Psychologists in the Service of the Public Act of 2003 - Amends the Public Health Service Act to provide for grants to and contracts with eligible individuals and institutions to encourage the provision of psychological training and services in underserved treatment areas. Requires individuals to already possess a doctoral degree in psychology and agree to provide services in a medically underserved population during the grant and at least one year thereafter. Requires institutions to use amounts provided for fellowships to such individuals.

Medicare Equity Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to eliminate the geographic physician work adjustment factor from the geographic indices used to adjust payments under the physician fee schedule. Directs the Secretary of Health and Human Services to establish a demonstration project that provides for demonstration grants designed to provide financial or other incentives to hospitals to attract educators and clinical practitioners so that hospitals that serve beneficiaries under the Medicare program who are residents of underserved areas may host clinical rotations. Amends SSA title XVIII to provide for the use of skilled nursing facility wage data under the prospective payment system for skilled nursing facility services.

Equal Rights and Equal Dignity for Americans Act of 2003 - Local Law Enforcement Enhancement Act of 2003 - Authorizes the Attorney General (AG), upon request, to provide assistance with the investigation or prosecution of any crime that constitutes: (1) a Federal crime of violence; (2) a felony under State or Indian tribal law; and (3) is motivated by prejudice based on race, color, religion, national origin, gender, sexual orientation, or disability, or is a violation of State or Indian tribe hate crime laws. Amends the Federal criminal code to provide criminal penalties for certain hate crimes. Authorizes funding for enforcing civil rights laws and for indigent defense. Indian Trust Asset and Trust Fund Management and Reform Act of 2003 - Amends the American Indian Fund Management Reform Act of 1994 to expand the annual audit responsibilities of the Secretary of the Interior. Prescribes guidelines for development and implementation of an Indian Trust Fund and Trust Asset Management and Monitoring Plan. Establishes the position of Deputy Secretary for Trust Management and Reform to oversee all trust fund and trust asset matters of the Department of the Interior. Establishes the Office of Trust Reform Implementation and Oversight, headed by the Deputy Secretary, to supervise activities of specified senior officials who administer Indian trust assets or funds. Instructs the Deputy Secretary to establish a Tribal Task Force on Trust Reform. Expresses the sense of the Senate that Congress should enact legislation: (1) to ban the practice of racial profiling; and (2) to require law enforcement agencies to take steps to prevent the practice. Paycheck Fairness Act - Amends the Fair Labor Standards Act of 1938 to revamp proscriptions against sex discrimination in wages. Employment Non-Discrimination Act of 2003 - Prohibits employment discrimination on the basis of sexual orientation by covered entities. Genetic Nondiscrimination in Health Insurance and Employment Act - Amends the following Acts to prohibit specified discriminatory practices concerning genetic information: (1) the Employee Retirement Income Security Act of 1974; (2) the Public Health Service Act; (3) the Internal Revenue Code; and (4) title XVIII (Medicare) of the Social Security Act . Protecting Americans' Medical Privacy Act - States that specified modifications made by the August 2002 medical privacy rule to the December 2000 medical privacy rule governing consent for uses or disclosures for treatment, payment, or health care operations shall have no force or effect. Prohibits the collection of information on U.S. citizens inside the United States for intelligence or law enforcement purposes by any member of the Armed Forces or civilian employee of the Department of Defense. Help America Vote Act of 2002 (sic) - Authorizes appropriations to implement the Help America Vote Act of 2002 and the Help America Vote Foundation.

