Depleted Uranium Munitions Suspension and Study Act of 2001 - Directs the Secretary of Defense and other Federal entities to suspend the use and approval for foreign sale or export of depleted uranium munitions until the Secretary of Health and Human Services certifies to specified congressional committees that studies indicate such munitions will not jeopardize the health of U.S. or NATO military personnel or civilian populations if used in future conflicts. Limits subsequent use, foreign sale, or export to stocks certifiably free of plutonium and other transuranic matter. Directs the Comptroller General to investigate the contamination of stocks of depleted uranium munitions with transuranic elements. Requires the Directors of the Agency for Toxic Substances and Disease Registry and the Center for Disease Control and Prevention to jointly and comprehensively study the health effects of exposure to such weapons on veterans and their children, as well as a public health assessment of persons with an epidemiological link to military installations or production facilities where such munitions have been used or produced. Directs the Administrator of the Environmental Protection Agency to conduct a comprehensive study of possible environmental contamination at these installations or facilities. Requires the Secretary of Defense to: (1) furnish to the Administrator with a list of sites; and (2) develop a plan for their mitigation and cleanup (consistent with the National Environmental Policy Act of 1969).

State Bioterrorism Preparedness Act - Requires the Secretary of Health and Human Services to award grants to States to enable them to prepare for and respond to bioterrorism. Sets forth requirements regarding: (1) State plans which shall include a description of the State process to detect and respond to bioterrorism and of State efforts to stockpile medications, vaccines, antibiotics, and medical supplies; (2) annual submissions to the Secretary of an updated State plan; (3) permissible uses of grant funds; and (4) fund allocations. Requires specified Federal agencies to provide to States information, including: (1) a description of the probable agents of a biological or chemical attack; and (2) model or proposed bioterrorism plans with respect to such an attack. Establishes within the Office of Homeland Security an Assistant Director for State Coordination. Directs the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) carry out activities to implement a national communications system; (2) develop a national emergency communication plan; and (3) establish an Internet web-site that contains training, and bioterrorism-related emergency, information. Requires: (1) the Secretary to award grants to each State to carry out table-top and computer-based biological or chemical attack simulations; (2) the CDC Director to provide each State with simulation exercises; (3) each State that receives a grant to complete at least one of the required simulations; and (4) the Secretary to provide for the conduct of a biological or chemical attack simulation in three geographically diverse States that receive a grant.

Directs the Secretary of Health and Human Services to develop a public health monitoring program to monitor club drugs in the United States. Amends the Public Health Service Act to authorize the Director of the Prevention Center to make grants to and enter into contracts and cooperative agreements with public and nonprofit private entities to enable such entities to: (1) carry out school-based programs concerning the dangers of club drug abuse and addiction, using methods that are effective and evidence-based, including initiatives that give students the responsibility to create their own anti-drug abuse education programs for their schools; and (2) carry out community-based club drug abuse and addiction prevention programs that are effective and evidence-based.

Protecting the Food Supply from Bioterrorism Act - Requires any facility engaged in processing or handling food products for consumption in the United States, including any facility of an importer, to be registered with the Secretary of Health and Human Services. Directs the Secretary to compile and maintain an up-to-date list of registered facilities. Suspends, immediately, the registration of any facility or importer's facility for: (1) failure to permit access to the facility for inspection: (2) violation of a food safety law, including a regulation issued under a food safety law, concerning the facility, in a case in which the Secretary determines that such suspension is likely to prevent a significant risk of adverse health consequences; or (3) conviction of the registrant in any Federal or State court of either any felony relating to food or more than one violation of any law relating to food, whether or not the violation involves any fraud in connection with transactions in food. Amends the Federal Food, Drug, and Cosmetic Act to provide for enforcement, including: (1) penalties; (2) notification and recall of unsafe food; and (3) import restrictions. Amends the Public Health Service Act to provide for: (1) food security research; (2) food safety grants; (3) the surveillance of animal and human health; and (4) information resources for health professionals concerning the diagnosis and detection of illnesses caused by bioterrorism.

