Medical Malpractice Insurance and Litigation Reform Act - Declares that nothing in the McCarran-Ferguson Act shall be construed to permit commercial insurers to engage in price fixing, bid rigging, or market allocations while providing medical malpractice insurance, except that this section shall not apply to a State regulatory body with the authority to set insurance rates. Directs each State to allow any State-licensed health care professional to challenge a proposed rate increase in medical malpractice insurance. Requires a provider to justify any such rate increase to the State. Establishes the Federal Medical Malpractice Insurance Association in the Department of Health and Human Services, to provide malpractice insurance in States where it is not available at reasonable and customary terms. Prohibits any individual from bringing a medical malpractice liability action unless it is accompanied by the affidavit of a qualified specialist attesting to the reasonableness of the filing. Requires the attorney of a person filing such an action, or the individual if there is no attorney, to sign a certificate of merit attesting to the justified nature of the action. Directs courts to impose sanctions for violations of the provisions pertaining to the certificate of merit, including to issue fines for multiple offenders. Requires mediation, to be made available by the State, before a trial for any medical malpractice liability action. Applies this Act to medical malpractice liability actions in State or Federal courts except to any claim or action for damages from a vaccine-related injury or death to the extent that the Public Health Service Act applies to such actions. Preempts State law.

Health Care Antitrust Improvements Act of 2003 - Delineates the relationship between the antitrust laws and negotiations between groups of health care professionals and health plans and health care insurance issuers. Applies the rule of reason standard to negotiations between a health plan and two or more physicians. Awards attorneys' fees to a substantially prevailing plaintiff in certain actions only when the defendant's conduct was unreasonable or in bad faith. Authorizes health care cooperative ventures negotiating with a health plan to file notification with the Attorney General, thereby limiting any potential recovery from conduct within the scope of such notification to actual damages (not punitive or treble). Prohibits tying arrangements (linking the participation in one product line to participation in another) between a health plan and health care professional, except as specified. Directs the Attorney General to establish: (1) at least six demonstration projects where health care professionals in project site States may act together to jointly negotiate contracts and agreements with health plans to provide health care items and services for which benefits are provided under such health plans; and (2) an Advisory Committee on Health Plan Negotiations. Excludes from this Act any negotiations or agreements between health care professionals and health plans pertaining to the provision of benefits under Federal programs, including Medicare, Medicaid, SCHIP (State children's health insurance program), uniformed services' or veterans' medical care, Federal employees' health benefits, and Indian health care.

Pancreatic Islet Cell Transplantation Act of 2003 - Amends the Public Health Service Act to include pancreases procured by an organ procurement organization and used for islet cell transplantation or research to be counted toward organ procurement organization certification. Establishes the Interagency Committee on Islet Cell Transplantation within the Department of Health and Human Services (HHS). Requires the Committee to study related issues, including Federal research funding, the effect of specified policies on transplantation, and data collection. Instructs the Secretary of HHS to request the Institute of Medicine to provide a study of the impact of islet cell transplantation on juvenile diabetes patients, including their health and the treatment's cost-effectiveness. Directs the Secretary, acting through the Administrator of the Centers for Medicare & Medicaid Services, to establish a demonstration project to assess the efficacy of pancreatic cell islet transplantation for individuals who: (1) have Type I diabetes; and (2) have end-stage renal disease; and (3) are Medicare beneficiaries. Limits to six the number of eligible facilities that can participate in the project. Directs the Secretary to conduct an evaluation of the outcomes under the project and report to Congress. Allows the Secretary to waive such requirements of titles XI (General Provisions) and XVIII (Medicare) of the Social Security Act as are necessary to carry out the project. Authorizes appropriations.

