Limits such research to stem cells that meet the following ethical requirements: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics for the purpose of fertility treatment and were in excess of the needs of the individuals seeking such treatment; (2) the embryos would never be implanted in a woman and would otherwise be discarded; and (3) such individuals donate the embryos with written informed consent and receive no financial or other inducements.

Access to Affordable Health Care Act

Access to Affordable Health Care Act - Amends the Internal Revenue Code to allow: (1) tax credits to small businesses for qualified employee health insurance expenses; (2) tax credits for qualified health insurance; (3) deductions for long-term care premiums; and (4) tax credits for individuals with long-term care needs. Requires the Secretary of Labor to award grants to states to assist in planning, developing, and operating qualified small employer purchasing groups for health insurance. Directs the Small Business Administration to award grants to states, local governments, and nonprofit organizations to provide health insurance information to small employers. Requires the Secretary of Health and Human Services (the Secretary) to award demonstration grants for states to demonstrate the effectiveness of innovative ways to increase access to health insurance. Amends title XXI (State Children's Health Insurance Program) (SCHIP) to: (1) establish a special rule for redistribution of unspent FY2004 allotments; and (2) provide for additional allotments to eliminate FY2007 funding shortfalls remaining after redistribution of unspent FY2004 allotments. Renames such title the FamilyCare program and allows states to extend coverage to qualified children, parents, and pregnant women. Allows states to simplify the qualification and enrollment requirements. Requires the Secretary to provide for improved outreach and enrollment in government programs for eligible children and homeless individuals and families. Expresses the sense of the Senate that appropriations for consolidated health centers and the National Health Service Corps should be doubled over the next five fiscal years. Requires the Secretary to: (1) award grants to states for the promotion of healthy lifestyles and for the establishment and operation of worksite wellness programs for small employers and their employees; (2) expand comprehensive school health education programs; and (3) establish demonstration projects related to providing low-cost, high-quality health care and attracting educators and clinical practitioners to underserved areas.

Kids Come First Act of 2007 - Amends title XIX of the Social Security Act (SSA) to give states the option to receive 100% Federal Medicaid Assistance Percentages (FMAPs) for medical assistance for children in poverty in exchange for expanded coverage of children in working poor families under Medicaid (SSA title XIX) or SCHIP (SSA title XXI (State Children's Health Insurance)). Eliminates the cap on SCHIP funding for states that expand eligibility for children. Gives states the option to: (1) provide wrap-around SCHIP coverage to children who have other health coverage; (2) enroll low-income children of state employees in SCHIP; (3) provide optional coverage of legal immigrant children under Medicaid and SCHIP; and (4) provide for passive renewal of eligibility for children under Medicaid and SCHIP. Amends the Internal Revenue Code to provide for: (1) a refundable income tax credit for health insurance coverage of children; and (2) forfeiture of the personal tax exemption for any child not covered by health insurance. Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to require group market health insurers to offer a dependent coverage option for workers and other individuals with children. Amends the Internal Revenue Code to provide for partial repeal of rate reduction in the highest income tax bracket.

Requires the Secretary to: (1) provide guidance concerning the next steps required for additional research; (2) prioritize research with the greatest potential for near-term clinical benefit; and (3) take into account techniques outlined by the President's Council on Bioethics and any other appropriate techniques and research.

Preserving Medicare for All Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to repeal the prohibition against interference by the Secretary of Health and Human Services with the negotiations between drug manufacturers and pharmacies and prescription drug plan sponsors. Grants the Secretary authority to negotiate contracts with manufacturers of covered part D drugs in order to ensure that beneficiaries enrolled under prescription drug plans and Medicare Advantage Prescription Drug Plans (MA-PD plans) pay the lowest possible price. Allows the Medicare part D eligible individual an alternative to the current choice of coverage in at least two qualifying plans in the area in which the individual resides. Allows such an individual to choose enrollment in a nationwide prescription drug plan offered by the Secretary (to replace enrollment in a fallback prescription drug plan in any case in which such plans are not available). Directs the Secretary, through the Administrator of the Centers for Medicare & Medicaid Services, to: (1) take necessary steps to qualify and serve as a prescription drug plan sponsor; and (2) offer a prescription drug plan that offers basic prescription drug coverage throughout the United States, with a $35 premium for 2008, adjusted annually thereafter. Requires such a plan to be in addition to, and not in lieu of, other prescription drug plans offered. Provides for full reimbursement to employers for the cost of qualified retiree drug coverage, and permits their costs to count towards senior's catastrophic limits. Abolishes the comparative cost adjustment program. Eliminates the MA Regional Plan Stabilization Fund. Repeals certain cost containment requirements. Amends SSA title XVIII to provide for the removal of exclusion of benzodiazepines from required coverage under the Medicare prescription drug program.

