Think Differently Database Act This bill requires the Department of Health and Human Services (HHS) to establish an online clearinghouse of resources and other information for individuals with an intellectual disability (and their caregivers and families) that is searchable by zip code. In particular, the clearinghouse must include information about (1) community-based services and long-term support services available through Medicaid; and (2) how to obtain health care, mental health care, and other relevant services. HHS must also promote awareness of the resources in the clearinghouse.

Improving Access to Medicare Coverage Act of 2024 This bill deems an individual receiving outpatient observation services in a hospital as an inpatient for purposes of satisfying the three-day inpatient hospital-stay requirement with respect to Medicare coverage of skilled nursing facility (SNF) services. (Generally, individuals must have been an inpatient at a hospital for at least three days in order to qualify for SNF services. An individual's time spent under observation at a hospital for purposes of determining whether the individual should be admitted does not count towards this requirement.)

Telehealth Enhancement for Mental Health Act of 2024 or the TELEMH Act of 2024 This bill requires the Centers for Medicare & Medicaid Services (CMS) to create a billing modifier for certain mental health services that are provided via telehealth under Medicare. Specifically, the CMS must create a billing modifier for telehealth mental health services that are provided by auxiliary personnel (i.e., individuals acting under the supervision of a physician or other practitioner) and that are billed as incident to a physician or practitioner's services.
