Expanding Medical Education Act of 2020 This bill permits the Health Resources and Services Administration (HRSA) to award matching grants to institutions of higher education to establish medical schools in underserved areas (i.e., areas with populations of more than 1 million and no medical schools). HRSA must prioritize awards that (1) establish medical schools in areas with fewer than 200 actively practicing physicians per 100,000 residents, and (2) emphasize care for diverse and underserved populations in the curriculum. Among other purposes, grant funds may be used for constructing facilities, hiring faculty and staff, and recruiting medical students.

Treatment and Relief through Emerging and Accessible Therapy for PTSD Act or the TREAT PTSD Act This bill requires the Department of Veterans Affairs (VA) to furnish stellate ganglion block to certain veterans diagnosed with post-traumatic stress disorder (PTSD). Blocking the stellate ganglion (a group of nerves at the base of the neck) by injecting a local anesthetic is a treatment that may alleviate PTSD symptoms. The bill authorizes this treatment for any veteran who (1) is enrolled in the VA health care system, (2) has been diagnosed with PTSD, and (3) has elected to receive stellate ganglion block after being informed by a physician of the risks and benefits.

Michael Lecik Military Firefighters Protection Act This bill establishes a presumption of service-connection for specified diseases becoming manifest in certain veterans to a degree of disability of 10% or more within 15 years of the veteran's separation from active military, naval, or air service. Under a presumption of service-connection, specific diseases or disabilities diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Veterans addressed by this bill are those who (1) trained in fire suppression, and (2) served on active duty in a military occupational specialty or career field with a primary responsibility of firefighting or damage control for at least five years in the aggregate.

Adoption Information Act This bill requires family planning service projects or programs that receive certain federal grants or contracts to provide individuals who inquire about their services with specified information related to adoption centers in their state. Data Mapping to Save Moms' Lives Act This bill directs the Federal Communications Commission (FCC) to include data on certain maternal health outcomes in its broadband health mapping tool (an online platform that allows users to visualize, overlay, and analyze broadband and health data at national, state, and county levels). The FCC must consult with the Centers for Disease Control and Prevention to determine which maternal health outcomes should be incorporated.

Synthetic Opioid Danger Awareness Act This bill requires several federal agencies to provide education and training related to synthetic opioids, including fentanyl and its analogues. Specifically, the Centers for Disease Control and Prevention must launch a public education campaign on the dangers of synthetic opioids and related issues, and the National Institute for Occupational Safety and Health (NIOSH) must produce training materials to prevent exposure to synthetic opioids for first responders and others who are at high risk of such exposure. In addition, the Substance Abuse and Mental Health Services Administration must disseminate the NIOSH training to ambulance transport personnel, local sheriff deputies, and other first responders and individuals in high-risk occupations.

FDA Accountability for Public Safety Act This bill establishes additional procedures related to the market approval process for opioids. Under the bill, a Food and Drug Administration (FDA) advisory committee must make recommendations regarding supplemental applications for opioids. Current law requires only that an FDA committee make recommendations on new drug applications. The bill specifies that only the Commissioner of Food and Drugs may approve an opioid-related application against the recommendation of the committee. If the Commissioner approves such an application against a committee recommendation, the Commissioner must submit a report to Congress that includes (1) the evidence regarding patient safety that supports the Commissioner's decision, and (2) a disclosure of any potential conflicts of interest of FDA officials involved in the decision. The Commissioner must also testify before Congress regarding the decision, upon request. The drug in question may not be sold until the Commissioner has submitted the required report.

Solutions Not Stigmas Act of 2019 This bill permits the Health Resources and Services Administration to establish a grant program for health professional schools or training programs to develop curricula in substance use disorder treatment or chronic pain education. Among other issues, the curricula must address (1) the reduction of stigma and bias associated with substance use and chronic pain, (2) prevention and early intervention for unhealthy substance use, and (3) best practices for prescribing addictive substances.

Access to Breast Cancer Diagnosis Act of 2020 This bill prohibits private health insurance plans from imposing higher cost-sharing requirements on breast cancer diagnostic examinations than initial breast cancer screening examinations. Diagnostic examinations are generally required after an initial screening detects an abnormality and typically require additional mammogram images (e.g., x-rays).

