Advancing Student Services In Schools Today Act or the ASSIST Act This bill establishes programs and requirements to support the provision of mental health and substance use disorder services at schools. Specifically, the bill provides for a 90% Federal Medical Assistance Percentage (i.e., federal matching rate) under Medicaid for services that are furnished by mental health and substance use disorder providers at schools or school-based health centers. Qualifying services include those provided by school counselors, social workers, and psychologists.  The bill also establishes a grant program to increase the number of mental health and substance use disorder providers at schools, colleges, and other educational institutions.

Rural Veterans’ Improved Access to Benefits Act of 2025

Rural Veterans’ Improved Access to Benefits Act of 2025 This bill extends and expands the pilot program under which certain non-Department of Veterans Affairs (VA) health care professionals may be contracted to provide disability examinations to veterans, regardless of the jurisdiction of their licensure, for purposes of Department of Veterans Affairs (VA) benefits and care. Specifically, the bill (1) expands the types of health care professionals who may provide such examinations, and (2) extends the authority for such professionals to be contracted for this purpose through January 5, 2031. Currently, such examinations may only be contracted to licensed non-VA physicians, physician assistants, nurse practitioners, audiologists, or psychologists. The bill expands the list to include qualified health care professionals who are eligible for appointment to specified positions in the Veterans Health Administration, including hospital or clinic directors, dentists, and pharmacists. The VA must report on its use of the expanded authority under this bill.

Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2026 This bill provides FY2026 appropriations for military construction, the Department of Veterans Affairs (VA), and related agencies. The bill provides appropriations to the Department of Defense (DOD) for military construction for the Army; the Navy and Marine Corps; the Air Force; Defense-wide agencies and activities; the Army and Air National Guard; and the Army, Navy, and Air Force Reserves. The bill also provides appropriations to DOD for the North Atlantic Treaty Organization (NATO) Security Investment Program; the Base Closure Account; Construction and Operation and Maintenance of Family Housing for the Army, the Navy and Marine Corps, the Air Force, and Defense-wide agencies and activities; the Family Housing Improvement Fund; and the Military Unaccompanied Housing Improvement Fund. Within the VA budget, the bill provides appropriations for the Veterans Benefits Administration, the Veterans Health Administration, the National Cemetery Administration, and Departmental Administration. The bill provides appropriations for related agencies and programs, including the American Battle Monuments Commission, the U.S. Court of Appeals for Veterans Claims, Cemeterial Expenses of the Army, and the Armed Forces Retirement Home. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

Disaster Relief Medicaid Act

Disaster Relief Medicaid Act This bill establishes a series of programs and requirements relating to Medicaid coverage of individuals affected by a federally declared major disaster, national emergency, or public health emergency. In particular, the bill provides for specific coverage under Medicaid for individuals who meet specified income eligibility standards and were either residents of the impacted area or were employed in the impacted area (and subsequently lost employment). Coverage is effective for two years after the date of the disaster or emergency declaration. State Medicaid programs must provide coverage that is at least as comprehensive as the state's Medicaid coverage and the Medicaid coverage of the individual's home state, as applicable. The bill applies a 100% Federal Medical Assistance Percentage (i.e., federal matching rate) to such coverage and related administrative expenses. The Centers for Medicare & Medicaid Services must contract with a nonprofit to evaluate the impact of the bill's implementation.

Research for Healthy Soils Act This bill includes research on the agricultural impacts of microplastics and PFAS in land-applied biosolids or compost on farmland as a Department of Agriculture (USDA) high-priority research and extension area. Microplastic   is a plastic or plastic-coated particle that is less than 5 millimeters in size. Perfluoroalky and polyfluoroalkyl substances, commonly referred to as PFAS, are man-made and may have adverse human health effects. The bill specifically allows grants for carrying out or enhancing research in this area (e.g., the development or analysis of techniques, including wastewater treatment and composting, to filter out or biodegrade such substances from biosolids intended to be used for agricultural purposes). Further, the bill reauthorizes USDA grants to support competitive specialized research and extension activities, including high-priority areas, through FY2031. The bill also specifically reauthorizes through FY2031 the Pulse Crop Health Initiative; the Comprehensive Food Safety Training Network; pollinator protection research and extension grants; increased USDA capacity and infrastructure to address and conduct research on colony collapse disorder and other pollinator issues; and a USDA-conducted nationwide honey bee pest, pathogen, health, and population status surveillance program.

