REIT Investment Diversification and Empowerment Act of 2007 - Amends Internal Revenue Code provisions relating to real estate investment trusts (REITs) to: (1) treat passive foreign exchange gains attributable to overseas real estate investment as qualifying REIT income; (2) increase from 20 to 25% the the maximum value of a REIT's total assets thay may be represented by securities of one or more taxable REIT subsidiaries; (3) revise safe harbor rules for the excise tax penalty on certain REIT sales activities; (4) treat rental payments made by a health care facility to a REIT as qualifying REIT income; and (5) treat income from, and interests in, foreign-qualified REITs as qualifying REIT income and assets.

Commends the Director of the National Institutes of Health (NIH) for working with leading scientists and researchers to organize the first-ever NIH conference on hydrocephalus (a neurological condition characterized by the abnormal buildup of cerebrospinal fluids in the ventricles of the brain). Urges the Director to continue the current collaboration with respect to hydrocephalus among national research institutes. Calls for: (1) further research into the epidemiology, pathophysiology, disease burden, and improved treatment of hydrocephalus; and (2) increased public awareness and professional education regarding hydrocephalus through partnerships between the federal government and patient advocacy organizations, such as the Hydrocephalus Association.

Rural Nursing Promotion Act - Requires the Secretary of Health and Human Services to establish a Nurse Distance Education Pilot Program through which grants may be awarded for activities to increase accessibility to nursing education in order to: (1) provide assistance to individuals in rural areas who want to study nursing to enable such individuals to receive appropriate nursing education; (2) promote the study of nursing at all educational levels; (3) establish additional slots for nursing students at existing nursing education programs; and (4) establish new nursing education programs at institutions of higher education. Directs the Secretary of Health and Human Services to: (1) report to Congress on the source of newly licensed nurses and physical therapists in each state; (2) contract with the National Academy of Sciences Institute of Medicine to determine the necessary level of federal investment under the Public Health Service Act to eliminate the domestic nursing and physical therapist shortage; and (3) collaborate with other agencies in working with the five countries from which the most nurses and physical therapists arrived to address health worker shortages caused by emigration. Amends the Immigration and Nationality Act to exempt aliens seeking U.S. entry to perform labor in shortage occupations from worldwide and per-country numerical limitations through September 30, 2017. Requires the Secretary of Homeland Security to provide for a process to review and make a determination upon a petition filed for immigrant status for such an alien within 30 days.

Arthritis Prevention, Control, and Cure Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services: (1) to develop and implement a National Arthritis Action Plan; and (2) acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct, support, and promote the coordination of arthritis and other rheumatic diseases research. Requires the Secretary to award grants to: (1) support arthritis-specific research projects at the Centers for Prevention Research by the CDC; (2) support state comprehensive arthritis control and prevention programs and public health surveillance, prevention, and control activities; and (3) assist in the implementation of a national strategy for arthritis control and prevention. Requires the Secretary to coordinate a national education and outreach program on arthritis and other rheumatic diseases. Requires the Secretary to establish an Arthritis and Rheumatic Diseases Interagency Coordinating Committee to: (1) improve coordination of federal research activities related to arthritis and rheumatic diseases; and (2) convene a summit to provide a detailed overview of such current federal research. Requires the Director of the National Institutes of Health (NIH) to expand and intensify juvenile arthritis research. Allows the Secretary, acting through the Director of the CDC, to award grants to support juvenile arthritis data collection. Requires the Secretary, acting through the Director of the CDC, to support the development of a National Juvenile Arthritis Patient Registry. Requires the Secretary to promote and support pediatric rheumatology training, including by allowing the Secretary to establish a loan repayment program. Requires the Comptroller General to conduct a study on the economic impact of arthritis in the workplace.

HIPAA Recreational Injury Technical Correction Act - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to prohibit a group health plan or health insurance issuer offering group health coverage from denying benefits or coverage otherwise provided under the plan for the treatment of an injury solely because it resulted from participation in a legal mode of transportation or recreational activity.