Citizen Petition Fairness and Accuracy Act of 2007 - Amends the Federal Food, Drug, and Cosmetic Act to require that any citizen petition or request for stay of action related to an abbreviated new drug application include a statement that to the petitioner's best knowledge and belief, the petition: (1) includes all information and views on which the petitioner relies; (2) is well grounded in fact and is warranted by law; (3) is not submitted for an improper purpose; and (4) does not contain a materially false, misleading, or fraudulent statement. Requires the Secretary of Health and Human Services to investigate any petition that does not comply with such requirements. Allows the Secretary to impose penalties for knowingly and willfully submitting a petition for an improper purpose or that contains a materially false, misleading or fraudulent statement. Provides that such penalties may include: (1) imposition of a civil penalty; (2) suspension or revocation of the petitioner's authority to submit such a petition; and (3) dismissal of the petition. Requires the Secretary to refer such a violative petition to the Federal Trade Commission (FTC) for further action. Sets forth the factors that the Secretary shall consider in taking an enforcement action or determining the penalty. Permits any person aggrieved by a petition that may contain violations to submit a request, with a certification of good faith, for the Secretary to initiate an investigation. Subjects such person to civil penalties for knowing and intentional submission of a violative request. Requires the Secretary to take final agency action on such a petition within six months. Prohibits the Secretary from extending the review period for any reason.

Sets forth as the purpose of the program the reduction of child and youth morbidity and mortality by supporting improvements in the quality of all emergency medical care children receive. Requires the Secretary to support emergency medical services for children by supporting projects that: (1) develop and present scientific evidence; (2) promote existing innovative technologies appropriate for the care of children; and (3) provide information on health outcomes and effectiveness and cost-effectiveness. Directs that such program: (1) strive to enhance the pediatric capability of emergency medical service systems; and (2) be coordinated with all research, evaluations, and awards undertaken by the federal government related to emergency medical services for children.

Applies such prohibitions to coverage offered in the individual market. Emergency Contraception Education Act of 2007 - Directs the Secretary of Health and Human Services to develop and disseminate information on emergency contraception to the public and to health care providers. Compassionate Assistance for Rape Emergencies Act of 2007 - Requires hospitals, as a condition of receiving federal funds, to offer and to provide, upon request, emergency contraception to victims of sexual assault. At-Risk Communities Teen Pregnancy Prevention Act of 2007 - Authorizes the Secretary to award grants for teenage pregnancy prevention programs. Requires the Secretary to award grants for teenage pregnancy prevention research. Truth in Contraception Act of 2007 - Requires that any information concerning the use of a contraceptive provided through specified federally funded education programs be medically accurate and include health benefits and failure rates. Unintended Pregnancy Reduction Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to expand Medicaid's coverage of family planning services. Responsible Education About Life Act of 2007 - Requires the Secretary to make grants to states for family life education, including education on abstinence and contraception, to prevent teenage pregnancy and sexually transmitted diseases.

Includes as eligible individuals firefighters, police officers, paramedics, workers, volunteers, residents, and any other individual who worked at Ground Zero, Fresh Kills (recovery site on Staten Island), or the Pentagon or lived or worked in the vicinity of such areas, whose health has deteriorated as a result of the attacks, and who has been evaluated by a physician or mental health professional for 9/11-related health conditions and needs treatment for such conditions. Sets the order of priority for individuals covered under this Act.

Healthy Students Act of 2007 - Amends the Richard B. Russell National School Lunch Act to require the Director of the Centers for Disease Control and Prevention to establish a Commission to Improve School Meals composed of nutrition and children's health experts tasked with developing new nutritional standards for the School Lunch, Summer Food Service, Child and Adult Care Food, and School Breakfast programs. Requires such standards to ban foods of minimal nutritional value. Provides for the adjustment of program payment rates to compensate for compliance with such standards. Repeals the current requirement that the Secretary of Agriculture (Secretary) issue guidance to states and school food authorities to increase the consumption of foods and food ingredients recommended in the most recent Dietary Guidelines for Americans. Requires the Secretary to establish a pilot program providing grants to school districts or nonprofit organizations for use in promoting healthy food alternatives under the School Lunch and School Breakfast programs. Directs the Secretary of Education to award competitive grants to elementary and secondary schools for Healthy Hour pilot programs which increase each school day by an hour that is exclusively devoted to physical activity. Amends the Public Health Service Act to establish a student loan forgiveness program for nurses who agree to employment as full-time nurses in elementary or secondary schools for three complete school years. Amends the Internal Revenue Code to allow corporations a tax deduction for the charitable contribution to a private foundation of exercise or gymnasium equipment for use by elementary and secondary school students.

