Centers for Public Health Preparedness and Response Reauthorization Act This bill revises eligibility criteria and other aspects of a program administered by the Centers for Disease Control and Prevention that supports a network of centers for public health preparedness. Specifically, the bill makes nonprofits and institutions of higher education other than schools of public health eligible to participate in the program, whereas current participation is generally limited to accredited schools of public health. Further, the bill shifts the program's focus from curricula development and training public health practitioners to other areas, such as (1) researching and disseminating evidence-based practices to inform preparedness and response activities, and (2) providing technical assistance and expertise to health departments during public health emergencies. The bill also repeals a demonstration program for improving the detection of pathogens likely to be used in bioterrorism attacks.

Technology-Enabled Care in the Home (TECH) Act This bill provides for the Center for Medicare and Medicaid Innovation to test a model for furnishing at-home telehealth, remote patient monitoring, and other technology-enabled care interventions for chronically ill individuals who are enrolled in certain Medicare Advantage plans. The model must test the effect of such technology on Medicare Advantage spending and the overall quality of care for beneficiaries. The bill also repeals provisions that prohibit the correction of earnings records for purposes of Social Security benefits after certain time limitations expire and determinations become final.

Advanced Research Project Authority for Health Act or the ARPA-H Act This bill establishes within the National Institutes of Health (NIH) the Advanced Research Projects Authority for Health to accelerate innovation in health and medicine by investing in high-risk, high-reward research projects. The bill also establishes an interagency advisory committee to inform the authority's activities. The authority director shall be appointed by the President and report to the NIH director. The authority director must, among other duties, designate personnel to serve as program managers who select projects to support, make recommendations about terminating or continuing projects, and otherwise administer authority programs. The authority may use a variety of mechanisms to support the research projects, including grants, contracts, and prize competitions. To receive funding, an applicant must demonstrate sufficient, unsuccessful attempts to secure private funding for its project and other criteria. Furthermore, the authority's budget is separate from the NIH budget. In addition, the authority must (1) develop and periodically update a strategic plan, (2) annually report on its activities, and (3) seek to contract with the National Academies of Sciences, Engineering, and Medicine to evaluate the authority's performance. The Food and Drug Administration (FDA) may meet with the authority and other federal partners to discuss actions to facilitate the development of medical projects and products prioritized by the authority. The authority must reimburse the FDA for the costs associated with supporting authority activities. The bill also requires the Government Accountability Office to report on issues related to the authority's hiring and staffing.

Ultrasound Informed Consent Act This bill requires abortion providers, as a condition of receiving federal funding, to conduct an ultrasound before performing an abortion. Specifically, before a woman gives informed consent to any part of an abortion, the abortion provider must perform an obstetric ultrasound on the pregnant woman; display the ultrasound images and make audible (when present) the heartbeat and related cardiac sounds for the woman to view and hear while simultaneously explaining the ultrasound depiction and the cardiac sounds; provide a complete medical description of the images, including the dimensions of the embryo or fetus, cardiac activity if present and visible, and the presence of external members and internal organs if present and viewable; and provide the woman with a copy of the ultrasound image. Providers are subject to civil actions and penalties for violations. The bill's ultrasound requirements do not apply in cases where a physical disorder, illness, or injury caused by the pregnancy endangers a woman's life. A woman is also not required to view the ultrasound images; nor may she or the provider be penalized if she declines to do so.

Modernizing Biosurveillance Capabilities and Epidemic Forecasting Act This bill makes changes to various biosurveillance activities and infectious disease outbreak analysis capabilities. These changes include expanding reporting requirements and otherwise modifying the scope of biosurveillance activities with a specific focus on improving the integration of other sources of data (e.g., laboratory results) into applicable surveillance systems. The bill also requires the Centers for Disease Control and Prevention (CDC) to continue developing infectious disease outbreak analysis capabilities to respond to public health emergencies and infectious disease outbreaks. In particular, the CDC must identify strategies to leverage the capabilities of public and private entities, including through collaborative partnerships. The CDC must report annually for five years on its efforts.

Countermeasure Injury Compensation Fund Amendment Act This bill modifies a program that compensates individuals for injuries experienced due to medical countermeasures (e.g., vaccines) delivered during certain public health emergencies, including with respect to compensation for COVID-19 vaccine injuries. The bill aligns award determination procedures and other aspects of the program with requirements under the Vaccine Injury Compensation Program, which provides compensation for injuries or deaths associated with routinely administered vaccines. Additionally, the bill establishes a temporary commission to identify injuries caused by receipt of a COVID-19 vaccine. The Department of Health and Human Services (HHS) must list all identified injuries in a table of conditions that are presumed to be caused by a COVID-19 vaccine, provided there is sufficient scientific evidence linking the injury to the vaccine. If HHS does not include an identified injury in the table, it must publish an explanation of that decision. The bill also allows individuals to resubmit their COVID-19 vaccine compensation claims, including the amounts of previously approved claims, for reconsideration under the provisions set out in the bill.

Protect Lifesaving Anesthesia Care for Veterans Act of 2022 This bill prohibits the Department of Veterans Affairs (VA) from modifying its policy relating to anesthesia care in a manner that would provide any medical professional other than a physician anesthesiologist with full practice authority for the furnishment of anesthesia care to veterans under VA health care laws. The VA is also prohibited from finalizing, implementing, or enforcing the provisions relating to anesthesia care of the proposed rule titled Advanced Practice Registered Nurses (81 Fed. Reg. 33155), or any substantially similar rule.