Medicare Regulatory and Contracting Reform Act of 2001 - Amends part D (Miscellaneous) of title XVIII (Medicare) of the Social Security Act (SSA) with respect to: (1) a regular timeline for the publication of final regulations; and (2) contracts with Medicare administrative contractors. Outlines requirements for provider education and technical assistance under Medicare. Directs the Secretary of Health and Human Services (HHS) to establish a demonstration program making certain technical assistance available, upon request on a voluntary basis, to small providers of services or suppliers to evaluate their billing and related systems for compliance with the applicable Medicare requirements. Amends SSA title XVIII part D with respect to the Practicing Physicians Advisory Council to direct the Secretary to appoint a Medicare Provider Ombudsman to: (1) assist confidentially service providers, physicians, practitioners, and suppliers with respect to grievances and requests for information; and (2) submit recommendations to the Secretary for improvement in Medicare administration. Outlines requirements with respect to provider appeals. Directs the Secretary to establish a process for expedited access to judicial review. Amends SSA title XVIII part D with respect to: (1) the Medicare Integrity Program to provide for the recovery of overpayments and prepayment review; and (2) agreements with service providers to direct the Secretary to establish a process (including an appeals process) for enrollment of Medicare service providers, services, physicians, practitioners, and suppliers. Requires the Secretary to establish a demonstration program under which Medicare specialists employed by HHS advise and assist Medicare beneficiaries at the location of existing local offices of the Social Security Administration. Prohibits the Secretary from implementing any documentation guidelines for evaluation and management physician services under Medicare unless the Secretary has, among other things, established a plan with specific goals and a schedule for improving the use of such guidelines.

Health Care Safety Net Amendments of 2001 - Reauthorizes the health centers program under the Public Health Service Act (PHSA). Includes within: (1) "required primary health services" appropriate cancer screening (currently, screening for breast and cervical cancer), specialty referral when medically indicated, and specified housing-related services; and (2) "additional health services" the detection and remediation of lead exposures. Authorizes the Administrator of the Health Resources and Services Administration (HRSA) to award grants for translation services for clients with limited English proficiency. Rewrites PHSA provisions regarding rural health. Authorizes the Director of the Office of Rural Health Policy to: (1) award rural health network development grants to promote the development of integrated health care networks; and (2) award grants for the planning and implementation of small health care provider quality improvement activities. Telehealth Grant Consolidation Act of 2001 - Establishes in HRSA an Office for the Advancement of Telehealth. Provides for telehealth network and telehealth resource centers grant programs. Provides grants, in medically underserved areas, for: (1) improved emergency medical services; (2) mental health services delivered via telehealth; and (3) the establishment of statewide school-based health center networks. Reauthorizes and rewrites PHSA provisions regarding the National Health Service Corps program. Prohibits an entity to which a Corps member is assigned from denying requested health services and discriminating in the provision of services because an individual is unable to pay. Establishes a Healthy Communities Access program to help coordinate services for uninsured and under-insured. Amends the Social Security Act to provide exemptions from copayment and deductible requirements for rural health clinics.

Sets forth provisions relating to multifamily housing mortgage and assistance restructuring and section 8 contract renewal. Reauthorizes the Office of Multifamily Housing Assistance Restructuring and extends the Multifamily Housing Assistance Restructuring program. Amends various Federal housing laws with respect to: (1) extension of the community development block grant public services cap exception; (2) use of section 8 enhanced vouchers for prepayments; and (3) prepayment and refinancing of loans for section 202 supportive housing.

Includes among eligibility requirements an individual's not having rights, with respect to a week, to other compensation (including both regular and extended compensation). Reduces an individual EEUC account by the aggregate amount of any extended compensation for the same benefit year. Makes EEUC agreements applicable to weeks of unemployment: (1) beginning on or after the first day of the first week after the date on which such agreement is entered into; and (2) ending before the date that is 18 months after enactment of this Act. Amends the Elementary and Secondary Education Act of 1965 with respect to: (1) school evacuations, safe places and parental notifications; and (2) mental health services for children. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act with respect to assisting children who have lost parents in a disaster.

Provides that the authority of the Service shall be exercised by a National Health Board of the Service (Board) and by local and regional authorities affiliated with the Board. Requires the Board to establish health care delivery regions. Affords every user of the Service the right to receive high quality care and supplemental services from any facility within the Service capable of providing such services without charge and without discrimination. Sets forth a list of other basic health rights. Declares all individuals in the United States eligible to receive health care and supplemental services under this Act. Requires the Service to provide specified services. Provides for the reimbursement of emergency health services costs. Requires the establishment of health care facilities as necessary to provide services. Sets forth provisions concerning job categories, certification standards, qualifications, and the education of health workers. Requires the establishment of a health advocacy program to ensure patients rights. Imposes on individuals, estates and trusts, and on corporations additional taxes of specified percentages of the total taxes otherwise imposed, creates the Health Service Trust Fund, and appropriates to such Fund such additional taxes, the Federal Hospital Insurance employment taxes, and a Government contribution equal to 40 percent of the amount so appropriated. Transfers to the Fund all assets and liabilities of the Federal Hospital Insurance Trust Fund and the Federal Supplementary Medical Insurance Trust Fund.