Comprehensive Homeland Security Act of 2003 - First Responders Partnership Grant Act of 2003 - Sets forth a grants program to support homeland security activities of States, local governments, and Indian tribes public safety officers, including terrorism prevention and response. Staffing for Adequate Fire and Emergency Response Act of 2003, or the "SAFER Act of 2003" - Amends the Workforce Investment Act of 1998 to authorize the Secretary of Labor to make grants to eligible entities to pay for the Federal share of hiring career firefighters. Nuclear Security Act of 2003 - Amends the Atomic Energy Act of 1954 to establish a Task Force on Nuclear Infrastructure Security (Task Force) to examine the protection of sensitive nuclear facilities from potential terrorist threats. Instructs the Nuclear Regulatory Commission (NRC) to promulgate regulations based upon task force recommendations. Directs the President to establish the Nuclear Infrastructure Antiterrorism Team to protect the perimeter of sensitive nuclear facilities against threats . Amends the Energy Reorganization Act of 1974 to established in the (NRC) the Office of Nuclear Security and Incident Response. Establishes within such Office the Security Response Unit. Amends the Atomic Energy Act of 1954 to authorize employees of NRC licensees to carry weapons. Instructs the Task Force to: (1) evaluate the security of sensitive radioactive material against security threats; and (2) recommend actions for the maximum practicable security against security threats. Rail Security Act of 2003 - Authorizes appropriations for Amtrak, conditioned upon Secretary of Transportation approval of an Amtrak plan that targets security, rehabilitation and upgrades, and engineering and financial considerations. Sets forth criteria governing a mandatory assessment of rail transportation security risks. Wastewater Treatment Works Security and Safety Act - Amends the Federal Water Pollution Control Act to mandate that vulnerability assessments and attendant emergency response plans be submitted to the Administrator of the Environmental Protection Agency. Authorizes the Administrator to make grants to address immediate and urgent security needs. Amends the Public Health Service Act to instruct the Secretary of Health and Human Services to award grants to implement the National Smallpox Vaccination Program. Establishes in the Treasury an Information Technology Fund to provide expenditures for information technology and related services for Federal agencies. Prescribes guidelines under which a record pertaining to the vulnerability of and threats to critical infrastructure that is furnished voluntarily to the Department of Homeland Security shall not be made available either to the public or to other Federal agencies under the Freedom of Information Act. Prescribes responsibilities of the Director of the Office of Management and Budget and of the Secretary of the Department of Homeland Security for the interoperability of information systems. Instructs the Secretary of State to implement a program to secure, consolidate, or eliminate, radiological and nuclear materials and waste located outside the United States that are determined to present a potential threat. Instructs the President to implement a program to improve border security and strengthen export controls in Russia and other designated areas in order to decrease the potential for the spread of weapons of mass destruction and related materiel. Intelligence Community Leadership Act of 2003 - Amends the National Security Act of 1947 to establish an Office of the Director of National Intelligence to assist the Director of National Intelligence. Confers responsibility upon the Directorate for Information Analysis and Infrastructure Protection (Department of Homeland Security) for consolidating law enforcement information with assessments and warnings relating to foreign intelligence from the Director of Central Intelligence's Counterterrorist Center. Chemical Security Act of 2003 - Instructs the Administrator of the Environmental Protection Agency to promulgate regulations designating certain combinations of chemical sources and substances of concern as high priority categories based on the severity of the threat posed by an unauthorized release from the chemical sources. Subjects violations of such regulations to civil and criminal penalties. Providing Reliable Officers, Technology, Education, Community Prosecutors, and Training in Our Neighborhoods Act of 2003, or "PROTECTION Act" - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize financial and technical assistance to designated law enforcement programs, including religiously-affiliated organizations and rural law enforcement programs.

Medicare Market Acquisition Drug Price Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to revise payment for drugs and biologicals under Medicare. Directs the Secretary of Health and Human Services, in computing the practice expense component of the Medicare physician fee schedule with respect to payment for services of oncologists, to make adjustments to an oncologist's reported medical supply expenses in order to ensure that they better reflect the actual supply costs of providing such services. Requires the Secretary to provide for a study of the appropriateness of the Medicare payment methodology for blood clotting factors and other biologicals.

Senior Safety Protection Act of 2003 - Amends title XI of the Social Security Act (SSA) to require long term care providers under the Medicare and Medicaid programs to perform criminal background checks on skilled nursing facility and nursing facility employee applicants. Prohibits a provider from hiring workers who have any conviction for a relevant crime or with respect to whom a finding of patient or resident abuse has been made. Details Federal and State requirements to conduct the background checks needed for the provider screening. Amends SSA title XVIII (Medicare) and XIX (Medicaid) to provide for expansion of the State nurse aid registry under the Medicare and Medicaid programs to collect information about long-term care provider employees other than nurse aides. Amends SSA title XI to provide for inclusion of abusive workers in the database established as part of the national health care fraud and abuse data collection program. Directs the Secretary of Health and Human Services to establish a demonstration program to provide grants to develop information on best practices in patient abuse prevention training for managers and staff of long-term care facilities. Directs the Secretary and the Attorney General to establish a more efficient background check system that provides for a more immediate determination of criminal status. Authorizes the Secretary to provide an annual grant to any applicant State to carry out this Act.