National Guard and Reserve Retirement Modernization Act - Amends federal law concerning receipt of retired pay for non-regular service to provide that, in the case of a member of the Ready Reserve who serves on active duty after September 11, 2001, in support of a contingency operation or in response to a national emergency, retirement eligibility age shall be reduced below 60 by three months for each aggregate of 90 days during which the member so performs in any fiscal year after such date. Prohibits such retirement eligibility date from being reduced below age 50. Continues age 60 as the minimum eligibility age for DOD-authorized health care for such retirees.

Critical Access to Health Information Technology Act of 2007 - Requires the Secretary of Health and Human Services to establish a program to award grants to states to increase access to health care in rural areas by improving health information technology. Requires a state that receives such a grant to designate a lead agency to: (1) administer the grant; (2) develop the state plan for use of grant funds; and (3) coordinate the expenditure of funds and provision of services under the grant with other federal and state health care programs. Directs the lead agency to award local grants on a competitive basis based on the extent to which an entity: (1) demonstrates a need to improve its health information reporting and health information technology; and (2) will serve a community with a significant low-income or other medically underserved population. Requires each grant recipient to be a government-owned or private nonprofit hospital located in a rural area. Requires the lead agency to annually report to the Secretary on: (1) the amounts received under the grant; (2) the amounts allocated to state grant recipients; and (3) the types of expenditures made by local grant recipients. Requires the Secretary to review and monitor state compliance with the requirements of this Act. Directs the Secretary to promulgate a final rule concerning the replacement of the International Statistical Classification of Diseases, 9th revision, Clinical Modification with the International Statistical Classification of Diseases and Related Health Problems, 10th revision, Clinical Modification and Clinical Modification Coding System. Authorizes the Secretary to adopt specified standards for electronic health care transactions that are recommended in relation to such replacements.

Family Smoking Prevention and Tobacco Control Act - Amends the Federal Food, Drug, and Cosmetic Act to provide for the regulation of tobacco products by the Secretary of Health and Human Services through the Food and Drug Administration, including through disclosure, annual registration, inspection, recordkeeping, and user fee requirements. Sets forth criteria by which tobacco products are deemed adulterated or misbranded. Allows the Secretary to require prior approval of all label statements. Allows the Secretary to restrict the sale or distribution of tobacco products, including advertising and promotion, if the Secretary determines that such regulation would be appropriate for the protection of the public health. Prohibits such regulations from: (1) limiting product sales or distribution to authorization of a practitioner licensed to prescribe medical products; (2) prohibiting product sales in face-to-face transactions by a specific category of retail outlets; or (3) establishing a minimum age greater than 18 years of age for product purchases. Prohibits cigarettes from containing any artificial or natural flavor (other than tobacco or menthol) or an herb or spice, including strawberry, cinnamon, or coffee. Requires the Secretary to establish tobacco product standards to protect the public health, but reserves to Congress the power to ban any tobacco products or reduce the nicotine level to zero. Allows the Secretary to take specified actions, including public notification and recall, against unreasonably harmful products. Requires premarket approval of all new tobacco products. Sets forth standards for the sale of modified risk tobacco products. Sets forth provisions regarding: (1) judicial review; (2) coordination with the Federal Trade Commission (FTC); (3) congressional review of regulations; and (4) state and local authority. Requires the Secretary to establish a Tobacco Products Scientific Advisory Committee. Amends the Federal Cigarette Labeling and Advertising Act to change cigarette warning label and advertising requirements. Amends the Comprehensive Smokeless Tobacco Health Education Act of 1986 to change smokeless tobacco warning label and advertising requirements.

National Breast and Cervical Cancer Early Detection Program Reauthorization Act of 2007 - Amends the Public Health Service Act to change from 2000 to 2020 the target year for achieving the objectives established by the Secretary of Health and Human Services for reductions in the rate of mortality from breast and cervical cancer in the United States for the committee coordinating Public Health Service activities. Directs the Secretary to establish a demonstration project which allows the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to waive, for two-year periods, requirements for awarding breast and cervical cancer grants that specify the percentage of grant funds to be spent on screening and referrals for medical treatments if certain requirements are met, including: (1) the state involved will use the waiver to leverage private funds to supplement screening and referral services or the application of such requirements would result in a barrier to the enrollment of women; and (2) the Secretary finds that granting such a waiver to a state will not adversely affect the quality of such services. Allows the Secretary to extend a waiver if the waiver requirements are and have been met. Requires the Secretary to include information on waivers as part of the evaluations of the activities carried out pursuant to breast and cervical cancer grants.