Requires the Secretary to give preference to the holders or sponsors of drugs for which the studies are requested rather than required when awarding test contracts. Sets forth procedures for making labeling changes for already marketed drugs, if so indicated by such studies. Eliminates the user fee waiver for pediatric supplements to a human drug application. Sets forth requirements for the additional six-month exclusivity period for new or already-marketed pediatric drugs. Amends Title IV of the Public Health Service Act to direct the Secretary to establish the Foundation for Pediatric Research to support research on drugs lacking exclusivity for which pediatric studies are needed. Directs the Secretary to establish an Office of Pediatric Therapeutics within the Office of the Commissioner of Food and Drugs, which shall coordinate all FDA pediatric activities. Directs the Secretary to contract with the Institute of Medicine to review Federal regulations, reports, and support for research involving children, with particular attention to issues of compensation, informed consent, and risk/benefits assessments in terms of research versus therapeutic treatment.

Directs the Secretary to make grants to eligible entities to address the needs of individuals already in the nursing profession in the areas of career ladder programs, nurse training, internship and residency, and current trends in nursing for registered nurses. Authorizes the Secretary to establish programs to provide financial assistance in the form of loans, scholarships, and stipends for individuals seeking a masters or doctoral degree at a school of nursing. Establishes the National Commission on the Nursing Crisis.

Requires compliance with specified nondiscrimination acts. Establishes criminal penalties for fraudulently collecting payments. Directs the Secretary to award competitive grants with an emphasis on building emergency surge capacity, biocontainment, and decontamination capabilities. Authorizes additional appropriations for programs concerning; (1) vaccine, antibiotic, and therapeutic research and development; (2) protecting the food supply (including interdiction); and (3) research by specified federal agencies and departments. Requires the Secretary to review Federal counterterrorism efforts in light of unique rural community requirements.

Directs the Secretary to: (1) evaluate the efficacy of the Department's nurse managed health care clinics; (2) establish a nationwide policy on the staffing of Department medical facilities; (3) report on the use of authorities for retaining experienced nurses; and (4) report on mandatory overtime required of licensed nurses and nurse assistants providing direct patient care.

Amends the Atomic Energy Act of 1954 to authorize the Nuclear Regulatory Commission (NRC) to allow licensed or certified guards at certain facilities to carry and use weapons and to make arrests without a warrant, under specified circumstances. Directs the NRC to: (1) assess the vulnerability of licensed nuclear facilities to potential terrorist attacks; (2) commence a rulemaking to consider changes to the design basis threat for licensed facilities; and (3) issue a final rule revising the design basis threat and associated regulations.

Provides extended health care benefits for military dependents who have a serious physical disability or any extraordinary physical or psychological condition (currently limited to moderately or severely mentally retarded dependents). Outlines benefits provided and copayment requirements. Allows a dependent, in order to receive outpatient mental health services under a TRICARE contract in excess of the amount available in that year, to convert any unused period of inpatient mental health benefit still available. Makes a physician's determination that a service or supply is medically or psychologically necessary for a TRICARE patient conclusive, unless clearly erroneous. Prohibits such determinations from being subject to peer review. Includes orthotic devices, hearing aids, and rehabilitative therapy among the TRICARE services authorized for military dependents. Outlines types of durable medical equipment authorized to be provided.

Provides for annual adjustments to Medicare payment systems for changes in technology and medical practice using internal and external data with respect to: (1) the inpatient prospective payment system (PPS); (2) the physician fee schedule; (3) ambulatory surgical center payments; and (4) the outpatient PPS. Revises requirements for the recognition of the costs of new medical services and technologies under the inpatient hospital PPS. Mandates a mechanism under which new medical services and technologies are incorporated into such PPS. Directs the Secretary to establish by regulation a process for the assignment of inpatient hospital codes each calendar quarter for new medical services and technologies. Requires the Secretary to establish a process for the assignment of Health Care Financing Administration Common Procedure Coding System (HCPCS) Level II codes each calendar quarter for new medical services and technologies. Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to provide for permanent retention of HCPCS Level III codes. Revises requirements for the use of carriers for administration of benefits with respect to the inherent reasonableness of valid data, including valid retail data.

Displaced Workers Assistance Act - Authorizes certain groups of workers who have become totally or partially separated (or threatened with total or partial separation) from employment with the airline industry as a result of reductions in service by an air carrier or closure of an airport due to a terrorist action or security measures to petition the Secretary of Labor for a certification of eligibility to apply for adjustment assistance (similar to trade adjustment assistance under the Trade Act of 1974). Provides certain benefits (employment services, job training, and readjustment allowances) to eligible workers meeting certain eligibility requirements. Provides eligible workers who do not meet certain requirements for State unemployment compensation with a limited readjustment allowance under this Act. Provides for payment of premiums for COBRA health care continuation coverage of eligible workers. Authorizes a State to elect to provide medical assistance under its Medicaid program under title XIX of the Social Security Act for eligible workers who are not eligible for COBRA health care continuation coverage, and who are uninsured.