Lifespan Respite Care Act of 2003 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to award grants or cooperative agreements to an agency or organization capable of operating on a statewide basis to develop coordinated respite care programs. Defines "respite care" to mean planned or emergency care provided to a child or adult with a special need in order to provide temporary relief to the family caregiver of such child or adult. Instructs the Secretary to work cooperatively with existing Federal respite program officers to ensure coordination of services for family caregivers. Directs the Secretary to establish a review panel to make recommendations on applicants. Gives priority to applicants with the greatest likelihood of implementing or enhancing lifespan respite care statewide. Permits the use of funds for respite care services and training programs once a statewide program is in place and evaluated. Limits grants to five years. Requires funding to supplement, not supplant, existing government funds. Authorizes appropriations. Directs the Secretary to provide for the establishment of a National Resource Center on Lifespan Respite Care to maintain a national database and provide training, technical assistance, and information. Rx Flexibility for States Act - Amends title XIX (Medicaid) of the Social Security Act to declare that nothing prohibits a State: (1) from directly entering into drug rebate agreements that are similar to a specified rebate agreement with a manufacturer to ensure the affordability of outpatient prescription drugs in order to provide access to them by residents of a State who are not otherwise eligible for medical assistance under the Medicaid program; or (2) from making prior authorization a condition of not participating in such a similar rebate agreement.

Medicare Outpatient Prescription Drug Coverage Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) provide for coverage of certain outpatient prescription drugs and biologicals; (2) outline payment rules; (3) establish an enforcement mechanism governing participating pharmacies dispensing covered outpatient prescription drugs and biologicals, providing for civil money penalties in appropriate cases; (4) prohibit payment from being made under Medicare part B (Supplementary Medical Insurance) for any expense incurred for a covered outpatient drug or biological dispensed in excess of a certain quantity, generally a 30-day supply; and (5) direct the Director of the Congressional Office of Technology Assessment (sic) to provide for appointment of a Prescription Drug Payment Review Commission.

Inflammatory Bowel Disease Act - Requires the Director of the National Institute of Diabetes and Digestive and Kidney Diseases to expand activities addressing inflammatory bowel disease, emphasizing genetic, animal model, and clinical research. Requires the Director of the Centers for Disease Control and Prevention to establish a national program of prevention and epidemiology concerning such disease, addressing its prevalence and public and professional awareness. Directs the Institute of Medicine of the National Academies of Science to study public and private insurance standards for coverage of inflammatory bowel therapies. Directs the General Accounting Office to study problems inflammatory bowel disease patients have applying for disability insurance benefits under the Social Security Act.

Senator Paul Wellstone Mental Health Equitable Treatment Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. States that the foregoing shall not be construed as requiring a group health plan (or related insurances) to: (1) provide any mental health benefits; (2) prevent the medical management of mental health benefits; or (3) require the provision of specific mental health services, except to the extent that failure to provide such services would result in a disparity between the coverage of mental health and medical-surgical benefits. Exempts specified small employers from such requirements. Requires that, in the case of a group health plan that offers a participant or beneficiary two or more benefit package options, the coverage requirements shall be applied separately with respect to each such option. Provides that, in the case of a plan or insurance providing in-network mental health benefits, out-of-network mental health benefits need not be provided at parity to medical-surgical benefits, as long as in-network mental health benefits are provided at parity with medical-surgical benefits and the plan or insurance provides reasonable access to in-network providers and facilities. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality and a cost estimation of extending such requirements to the treatment of substance abuse and chemical dependency.

Training and Research in Urology Act of 2003 - Amends the Public Health Service Act to establish a Division Director for Urologic Diseases in the National Institute of Diabetes and Digestive and Kidney Diseases (the Institute). Requires the Director of the Institute (the Director) to give particular attention to supporting research and training programs geared to the needs of urology residents and fellows. Directs the Director to submit to Congress a national urologic research plan, and to review such plan every three years. Requires the Director to establish a National Urologic Diseases Data System for collecting and disseminating data from patients with urologic diseases, and a National Urologic Diseases Information Clearinghouse to facilitate and enhance knowledge and understanding of urologic diseases. Directs the Secretary of Health and Human Services to form a Urologic Diseases Interagency Coordinating Committee to further urology research, and a National Urologic Diseases Advisory Board. Directs that of the centers developed for research in kidney and urologic diseases under the Act, at least 15 shall focus exclusively on urologic diseases. Establishes within the advisory council for the Institute a subcommittee on urologic diseases. Directs the Secretary to establish a loan repayment program for urology research, with certain provisions of the Act to apply to the new program as such provisions apply to the National Health Service Corps Loan Repayment Program.