Access to Life-Saving Medicine Act - Amends the Public Health Service Act to establish a process for the approval of an abbreviated biological product application for products that contain the same or similar active ingredients as a previously licensed biological product (the reference product). Allows a person to file an abbreviated biological product application with the Secretary of Health and Human Services that includes: (1) data demonstrating that the product is comparable to or interchangeable with the reference product; (2) information to show that the conditions or conditions of use prescribed, recommended, or suggested in the labeling proposed for the biological product have been previously approved for the reference product; and (3) information to show that the route of administration, the dosage form, and the strength of the biological product are the same as those of the reference product. Sets forth conditions for approval of such an application by the Secretary. Allows an applicant to request that the Secretary make a determination as to the interchangeability of a comparable product and the reference product based on whether a product can be expected to produce the same clinical result as the reference product in any given patient. Provides market exclusivity to such an interchangeable product. Requires the Secretary to defer issuing a determination of interchangeability for a subsequent comparable biological product during the period of market exclusivity for a prior interchangeable comparable biological product. Requires the Secretary to establish requirements for the efficient review, approval, suspension, and revocation of comparable biological product applications. Sets forth provisions governing patent infringement claims against an applicant or prospective applicant for a comparable biological product license.

Allied Health Reinvestment Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to develop public service announcements to promote the allied health professions. Requires the Secretary to award grants to promote such professions by: (1) supporting relevant state and local campaigns; (2) increasing education opportunities; (3) carrying out programs to facilitate the entry of students into relevant careers; (4) expanding enrollment into such programs; (5) providing education through new technologies and methods; (6) enhancing the workforce through retention programs; (7) developing retention strategies; (8) expanding area health education centers to develop models of excellence for such professionals; and (9) developing clinical education, internship, and resident programs that encourage mentoring and the development of specialties. Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), to enter into agreements to establish faculty loan funds to increase the number of qualified allied health faculty. Requires the Secretary to: (1) provide scholarships to individuals seeking allied health education who agree to provide service in rural and other medically underserved areas with personnel shortages; (2) develop a system for collecting and analyzing workforce data to determine education pipeline and practitioner shortages and to project future needs for such a workforce; and (3) include allied health schools among the schools eligible to receive grants to support Centers of Excellence in health professions education for underrepresented minority individuals. Requires the Comptroller General to conduct an evaluation of whether this Act has demonstrably increased the number of allied health education program applicants.

Working Together for Rural Access to Mental Health and Wellness for Children and Seniors Act - Requires the Secretary of Health and Human Services to award grants to enable states to award grants for: (1) operating a mobile van outreach program under which a hospital and elementary or secondary schools provide mental health care services to students in a rural area; and (2) providing telemental health services to persons of all ages in a rural area. Requires the governor of a state to designate a lead agency to: (1) administer the state program under the grant; and (2) develop a state plan for the provision of mental health services in rural areas.

Safe Food Act of 2007 - Establishes the Food Safety Administration to administer and enforce food safety laws. Directs the Administrator of the Food Safety Administration to: (1) promulgate regulations to ensure the security of the food supply from all forms of contamination; (2) implement federal food safety inspection, enforcement, and research efforts to protect the public health; (3) develop consistent and science-based standards for safe food; and (4) prioritize federal food safety efforts and deployment of resources to achieve the greatest possible benefit in reducing food-borne illness. Transfers to the Administration all functions of specified federal agencies that relate to the administration or enforcement of food safety laws. Requires the Administrator to: (1) administer a national food safety program based on an analysis of the hazards associated with different food and the processing of different food; (2) establish standards for processors of food and food establishments; (3) establish a certification system for foreign governments or food establishments seeking to import food to the United States; (4) establish requirements for tracing food and food producing animals from point of origin to retail sale; (5) maintain an active surveillance system of food, food products, and epidemiological evidence; (6) establish a sampling system to monitor contaminants in food; (7) rank and analyze hazards in the food supply; (8) establish a national public education campaign on food safety; and (9) conduct research relating to food safety. Sets forth provisions regarding prohibited acts, administrative detention, condemnation, temporary holds, recall, penalties for violations of food safety laws, whistle blower protection, and civil actions.