Budget Fraud Elimination Act of 2003 - Redefines the public debt to exclude intragovernment obligations and reduces the public debt ceiling. Amends the Congressional Budget Act of 1974 and the Congressional Budget and Impoundment Control Act of 1974 to establish biennial budgeting. Makes conforming amendments, including requirements for government strategic and performance plans. Creates a special transition period for the 109th Congress. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to state that certain emergency legislation shall not be extended in the baseline. Establishes emergency criteria. Spending Accountability Reserve Act of 2003 - Amends the Congressional Budget Act of 1974 to establish a spending accountability reserve ledger to credit any reductions in new budget authority in an appropriation bill. Adjusts the respective appropriation allocation and discretionary spending limits downward accordingly. Enhanced Rescissions Act of 2003 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose at any time the rescission of any budget authority he identifies as wasteful spending. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to extend the budget enforcement mechanisms of discretionary spending limits (caps) and pay-as-you-go (Paygo). Provides for treatment of extraneous appropriations in omnibus appropriation measures. Amends the Civil Service Retirement and Disability Fund to provide for accrual funding of pensions and retirement pay for Federal employees and Uniformed Services Personnel. Provides accrual funding of retirement benefits for Federal employees covered by the Foreign Service Retirement and Disability System, the Public Health Service Commissioned Corps Retirement System, the National Oceanic and Atmospheric Administration Commissioned Officer Corps Retirement System, and the Coast Guard Military Retirement Fund. Provides for the accrual funding of post-retirement health benefits costs.

Informed Choice Act - Allows the Secretary of Health and Human Services to make grants to free community based pregnancy help medical clinics for the purchase of ultrasound equipment, which shall be used to provide free ultrasound examinations to pregnant women. Requires each grant recipient to undertake certain actions, including to: (1) provide to each woman receiving services a visual image of the fetus from the ultrasound examination and a general anatomical and physiological description of the characteristics of the fetus; and (2) provide information on abortion and alternatives to abortion such as childbirth and adoption, and information concerning public and private agencies that will assist in those alternatives. Limits each grant to a maximum amount of 50 percent of the purchase price cost of the ultrasound machine involved or $20,000, whichever is less.

Keeping Children and Families Safe Act of 2003 - Amends the Child Abuse Prevention and Treatment Act to revise requirements for: (1) national clearinghouse dissemination of information on child abuse programs, including community-based programs; (2) related research and assistance activities; (3) grants for additional demonstration projects, including enhanced linkage between child protective service agencies and public health, mental health, and developmental disabilities agencies; (4) additional discretionary grants; and (5) development and operation grants to the States. Repeals the authority for existing grants to: (1) the Community-based Family Resource programs; (2) the Family Support Center programs; (3) the Emergency Child Abuse Prevention Services grant program; and (4) programs under the Temporary Child Care for Children with Disabilities and Crisis Nurseries act of 1986. Includes parents with disabilities within the eligibility and performance guidelines governing community-based grants for the prevention of child abuse and neglect. Amends the Child Abuse Prevention and Treatment and Adoption Reform Act of 1978 to direct the Secretary of Health and Human Services to provide for the implementation of programs that increase the number of older foster care children placed in adoptive families, with a special emphasis on child-specific recruitment strategies, including a grants program to eliminate barriers to placing children for adoption across jurisdictional boundaries. Amends the Abandoned Infants Assistance Act of 1988 to prohibit the Secretary from making a grant unless the grantee agrees to give priority to abandoned infants and young children who: (1) are infected with, or have been perinatally exposed to, the human immunodeficiency virus (HIV), or have a life-threatening illness or other special medical need; or (2) have been perinatally exposed to a dangerous drug.

Infant Protection and Baby Switching Prevention Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act to require certain hospitals reimbursed under Medicare to have in effect security procedures to reduce the likelihood of infant patient abduction and baby switching, including procedures for identifying all infant patients in the hospital in a manner that ensures that it will be evident if infants are missing. Establishes civil penalties for failure to have such security procedures in effect. Amends the Federal criminal code to prohibit and establish criminal penalties for baby switching in hospitals.