National Prescribed Fire Act of 2025 This bill directs the Department of Agriculture (USDA) and the Department of the Interior to increase the number and size of prescribed fires conducted on federal lands. For 10 years, Interior and USDA must annually conduct prescribed fires on federal land so that the total acreage where prescribed fires are conducted is 10% greater than the previous fiscal year.  Interior and USDA must establish a collaborative prescribed fire program to provide financial assistance to eligible entities to conduct prescribed fires in priority landscapes. Interior and USDA may enter into cooperative agreements or contracts with states, Indian tribes, counties, municipal governments, fire districts, nongovernmental organizations, or private entities to coordinate prescribed fires on federal land. Interior and USDA must expand employment opportunities for prescribed fire practitioners, including by expanding hazard pay, supporting underrepresented groups, and establishing additional training centers.  To address the public health and safety risk of the expanded use of prescribed fire, the Environmental Protection Agency must coordinate with state, tribal, and local air quality agencies to support the environmental review of wildland fires.

This resolution directs the Clerk of the House of Representatives to make several corrections in the engrossment of H.R. 1 (One Big Beautiful Bill Act).  Specifically, the corrections strike provisions from the bill that  make a conforming amendment to the Low-Income Home Energy Assistance Act; reauthorize, and extend funding for, the Department of Agriculture's biobased markets program (i.e., BioPreferred Program) through FY2031; provide funding to the Department of Defense (DOD) for various intelligence-related activities and equipment, including enhancements to military intelligence programs; provide funding to DOD for exportable low-cost cruise missiles; provide funding for DOD to convert Ohio-class submarine tubes to accept additional missiles; specify that revisions to a land use plan may not prevent or delay the Department of the Interior from leasing certain federal land for oil and natural gas development;  nullify the Bureau of Land Management’s Public Land Order No. 7917 for Withdrawal of Federal Lands; Cook, Lake, and Saint Louis Counties, MN that was published on January 31, 2023; reinstate certain hardrock mineral leases in the Superior National Forest in Minnesota;  increase the penalty for aiding and abetting the understatement of tax liability with respect to the employee retention tax credit (ERTC) by a COVID-ERTC promoter and make other changes related to the ERTC; and specify that provisions in the bill regarding certain Department of Health and Human Services regulations also apply to successor regulations.

Protecting Health Care for All Patients Act of 2025 This bill prohibits all federal health care programs, including the Federal Employees Health Benefits Program, and federally funded state health care programs (e.g., Medicaid) from using prices that are based on quality-adjusted life years (i.e., measures that discount the value of a life based on disability, age, or terminal illness) to determine relevant thresholds for coverage, reimbursements, or incentive programs. The Government Accountability Office must annually report on how the use of quality-adjusted life years negatively affects individuals with intellectual and developmental disabilities. The bill also reduces funding for the Prevention and Public Health Fund for FY2026-FY2031.

VA Mental Health Outreach and Engagement Act This bill requires the Department of Veterans Affairs (VA) to offer an annual mental health consultation to veterans who are receiving compensation for a service-connected disability relating to a mental health diagnosis. Additionally, the VA must conduct outreach regarding the availability of such consultations and other mental health services unless a veteran opts out of outreach. The bill requires the VA to utilize specified methods in its outreach efforts and to provide annual reports for the four years following the enactment of the bill regarding the outreach methods used to inform veterans about mental health consultations and services. The Government Accountability Office must report on the effect of this bill, including by reporting on the number of veterans who received mental health consultations and which outreach methods were most successful in reaching such veterans. The bill also extends certain higher loan fee rates through May 12, 2035, under the VA's home loan program. Such rates currently last through June 9, 2034.