Newborn Screening Saves Lives Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Associate Administrator of the Maternal and Child Health Bureau of the Health Resources and Services Administration (HRSA), to awards grants to eligible entities to: (1) provide education and training in newborn screening and congenital, genetic, and metabolic disorders to health care professionals and newborn screening laboratory personnel; (2) develop educational programs about newborn screening for parents, families, and patient advocacy and support groups; and (3) establish operate a system to assess and coordinate treatment relating to congenital, genetic, and metabolic disorders. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop a national contingency plan for newborn screening for use in the event of a public health emergency. Requires the Advisory Committee on Heritable Disorders in Newborns and Children to: (1) recommend a uniform screening panel for newborn screening programs that includes the heritable disorders for which all newborns should be screened; and (2) develop a model decision-matrix for newborn screening program expansion. Directs the Secretary to adopt or reject recommendations by the Advisory Committee. Requires the Secretary, acting through the Director of CDC, to: (1) provide for quality assurance for screening laboratories; (2) provide for population-based pilot testing for evaluating new screening tools; (3) collect, analyze, and make available data on certain heritable disorders; and (4) operate regional centers for the conduct of applied epidemiological research on the prevention of such disorders.

Military Health Care Protection Act - Expresses the sense of Congress that: (1) the Department of Defense (DOD) and the nation have a committed obligation to provide health benefits to retired military personnel that exceeds the obligation of corporate employers to their employees; (2) DOD has many additional options to constrain the growth of health care spending in ways that do not disadvantage retirees, and should pursue such options rather than seeking large fee increases for retirees and their dependents; and (3) any percentage increase in health care fees, deductibles, or copayments for retirees and their families, and for members of the Selected Reserve currently serving on active duty and their families, should not exceed the percentage increase in military retired pay or basic pay, respectively. Limits to the previous percentage increase in retired or basic pay the authorized annual fee increase under: (1) the DOD pharmacy benefits program; and (2) certain premiums and other charges under the TRICARE program (a DOD managed health care program). Prohibits: (1) charges for DOD inpatient care from exceeding $535 per day after March 31, 2006 (currently, during the period beginning on April 1, 2006, and ending on September 30, 2007); (2) charging an enrollment fee under the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS); and (3) a person from being denied a claim due to failure to enroll.

Promoting Lifelong Active Communities Every Day Act or the PLAY Every Day Act - Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop the Community Play Index to measure the policy, program, or environmental barriers in communities to participating in physical activity. Requires the Index to include: (1) measurements that examine barriers to physical activities across multiple settings; and (2) measurements to assist economically and culturally diverse communities in examining the social determinants of health. Requires the Secretary, acting through the Director, to award grants to state health departments for work in partnership with community-based coalitions to plan and implement model communities of play that: (1) increase the physical spaces and places available for physical activity; (2) increase the opportunities for children and families to participate in quality play and the number of children and families participating in quality play; and (3) increase knowledge and awareness about the importance of individuals achieving 60 minutes of recommended physical activity every day.

Women's Health Office Act of 2007 - Amends the Public Health Service Act to establish an Office on Women's Health within the Office of the Secretary of Health and Human Services. Requires the Secretary, acting through the Director of the Office, to establish: (1) a Department of Health and Human Services Coordinating Committee on Women's Health; and (2) a National Women's Health Information Center. Transfers the functions of the Office on Women's Health of the Public of Health Service to the Office on Women's Health within the Department of Health and Human Services (HHS). Amends the Public Health Service Act, the Social Security Act, and the Federal Food, Drug, and Cosmetic Act to establish separate Offices of Women's Health within the Office of the Director of the Centers for Disease Control and Prevention (CDC), the Office of the Administrator of the Health Resources and Services Administration (HRSA), and the Office of the Commissioner of the Food and Drug Administration (FDA), and an Office of Women's Health and Gender-Based Research within the Office of the Director of the Agency for Healthcare Research and Quality (AHRQ). Directs the lead officers of each Office of Women's Health to establish goals, provide information on women's health activities, and establish a Coordinating Committee on Women's Health within their respective agencies. Prohibits termination, reorganization, or transfers of powers and duties of any federal office of women's health or appointive position with primary responsibility over women's health issues without congressional approval.

