Comprehensive Insurance Coverage of Childhood Immunization Act of 2001 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require comprehensive health insurance coverage for childhood immunization to be provided by health plans and insurance issuers in both group and individual markets.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) entitle qualified World War II Filipino veterans who are either U.S. citizens or permanent residents to benefits under part A (Hospital Insurance) of SSA title XVIII (Medicare); and (2) make them eligible to enroll under Medicare part B (Supplementary Medical Insurance), subject to its deductible, premium, and coinsurance provisions.

Family Opportunity Act of 2001 or Dylan Lee James Act - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) give States the option of allowing families of disabled children to purchase Medicaid coverage for such children; and (2) provide for treatment of inpatient psychiatric hospital services for individuals under age 21 under waivers allowing for payment of part or all of the cost of home or community-based services. Authorizes a State to apply to the Secretary of Health and Human Services for approval of a demonstration project to provide Medicaid coverage of up to a specified maximum number of children with a potentially severe disability. Amends SSA title V (Maternal and Child Health Services) to make appropriations to the Secretary for special projects of regional and national significance for development and support of family-to-family health information centers. Amends SSA title XIX to provide for the restoration of Medicaid eligibility to certain SSI (Supplemental Security Income) (SSA title XVI) beneficiaries under age 21.

Native Hawaiian Health Care Improvement Act Reauthorization of 2001 - Amends the Native Hawaiian Health Care Improvement Act (the Act) to authorize the Secretary of Health and Human Services to contract with Papa Ola Lokahi (an organization of public agencies and private organizations focused on improving the health status of Native Hawaiians) to support community-based initiatives that are reflective of holistic approaches to health. Makes Papa Ola Lokahi eligible to receive research endowments under the Public Health Service Act. Requires Papa Ola Lokahi to serve as a clearinghouse for data associated with the health status of Native Hawaiians. Authorizes the Secretary to make a grant to or contract with Papa Ola Lokahi for planning with Native Hawaiian health care systems or a Native Hawaiian Center to serve the health needs of Native Hawaiian communities on each of the islands of Oahu, Molokai, Maui, Hawaii, Lanai, Kauai, and Niihau. Adds to the services authorized the support of culturally appropriate activities enhancing health and wellness, including land-, water-, ocean-, and spiritually-based projects and programs. Allows the Secretary to provide funds: (1) to an appropriate Native Hawaiian organization or health care organization (currently, only to Kamehameha Schools) to provide scholarship and fellowship assistance (currently only scholarship assistance) to Native Hawaiian students enrolled in health professions courses or programs; and (2) to carry out Native Hawaiian demonstration projects of national significance, including the establishment of specified Native Hawaiian Centers of Excellence. Deems the Papa Ola Lokahi as a qualified Center of Excellence. Establishes a National Bipartisan Native Hawaiian Health Care Entitlement Commission to: (1) establish a study committee to collect and compile data concerning Native Hawaiian needs with regard to the provision of health services; and (2) make recommendations to Congress for the provision of such services as an entitlement.

Directs the Secretary of Defense to permit persons who enroll in the TRICARE program (a managed health care program of the armed forces) to pay their annual enrollment fees on a monthly basis and to establish mechanisms to provide for payment of such fees through: (1) a deduction from military retired or retainer pay; (2) a deduction from monthly social security benefits; and (3) an electronic funds transfer from a checking or savings account. Requires the Secretary to enter into an agreement with the Commissioner of Social Security and the Secretary of the Treasury to conduct the Social Security deduction mechanism in the same manner as provided for the monthly deduction of Medicare premiums.

Amends the Public Health Service Act, the Employee Retirement Income Security Act, and the Internal Revenue Code to require group health plans and health insurance issuers offering coverage in connection with such plans to provide coverage for scalp hair prostheses for participants or beneficiaries who have scalp hair loss as a result of alopecia areata, if the attending physician certifies the medical necessity of that proposed course of rehabilitative treatment. Provides that such coverage is not subject to dollar limits, deductibles, and coinsurance provisions that are less favorable than those for other prosthesis coverage under the plan; but authorizes the plan or issuer to pay for only 80 percent of the customary and usual costs of the prosthesis exclusive of any deductible. Amends the Public Health Service Act to apply this Act's requirement to health insurance coverage offered by a health insurance issuer in the individual market in the same manner as it applies to coverage offered in the small or large group market.

