Rural Maternal and Obstetric Modernization of Services Act or the Rural MOMS Act This bill expands initiatives to address maternal health in rural areas. The bill provides funding for the Health Resources and Services Administration (HRSA) to establish rural obstetric networks for improving outcomes in birth and maternal morbidity. Specifically, these networks must (1) connect individuals with care providers, (2) identify successful maternal-care models, (3) facilitate collaboration among rural providers, (4) provide training and guidance, and (5) collaborate with academic institutions that have regional expertise. HRSA also must award five-year demonstration program grants to (1) train physicians, medical residents, and other practitioners to provide maternal and obstetric services in rural communities; and (2) support academic programs that develop or provide training to improve maternal care in rural areas. Further, the bill adds maternal-health services as part of the telehealth network and telehealth resource-centers grant programs. The bill also makes a series of changes to the research and reporting requirements of the Department of Health and Human Services and the Government Accountability Office with respect to data on maternal-health outcomes.

Opioid Advocacy Transparency Act of 2018 This bill expands reporting requirements related to the ownership and investment interests of certain patient-advocacy organizations. Under current law, a manufacturer of drugs, devices, or medical supplies that are covered under Medicaid or Medicare must regularly report on any payment or transfer of value by the manufacturer to a "covered recipient," defined as either a physician who is not an employee of the manufacturer or a teaching hospital. The bill expands the definition of "covered recipient," for purposes of this requirement, to also include patient-advocacy organizations that advocate on issues related to opioids. Furthermore, with respect to transfers of value to such organizations, the bill subjects not only manufacturers but also pharmaceutical trade associations to the reporting requirement.

Retirement Freedom Act This bill allows an individual to opt out of Medicare hospital services benefits without also having to opt out of Old Age, Survivors, and Disability Insurance benefits and without having to repay Medicare hospital services benefits already received. The bill also allows an individual to opt back in with no penalty.

National Strategy To Increase Life Expectancy Act of 2018 This bill requires the Department of Health and Human Services to develop a national strategy to increase life expectancy in the United States to at least that of the average life expectancy in member countries of the Organization for Economic Cooperation and Development (an intergovernmental organization focused on global economic development). The strategy must address specified issues, included the causes of premature death and inequalities in life expectancies.

Home Health Payment Innovation Act of 2018 This bill allows the home confinement requirement for home health services to be waived under Medicare and Medicare Advantage. The bill also alters the payment methodology under the Medicare prospective payment system for home health services, including by eliminating the requirement that such methodology include certain behavioral assumptions regarding the implementation of specified changes to units of payment and case-mix adjustment factors.

Reducing Costs for Out-of-Network Services Act of 2018 This bill prohibits health insurers and providers from charging individuals who have health insurance above a certain rate for out-of-network services; providers may also not charge uninsured individuals above a certain rate. States must select the applicable rates from specified options.

Phoenix VA Congressional Oversight Act This bill directs the Department of Veterans Affairs (VA) to carry out a pilot program in Arizona, including at the VA's Phoenix health care system, to improve the ability of Members of Congress to assist constituents with VA medical benefits issues. As part of the program, the VA must establish a dedicated congressional relations team to assist congressional members and committees with casework issues at each VA health care system location in Arizona.

Breast Cancer Patient Equity Act This bill provides for Medicare coverage of custom fabricated breast prostheses following the surgical removal of the breast (i.e., a mastectomy), including replacements of such prostheses. Currently, Medicare covers surgically implanted breast prostheses, as well as some external breast prostheses (e.g., post-surgical bras).

Family members of veterans who resided at Wurtsmith Air Force Base are also eligible for hospital care and medical services under this bill. The bill also provides a presumption of service connection for veterans who were exposed to volatile organic compounds while serving at Wurtsmith Air Force Base. Under a presumption of service connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

Under a presumption of service connection, specific conditions diagnosed in veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

Drug Price Transparency Act This bill requires the Centers for Medicare & Medicaid Services to report on the feasibility of basing payment rates for prescription drugs under Medicare and Medicare Advantage on the average price of such drugs in countries that are members of the Organization for Economic Cooperation and Development (an intergovernmental organization focused on global economic development).

Among other things, the bill establishes grant programs to: promote comprehensive death scene investigations and autopsies relating to SUID and SUDC; improve infant and child death review programs; and promote education, outreach, and support services relating to SUID and SUDC. The Centers for Disease Control and Prevention must also study the use of genetic analysis and publish specified data regarding SUID and SUDC.

Ensuring Coverage for Patients with Pre-Existing Conditions Act This bill establishes provisions under the Health Insurance Portability and Accountability Act of 1996 relating to the guaranteed availability of health insurance coverage as well as prohibitions against discriminatory practices based on preexisting conditions or health status; the bill also prohibits related exclusions or limitations of benefits and establishes certain enforcement mechanisms.

Health Equity and Access for Returning Troops and Servicemembers Act of 2018 or the HEARTS Act of 2018 This bill (1) exempts certain military retirees who are under 65 years of age, and who no longer receive Social Security Disability Insurance benefits, from the requirement to enroll in Medicare medical services in order to be eligible for TRICARE; (2) increases funding for the Medicare Improvement Fund; and (3) temporarily provides for Medicare coverage of certain prostate cancer DNA Specimen Provenance Assay tests.