Rural Health Services Preservation Act of 2007 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act to require Medicare Advantage organizations to provide for a payment rate for critical access hospital services and rural health clinic services that is: (1) at least the applicable payment rate established under Medicare part A (Hospital Insurance) or part B (Supplementary Medical Insurance) for such services; or (2) 103% of the otherwise applicable payment rate, if the critical access hospital or the rural health clinic determines appropriate .

Comprehensive Cancer Care Improvement Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to provide for coverage of comprehensive cancer care planning services to provide individuals diagnosed with cancer a plan that details all aspects of the care to be provided. Requires the Secretary of Health and Human Services to establish standards for such services. Directs the Secretary to conduct a two-year demonstration project under which Medicare payments will be made for comprehensive cancer care symptom management services furnished by an eligible entity in accordance with a described plan. Directs the Secretary to make grants to eligible entities to: (1) establish new, or expand existing, palliative care and symptom management programs for cancer patients; (2) improve the quality of graduate and postgraduate training of physicians, nurses, and other health care providers in palliative care and symptom management for such patients; and (3) improve the quality of continuing professional education provided to qualified individuals regarding palliative care and symptom management for cancer patients. Requires the Director of the National Institutes of Health (NIH) to establish a program of grants for research on palliative care, symptom management, communication skills, and other end-of-life topics for such patients.

Mynisha's Law - Authorizes any local or tribal government to submit an application to the Attorney General for designation as a Comprehensive Gang Prevention and Relief Area. Directs the Attorney General to: (1) establish criteria for reviewing such applications; and (2) establish an Interagency Gang Prevention Task Force. Directs the Task Force to: (1) coordinate government activities to create a comprehensive gang prevention response, focusing on early childhood intervention, at-risk youth intervention, literacy, employment, community policing, and comprehensive community-based programs such as Operation Cease Fire; (2) coordinate with local and regional gang prevention efforts; and (3) prioritize the needs of such Areas for funding under specified federal community assistance and grant programs.

Reducing the Need for Abortion and Supporting Parents Act - Requires the Secretary of Health and Human Services to make grants to provide education on preventing teen pregnancies. Provides for: (1) grants to prevent teen pregnancy; and (2) a national center for parents of adolescents to support parents in preventing teen pregnancy. Amends title XIX (Medicaid) of Social Security Act to expand coverage of family planning services. Sets forth requirements for primary care clinics that receive federal financial assistance and provide abortion services. Expands state options to provide health care coverage to low-income pregnant women. Title X Family Planning Services Act of 2007 - Authorizes appropriations for voluntary family planning projects. Amends the Public Health Service Act to prohibit individual health insurance coverage from excluding pregnancy as a preexisting condition. Provides for: (1) grants for ultrasound equipment and prenatal testing for pregnant women; and (2) programs to better identify and treat pregnant women and mothers who are victims of domestic violence, dating violence, sexual assault, or stalking. Allows the Secretary to make grants to public institutions of higher education to assist students who have decided to carry their pregnancies to term and parenting students in continuing their studies and graduating. Requires the Secretary to require that federally funded group homes for pregnant and parenting women provide, upon request, adoption counseling and counseling on parenting skills. Amends the Internal Revenue Code to: (1) increase the tax credit for adoption expenses; (2) make such tax credit refundable; and (3) increase the exclusion from gross income for employer-paid adoption expenses. Provides for: (1) education of teen and first-time mothers through home visits by registered nurses; and (2) the collection and reporting of abortion surveillance data.

Resident Physician Shortage Reduction Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to increase, over five cost reporting periods, the Medicare caps on the total number of full-time equivalent residents in the field of allopathic or osteopathic medicine (graduate medical education (GME) positions) for states with a shortage of residents. Requires the aggregate number of such increases for a state to be at least 15, but no more than the state resident cap increase.

Physician Pathology Services Continuity Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to require the Secretary of Health and Human Services, with regard to a laboratory-furnished technical component of certain physician pathology services, to treat such component as a service for which payment shall be made to the laboratory, and not as an inpatient hospital or hospital outpatient service for which payment is made to the hospital.

