PFAS–Free Procurement Act of 2025 This bill prohibits an executive agency from renewing or entering into a contract for the procurement of covered items that contain perfluorooctane sulfonate (PFOS) or perfluorooctanoic acid (PFOA). Under the bill, covered items means (1) nonstick cookware and cooking utensils; and (2) furniture, carpet, and any rug treated with stain-resistant coating. Both PFOS and PFOA are types of per- and polyfluoroalkyl substances, commonly known as PFAS. PFAS are man-made and may have adverse human health effects. The bill also specifies that agencies must prioritize the procurement of covered items that do not contain PFAS.

Equality Act This bill prohibits discrimination based on sex, sexual orientation, or gender identity with respect to businesses, employment, housing, federally funded programs, and other settings. Specifically, the bill expands Title II and Title VI of the Civil Rights Act of 1964 to prohibit public accommodations and federally funded programs, respectively, from discriminating based on sex, sexual orientation, or gender identity. It also includes stores, transit services, recreational facilities, and establishments that provide health care, accounting, or legal services as public accommodations under Title II. The bill also expands Title IV (desegregation of public schools) and Title VII (employment discrimination) to specifically include sexual orientation and gender identity. (The Supreme Court held in Bostock v. Clayton County that Title VII's prohibition of employment discrimination based on sex also prohibits employment discrimination based on sexual orientation or gender identity.) The bill similarly expands the Fair Housing Act (discrimination in public and private housing) to include sexual orientation and gender identity. It also prohibits discrimination based on sexual orientation or gender identity by creditors and with respect to jury selection. The bill defines sex for purposes of the aforementioned provisions to include sex stereotypes, pregnancy, childbirth, sexual orientation, gender identity, and sex characteristics.

Medicare for All Act This bill establishes a national health insurance program that is administered by the Department of Health and Human Services (HHS). Among other requirements, the program must (1) cover all U.S. residents; (2) provide for automatic enrollment of individuals upon birth or residency in the United States; and (3) cover items and services that are medically necessary or appropriate to maintain health or to diagnose, treat, or rehabilitate a health condition, including hospital services, prescription drugs, mental health and substance abuse treatment, dental and vision services, home- and community-based long-term care, gender affirming care, and reproductive care, including contraception and abortions. The bill prohibits cost-sharing (e.g., deductibles, coinsurance, and copayments) and other charges for covered services, with the exception of prescription drugs. Additionally, private health insurers and employers may only offer coverage that is supplemental to, and not duplicative of, benefits provided under the program. Health insurance exchanges and specified federal health programs terminate upon program implementation. However, the program does not affect coverage provided through the Department of Veterans Affairs, TRICARE, or the Indian Health Service. Additionally, state Medicaid programs must cover certain institutional long-term care services. The bill also establishes a series of implementing provisions relating to (1) health care provider participation; (2) HHS administration; and (3) payments and costs, including the requirement that HHS negotiate prices for prescription drugs and establish a formulary. Individuals who are age 18 or younger may enroll in the program starting one year after enactment of this bill; other individuals may buy into a transitional plan or an expanded Medicare program at this time, depending on age. The bill's program must be fully implemented four years after enactment.

Agriculture Resilience Act of 2025 This bill establishes, expands, and revises multiple programs and activities of the Department of Agriculture (USDA) primarily to reduce carbon emissions from the agricultural sector. Specifically, USDA must finalize and implement a plan to achieve net-zero emissions from the sector by 2040. USDA must periodically review and revise the plan, as necessary, and annually report on its implementation. Additionally, the bill expands the scope of various USDA research, extension, and education programs; conservation programs; and livestock programs to incorporate climate change mitigation and adaptation. Expanded activities include efforts to improve soil health and preserve farmland and grassland. Further, the bill changes programs that support renewable energy in rural areas to address carbon emissions in the agricultural sector. Among these changes, the bill provides statutory authority for the AgSTAR program for reducing methane emissions from livestock waste and requires the program to be moved from the Environmental Protection Agency to USDA. The bill also addresses food waste, for example, by (1) standardizing the voluntary labels used by food producers to indicate the date by which food should be used or discarded, and (2) making composting activities eligible for support through USDA conservation programs. Moreover, the bill establishes grants to reduce and prevent food waste in landfills and in schools.

