize, for three years, a VA pilot program of contract care authority within each Veterans Integrated Service Network for the health care needs of veterans in highly rural areas.

Health Insurance Accountability Act of 2014

Health Insurance Accountability Act of 2014 - Repeals the Patient Protection and Affordable Care Act (PPACA) and the health care provisions of the Health Care and Education Reconciliation Act of 2010, effective on the date on which a study reported by the Comptroller General (GAO) determines that the number of individuals who are uninsured exceeds the number of individuals who were uninsured on the date of enactment of the PPACA. Requires subsequent studies and reports every 60 days until the Comptroller General makes such a determination. Directs the Secretary of Health and Human Services (HHS), if a determination is made on the basis of the last such report submitted during a fiscal year that the number of uninsured has decreased as compared to the number on the date of PPACA enactment, to reduce the unobligated funding for the following, according to a specified ratio: health insurance consumer information, assistance to states for health care exchanges, and the Health Insurance Reform Implementation Fund. Deems such amounts to rescinded and permanently cancelled for purposes of debt reduction.

No Bailouts for Insurance Industry Act of 2014

No Bailouts for Insurance Industry Act of 2014 - Repeals requirements under the Patient Protection and Affordable Care Act for: (1) a transitional reinsurance program for the individual health insurance market in each state, and (2) a program of risk corridors for calendar years 2014-2016 under which a qualified health plan offered in the individual or small group market shall participate in a payment adjustment system based on the ratio of the allowable costs of the plan to the plan's aggregate premiums. Applies the repeal of the transitional reinsurance program to plan years beginning after enactment of this Act and provides rules for applying the provision before such date. Applies the repeal of the risk corridors program to calendar years beginning after enactment of this Act.

CARE Act of 2013

Cyber Awareness and Recovery Enhancement Act of 2013 or the CARE Act of 2013 - Directs the Secretary of Homeland Security (DHS) to develop and provide to the Secretary of Health and Human Services (HHS) risk-based, performance-based cybersecurity standards for the federal information technology requirements under the Patient Protection and Affordable Care Act, including the healthcare.gov website. Requires the HHS Secretary to: (1) adopt and implement such standards, and (2) submit an annual report to Congress regarding cyber incidents relating to such requirements.

Prepaid Card Disclosure Act of 2014

Prepaid Card Disclosure Act of 2014 - Amends the Electronic Fund Transfer Act to extend its coverage to spending accounts (transaction accounts) established by a consumer (or on a consumer's behalf) at an insured depository institution or credit union: (1) to which recurring electronic fund transfers may be made, at the consumer's direction; or (2) from which payments may be made, at the consumer's direction, through the use of a card, code, or device (commonly referred to as prepaid cards). Treats as a spending account any similar transaction account operated or managed by a financial institution, or any other person, whose funds: (1) are pooled with the funds of a person other than the one who established the account, or (2) are held in a name other than that of the person who established the account. Excludes from the meaning of spending account: (1) any nonreloadable general-use prepaid card in an amount under $250; (2) any general-use prepaid card solely associated with a certain kind of health plan, a qualified transportation fringe, a health savings account or any other health care benefit account; (3) a gift certificate; (4) a store gift card; (5) an electronic promise, plastic card, or payment code, or device; (6) a nonreloadable card labeled as a gift card and marketed solely as such; (7) a nonreloadable loyalty, rebate, or promotional card; or (8) a debit card or general-use prepaid card that has been provided to a person pursuant to a federal, state or local government-administered payment program, in which the person may only use the card to transfer or debit funds, monetary value, or other assets that have been provided pursuant to that program. Authorizes the Consumer Financial Protection Bureau (CFPB) to require the placement of a QR code, barcode, or other similar technology on any packaging, card, or other object associated with a spending account, provided that the technology is capable of providing an electronic link to certain required disclosures to the consumer.

Before Registering for Obamacare, Window Shop Exchanges Act of 2014 or the BROWSE Act of 2014 - Prohibits an American Health Benefit Exchange established pursuant to the Patient Protection and Affordable Care Act from: (1) requesting personal information of an individual through a website maintained by such Exchange unless such information is necessary to calculate an estimated premium for such individual and such individual has access to compare health care plans offered through such Exchange; or (2) providing to an individual, through such a website, an estimated premium if such premium is calculated prior to the submission by the individual of personal information through the website. Requires such an Exchange to require that any employee who has access to personal information: (1) passes a criminal background check, (2) has not been convicted of a crime, and (3) enters into an agreement not to disclose any such personal information to anyone not authorized to access it.

To amend title XVIII of the Social Security Act to modify the surety bond requirement applicable to home health agencies as a condition of participation under Medicare.