Project Bioshield Material Threats Act of 2007 - Amends the Public Health Service Act to require the Secretary of Homeland Security (the Secretary) to utilize existing risk assessments to assess current and emerging threats of chemical, biological, radiological, and nuclear agents and determine which of such agents present a material threat against the U.S. population sufficient to affect national security. Requires the Secretary to group such assessments to facilitate assessments by the Secretary of Health and Human Services on the availability and appropriateness of specific countermeasures to address more than one such agent or address adverse health consequences that are common to exposure to different agents. Requires the Secretary to complete assessments by December 31, 2007, for those agents known to the Secretary by the date of enactment of this Act that are capable of significantly affecting national security and to submit the results to Congress. Amends the Homeland Security Act of 2002 to reauthorize appropriations through FY2009 for the Secretary to carry out such terror threat assessments. Authorizes additional appropriations to enable the Secretary to meet the deadlines established under this Act.

Women's Health Office Act of 2007 - Amends the Public Health Service Act to establish an Office on Women's Health within the Office of the Secretary of Health and Human Services. Requires the Secretary, acting through the Director of the Office, to establish: (1) a Department of Health and Human Services Coordinating Committee on Women's Health; and (2) a National Women's Health Information Center. Transfers the functions of the Office on Women's Health of the Public of Health Service to the Office on Women's Health within the Department of Health and Human Services (HHS). Amends the Public Health Service Act, the Social Security Act, and the Federal Food, Drug, and Cosmetic Act to establish separate Offices of Women's Health within the Office of the Director of the Centers for Disease Control and Prevention (CDC), the Office of the Administrator of the Health Resources and Services Administration (HRSA), and the Office of the Commissioner of the Food and Drug Administration (FDA), and an Office of Women's Health and Gender-Based Research within the Office of the Director of the Agency for Healthcare Research and Quality (AHRQ). Directs the lead officers of each Office of Women's Health to establish goals, provide information on women's health activities, and establish a Coordinating Committee on Women's Health within their respective agencies. Prohibits termination, reorganization, or transfers of powers and duties of any federal office of women's health or appointive position with primary responsibility over women's health issues without congressional approval.

Safe Internet Pharmacy Act of 2007 - Amends the Federal Food, Drug, and Cosmetic Act to set forth the conditions under which a licensed Internet pharmacy may dispense or offer to dispense a prescription drug to a person in the United States. Requires an Internet pharmacy to: (1) maintain patient medication profiles; (2) ensure patient confidentiality; (3) offer interactive and meaningful consultation by a licensed pharmacist to the caregiver or patient; (4) establish a mechanism for patients to report errors and suspected and adverse drug reactions and for the pharmacy to document its response and report such information to the Food and Drug Administration (FDA); and (5) verify the validity of prescriptions. Allows an Internet pharmacy to dispense a prescription for a controlled substance only if the treating provider confirms the accuracy of the prescription by direct communication. Allows the Secretary of Health and Human Services to suspend or terminate the license of an Internet pharmacy. Directs the Board of Governors of the Federal Reserve System to promulgate regulations to establish policies and procedures that are reasonably designed to prevent the introduction or completion of restricted transactions with unlicensed Internet pharmacies into a designated payment system. Requires the Secretary to provide for a system to identify and report Internet pharmacy websites in violation of federal or state law. Prohibits: (1) the ownership or operation of an Internet pharmacy in violation of this Act; and (2) the representation by an Internet pharmacy that a prescription drug may be obtained without a prescription. Sets forth penalties for violations of this Act.

Community Health Workers Act of 2007 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to award grants to promote positive health behaviors for women and children in target populations, especially racial and ethnic minority women and children in medically underserved communities. Permits such funds to be used to support community health workers to: (1) educate, guide, and provide outreach regarding health problems among women and children, especially among racial and ethnic minority women and children; (2) educate, guide, and provide experiential learning opportunities that target behavioral risk factors, including poor nutrition and tobacco use; (3) educate and guide regarding effective strategies to promote positive health behaviors within the family; (4) educate and provide outreach regarding enrollment in health insurance; (5) promote community wellness and awareness; and (6) educate and refer target populations to appropriate health care agencies and community based programs and organizations. Requires the Secretary to give priority to experienced applicants who propose to target geographic areas: (1) with a high percentage of uninsured or underinsured residents who are eligible for health insurance; (2) with a high percentage of families for whom English is not their primary language; and (3) that encompass the United States-Mexico border region. Requires the Secretary to: (1) encourage community health worker programs to collaborate with academic institutions; and (2) establish guidelines for assuring the quality of the training and supervision of community health workers under programs funded under this Act and for assuring the cost-effectiveness of such programs.