Strengthening Local Processing Act of 2025 This bill revises provisions related to meat and poultry processing establishments, including by establishing grants and a database to assist smaller establishments (i.e., at least 10 but fewer than 500 employees) and very small establishments (i.e., fewer than 10 employees or annual sales of less than $2.5 million). For example, the Department of Agriculture (USDA) must establish a searchable database of peer-reviewed validation studies for use in developing Hazard Analysis and Critical Control Points plans for smaller and very small establishments. The bill increases the maximum federal cost shares for (1) state meat and poultry inspection programs (from 50% to 65%), and (2) the Cooperative Interstate Shipment (CIS) program (from 60% to 80%). The CIS program allows state-inspected facilities to operate as federally-inspected facilities and ship their products in interstate commerce and internationally. Additionally, USDA must conduct outreach to states that have meat and poultry inspection programs, but do not participate in the CIS program. The bill also allows certain establishments with up to 50 employees (currently up to 25 employees) to participate in the program. USDA must also award grants to increase resiliency and diversification of the meat processing system, including activities that support (1) the health and safety of meat and poultry plant employees, suppliers, and customers; (2) increased processing capacity; and (3) the resilience of the small meat and poultry processing sector. Further, the bill establishes a grant program for meat and poultry processing career training programs, including structured apprenticeships.

Medicaid Empowerment Act of 2025 This bill allows state Medicaid programs to renew home- and community-based services waivers (also known as Section 1915(c) waivers) in 10-year periods. Currently, these waivers may be extended in five-year periods; waivers allow state Medicaid programs to cover long-term care services that are provided in home or community settings rather than in institutional settings.

Safe American Food Exports Act of 2025 or the SAFE Act of 2025 This bill provides statutory authority for the Department of Agriculture to preemptively negotiate regional export ban agreements for known animal disease threats that apply only to areas affected by animal disease outbreaks to enable the continuation of exports from areas not affected by an outbreak. The Animal and Plant Health Inspection Service, the Food Safety and Inspection Service, and the Foreign Agricultural Service, in consultation with the Office of the U.S. Trade Representative, may negotiate the regionalization, zoning, compartmentalization, and other agreements regarding outbreaks of known animal disease threats of trade significance with countries with export markets for livestock animals or animal products from the United States. The bill also specifies that such a negotiation should take into account accepted global research advances.

Protecting America's Workers Act This bill expands the coverage of requirements governing workplace safety and health to include protection for federal, state, and local government employees. However, the bill does not cover working conditions otherwise covered by federal requirements for mine safety and health. The bill revises requirements governing worker protection, including by expanding protections for whistle-blowers, such as protections for employees who refuse to perform work because they reasonably believe the work would result in serious injury or illness and for employees who aid inspections; directing employers to furnish a hazard-free place of employment to all individuals performing work, not just employees; directing employers to report work-related deaths or certain injuries, illnesses, or hospitalizations; establishing rights for victims, or representatives of victims, with respect to inspections or investigations of work-related bodily injuries or deaths; and setting the permitted period for employers to correct serious, willful, or repeated violations while citations for the violations are being contested. The bill also revises enforcement and oversight of workplace safety, including by increasing civil and criminal penalties for certain violations, requiring the Department of Labor to investigate fatalities or significant incidents in the workplace, expanding enforcement requirements relating to state occupational safety and health plans, expanding requirements for workplace health hazard evaluations by the National Institute for Occupational Safety and Health, and requiring Labor to provide training programs concerning employee rights and employer responsibilities.

