Ending the Medicare Disability Waiting Period Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) phase out the waiting period for disabled individuals to become eligible for benefits under SSA title XVIII (Medicare); and (2) eliminate the waiting period for individuals with life-threatening conditions to become eligible for such benefits. Directs the Secretary of Health and Human Services to request the Institute of Medicine of the National Academy of Sciences to study the range of disability conditions that can be delayed or prevented if individuals receive access to health care services and coverage before a condition reaches disability levels.

Iraqi Refugee and Internally Displaced Persons Humanitarian Assistance, Resettlement, and Security Act of 2007 - Directs the Secretary of State, with respect to each country containing a significant population of Iraqi refugees or internally displaced persons including Iraq, Jordan, Syria, Turkey, Iran, and Lebanon, to provide bilateral assistance or funding to international aid organizations and nongovernmental organizations for humanitarian assistance, including adequate food, shelter, clean drinking water, sanitation, health care, education, and security. Directs the Secretary of Homeland Security to establish a program to assist Jordanian border police, immigration officers, and other individuals responsible for Jordanian border security in the security screening of Iraqi refugees. Authorizes special immigrant status for an alien (and accompanying or joining spouse and children) who: (1) is a national of Iraq; (2) was employed by, or worked for or with, the U.S. government, U.S. companies, or nongovernmental organizations in Iraq on or after March 19, 2003, for at least one year; and (3) fears reprisal, persecution, injury, or death to the alien or the alien's family due to such employment. Directs the Secretary of State to provide such alien with protection or immediate removal from Iraq. Directs the Secretary of Homeland Security to provide for expedited processing of Iraqi refugees, with priority for Iraqis who: (1) were employed by the U.S. government, U.S. companies, or nongovernmental organizations; or (2) are members of vulnerable refugee populations, including Iraqis from ethnically mixed families and Iraqis who are members of religious or other minority groups. Directs the Secretary of State to work with the international community to assist Iraqi refugees and internally displaced persons.

TMA, Abstinence Education, and QI Programs Extension Act of 2007 - Amends the Tax Relief and Health Care Act of 2006, as amended, to extend transitional medical assistance (TMA) and the abstinence education program through December 31, 2007. Amends title XIX (Medicaid) of the Social Security Act (SSA) to extend through December 2007: (1) the qualifying individual (QI) program; and (2) a specified allocation of funds for state coverage of Medicare cost-sharing for additional low-income Medicare beneficiaries. Directs the Secretary of Health and Human Services, for FY2008-FY2012, to provide for the application to asset eligibility determinations under the Medicaid program of the automated, secure, web-based asset verification request and response process being applied for determining eligibility for Supplemental Security Income benefits under a specified demonstration project authorized by SSA title XVI (Supplemental Security Income) (SSI) Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007 to delay for six months, from September 30, 2007, through March 31, 2008, the effective date of the requirement to use tamper-resistant prescription pads to prescribe covered outpatient drugs under the Medicaid program. Amends SSA title XVIII (Medicare) to provide additional funding for the Medicare Physician Assistance and Quality Initiative Fund. Limits the implementation for FY2008-FY2009 of prospective documentation and coding adjustments (made in response to the implementation of the Medicare Severity Diagnosis Related Group (MS-DRG) system under the Medicare prospective payment system (PPS) for inpatient hospital services).

Medicare Prescription Drug Gap Reduction Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to reduce the coverage gap in prescription drug coverage under SSA part D (Voluntary Prescription Drug Benefit Program), based on savings to the Medicare program resulting from the negotiation of prescription drug prices. Grants the Secretary of Health and Human Services authority similar to that of other federal entities that purchase prescription drugs in bulk to negotiate contracts with manufacturers of covered part D drugs. States that the Secretary shall be required to: (1) negotiate contracts with manufacturers of covered part D drugs for each fallback prescription drug plan; and (2) participate in negotiation of contracts of any covered part D drug upon request of an approved prescription drug plan or Medicare Advantage Prescription Drug Plan. Prohibits the Secretary from requiring a particular formulary or instituting a price structure for the reimbursement of covered part D drugs in order to carry out, and promote competition, under part D.