Breast Cancer Patient Protection Act of 2001 - Amends the Public Health Service Act to prohibit group health plans and health insurance issuers offering group health insurance coverage, with regard to hospital stays in connection with breast cancer treatment, from: (1) covering less than 48 hours after mastectomies or less than 24 hours after lymph node dissections; or (2) requiring plan or issuer authorization for prescribing any length of stay. Prohibits: (1) denying eligibility, enrollment, or renewal to avoid these requirements; (2) providing payments or rebates to women; or (3) penalizing or providing incentives to providers. Applies the same requirements to issuers in the individual market.

Bipartisan Patient Protection Act of 2001 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code with respect to health care coverage. Requires group health plans, and health insurance issuers providing health insurance coverage, to conduct utilization review activities in connection with the provision of benefits under such plan or coverage only in accordance with an approved utilization review program. Requires health plans and insurers to offer consumers: (1) more care options; and (2) greater access to patient information. Restricts interference by health plans and insurers with the doctor-patient relationship. Prohibits health plans and insurers from discriminating against a licensed health care professional with respect to participation or indemnification. Requires health plans and insurers to comply with patient protection requirements of this Act. Extends and expands provisions of the medical savings account program. Provides for: (1) the deduction of 100 percent of the health insurance costs of the self-employed; and (2) a credit for the health insurance expenses of small businesses.

Rural Hospital and Health Network Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act with respect to the prospective payment system (PPS) for hospital outpatient department (OPD) services to provide a transitional adjustment for certain sole community hospitals in order to limit any decline in payment under the OPD PPS. Makes this Act effective as if included in the Medicare, Medicaid, and SCHIP Balanced Budget Refinement Act of 1999.

Veterans' Right to Know Act - Directs the Secretary of Veterans Affairs to: (1) provide information concerning eligibility for Department benefits and health care services and application requirements when a veteran or his or her dependent first applies for any such benefit; and (2) prepare an annual plan for the conduct of outreach activities to provide such veterans and dependents with such information.

Community Access to Health Care Act of 2001 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to make grants for the purpose of assisting the development of integrated health care delivery systems to: (1) serve communities of individuals who are uninsured and individuals who are underinsured; (2) expand the scope of services provided; and (3) improve the efficiency and coordination among the providers of such services. Authorizes appropriations.

Improved Patient Access to Clinical Studies Act of 2001 - Amends the Employee Retirement Income Security Act of 1974, as amended by the Women's Health and Cancer Rights Act of 1998, and the Public Health Service Act, as amended by the Women's Health and Cancer Rights Act of 1998, to prohibit a group health plan and a health insurance issuer offering coverage in connection with a group health plan from denying, limiting, or imposing additional conditions on coverage if: (1) the enrollee is participating in an approved clinical study; (2) the items and services are furnished according to the study's design or to treat conditions resulting from study participation; and (3) the items and services would otherwise be covered. Amends the Public Health Service Act to apply that prohibition to coverage offered by an issuer in the individual market.

Kids Deserve Freedom from Tobacco Act of 2001 or the KIDS Act - Amends the Federal Food, Drug, and Cosmetic Act to authorize the Secretary of Health and Human Services to regulate any tobacco product (excluding tobacco growers, cooperatives, and warehouses) as a drug, device, or both. States that a prohibited act shall include the manufacture, labeling, distribution, advertising, and sale of any misbranded or adulterated tobacco product in violation of such Act or the KIDS Act. Directs the Secretary, respecting tobacco products, to: (1) establish a scientific advisory committee to review nicotine-related matters; (2) review, and restrict as necessary, mail order sales to persons under 18 years old; (3) provide for additional marketing, advertising, and access restrictions; and (4) establish good manufacturing practice standards. Requires tobacco product manufacturers to provide the Secretary with: (1) lists of tobacco and nontobacco ingredients and constituents; and (2) new ingredient safety assessments. Prohibits manufacturers from making reduced risk statements without the Secretary's prior approval.

Providing Annual Pap Tests to Save Women's Lives Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to extend coverage of screening pap smears and screening pelvic exams to annual examinations regardless of whether a woman is of childbearing age or at high-risk.