Beneficiary Access to Care Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act with respect to the prospective payment system for hospital outpatient department services (OPD) to: (1) require the Secretary of Health and Human Services to treat as a separate group of covered OPD services any drug or biological that was treated as such a group as of December 31, 2002, and any drug or biological that has ceased to be eligible for transitional, pass-through payments by reason of the limited period of payment specified; and (2) add special rules for 2004 for the calculation of Medicare OPD fee schedule amounts, among other payment-related changes. Directs the Comptroller General to study and report to Congress on pharmacy services used to provide cancer drug therapies in hospital outpatient setting.

Seniors Health and Independence Preservation Act of 2003 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act to: (1) consolidate and restate the Federal laws relating to the social health maintenance organization (SHMO) demonstration projects; and (2) make them permanent. Directs the Secretary of Health and Human Services to promulgate a regulation that permits each SHMO demonstration project to expand its service area to include areas within the State served by the organization that are not contiguous to any other service area of the organization. Permits the participation in the SHMO demonstration project program of: (1) the five organizations authorized under the Omnibus Budget Reconciliation Act of 1990 to demonstrate the concept of SHMOs that were approved by the Secretary in 1995; and (2) each entity that received a planning grant in 1998 under the 1997 Grants Program for Reforming Service Delivery for Dual Eligible Beneficiaries to develop a Second Generation Social HMO Demonstration Program. Requires the Secretary to notify the appropriate congressional committees before making any change to the benefits available under a SHMO demonstration project. Directs the Medicare Payment Advisory Commission to study and report to Congress on the cost-effectiveness of SHMO demonstration projects and their potential expansion. Requires the Secretary to conduct, and report to Congress on, a comparative qualitative survey of the satisfaction of Medicare beneficiaries enrolled in: (1) the original Medicare fee-for-service program under Medicare parts A (Hospital Insurance) and B (Supplementary Medical Insurance); (2) a Medicare+Choice plan under Medicare part C (Medicare+Choice); and (3) an SHMO.

Bankruptcy Abuse Prevention and Consumer Protection Act of 2003 - Amends Federal bankruptcy law governing: (1) conversion of bankruptcy petitions; (2) abusive creditor practices; (3) domestic support obligations; (4) consumer protections, including protection of personally identifiable information; (5) measures to discourage bankruptcy abuse, including reduction of the homestead exemption for fraud; (6) guidelines for general and small business bankruptcies, including appointment of a committee of retired employees; (7) bankruptcy data dissemination and bankruptcy tax provisions; (8) ancillary and other cross-border cases to incorporate the Model Law on Cross-Border Insolvency; and (9) financial contracts and transfers entered into with an insolvent insured depository institution before its conservatorship or receivership. Reenacts Chapter 12, Adjustment of Debts of a Family Farmer with Regular Annual Income. Brings family fishermen within the purview of Federal bankruptcy protection. Prescribes guidelines for insolvent health care businesses and related patients' rights. Bankruptcy Judgeship Act of 2003 - Amends the Federal Judicial Code to mandate appointments for additional temporary bankruptcy judgeships in designated States. Prescribes additional consumer credit disclosures, including open end credit plans and introductory rates.