Empowering Patient Choice of Medical Care Act This bill prohibits the Centers for Medicare & Medicaid Services from refusing to designate a service as a covered hospital outpatient service under Medicare based solely on its determination that the service can only be furnished in an inpatient setting.

Preventing Hospital Overbilling of Medicare Act This bill repeals certain exceptions to site-neutral payments with respect to Medicare payments to an off-campus outpatient department of a health care provider. It also requires providers to use separate, unique health identifiers when submitting a claim to a health insurance issuer for services provided at an off-campus outpatient department.

Restoring Rights of Physicians to Own Hospitals Act This bill repeals provisions under the Stark law (i.e., the Physician Self-Referral Law) that require rural providers and physician-owned hospitals to meet certain additional criteria in order to be excepted under the Stark law. Specifically, the bill repeals provisions that require hospitals to meet the following criteria: the hospital had physician ownership or investment and a Medicare provider agreement as of December 31, 2010; the hospital does not expand the number of operating rooms, procedure rooms, or beds beyond the number in existence as of March 23, 2010, with limited exceptions; the hospital discloses certain information regarding physician ownership and investments to patients, the public, and the Centers for Medicare & Medicaid Services; the hospital does not offer certain financial opportunities, and the percentage of ownership or investments does not exceed that in effect as of March 23, 2010; the hospital discloses certain information to patients relating to the availability of physicians and makes alternative arrangements when necessary; and the hospital was not converted from an ambulatory surgical center on or after March 23, 2010.

Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2025 This bill reauthorizes certain programs and activities that promote awareness of human trafficking and support victims. The bill also establishes a new program to support victims of trafficking. Specifically, this bill reauthorizes through FY2029 programs and activities at the Department of Health and Human Services (HHS) to promote awareness of trafficking and strengthen services for victims, including the National Human Trafficking Hotline and cybersecurity and public education campaigns; Department of Justice grants to support trafficking victims inside the United States, including amounts for housing assistance grants; and International Megan’s Law, which requires sex offenders to provide certain information about their intended travel outside of the United States, among other provisions. The bill also authorizes HHS to carry out a new program—the Human Trafficking Survivors Employment and Education Program—to help victims of trafficking integrate or reintegrate into society.

Supplemental Oxygen Access Reform Act of 2025 or the SOAR Act of 2025 This bill establishes certain requirements with respect to the payment and provision of supplemental oxygen and related services under Medicare. For example, the bill provides for separate payments, indexed to inflation, of oxygen and related equipment, supplies, and services under Medicare (rather than under the competitive acquisition program). It also specifically covers services that are provided by respiratory therapists under Medicare and provides for an additional payment adjustment for these services. Additionally, the bill (1) requires the Centers for Medicare & Medicaid Services to develop an electronic template for providers to use when prescribing oxygen and related equipment, supplies, and services; and (2) establishes certain rights for beneficiaries receiving these items and services, such as the right to choose their suppliers and to receive clear communications and be informed about the services provided.

Anyone But China Safe Drug Act or the ABC Safe Drug Act This bill restricts federal health care programs from purchasing drugs with active ingredients manufactured in China and provides tax incentives for the purchase of certain pharmaceutical and device manufacturing property for use in the United States. The bill phases in restrictions on federal health care programs’ purchase of drugs. By January 1, 2030, federal health care programs may not purchase any drug that contains active ingredients from China or countries that do not meet the health and safety standards of the Food and Drug Administration. The Department of Health and Human Services may issue a waiver for an agency or program that is unable to meet this requirement; this waiver authority expires in 2031. The bill also requires all drugs to be labeled with the country of origin of each active ingredient in the drug. Drugs that are not labeled with this information are deemed misbranded. Finally, the bill allows 100% tax expensing for qualified pharmaceutical and medical device manufacturing property placed in service between 2025 and 2030. Qualified pharmaceutical and medical device manufacturing property is any tangible property placed in service in the United States as part of the construction or expansion of property for the manufacture of drugs or devices.