Working Americans Growing the Economy (WAGE) Act of 2007 - Amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage to: (1) $5.85 an hour, beginning on the 60th day after enactment of this Act; (2) $6.55 an hour, beginning 12 months after that 60th day; and (3) $7.25 an hour, beginning 24 months after that 60th day. States that, if an employer provides an employee with health care or child care benefits of at least $2,500 per year, the applicable minimum wage rate paid to such employee shall be: (1) $5.15 an hour, beginning on the 60th day after enactment of this Act; (2) $5.55 an hour, beginning 12 months after that 60th day; and (3) $6.25 an hour, beginning 24 months after that 60th day. Requires the Secretary of Labor to: (1) define the categories of health care benefits and child care benefits which qualify an employer to pay the latter rates; and (2) establish a method for determining the value of such benefits.

Breast Cancer Patient Protect Action of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group health plan or a health issuer offering group health insurance coverage that provides medical and surgical benefits to ensure that inpatient (and in the case of a lumpectomy, outpatient) coverage and radiation therapy are provided for breast cancer treatment. Prohibits such a plan or issuer from: (1) restricting benefits for any hospital length of stay to less than 48 hours in connection with a mastectomy or breast conserving surgery or 24 hours in connection with a lymph node dissection; or (2) requiring that a provider obtain authorization from the plan or issuer for prescribing any such length of stay. Requires such a plan or issuer to: (1) provide notice to each participant and beneficiary regarding the coverage required under this Act; and (2) ensure that full coverage is provided for secondary consultations by specialists in the appropriate medical fields to confirm or refute a diagnosis of cancer. Applies such requirements to health insurance issuers offering coverage in the individual market.

Informed Choice Act - Allows the Secretary of Health and Human Services to make grants to nonprofit community based pregnancy help medical clinics for the purchase of ultrasound equipment. Requires each grantee to: (1) provide free ultrasound examinations to pregnant women; (2) show the visual image of the fetus from the ultrasound examination to each pregnant woman with a general anatomical and physiological description of the fetus; (3) give each pregnant woman the approximate age of the embryo or fetus; (4) provide information on abortion and alternatives to abortion, such as childbirth and adoption, and information concerning public and private agencies that will assist in those alternatives; and (5) obtain medical malpractice insurance. Limits each grant to the lesser of 50% of the purchase price of the ultrasound machine involved or $20,000.

Prescription Drug Affordability Act - Amends the Internal Revenue Code to allow a nonrefundable tax credit for 80 percent of the amount paid for a prescribed drug during the taxable year (and not compensated for by insurance or otherwise) by a taxpayer who has attained social security retirement age. Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to repeal provisions restricting the importation of prescription drugs. Allows a person who meets applicable legal requirements to be an importer of prescription drugs upon application to the Secretary of Health and Human Services. Requires the Secretary to approve such an application if the drug meets all FFDCA requirements for admission into the United States, including that the drug has been approved by the Food and Drug Administration (FDA) and is not adulterated or misbranded. Prohibits the Secretary from taking any action against any of the persons involved with the interstate sale of a prescription drug through an Internet site if: (1) the sale was made in compliance with applicable Federal and State laws; and (2) accurate information regarding compliance with such laws is posted on the Internet site.

Requires coverage of routine immunizations without deductibles, coinsurance, or other cost-sharing in accordance with the most recent version of the Recommended Childhood Immunization Schedule issued by the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention (CDC). Applies such requirement to coverage offered in the individual market. Requires the Secretary of Health and Human Services and the Secretary of Labor to ensure that: (1) such requirement has the same effect at all times; and (2) such Secretaries have a coordinated enforcement strategy.

Directs the Secretary to periodically review the performance of Department health-care facilities in meeting such standards. Authorizes the Secretary to contract for health care services in non-Department facilities in a case in which the Secretary is unable to meet access standards. Prohibits such contracting-out with respect to a Department geographic service area that has a compliance rate in meeting such standards of 90 percent or more. Requires quarterly reports from the Secretary to the congressional veterans' committees on the Department's experience with respect to waiting times.