Improving Mental Health Care for Veterans Act of 2020 This bill requires the Department of Veterans Affairs (VA) to complete the development of a clinical practice guideline or guidelines for the treatment of serious mental illness. Under the bill, such guidelines must address the treatment of schizophrenia, schizoaffective disorder, and persistent mood disorder (including bipolar disorder I and II). The VA must establish the Serious Mental Illness Work Group with the Department of Defense and the Department of Health and Human Services to develop such clinical practice guideline or guidelines. Finally, the VA must complete an assessment of the 2016 Clinical Practice Guidelines for the Management of Major Depressive Disorders to determine if an update is necessary.

Regulatory Accountability Act This bill expands and provides statutory authority for notice-and-comment rulemaking procedures to require federal agencies to consider (1) whether a rulemaking is required by statute or is within the discretion of the agency, (2) whether existing laws or rules could be amended or rescinded to address the problem, and (3) reasonable alternatives to a new rule. For proposed major or high-impact rules that have a specified significant economic impact or adverse effect on the public health or safety, an agency must publish notice of such rulemaking to invite interested parties to propose alternatives and ideas to accomplish the agency's objectives; allow persons interested in high-impact or certain major rules to petition for a public hearing with oral presentation, cross-examination, and the burden of proof on the proponent of the rule; adopt the rule that maximizes net benefits within the scope of the statutory provision authorizing the rule, unless the agency explains the costs and benefits that justify adopting an alternative rule and such rule is approved by the Office of Information and Regulatory Affairs (OIRA); and publish a framework and metrics for measuring the ongoing effectiveness of the rule. Agencies must notify OIRA with certain information about a proposed rulemaking, including specified discussion and preliminary explanations concerning a major or high-impact rule. Further, OIRA must establish certain rulemaking guidelines. Additionally, the bill (1) revises the scope of judicial review of agency actions, and (2) establishes requirements for agencies issuing guidance.

Protecting Student Athletes From Concussions Act of 2020 This bill conditions each state's receipt of federal funds, beginning in FY2021, on the state's enforcement of specified minimum requirements for the prevention and treatment of concussions in school-sponsored athletics and activities. Each local educational agency must develop and implement a standard plan for concussion safety and management that includes (1) the education of students, parents, and school personnel about concussions; (2) specified supports for each student recovering from a concussion; and (3) best practices designed to ensure the uniformity of safety standards, treatment, and management. Each public school must post on school grounds and publish on the school website specified information about concussions. If any public school personnel suspects that a student has sustained a concussion during a school-sponsored activity, the student must be immediately removed from participation in that activity and prohibited from participating in any school-sponsored athletic activities until the student submits a written release from a health care professional. Furthermore, the school personnel must report all available information regarding the injury to a concussion management team that will confirm and report details of the injury to the student's parents. The school's concussion management team shall consult with and make recommendations to relevant school personnel and the student to ensure that the student is receiving the appropriate academic supports.

Fair Care for Vietnam Veterans Act This bill provides a presumption of service-connection for Parkinsonism, bladder cancer, hypertension, and hypothyroidism for veterans who served in Vietnam between January 9, 1962, and May 7, 1975. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Personalized Care Act of 2020 This bill revises provisions relating to health savings accounts (HSAs), including to redefine eligible individual for HSA purposes to allow increased participation in HSAs, increase the limit on contributions to HSAs, permit the payment of health insurance premiums from HSAs, include within the definition of qualified medical expenses periodic fees paid for medical services and amounts paid by a member of a health care sharing ministry, treat periodic provider fees as deductible medical expenses, allow payment of over-the-counter medicines or drugs from HSAs, and lower the 20% penalty for nonqualified distributions from HSAs to 10%. .