Authorizes: (1) states to apply for grants to implement pilot projects to develop State Environmental Public Health Network enhancements and programs; and (2) the Secretary to award grants to at least five accredited schools or programs of public health for Centers of Excellence. Directs the Secretary: (1) to award John H. Chafee Public Health Scholarships to eligible students enrolled in accredited schools of public health or medicine; and (2) through the CDC Director, to enter into cooperative agreements to train and place applied epidemiology fellows in state and local health departments and to expand CDC biomonitoring data collection.

Everson Walls and Ron Springs Gift for Life Act of 2007 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration, to establish a National Organ Tissue Donor Registry Resource Center, which shall: (1) advance the development, expansion, and evaluation of state organ and tissue donor registries; (2) facilitate timely access to, and the exchange of accurate donor information between, such registries 24 hours a day; (3) ensure that funded registries comply with requirements; (4) provide technical assistance to states for such registries; and (5) maintain a registry information clearinghouse. Requires the Secretary to award grants or cooperative agreements to eligible entities for such registries. Requires recipients to agree to establish benchmarks for improvement in organ and tissue donation and to maintain registries that: (1) allow a donor to include a statement or symbol that the donor has made, amended, or revoked an anatomical gift; (2) allow organ procurement organizations to access that information, at or near the donor's death, 24 hours a day; and (3) bar the use or disclosure of personally identifiable information for any other purpose without the donor's consent. Directs the Comptroller General to study and report to Congress on the feasibility of establishing a living donor database to track short- and long-term health effects for donors associated with living organ donation.

Ultrasound Informed Consent Act - Amends the Public Health Service Act to require abortion providers, before a woman gives informed consent to any part of an abortion, to perform an obstetric ultrasound on the pregnant woman, explain the results, display the ultrasound images so the woman may view them, and provide a medical description of the ultrasound images, including the dimensions of the embryo or fetus and the presence of external members and internal organs, if present and viewable. Provides for: (1) civil penalties for willful failure to comply; and (2) a medical emergency exception. Prohibits construing this Act to require a woman to view the images or penalizing the physician or the women if she refuses to look at the images.

Declares that certain closed critical access hospitals and adjoining skilled nursing facilities (SNFs) that seek to reopen on or after the enactment of this Act shall be deemed to continue to be designated as a critical access hospital, and both the hospital and the SNF shall be deemed to continue to meet the applicable life safety code standards, for purposes of titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act. Confines the application of this Act to a hospital and an adjoining SNF that operated under common management before 1983 and closed during 2005, if before such closure the hospital was designated as a critical access hospital and the hospital and SNF both met the National Fire Protection Agency Life Health Safety Code as a facility existing as of March 16, 1982.

Safe Schools and Health Care Professional Pipeline Act of 2007 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to make a grant to a qualified youth serving organization to establish and expand emergency preparedness pipelines consisting of: (1) health science curricula in secondary schools, institutions of higher education, and continuing education programs that prepare students for careers as health care professionals; and (2) school-based emergency preparedness chapters. Requires such a chapter to recruit and prepare students for federal, state, community, and school public health emergencies under the administration of such an organization and to provide training that is implemented uniformly, coordinated with and integrated into the school's health science curriculum, and provided through certified health science instructors serving as chapter advisors. Defines a "qualified youth serving organization" as a nonprofit organization that prepares youth exclusively for career entry and advancement opportunities in the health professions, offers a national recognition and competitive events program, and operates at least 2,500 chapters in at least 40 states. Requires the Secretary to make a grant each year to such an organization to conduct a national leadership conference that includes representatives of health science programs, emergency preparedness chapters, and the Medical Reserve Corps.

Consumer Food Safety Act of 2007 - Requires the Secretary of Health and Human Services to: (1) administer a national program to protect human health by ensuring that the food industry has effective programs to assure the safety of food; (2) prescribe regulations regarding harmful substances in food, registration of facilities, sanitary food processing, proper labeling, processing controls, and inspections of registered facilities; (3) establish tolerances to limit the quantity of contaminants in food; (4) establish a system to ensure the safety of imported food; (5) include food in an active surveillance system; (6) establish guidelines for a sampling system of food products; (7) rank food categories based on their health hazard and identify approaches to minimize such hazards; and (8) design and implement a food safety education program. Amends the Federal Food, Drug, and Cosmetic Act to require notification of the Secretary of any adulterated or misbranded food. Sets forth provisions regarding ceasing distribution of food, recalls, and civil penalties for violations of this Act. Prohibits any person from being discriminated against because that person participated in any way in carrying out the purpose of specified federal food laws or refused to violate any law, rule, or regulation. Allows the Secretary to impose traceability requirements on a type or class of food product as necessary to assure the protection of the public health. Allows civil actions against the Secretary for failing to perform any nondiscretionary act or duty to ensure the safety of food products.