Breast Cancer and Environmental Research Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH), to make grants to public or nonprofit private entities for the development and operation of centers to conduct multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer. Requires each such center to: (1) be known as a Breast Cancer and Environmental Research Center of Excellence; (2) include community organizations in the geographic area served by the center; (3) be formed from a consortium of cooperating institutions and community groups; and (4) be supported under this Act for a period of not more than five years, with additional periods allowed after review and recommendation. Requires the Secretary to establish a Breast Cancer and Environmental Research Panel to: (1) develop a comprehensive research strategy for centers; (2) make recommendations with respect to the mechanisms, peer review criteria, and allocations under this Act; (3) assist in the overall program evaluations; and (4) make recommendations for the dissemination of information on program process. Requires the Director of NIH to provide for coordination of information among, and an equitable geographical distribution of, centers.

Services for Ending Long-Term Homelessness Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Administrator of Substance Abuse and Mental Health Services Administration, to design national strategies for providing services in supportive housing that will assist in ending chronic homelessness and to implement programs that address chronic homelessness. Requires the Secretary to make matching grants to eligible entities to provide services that promote recovery and self-sufficiency and that address barriers to housing stability to chronically homeless individuals in, or who are scheduled to become residents of, permanent supportive housing and to other individuals and families who have voluntarily chosen to seek other housing opportunities after a period of tenancy in supportive housing. Directs the Secretary to require grantees to report data regarding the performance outcomes of projects carried out under this Act, which shall include measuring and reporting specific performance outcomes related to the long-term goals of: (1) increasing stability within the community for people who have been chronically homeless; and (2) decreasing recurrence of periods of homelessness.

School-Based Health Clinic Establishment Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to award grants for the cost of operating school-based health clinics (SBHCs) to provide comprehensive primary health services during school hours to children and adolescents by health professionals. Requires SBHCs to: (1) provide services to children and adolescents for whom parental or guardian consent has been obtained; (2) provide on-site access during the academic day when school is in session and 24-hour coverage through an on-call system and backup health providers to ensure access to services on a year-round basis when the school or SBHC is closed. Allows the Secretary to: (1) give preference to applicants who demonstrate an ability to serve populations of children and adolescents that have historically demonstrated difficulty in accessing health and mental health services; and (2) waive certain requirements under this Act for a designated period. Requires the Secretary to establish a program to provide technical and other assistance to SBHCs.

Medicare Quality Improvement Organization Modernization Act of 2007 - Amends title XI of the Social Security Act (SSA) to require utilization and quality control peer review organizations to offer quality improvement assistance to providers, practitioners, Medicare Advantage organizations under part C (Medicare+Choice) of title XVIII (Medicare), and prescription drug sponsors under part D (Voluntary Prescription Drug Benefit Program) of such title. Requires the organization to establish a Medicare quality accountability program. Revises requirements for the quality improvement program (QIO), including program administration, data disclosure, use of evaluation and competition, quality improvement funding, and qualifications for QIOs under part B (Peer Review) of SSA title XI. Amends SSA title XIX (Medicaid) to require state medical assitance plans to provide for an alternative quality improvement program.

Access to Life-Saving Medicine Act - Amends the Public Health Service Act to establish a process for the approval of an abbreviated biological product application for products that contain the same or similar active ingredients as a previously licensed biological product (the reference product). Allows a person to file an abbreviated biological product application with the Secretary of Health and Human Services that includes: (1) data demonstrating that the product is comparable to or interchangeable with the reference product; (2) information to show that the conditions or conditions of use prescribed, recommended, or suggested in the labeling proposed for the biological product have been previously approved for the reference product; and (3) information to show that the route of administration, the dosage form, and the strength of the biological product are the same as those of the reference product. Sets forth conditions for approval of such an application by the Secretary. Allows an applicant to request that the Secretary make a determination as to the interchangeability of a comparable product and the reference product based on whether a product can be expected to produce the same clinical result as the reference product in any given patient. Provides market exclusivity to such an interchangeable product. Requires the Secretary to defer issuing a determination of interchangeability for a subsequent comparable biological product during the period of market exclusivity for a prior interchangeable comparable biological product. Requires the Secretary to establish requirements for the efficient review, approval, suspension, and revocation of comparable biological product applications. Sets forth provisions governing patent infringement claims against an applicant or prospective applicant for a comparable biological product license.