Parental Accessibility Rights for Emergency and Negligent Treatment Act This bill expands the scope of advance directive policies and related disclosures for providers under Medicaid and the Children's Health Insurance Program (CHIP). Specifically, providers (e.g., hospitals, hospice programs, and home health care providers) must have advance directive policies for minors (rather than only adults) and must disclose such policies on the provider's website and upon request. Providers must also disclose information regarding (1) an individual's rights with respect to life-sustaining procedures, including hydration and sustenance; and (2) whether parental consent is required to provide, withdraw, or deny life-sustaining procedures, or to institute a do-not-resuscitate order, for a minor.

Reversing the Youth Tobacco Epidemic Act of 2019 This bill revises requirements related to the safety, sale, and advertisement of tobacco products, including electronic nicotine delivery systems (e.g., e-cigarettes, e-hookah, e-cigars, and vape pens). Among other requirements, the bill requires the Food and Drug Administration (FDA) to implement regulations to require color graphics on the labeling of cigarette packages, depicting the negative health consequences of smoking; requires the FDA to apply regulations on tobacco products to all tobacco products, including e-cigarettes; prohibits the retail online sale of tobacco products, including electronic nicotine delivery systems; prohibits flavors other than tobacco in a tobacco product; prohibits the use of flavored products in an electronic nicotine delivery system, except in specified circumstances; increases the user fees that the FDA collects from manufacturers and importers; directs the FDA to regulate products containing synthetic nicotine (not made or derived from tobacco); establishes a demonstration grant program to develop strategies for smoking cessation in medically underserved communities; increases civil penalties for certain violations of restrictions on the sale of tobacco products; and requires the Government Accountability Office to study e-cigarettes.

Researching and Ending Disparities by Understanding and Creating Equity Act of 2020 or the REDUCE Act of 2020 This bill requires the Centers for Disease Control and Prevention to implement a Health in All Policies demonstration project. States, territories, tribes, and local government entities may apply for grants through the project to establish or enhance collaborative approaches to improve the health of individuals and communities. The grant funds must be used to (1) integrate health considerations in policymaking across sectors; (2) address health, equity, and sustainability; and (3) target a significant proportion of Medicare beneficiaries, Medicare-Medicaid dual eligibles, or long-term care Medicaid recipients. The bill also directs the National Academies of Sciences, Engineering, and Medicine or another appropriate entity to produce a report on eliminating health disparities to improve health equity.

SESTA/FOSTA Examination of Secondary Effects for Sex Workers Study Act or the SAFE SEX Workers Study Act This bill requires the Department of Health and Human Services to study the impacts of the reduction in access to client-screening, information-sharing, and harm-reduction websites resulting from the Allow States and Victims to Fight Online Sex Trafficking Act of 2017 on individuals engaged in adult, consensual sex work. The study must utilize community-based nonprofits to conduct surveys and interviews of sex workers to collect information about (1) experiences of violence from clients; (2) interactions with law enforcement; (3) experiences with exploitation; and (4) the impact on housing stability and mental health, among other effects.

Medical Innovation Act of 2020 This bill requires certain drug manufacturers to make payments to fund research supported by the Food and Drug Administration (FDA) and the National Institutes of Health (NIH). A drug manufacturer with over $1 billion in net income in a fiscal year that has entered into a relevant settlement agreement regarding specified violations must pay 0.75%-1.5% of its net income to the Department of Health and Human Services for each of its covered blockbuster drugs. A covered blockbuster drug is a drug that has at least $1 billion in net sales in a year and was developed, in whole or in part, through federal investments in medical research. Payments are divided between the FDA and the NIH in proportion to the discretionary funding of those agencies, excluding FDA user fees. Payments are not disbursed if appropriations for the FDA or the NIH are lower than in the prior fiscal year. Priorities for payments must include advancing regulatory science for medical products and research related to diseases that disproportionately account for federal health care spending. A covered blockbuster drug for which a manufacturer has not made a required payment is considered misbranded and subject to prohibitions on introducing or receiving misbranded drugs in interstate commerce.

Ensuring Child Health Coverage Compensation in Divorce Act of 2020 This bill requires health insurance plans to permit custodial parents of children covered by the plan of a noncustodial parent, including a stepparent, to access such plan, including to submit payments and claims, without the approval of the noncustodial plan-holder parent.