Medical Device User Fee Amendments of 2007 - Reauthorizes the collection of medical device user fees for FY2008-FY2012. Sets forth provisions governing the inspection of medical device establishments by accredited persons. Pediatric Medical Device Safety and Improvement Act of 2007 - Requires a person that submits an application for approval of a medical device to provide information on pediatric subpopulations that suffer from the disease or condition that the device is intended to treat, diagnose, or cure. Pediatric Research Equity Act of 2007 - Sets forth conditions under which the Secretary may grant waivers or deferrals of requirements that applicants submit a pediatric assessment for new drugs and biological products. Best Pharmaceuticals for Children Act of 2007 - Makes changes to provisions regarding market exclusivity for conducting pediatric drug studies on new or already approved drugs. Establishes the Reagan-Udall Foundation for the Food and Drug Administration as a nonprofit corporation to advance the mission of the Food and Drug Administration (FDA) to modernize medical, veterinary, food, food ingredient, and cosmetic product development, accelerate innovation, and enhance product safety. Provides for recruitment of potential members of FDA advisory committees. Requires the Secretary, acting through the Director of the National Institutes of Health (NIH), to expand the clinical trials registry data bank. Authorizes the Secretary to require a responsible person for a drug to conduct a postapproval study on the basis of appropriate scientific data. Requires the Secretary to: (1) develop ingredient, processing, and labeling standards for pet foods; and (2) establish a Reportable Food Registry. Requires the Secretary, acting through the Commissioner of Food and Drugs, to identify and make public clinically susceptible concentrations of antimicrobials.

Nurse Training and Retention Act of 2007 - Directs the Secretary of Labor to establish a partnership grant program to award grants to eligible entities to carry out comprehensive programs to provide education to nurses and create a pipeline to nursing for incumbent ancillary healthcare workers who wish to advance their careers. Includes as eligible to receive a grant: (1) a healthcare entity that is jointly administered by a healthcare employer and a labor union representing its employees and that carries out activities using labor management training funds; (2) an entity that operates a training program that is jointly administered by one or more healthcare providers or facilities, or a trade association of healthcare providers, and one or more organizations that represent the interests of direct care healthcare workers or staff nurses who have direct input as to the organization's leadership; or (3) a state training partnership program that consists of nonprofit organizations that include equal participation from industry and labor organizations including joint labor-management training programs. Requires a healthcare employer, to be eligible for a grant, to demonstrate that it: (1) has an established program within its facility to encourage the retention of existing nurses; (2) provides wages and benefits to its nurses that are competitive for its market or that have been collectively bargained with a labor organization; and (3) provides support for programs funded under this Act through specified mechanisms. Sets forth requirements for matching funds, collaboration with nursing schools, types of programs funded, types to be provided preference, and program evaluations.

Community Coalitions for Access and Quality Improvement Act of 2007 - Directs the Secretary of Health and Human Services to award grants to eligible entities to assist in developing integrated health care delivery systems to serve defined communities to: (1) improve efficiency and coordination among providers; (2) assist local communities in developing programs targeted toward preventing and managing chronic diseases; and (3) expand and enhance services provided. Requires eligible entities to represent a balanced consortium whose principal purpose is to assure sustained capacity for the provision of a broad range of coordinated services for all residents, including at least one of each of the following providers that serve the community (with exceptions): (1) a federally qualified health center; (2) rural health clinics and rural health networks; (3) a hospital with a low-income utilization rate greater than 25% or a critical access hospital; (4) a public health department; and (5) an interested public or private sector health care provider or organization that has traditionally served medically uninsured and low-income individuals. Authorizes the Secretary, in awarding grants, to provide priority to applicants that demonstrate the greatest unmet need for a more coordinated system of care. Requires a grantee to use amounts provided only for: (1) direct expenses associated with achieving greater integration of a health care delivery system to directly provide or ensure the provision of a broad range of culturally competent services; and (2) direct patient care and service expansions to fill identified or documented gaps within an integrated delivery system. Requires entities to report annually to the Secretary. Conditions grant renewal on demonstrable progress in meeting goals.

Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration, to: (1) carry out a grant program to encourage the early stages of research in prostate imaging to develop and implement new ideas, proof of concepts, and pilot studies for high-risk technologic innovation; and (2) establish interdisciplinary private-public partnerships to develop research strategies for expedited innovation in imaging and image-guided treatment. Requires eligible entities to represent a balanced consortium whose principal purpose is to ensure sustained capacity for the provision of a broad range of coordinated services for all residents, including at least one of each of the following providers that serve the community (with exceptions): (1) a federally qualified health center; (2) rural health clinics and rural health networks; (3) a hospital with a low-income utilization rate that is greater than 25% or a critical access hospital; (4) a public health department; and (5) an interested public or private sector health care provider or an organization that has traditionally served medically uninsured and low-income individuals. Authorizes the Secretary, in awarding grants, to accord priority to applicants that demonstrate the greatest unmet need for a more coordinated system of care. Authorizes a grantee to use amounts provided only for: (1) direct expenses associated with achieving greater integration of a health care delivery system to directly provide or ensure the provision of a broad range of culturally competent services; and (2) direct patient care and service expansions to fill identified or documented gaps within an integrated delivery system.

Authorizes the Secretary of Health and Human Services to establish similar programs with respect to the terrorist attack at the Pentagon on September 11, 2001. Requires the administrator to conduct or support research on: (1) physical and mental health conditions that may be related to the September 11 terrorist attacks; and (2) diagnosing and treating WTC-related health conditions. Requires the administrator to extend and expand arrangements with the New York City Department of Health and Mental Hygiene to provide for the World Trade Center Health Registry. Authorizes the administrator to make grants to the New York City Department of Health and Mental Hygiene to address mental health needs relating to the terrorist attacks. Amends the Air Transportation Safety and System Stabilization Act to provide, under certain circumstances, for an extension of time for filing claims under the September 11 Victim Compensation Fund of 2001.

Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) promote the education and training of physicians on how to properly complete birth and death certificates and the importance of such data; (2) encourage state adoption of the latest standard revisions of birth and death certificates; and (3) work with states to reengineer their vital statistics systems to provide cost-effective, timely, and vital systems data. Allows the Secretary to promote the addition to death certificates of language to improve the collection of diabetes mortality data. Requires the Secretary to conduct a study of the impact of diabetes on the practice of medicine in the United Sates and the level of diabetes medical education that should be required prior to licensure, board certification, and board recertification.

Requires the Secretary to establish the Spinal Muscular Atrophy Coordinating Committee to: (1) coordinate activities across NIH and with other federal health programs and activities relating to SMA; and (2) conduct a study to identify barriers to the development of drugs for treating SMA and similar genetic disorders. Requires the Director of NIH to establish a trans-National Institutes of Health cooperative research initiative on SMA to ensure the success of the SMA projects led by the National Institute of Neurological Disorders and Stroke. Medical Justice Act of 2007 - Sets forth provisions regulating civil actions for an injury or death as the result of health care. Limits the non-economic damages that an individual may recover to: (1) $250,000 from health care practitioners; (2) $250,000 from any single health care institution; and (3) $500,000 from the class of liable health care institutions. Limits the total damages, including compensatory damages, that a person may recover from any single liable health care practitioner to $1,400,000. Provides that an insurer of a health care practitioner or health care institution is not liable for damages in excess of the liability of the insured for rejecting a reasonable settlement offer within policy limits. Sets forth requirements for qualified expert reports. Allows periodic or accrual payment for future damages. Prohibits a jury from awarding punitive or exemplary damages against a health care practitioner or health care institution unless the jury is unanimous. Makes each person liable only for a proportionate share of the total damages that directly corresponds to that person's responsibility. Makes a person seeking damages liable for litigation costs incurred after rejection of a settlement offer if such person receives a judgment at trial that is significantly less favorable than the terms of the settlement offer. Requires claims to be brought: (1) within two years after the act or omission if the affected individual is over the age of 12; or (2) before an affected individual under 12 attains the age of 14. Sets the statute of repose at no later than 10 years after the act or omission. Makes a health care practitioner or health care institution that provides emergency health care on a Good Samaritan basis immune from liability for damages caused by that care, except for willful or wanton negligence or more culpable misconduct.