Women's Health and Cancer Rights Act of 2001 - Amends the Employee Retirement Income Security Act of 1974, as amended by the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999, and the Public Health Service Act, as amended by the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999, to require certain group health plans, and health insurance issuers providing coverage under a group plan, to ensure specified minimum coverage regarding: (1) breast cancer mastectomies, lumpectomies, and lymph node dissections; and (2) secondary consultations by specialists. Prohibits: (1) changing coverage terms and conditions based on a participant's or beneficiary's decision to request less than the minimum coverage; and (2) certain penalties or incentives to providers or specialists. Amends: (1) the Public Health Service Act to apply the same requirements to health insurance issuers in the individual market; and (2) the Internal Revenue Code, as amended by the Taxpayer Relief Act of 1997, to apply those requirements to group health plans.

Prohibits a State from discriminating against a dental health care professional on the basis that such individual is a resident of another State or was first licensed to perform dental services in another State when considering such individual's application for a license to perform such services. Authorizes aggrieved individuals and the Attorney General to bring civil actions against States violating such prohibition.

Amends title XIX (Medicaid) of the Social Security Act to prohibit Medicaid payments to States with approved State Medicaid plans for expenditures for non-emergency medical transportation services where the contractor has failed to assure the Secretary of Health and Human Services that it has satisfactory arrangements to assure that: (1) any driver providing such services has undergone a criminal background check; and (2) any individual convicted of a felony involving violence or the use, distribution, or manufacture of alcohol or drugs is not an eligible service provider.

Endangered Species Act Amendments of 2000 - Amends the Endangered Species Act of 1973 to exempt from certain consultation and conferencing any Federal agency action with respect to the conservation of endangered and threatened species that: (1) is consistent with an incidental taking permit; (2) addresses an imminent threat to public health or safety or a catastrophic natural event or compliance with Federal, State, or local safety or public health requirements; (3) consists of routine operation, maintenance, repair, or replacement of a project or facility, including the Woodrow Wilson Bridge, and operation of a project or facility in accordance with a previously issued Federal license, permit, or other authorization; or (4) permits activities that occur on private land. Directs the Secretary to promulgate standards for rendering taxonomic determinations of species and subspecies. Sets forth provisions for the compensation of Federal actions taken resulting in the diminishment of the value of private property.

Expresses the sense of the House of Representatives that: (1) in authorizing medical facility projects and leases for the Department of Veterans Affairs, Congress should authorize projects that are designed specifically for treating veterans with Alzheimer's disease and conducting related research; (2) the Secretary of Veterans Affairs should encourage innovation by Department health care personnel in treating veterans with such disease; and (3) the Secretary should consider and facilitate the sharing of information on such disease among Department facilities and personnel.

Bankruptcy Abuse Prevention and Consumer Protection Act of 2001 - Amends Federal bankruptcy law governing: (1) conversion of bankruptcy petitions; (2) abusive creditor practices; (3) debt reaffirmation and credit counseling; (4) domestic support obligations; (5) personal injury claims resulting from drug- or alcohol-impaired operation of a motor vehicle or vessel; (6) Federal criminal law enforcement with regard to abusive reaffirmations of debt; (7) fraudulent bankruptcy schedules; (8) education and retirement benefits; and (9) nondischarge from a debt for restitution or damages awarded in a civil action against the debtor for willful or malicious injury that caused personal injury or death of an individual. Prescribes guidelines regarding: (1) discouragement of bankruptcy abuse; (2) general and small business bankruptcy; (3) bankruptcy data dissemination and bankruptcy tax provisions; (4) ancillary and other cross-border cases to incorporate the Model Law on Cross-Border Insolvency; and (5) financial contracts and transfers entered into with an insolvent insured depository institution before its conservatorship or receivership. Reenacts Chapter 12, Adjustment of Debts of a Family Farmer with Regular Annual Income. Prescribes guidelines for insolvent health care businesses and related patients' rights. Mandates appointments and extensions for certain additional temporary bankruptcy judgeships. Prescribes additional consumer credit disclosures.

Surviving Spouses and Dependents Outreach Enhancement and Veterans Casework Improvement Act - Encourages all elements within the Department of Veterans Affairs and public and private sector entities (including veterans service and veterans widows organizations) to work cooperatively to fully inform veterans' surviving spouses and dependents regarding their eligibility for veterans' benefits and health care services. Requires the Secretary of Veterans Affairs to assign appropriate Department employees to conduct outreach programs and provide outreach services for eligible spouses and dependents.

