Advancing Access to Telehealth Act This bill modifies requirements relating to coverage of telehealth services under Medicare. Specifically, the bill permanently extends certain flexibilities that were initially authorized during the public health emergency relating to COVID-19. Among other things, the bill allows (1) rural health clinics and federally qualified health centers to serve as the distant site (i.e., the location of the health care practitioner); (2) the home of a beneficiary to serve as the originating site (i.e., the location of the beneficiary) for all services (rather than for only certain services); and (3) audiologists, physical therapists, occupational therapists, and speech-language pathologists to furnish telehealth services.

Childhood Diabetes Reduction Act of 2025

Childhood Diabetes Reduction Act of 2025 This bill requires health warnings on labels and in advertisements for food and beverages that are sweetened, processed, or contain a high level of certain nutrients, and it prohibits specifically advertising such products to children. It also expands research and outreach on proper nutrition. The bill requires various Food and Drug Administration (FDA) warnings on labels for (1) sugar-sweetened beverages, (2) food and beverages with non-sugar sweeteners, (3) ultra-processed food and beverages (as defined by the FDA based on recommendations from the National Academies of Science, Engineering, and Medicine), and (4) food and beverages with certain nutrients (e.g., sugar, saturated fat, sodium) at levels that increase health risks. These warnings must contain specified information regarding the risks of developing certain health conditions (e.g., diabetes); warnings for sugar-sweetened beverages and for non-sugar sweetened food and beverages must specifically say that these products are not recommended for children.  Additionally, the bill prohibits marketing or advertising these products to children under the Federal Food, Drug, and Cosmetic Act, which is primarily enforced by the FDA. Further, marketing or advertising these products to children, or without the required warnings, is considered an unfair or deceptive trade practice that is subject to action by the Federal Trade Commission (FTC). The bill specifically restores the FTC's statutory authority to regulate advertising targeting children (this authority was removed in 1980). Finally, the bill expands research on nutrition science and requires a public education campaign about nutrition and the new warning labels.

Medical Nutrition Therapy Act of 2025 This bill expands Medicare coverage of medical nutrition therapy services. Currently, Medicare covers such services for individuals with diabetes or kidney disease under certain circumstances; such services must also be provided by a registered dietitian or nutrition professional pursuant to a physician referral. The bill extends coverage to individuals with other diseases and conditions, including obesity, eating disorders, cancer, and HIV/AIDS; such services may also be referred by a physician assistant, nurse practitioner, clinical nurse specialist, or (for eating disorders) a clinical psychologist.

Ending Crime and Disorder on America’s Streets Act

Ending Crime and Disorder on America’s Streets Act This bill requires federal agencies to incentivize the use of civil commitment (i.e., involuntary psychiatric hospitalization or treatment) to address homelessness, such as through prioritizing grant funding for certain activities and other policy changes. The bill provides statutory authority for many provisions of an executive order issued by President Donald Trump on July 24, 2025, titled  Ending Crime and Disorder on America’s Streets . The bill requires the Department of Justice (DOJ) to seek reversal of federal and state court decisions and termination of certain court orders that impede a policy of encouraging the civil commitment of unhoused individuals. DOJ must assist jurisdictions with implementing flexible standards for civil commitment and institutional treatment.  DOJ must also review whether entities receiving federal housing funds are operating safe consumption sites (i.e., supervised use of illicit drugs) in violation of federal law,  ensure that unhoused individuals arrested for federal crimes are evaluated and referred for civil commitment if they are found to be sexually dangerous persons, and ensure availability of certain federal funding for state and local governments for encampment removal. Additionally, the bill requires various agencies to implement certain measures, as deemed appropriate, including conditioning participation of certain individuals in federally funded housing and homelessness assistance programs on the receipt of substance abuse treatment or mental health services, allowing federally funded housing programs to exclusively house women and children, and prioritizing grants for jurisdictions that prohibit urban encampments and squatting.

Rural Hospital Closure Relief Act of 2025

Rural Hospital Closure Relief Act of 2025 This bill temporarily allows additional hospitals to qualify as critical access hospitals (CAHs) that receive special payment under Medicare. Currently, in order to qualify as a CAH under Medicare, a hospital must either (1) be located more than 35 miles (or 15 miles in mountainous regions or areas with only secondary roads) from another hospital, or (2) have been certified prior to January 1, 2006, by the state as a necessary provider of services in the area. The bill allows a hospital to also qualify if the hospital is a small, rural hospital that (1) serves a health professional shortage area, or a high number of low-income individuals or Medicare beneficiaries; (2) has experienced financial losses for two consecutive years; and (3) attests to having a strategic plan to address financial solvency and to committing to provide a service that is in high demand in the hospital's service area. This authority expires nine years after the bill's enactment. The Government Accountability Office must study the effects of the bill's implementation. In addition, the Medicare Payment Advisory Commission must study and recommend payment systems for rural hospitals under Medicare. The Centers for Medicare & Medicaid Services must subsequently establish a mechanism and issue guidance on how newly designated CAHs may transition to different payment models under Medicare, including any new payment models recommended by the commission.

Increasing Access to Lung Cancer Screening Act This bill provides for coverage without prior authorization requirements of annual lung cancer screenings under Medicaid, Medicare, and private health insurance for individuals for whom screenings are recommended under U.S. Preventive Services Task Force guidelines. It also expands Medicaid coverage of counseling and pharmacotherapy for cessation of tobacco use to all individuals, rather than only pregnant women. The Department of Health and Human Services must conduct outreach on the importance of lung cancer screenings and who should be screened, and the Government Accountability Office must report on the demographics of those diagnosed with lung cancer and recommend ways the federal government can improve screenings.