Territories Medicare Prescription Drug Assistance Equity Act of 2022 This bill makes certain subsidies under the Medicare prescription drug benefit available to beneficiaries who reside in Puerto Rico or another U.S. territory. Current law makes such beneficiaries ineligible for premium and cost-sharing subsidies, but establishes a process for U.S. territories to apply for financial assistance with respect to the provision of Medicare prescription drugs. The bill eliminates this process and makes the subsidies available to beneficiaries who reside in a U.S. territory and are otherwise eligible.

A Chance To Serve Act This bill provides various benefits for Peace Corps and AmeriCorps volunteers and increases the number of AmeriCorps volunteer positions to at least 500,000 (currently there are approximately 250,000 positions). Stopping Mandates And Limiting Large Government Overreach by Valuing Truth Act of 2022 or the SMALL GOVT Act of 2022 This bill prohibits discrimination against individuals on the basis of their COVID-19 vaccination status or natural immunity to the virus. It also sets out informed consent requirements for COVID-19 vaccines. Specifically, the bill prohibits the use of federal funds to discriminate against (or induce discrimination against) an individual on the basis of COVID-19 vaccination status or natural immunity to the virus by, for example, restricting access to employment or health care. The bill prohibits the use of federal funds to administer COVID-19 vaccines without a patient's informed consent. The informed consent must comply with applicable requirements for the state in which the vaccine is administered, and patients must confirm their consent in writing.

Treatment Family Care Services Act This bill requires the Department of Health and Human Services (HHS) to issue guidance for states about funding and establishing treatment family care services. Treatment family care services are structured daily services and interventions to address mental and behavioral health disorders, medically fragile conditions, or developmental disabilities that, among other criteria, are provided in a home-based setting to children who are less than 21 years old and enrolled in any Medicaid eligibility group. Specifically, HHS must issue guidance on (1) opportunities for states to fund treatment family care services through Medicaid, federal foster care and related programs, or other HHS programs; and (2) best practices for states to establish treatment family care services programs. The bill also requires the Government Accountability Office to assess and report on certain training provided to foster parents and other caregivers, including recommendations for improving state processes related to approval and oversight of the training.

Comprehensive Access to Resources and Education for Long COVID Act or the CARE for Long COVID Act This bill requires multiple agencies to carry out research and other activities concerning individuals experiencing post-acute sequelae of COVID-19, or PASC, including health disparities related to this condition. PASC refers to persistent, long-term symptoms following recovery from acute COVID-19. First, the bill requires the Patient-Centered Outcomes Research Trust Fund to support a patient registry to collect information on the symptoms, treatments, demographics, and other relevant data of individuals with confirmed or suspected PASC. Second, the Department of Health and Human Services must, along with relevant agencies (1) conduct or support research on the U.S. health care system's response to long-term symptoms of COVID-19; and (2) develop resources about PASC or other post-viral illnesses, including about their potential impact on rights associated with employment, disability status, and education. Third, the Centers for Disease Control and Prevention must disseminate information about the common symptoms, treatment options, and other topics that pertain to PASC and related post-infectious illnesses. Fourth, the Centers for Medicare & Medicaid Services must expand its Chronic Conditions Data Warehouse to collect data on items and services furnished through Medicaid or the Children's Health Insurance Program to individuals who experience PASC. Last, the Administration for Community Living must award grants or contracts to states, health care providers, legal services providers, and other eligible entities for expanding access to legal assistance for individuals with PASC.

Protecting the Health and Wellness of Babies and Pregnant Women Act of 2022 This bill establishes requirements to address the health needs of incarcerated women related to pregnancy and childbirth. The bill requires the Bureau of Justice Statistics to collect data on the health needs of incarcerated pregnant women at the federal, state, and local levels. With respect to incarcerated women at the federal level, the bill requires the Bureau of Prisons to provide appropriate services and programs to address the health and safety needs related to pregnancy and childbirth, as well as appropriate health care to a woman with a high-risk pregnancy; limits the use of restrictive housing and restraints for prisoners who are pregnant or in postpartum recovery; and authorizes prerelease custody for an incarcerated pregnant woman whose due date is within the final year of her term of imprisonment. With respect to incarcerated women at the state and local level, the bill requires the Government Accountability Office to study the services and protections for pregnant incarcerated women in state and local correctional settings; and authorizes grants for states, tribes, local governments, or nonprofits to promote the health needs of incarcerated pregnant women by providing obstetrical care, gynecological care, and related services.

Healthcare Ownership Transparency Act This bill requires health care corporations that participate in Medicare to disclose private equity interests and related financial information. Specifically, the bill requires corporations, as part of the Medicare enrollment and revalidation processes for providers and suppliers, to disclose information about debts, assets, financial transactions, and other information. Providers that are controlled by private equity funds (e.g., venture capital funds) must disclose similar information as well as specific information relating to the private equity fund, such as the percentage of equity contributed by the partners of the fund. The Government Accountability Office must use this information to periodically evaluate the extent to which health care consolidation is taking place and the effects of private equity in health care on costs, staffing, and other factors. The Department of Health and Human Services (HHS) must also establish a task force to address and limit the role of private equity and consolidation in health care. HHS may prohibit certain mergers or acquisitions until the task force has had sufficient time to assess whether there are abusive practices in specific health care sectors or by health care entities.

Helping Experts Accelerate Rare Treatments Act of 2022 This bill requires studies on processes for approving drugs that treat rare diseases and conditions. The Government Accountability Office (GAO) must contract with an appropriate entity to study the European Union's process for evaluating the safety and efficacy of such drugs, including any flexibilities or mechanisms that are specific to rare diseases or conditions. The GAO must also conduct a study about the Food and Drug Administration's mechanisms for ensuring that patient and physician perspectives are considered when evaluating and approving drugs for rare diseases or conditions. The GAO must report to Congress the results of these studies.