Amends the Federal civil service law on family and medical leave to provide for an entitlement to leave for addressing domestic violence for Federal employees. Federal Employees Paid Parental Leave Act of 2003 - Amends Federal civil service law on family and medical leave to authorize the Office of Personnel Management to conduct a demonstration project that assists families by providing paid leave for eligible Federal employees who are responding to: (1) caregiving needs resulting from the birth or adoption of a son or daughter; or (2) other family caregiving needs. Time for Schools Act of 2003 - Amends the Family and Medical Leave Act of 1993 and Federal civil service law to provide for entitlement to school involvement leave of eligible individuals, including Federal employees. Children's Environmental Protection and Right to Know Act - Amends: (1) the Emergency Planning and Community Right-To-Know Act of 1986 with respect to reporting toxic chemicals; and (2) the Federal Hazardous Substances Act to require publication of a list of substances or mixtures determined toxic to children. Amends SSA title IV part D (Child Support and Establishment of Paternity) to provide block grants to States for media campaigns promoting responsible fatherhood. Amends the Head Start Act and the Child Care and Development Block Grant Act of 1990 to reserve specified funds for programs for infants and toddlers, especially programs to improve access to child care. Focus On Committed and Underpaid Staff for Children's Sake Act or the FOCUS Act - Establishes the Child Care Provider Development and Retention Grant Program and the Child Care Provider Scholarship Program. Federal Employees Child Care Act - Provides for child care centers in Federal facilities as well as for child care services for Federal employees. Amends the Early Learning Opportunities Act to extend the authorization of appropriations. Child Care Facilities Financing Act - Authorizes the Secretary to award grants for the Federal share of the cost of the acquisition, construction, or improvement of child care facilities or equipment. Book Stamp Act - Directs the Secretary to make grants to State agencies to promote child literacy and improve children's access to books at home and in early learning and other child care programs. Amends the Higher Education Act regarding student loan forgiveness for teachers. America's Better Classroom Act of 2003 - Amends the IRC to establish an income tax credit for qualified public school modernization, school construction, and zone academy bonds. Child Opportunity Zone Family Center Act - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to eligible partnerships to pay for the Federal share of the cost of establishing and expanding child opportunity zone family centers. Amends the IRC to increase the child tax credit and to make the credit partially refundable. Tax Relief for Working Families Act - Amends the IRC to increase the earned income tax credit for married couples and for two or more qualifying children. Extends the dependent care tax credit to respite care services. Establishes the Gateways Grant Program to improve the administration of State and county low-income families with children programs. Child Support Distribution Act - Amends SSA title IV parts A (Temporary Assistance for Needy Families) (TANF) and B (Child Support and Establishment of Paternity) to provide for increased child support payments to families and enforcement of child support obligations. Child Support Assurance Act - Directs the HHS Secretary to make grants to States for child support assurance demonstration projects. Fair Minimum Wage Act of 2003 - Amends the Fair Labor Standards Act of 1938 to provide for a graduated increase in the minimum wage (and apply it to the Commonwealth of the Northern Mariana Islands). Federal Living Wage Responsibility Act - Specifies minimum hourly wages and other employment terms for employees under Federal contracts. Amends the IRC concerning: (1) parity for part-time workers, fair counting of wages, and use of improved technology for making wage data available; (2) ensuring unemployment compensation for individuals that are separated from employment due to domestic violence; and (3) loss of child care as good cause for leaving employment. Amends the TANF program concerning: (1) disregard of months engaged in work for purposes of the five year TANF assistance limit; (2) replacement of case load reduction credit with employment credit; (3) elimination of limit on number of TANF recipients enrolled in vocational education or high school who may be counted towards the work participation requirement; (4) elimination of separate work participation rate for two parent families; and (5) strengthening of TANF individual responsibility plans. Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 concerning the treatment of aliens under the TANF program. Amends the TANF program to provide for the reauthorization and extension of TANF State family assistance grants. Amends the Richard B. Russell National School Lunch Act concerning the child and adult care food program, and the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 concerning the food stamp program. Amends the Food Stamp Act of 1977 concerning: (1) prevention of hunger among families with children; (2) encouragement of collection of child support; and (3) periodic redetermination of eligibility. Directs the Secretary of Housing and Urban Development (HUD) to establish a rental assistance voucher program. Establishes in the Treasury the Voucher Success Fund and the National Affordable Housing Trust Fund. Housing Preservation Matching Grant Act of 2003 - Directs the HUD Secretary to make grants to States for low-income housing preservation. Amends SSA title IV part E (Foster Care and Adoption Assistance) to direct the HHS Secretary to reimburse States for preventive, protective, crisis, permanency, independent living, and post-permanency services. Social Services Block Grant Restoration Act - Amends SSA title IV part A (TANF) and SSA title XX (Block Grants to States for Social Services) to provide for restoration of funds for the social services block grant. Child Protection/Alcohol and Drug Partnership Act - Amends SSA title IV part B to provide for child protection and alcohol and drug partnerships for children. Amends SSA title IV part E to provide for a permanency grants program. Amends the Family Violence Prevention and Services Act to authorize the HHS Secretary to award grants for programs to: (1) serve children who have been exposed to domestic violence; and (2) encourage the development and use of multisystem intervention models that respond to the needs of children who have been exposed to domestic violence. Directs the Secretary to establish a program through which the Secretary may make grants to States to address the mental health and developmental needs of young children. Younger Americans Act - Establishes a national youth policy. Establishes grants for State and community programs to encourage and assist States and youth development consortia in mobilizing and supporting communities in planning, implementing, and being accountable for strategies that link community-based organizations, local government, volunteer centers, schools, community colleges, colleges, universities, faith-based organizations, businesses, parks and recreation agencies, libraries and museums, arts and cultural organizations, other youth-serving organizations, and other segments of the community to ensure that all youth have access to, and participate in, the full array of described core resources. Establishes in the Executive Office of the President a Coordinating Council for National Youth Policy. Mental Health Juvenile Justice Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 (JJDPA) to establish grants for a State and local juvenile justice agency training program regarding access to mental health and substance abuse treatment for juveniles in contact with the State juvenile justice system. Establishes a Federal Coordinating Council on Criminalization of Juveniles With Mental Disorders. Amends the Federal criminal code to: (1) provide for the regulation of firearms transfers at gun shows; and (2) require child handgun safety locks on firearms. Amends the Consumer Product Safety Act to require child handgun safety locks. Prohibits weapons transfers to juveniles and imports of large capacity ammunition feeding devices. Amends the Violent Crime Control and Law Enforcement Act of 1994 to establish grants for: (1) State and local domestic violence offender recordkeeping improvements; and (2) local and antigun violence media campaigns. Provides for regulation of Internet firearms transfers. Prohibits multiple handgun sales or purchases. Directs the HHS Secretary to establish the Advisory Committee on Private Sector Support for Children and Families.