Medicare Outpatient Prescription Drug Coverage Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) provide for coverage of certain outpatient prescription drugs and biologicals; (2) outline payment rules; (3) establish an enforcement mechanism governing participating pharmacies dispensing covered outpatient prescription drugs and biologicals, providing for civil money penalties in appropriate cases; (4) prohibit payment from being made under Medicare part B (Supplementary Medical Insurance) for any expense incurred for a covered outpatient drug or biological dispensed in excess of a certain quantity, generally a 30-day supply; and (5) direct the Director of the Congressional Office of Technology Assessment (sic) to provide for appointment of a Prescription Drug Payment Review Commission.

Robin Danielson Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health to provide for the conduct or support of research on the extent to which additives in feminine hygiene products pose any risks to the health of women or to the children of women who use those products during or before the pregnancies involved. Amends the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention: (1) to establish a program to collect, analyze, and make available data on toxic shock syndrome, including data on the causes of such syndrome; and (2) in carrying out such program, to determine the national incidence and prevalence of such syndrome.

Orphan Drug Program Improvement Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to require the Secretary of Health and Human Services, respecting application approval or licensing, to conform the designation of a drug for a rare disease or condition (orphan drug) to reflect such drug's approved labeling. Exempts clinically superior subsequent orphan drugs from the seven-year prohibition of approval respecting a previously approved or licensed drug.

Indian Health Care Improvement Act Reauthorization of 2001 - Amends the Indian Health Care Improvement Act to revise requirements for health care programs and services for Indians, Indian tribes, tribal organizations, and urban Indian organizations. Makes permanent a demonstration project under which Indian tribes and tribal organizations, and Alaska Native health organizations that contract or compact for the operation of a hospital or IHS clinic, may elect to directly bill and receive reimbursement for health care services provided for which payment is made under Medicare and Medicaid of the Social Security Act (SSA), or from any other third-party payor. Replaces the Urban Health Programs Branch with an Office for Urban Indian Health. Directs the Secretary, acting through the IHS and Indian tribes and tribal organizations, to consolidate certain existing programs into a new program of comprehensive behavioral health, prevention, treatment, and aftercare for Indian tribes. Establishes the National Bi-Partisan Indian Health Care Entitlement Commission to: (1) establish a Study Committee to study the extent of Indian health services needs; (2) review and analyze the Study Committee's report; and (3) make recommendations to Congress for providing health services for Indians as an entitlement. Amends SSA titles XVIII (Medicare), XIX (Medicaid), and XXI (Children's Health Insurance Program) to conform with this Act.

WISEWOMAN Expansion Act of 2001 - Amends the Public Health Service Act (PHSA) to permit the Secretary of Health and Human Services, through a competitive review process, to award grants to States to provide additional specified preventive health services, screenings, education, and referrals under PHSA provisions concerning preventive health measures with respect to breast and cervical cancers.

Mammogram Availability Act of 2001 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require a group health plan, and a health insurance issuer offering group coverage, that provides coverage for diagnostic mammographies for any woman 40 years old or older to provide coverage for annual screening mammographies for such a woman. Prohibits related enrollment and renewal discrimination, monetary incentives to women, and penalties or incentives to providers. Amends the Public Health Service Act to apply those requirements and prohibitions to coverage offered by an issuer in the individual market.

Prompt Payment of Health Benefit Claims Act of 2001 - Amends the Public Health Service Act (PHSA), the Employee Retirement Income Security Act, and the Internal Revenue Code to require group health plans, and health insurance issuers offering group health insurance coverage, to: (1) pay the claim to a participant or beneficiary, or make payment to a health care provider, within 15 business days of the date of the claim or bill for services rendered (for those transmitted electronically) or within 30 business days of such date for bills or claims submitted in writing; and (2) accept as a clean claim a claim submitted consistent with standards adopted under title XI of the Social Security Act (SSA), as added by the Health Insurance Portability and Accountability Act of 1996. Amends the PHSA to apply such payment standards to health insurance coverage offered by issuers in the individual market in the same manner as applied to group coverage. Provides for coordination between the Secretaries of Labor, the Treasury, and Health and Human Services with respect to the administration of this Act. Amends title XVIII (Medicare) of the SSA to require Medicare+Choice organizations to provide prompt payment of claims submitted for services and supplies furnished to individuals enrolled with such organizations through other lines of business (including private health benefits coverage).

Provides coverage under the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS) for an unremarried former spouse of a member or former member of the armed forces who performed at least 20 years of retirement-creditable service and who was married to the former spouse for at least 17 years during the period of such creditable service. Provides eligibility for the use of commissary stores for such former spouses.