Veterans Health Care Full Funding Act - Requires: (1) that in the President's budget for each fiscal year, amounts shall be requested for veterans health care programs for each two-year period; and (2) the Veterans Health Care Funding Review Board (established in this Act) to determine the level of funding needed for each period. Outlines the health care needs required to be included under the Board's determination. Establishes the Board. Protecting Children's Health in Schools Act of 2007 - Amends titles XIX (Medicaid) and XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to establish requirements for providing and receiving reimbursement for school-based health care for children, including children with special needs, and the related administrative and transportation costs covered under Medicaid. Requires the Comptroller General to study the drug approval process to ensure compliance with this Act. Requires the Secretary to require that all nonidentifiable patient safety work product reported to a patient safety database be stratified by sex. Requires the Secretary, acting through the Director of the Agency for Healthcare Research and Quality (AHRQ), to report to Congress concerning the quality of and access to care for women with heart disease, stroke, and other cardiovascular diseases. Provides for an educational campaign relating to heart disease, stroke, and cardiovascular diseases in women. Authorizes appropriations to enable the Director of the Centers for Disease Control and Prevention to implement Well-Integrated Screening and Evaluation for Women Across the Nation (WISEWOMAN) program projects in all states and territories.

Water Resources Planning and Modernization Act of 2007 - Directs: (1) the Water Resources Council to report to the President and Congress on U.S. vulnerability to damage from flooding and related storm damage, including the risks to human life and property and the comparative risks faced by different regions of the country; and (2) the Administration to submit a report responding to, and including proposals to implement, the Council's recommendations. Requires the Council: (1) to submit initial and followup reports to Congress containing a prioritized list of Corps of Engineers water resources projects, based on specified criteria; and (2) in coordination with the National Academy of Sciences, to propose revisions to the planning principles and guidelines, regulations, and circulars of the Corps to improve the process by which the Corps analyzes and evaluates projects. Includes as members of the Council the Secretary of Homeland Security and the Chairperson of the Council on Environmental Quality. Requires the Secretary to appoint in the Office of the Secretary a Director of Independent Review. Subjects projects meeting specified guidelines concerning cost, state interest, adverse impact, or controversy to review by an independent panel of experts, including to ensure public health, safety, and welfare. Requires the Secretary, to mitigate losses to flood damage reduction capabilities and fish and wildlife resulting from a water resources project, to ensure that mitigation for each project fully complies with the mitigation standards and policies established by each state in which the project is located. Sets forth mitigation plan requirements. Directs the Secretary to establish a mitigation tracking system.

National Defense Authorization Act for Fiscal Year 2008 - Authorizes appropriations for the Department of Defense (DOD) for FY2008 for military operations and military construction. Authorizes appropriations to DOD for: (1) procurement, including aircraft, missiles, weapons and tracked combat vehicles, ammunition, shipbuilding and conversion, and other procurement; (2) the Rapid Acquisition Fund and the Joint Improvised Explosive Device Defeat Fund; (3) research, development, test, and evaluation, including ballistic missile defense; (4) operation and maintenance, including defense working capital funds, the defense health program, chemical agents and munitions destruction, and environmental restoration; (5) active and reserve military personnel, including end strengths; and (6) increased costs due to the Global War on Terror for military activities and military construction. Sets forth provisions or requirements concerning: (1) active and reserve military personnel, including officer personnel policy; (2) military education and training, including military justice and defense dependents' education; (3) military pay and allowances; (4) retired pay and survivor benefits, including Survivor Benefit Plan (SBP) matters; (5) military health care; (6) acquisition policy and management; (7) DOD organization and management, including intelligence-related matters; (8) financial, counterdrug, and homeland security matters; (9) civilian personnel matters; and (10) matters relating to other nations, including nonproliferation.