Leave No Child Behind Act of 2003 - MediKids Health Insurance Act of 2003 - Amends the Social Security Act (SSA) to establish a MediKids program to meet the health needs of eligible children. Rural Community Hospital Assistance Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) provide for establishment of the rural community hospital (RCH) program; (2) remove certain barriers to establishment of distinct part units by RCH and Medicare critical access hospital (CAH) facilities; (3) revise the CAH program; and (4) provide for coverage of costs for emergency room on-call physician assistants and nurse practitioners.

Medicare Innovation Responsiveness Act of 2003 - Amends part D (Miscellaneous Provisions) of title XVIII (Medicare) of the Social Security Act (SSA) to: (1) prescribe criteria for the Secretary of Health and Human Services to use in making national coverage determinations; (2) direct the Secretary to establish a Council for Technology and Innovation within the Centers for Medicare and Medicaid Services to coordinate coverage, coding, and payment processes with respect to new technologies and procedures under Medicare in order to expedite patient access to new technologies and therapies; and (3) revise the Medicare coverage determination appeals process. Directs the Secretary to establish a process that provides for the assignment of inpatient hospital codes for new medical services and related technologies as of April 1 of each year. Requires the Secretary to establish a process for the assignment of Health Care Financing Administration Common Procedure Coding System (HCPCS) Level II codes each calendar quarter for new medical services and technologies. Amends SSA title XI to provide that, if the National Committee on Vital and Health Statistics has not made a recommendation to the Secretary before April 1, 2003, with respect to the adoption of the International Classification of Diseases, 10th Revision, Procedure Coding System (ICD-10-PCS) as a standard for the reporting of inpatient hospital services, the Secretary may adopt ICD-10-PCS as such a standard without receiving such a recommendation. Revises requirements for the use of internal and external data for annual adjustments to the inpatient hospital prospective payment system (PPS) and outpatient hospital PPS. Provides for limitation on use of foreign payer data in determining Medicare payment amounts. Revises requirements for the recognition of the costs of new medical services and technologies under the inpatient hospital PPS. Establishes requirements for any agreement or contract to perform the function of making local coverage determinations. Modifies requirements for the use of carriers for administration of benefits with respect to national inherent reasonableness determinations.

Recruitment and Diversity in Nursing Act of 2003 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to establish a program in which nontraditional nursing students shall contract to serve at least two years at a health care facility with a critical shortage of nurses after attending an accredited school of nursing on a Federal scholarship. Requires the program to run from FY 2004 to 2005, and permits the Secretary to extend the program thereafter. Sets a maximum figure of 25 percent of the number of scholarships that may be used for training in advanced degree programs. Allows a recipient to complete a period of service on a part-time basis under certain conditions. Applies certain provisions applicable to the National Health Service Corps Program to the nursing scholarship program. Directs the Secretary to give preference in entering into contracts in such program to individuals in financial need. Requires the Secretary to make grants to eligible entities to carry out nursing awareness and recruitment programs in elementary schools and secondary schools. States that the program shall run from FY 2004 to 2005, and permits the Secretary to extend the program thereafter. Requires that of the schools in which a beneficiary conducts awareness and recruitment programs, at least half must have a high percentage of nontraditional students. Prohibits any grant for nursing awareness and recruitment programs from lasting for a period of more than three years.

Patient Safety Improvement Act of 2003 - Amends title XI of the Social Security Act to add a new part D (Patient Safety Improvements) to provide for voluntary reporting to the Secretary of Health and Human Services of patient safety data. Prescribes confidentiality and peer review protections for such data. Directs the Comptroller General to report to the Congress on State laws that relate to patient safety data peer review systems. Directs the Secretary to ensure that the Center for Quality Improvement and Patient Safety supports public and private sector initiatives to improve patient safety for items and services furnished through health care providers. Charges the Center with: (1) providing for the certification and recertification of patient safety organizations; and (2) establishing a Patient Safety Database to collect, support, and coordinate the analysis of non-identifiable information concerning patient safety that is reported. Requires the Secretary to: (1) develop voluntary, national standards that promote the interoperability of health care information technology systems across all health care settings; and (2) encourage health care providers to adopt appropriate evidence-based methods to improve patient safety. Directs the Secretary to appoint a Medical Information Technology Advisory Board to advise and make recommendations on medical information technology.

Human Cloning Research Prohibition Act - Prohibits the expenditure of Federal funds to conduct or support any research on the cloning of humans. Directs the Director of the National Science Foundation to enter into an agreement with the National Research Council for a review of the implementation of this Act. States that nothing in this Act shall restrict other areas of scientific research not specifically prohibited by this Act, including important and promising work that involves: (1) the use of somatic cell nuclear transfer or other cloning technologies to clone molecules, DNA, cells other than human embryo cells, or tissues; or (2) the use of somatic cell nuclear transfer techniques to create animals other than humans. Expresses the sense of Congress that other countries should establish substantially equivalent prohibitions.