Medicare Fraud Prevention and Enforcement Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services (HHS) to conduct an additional site inspection for each applicable items or services provider that applies for a provider number. Sets forth rules for the Secretary to conduct a background check on any individual or entity that applies for a Medicare provider number. Directs the Secretary to establish procedures for the registration of all applicant billing agencies. Requires the Secretary to assign a unique identification number to each registered agency, which must appear on every claim for Medicare reimbursement. Amends: (1) SSA title XI to allow the Secretary to exclude from participation in any Federal health care program any billing agency that knowingly submitted or caused to be submitted a claim for Medicare reimbursement that it knows or should know is false or fraudulent; (2) SSA title XVIII with respect to agreements under Medicare part A (Hospital Insurance) with a public agency or private organization that facilitates payment to service providers; (3) SSA titles XI and XVIII to deny a discharge in bankruptcy to civil monetary penalties for fraudulent activities by a health care provider or supplier, overpayments to service providers under Medicare part A and of benefits under Medicare part B (Supplementary Medical Insurance), and past-due obligations arising from breach of scholarship and loan contract; (4) SSA title XI to prescribe a criminal penalty for illegal distribution of a Medicare or Medicaid beneficiary identification or provider number; and (5) the Federal criminal code to provide for the treatment of acts involving Federal health care programs described under SSA title XI as Federal health care offenses. Authorizes any criminal investigator of the Office of Inspector General of HHS, upon proper designation, to: (1) obtain and execute any warrant or other process issued under the authority of the United States; (2) make an arrest without a warrant for any offense against the United States committed in the presence of such investigator, or any Federal felony if such investigator has reasonable cause to believe that the person to be arrested has committed or is committing that felony; and (3) exercise any other authority necessary to carry out such authority. Requires all claims forms developed or used by the Secretary for reimbursement under Medicare to accommodate the use of universal product numbers (UPNs, or bar codes) for a UPN covered item, and all claims for such an item to contain the UPN. Requires the Secretary to study and report to Congress on implementation of this requirement.

Veterans Comprehensive Hepatitis C Health Care Act - Directs the Secretary of Veterans Affairs, during the first year after the enactment of this Act, to provide a blood test for the Hepatitis C virus to: (1) each veteran who served on active military duty during the Vietnam era, or who is considered to be "at risk," and who is enrolled to receive veterans' medical care and requests such care or is otherwise receiving a physical examination or any other care or treatment from the Secretary; and (2) any other veteran who requests such test. Requires the Secretary, after such period, to provide such test to any veteran who requests it. Requires the Secretary to provide followup tests and appropriate treatment for any veteran who tests positive. Prohibits a copayment from being charged for such treatment. Provides funding for Department Hepatitis C detection and treatment programs, beginning with FY 2004. Directs the Secretary to: (1) develop and implement a standardized Department policy with respect to such virus; and (2) annually take appropriate outreach actions to notify untested veterans. Directs the Secretary to establish at least one and no more than three additional Hepatitis C centers of excellence within the Department health care network. Provides funding.

Geriatric Care Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) with respect to payments to hospitals, rural health clinics, or Federally qualified health centers for direct graduate medical education costs and the limitation on the number of full-time-equivalent residents in allopathic and osteopathic medicine. Provides for the disregard of up to three geriatric residents in applying such limitation. Amends SSA title XVIII to provide for Medicare coverage of care coordination and assessment services to an individual with a serious and disabling chronic condition.

More Savings, More Choice Prescription Drug Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to add a new part D (Voluntary Prescription Drug Benefit Program) to entitle each individual who is entitled to benefits under Medicare part A (Hospital Insurance) or is enrolled under Medicare part B (Supplementary Medical Insurance) to obtain qualified prescription drug coverage, with premium and cost-sharing subsidies for low-income individuals. Creates within the Federal Supplementary Medical Insurance Trust Fund the Medicare Prescription Drug Account for purposes of the new program. Amends SSA title XVIII (Medicare) part C (Medicare+Choice) to prohibit a Medicare+Choice organization from offering prescription drug coverage (other than that required under parts A and B) to an enrollee under a Medicare+Choice plan unless such drug coverage is at least qualified prescription drug coverage, and specified requirements of this Act are met. Amends SSA title XIX (Medicaid) to: (1) require State Medicaid plans to provide for making eligibility determinations for premium and cost-sharing subsidies with regard to the Medicare prescription drug benefit for low-income Medicare beneficiaries; (2) provide for phased-in Federal assumption of Medicaid prescription drug costs for dually-eligible Medicare and Medicaid beneficiaries; (3) require continued Medicaid payment for such an individual to the extent payment is not made under the prescription drug plan or the Medicare+Choice plan selected by the individual; and (4) provide for Medicaid prescription drug coverage by territories. Prescribes conditions and limitations for prescription drug coverage by new Medicare supplemental (Medigap) policies.

