Child Suicide Prevention and Lethal Means Safety Act This bill requires the Department of Health and Human Services (HHS) to establish grant programs and set up a website to reduce suicide rates among youth and young adults (those under age 26), including by addressing the use of firearms in suicides and suicide attempts. Specifically, HHS must award grants to states, Indian tribes, health departments, hospitals, or other organizations to train health care providers on lethal means safety (e.g., safe storage of firearms), relevant laws concerning the use and possession of firearms, and other suicide prevention and intervention strategies for youth and young adults. Grantees may use a portion of funds to make secure gun storage or safety devices available to residences with an individual under age 26 who is at risk of suicide. In addition, HHS must award grants to health professional schools to integrate content into their curricula and continuing education programs about suicide prevention strategies and interventions to reduce suicide rates among youth and young adults. The bill also requires HHS to develop and maintain a website that contains information for individuals under age 26, their families, health care providers, and health professional schools concerning suicide prevention and the use of firearms in suicide attempts.

Medicaid Coverage for Addiction Recovery Expansion Act This bill allows state Medicaid programs to cover residential addiction treatment facility services for adults between the ages of 22 and 64 if such services are offered as part of a full continuum of evidence-based treatment services. Residential addiction treatment facility services are medically necessary inpatient services provided in an accredited, size-limited facility for the purpose of treating a substance-use disorder within a specified time period. In addition, the bill establishes a grant program for states to expand infrastructure and treatment capabilities of existing youth addiction treatment facilities that (1) provide addiction treatment services to youths under Medicaid or the Children's Health Insurance Program (CHIP), and (2) are located in communities with high numbers of medically underserved populations of at-risk youths. At least 15% of grant funds awarded to a state must be used for making payments to rural facilities.

DeOndra Dixon INCLUDE Project Act of 2024 This bill provides statutory authority for a National Institutes of Health (NIH) research program on Down syndrome. (Down syndrome is a genetic condition in which a person is born with an extra copy of chromosome 21, which can affect mental and physical development.) Specifically, the bill provides statutory authority for the NIH's Investigation of Co-occurring Conditions Across the Lifespan to Understand Down Syndrome Project (known as the INCLUDE Project). The project was initially established in 2018 to investigate the co-occurring conditions that affect those with Down syndrome (e.g., Alzheimer's disease) and their quality-of-life needs, particularly through (1) targeted research on chromosome 21, (2) assembling a large study population of individuals with Down syndrome, and (3) conducting clinical trials that include those with Down syndrome.

FDA Modernization Act 3.0 This bill requires the Food and Drug Administration (FDA) to establish a process that supports nonclinical testing methods for drug development that do not involve the use of animals. Specifically, the FDA must establish a pathway by which entities may apply to have nonclinical testing methods approved for use in a particular context. Qualifying methods must be intended to replace or reduce animal testing and to either improve the safety and efficacy of nonclinical testing or reduce the time to develop a drug. The FDA must issue its decision within 180 days of receiving an application. The FDA must also prioritize the review of applications for drugs that are developed using an approved nonclinical testing method. The FDA must annually post a report on its website that summarizes the results of the bill's implementation, including the number of applications received, types of methods that were approved, and the estimated number of animals saved as result of these methods.

Supporting Treatment and Recovery Over Narcotics for Growth, Empowerment, and Rehabilitation Act or the STRONGER Act This bill revises and reauthorizes through FY2029 grants for residential substance use disorder treatment programs at state and local correctional and detention facilities. Among the revisions, the bill replaces statutory references to substance abuse with substance use disorder , specifies that the term residential substance use disorder treatment program includes a medication-assisted treatment program, requires the chief medical officer or other staff overseeing a program to complete training on the science of addiction and the latest research and clinical guidance on treating substance use disorders in criminal justice settings, and allows people who are awaiting trial or in pretrial detention to participate in the programs.

Supporting Pregnant and Parenting Women and Families Act

Supporting Pregnant and Parenting Women and Families Act This bill prohibits the Administration for Children and Families (ACF) from finalizing, implementing, or enforcing (with respect to certain pregnancy centers) a provision of a proposed rule modifying the standard for a state's reasonable use of funds under the Temporary Assistance for Needy Families (TANF) program. The proposed rule provides that if ACF identifies a TANF expenditure that does not appear to reasonably accomplish a purpose of TANF then the state must show that it used the funds in a manner that a reasonable person would consider to be within one of the purposes. The bill prohibits ACF from applying this standard to state expenditures for pregnancy centers that (1) support protecting the life of the mother and the unborn child; and (2) offer resources and services to mothers, fathers, and families, including but relationship counseling, prenatal and pregnancy education, pregnancy testing, diapers, baby clothes, or material supports. Under current law, TANF funds may be used for any of four purposes, including to prevent and reduce out-of-wedlock pregnancies. In the supplemental information to the proposed rule, ACF states that TANF expenditures for programs that exclusively or primarily provide pregnancy counseling to women only after they become pregnant have a tenuous or nonexistent connection to this purpose and, therefore, likely do not meet the proposed reasonableness standard.

Specifically, the bill requires states that make Medicaid payments using federal funds for any items or services furnished by an abortion provider to annually (1) submit a report to the Centers for Medicare & Medicaid Services on all such payments, and (2) publish the report on the state's website. The report must include specified information, including the number of abortions performed by the providers and the gestational age with respect to each such abortion. (Current law restricts the use of federal funds for abortions to cases of rape, incest, or life endangerment of the woman. States may use their own funds to cover abortions in other cases.)