Breast Cancer Prescription Drug Fairness Act of 2003 - Requires each participating manufacturer of a covered outpatient drug to make available for purchase by each pharmacy a covered outpatient drug: (1) in an amount equal to the aggregate amount of the covered outpatient drug sold or distributed by the pharmacy to Medicare beneficiaries (including the amount sold or distributed to Medicare beneficiaries in a hospice program); and (2) at a price equal to the lower of either the lowest price paid for the drug by the Federal Government or the manufacturer's best price for the drug.

Armed Forces Tax Fairness Act of 2003 - Amends the Internal Revenue Code to authorize a member of the uniformed services or the Foreign Service serving on "qualified official extended duty" (any duty in excess of 180 days while serving at a duty station which is at least 150 miles from the principal residence or while residing under Government orders in Government quarters), to extend for five years the five-year period utilized in determining full exclusion of gain from the sale of a principal residence. Includes among the uniformed services: (1) the armed forces; (2) the commissioned corps of the National Oceanic and Atmospheric Administration; and (3) the commissioned corps of the Public Health Service. Makes the above provisions effective as if included in section 312 of the Taxpayer Relief Act of 1997. States that if a refund or credit resulting from such provisions is prevented before the close of the one-year period beginning on the date of the enactment of this Act by the operation of any law or rule of law (including res judicata), such refund or credit may be allowed if claimed before the close of such period. Excludes from gross income as a qualified military benefit the amount of the death gratuity payable under chapter 75 of title 10 of the United States Code, effective with respect to deaths occurring after September 10, 2001. Exempts amounts received under the Homeowners Assistance Program from inclusion as gross income. Extends combat zone filing rules to contingency operations. Includes ancestors or lineal descendants of past or present members of the armed forces or of cadets as qualifying members of veterans' organizations for purposes of such organizations' tax-exempt status determination. Includes dependent care assistance provided under a dependent care assistance program for a member of the uniformed services by reason of such member's status or service as an income-excludable qualified military benefit. Exempts distributions from an education individual retirement account from the ten percent additional tax for non-educational use: (1) if made for an account holder at the United States Military Academy, the United States Naval Academy, the United States Air Force Academy, the United States Coast Guard Academy, or the United States Merchant Marine Academy; and (2) to the extent that the distribution does not exceed the costs of advanced education. Suspends the tax-exempt status of a designated terrorist organization (as defined by this Act). Denies: (1) deductions for contributions made to such an organization; and (2) administrative or judicial challenge to such suspension or denial. Provides for refund or credit in a case of erroneous designation. Provides a deduction, not to exceed $500, for itemizers and non-itemizers for unreimbursed overnight travel, meals, and lodging expenses of National Guard and Reserve members who must travel more than 100 miles away from home and stay overnight as part of their official duties. States that the amounts transferred to any trust fund under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act shall be determined as if this Act had not been enacted.

Agriculture Security Assistance Act - Amends the Homeland Security Act of 2002 to direct the Secretary of Agriculture to: (1) assist States to develop agricultural disease response plans, including regional and national plans; (2) conduct a related modeling and statistical analysis study; (3) provide State grants for epidemiological assessment use of geographic information and statistical analysis models in the event of agricultural disease emergencies; (4) implement a biosecurity awareness program for farmers and ranchers, including on-farm biosecurity guidelines and discretionary education programs; and (5) establish a farm and ranch biosecurity grant and loan pilot program. Authorizes the Secretary of Homeland Security to provide grants for State and local animal health care officials to participate in community emergency planning.

Health Care Parity for Legal Transportation and Recreational Activities Act - Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act, and the Internal Revenue Code to prohibit a group health plan or health insurance issuer from denying benefits otherwise provided for the treatment of an injury solely because such injury resulted from the participation of the participant or beneficiary in a legal transportation and recreational activity such as motorcycling or skiing.

Providing Annual Pap Tests to Save Women's Lives Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act to extend coverage of screening pap smears and screening pelvic exams to annual examinations regardless of whether a woman is of childbearing age or at high-risk.