Give a Kid a Chance Omnibus Mental Health Services Act of 2003 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to support, either directly or through grants, contracts, or cooperative agreements with public entities, programs to promote mental health among all children and their families and to provide early intervention services to ameliorate identified mental health problems in children and adolescents. Requires an equitable distribution of grant funds, including Native American communities. Outlines program priorities. Requires non-Federal matching funds of $2 for every $3 of Federal funding. Limits grant duration to five years. Requires the Secretary to ensure that entities receiving funds carry out a project evaluation which includes the effectiveness of program strategies in strengthening families with young children. Requires local educational agencies receiving such grants to ensure that schools receiving such funds maintain a certain ratio of students per counselor, nurse, psychologist, and social worker. Authorizes appropriations for FY 2004 through 2006.

Medicare Payment Restoration and Benefits Improvement Act of 2003 - Revises requirements with regard to title XVIII (Medicare) of the Social Security Act (SSA): (1) part A concerning rural health care, inpatient hospital services, skilled nursing facility services, and hospices; (2) part B concerning physicians' and other services; and (3) part A and B concerning home health services, Medicare Payment Advisory Commission (MEDPAC), and other specified matters. Amends part C (Medicare+Choice) (M+C) of SSA title XVIII to: (1) provide for equalizing payments between fee-for-service and Medicare+Choice; and (2) specialized Medicare+Choice plans for special needs beneficiaries. Amends: (1) the Omnibus Budget Reconciliation Act of 1987 to provide for extension of the social health maintenance organization demonstration project; and (2) the Consolidated Omnibus Budget Reconciliation Act of 1985 to provide for extension of municipal health service demonstration projects. Amends SSA title XVIII part E (Miscellaneous) (previously part D) to include a number of regulatory reduction, contracting, and administrative changes.

Military Retiree Health Care Relief Act - Amends: (1) the Internal Revenue Code to allow a refundable credit for premiums paid by military retirees for Medicare (title XVIII of the Social Security Act) part B (Supplementary Medical Insurance) coverage; and (2) part B of title XVIII of the Social Security Act to eliminate, as specified, the ten percent part B premium penalty.

National Health Insurance Act - Makes medical services available to eligible individuals. Authorizes the National Health Insurance Board (established by this Act) to limit services when personnel, facilities, or funds are inadequate. Allows patient choice of physicians and hospitals. Allows providers to choose their practice locality and, consistent with State law and professional ethics, reject patients. Establishes: (1) in the Department of Health and Human Services the National Health Insurance Board; and (2) the National Advisory Medical Policy Council. Limits, for individuals entitled to benefits under title XVIII (Medicare) of the Social Security Act, benefits under this Act to services for which the individual is not eligible under Medicare. Authorizes grants to: (1) educational institutions regarding the training of personnel providing or administering benefits; and (2) individuals in courses regarding the provision or administration of benefits. Requires that funds be made available. Amends the Internal Revenue Code to impose a tax on each taxable transaction (the sale of property, performance of services, and importing of property by a taxable person in a commercial-type transaction). Sets the tax rate at zero for specified transactions. Establishes the National Health Care Trust Fund. Appropriates to the Fund amounts received from the value added tax. Allows the Fund to be used only to carry out the program under this Act.

Expresses the sense of the Congress that the U.S. Government should pursue policies that: (1) encourage all residents of this country to become fully proficient in English by expanding educational opportunities and access to information technologies; (2) conserve and develop the Nation's linguistic resources by encouraging all residents to learn or maintain skills in a language other than English; (3) assist Native Americans, Native Alaskans, Native Hawaiians, and other peoples indigenous to the United States in their efforts to prevent the extinction of their languages and cultures; (4) continue to provide services in languages other than English as needed to facilitate access to essential functions of government, promote public health and safety, ensure due process, promote equal educational opportunity, and protect fundamental rights; and (5) recognize the importance of multilingualism to vital national interests and individual rights, and oppose "English-only" measures and similar language restrictionist measures.
