Healthcare Expenditures for Low-income Populations in Puerto Rico Act or the HELP Puerto Rico Act This bill increases Medicaid funding for Puerto Rico through FY2019. Such funding shall be further increased through 2019 if Puerto Rico takes specified actions to improve its Medicaid program.

Excellence in Mental Health and Addiction Treatment Expansion Act This bill amends the Protecting Access to Medicare Act of 2014 to increase the number of states that may participate in two-year Medicaid demonstration programs that improve access to community mental health services. It also extends the two-year term for existing state demonstration programs by one year.

Truth in Healthcare Marketing Act of 2017 This bill prohibits any person from making any statement or engaging in any act that misrepresents: (1) whether the person holds a state health care license; or (2) the person's education, training, degree, license, or clinical expertise. A person's advertisement for the person's health care services must disclose the license under which the person is authorized to provide those services. A violation of this Act is an unfair or deceptive act or practice under the Federal Trade Commission Act. The Federal Trade Commission must study and report to Congress on health care professionals' misrepresentations under this Act.

This bill allows a state to include in a single risk pool: (1) children enrolled in a state plan under the Children's Health Insurance Program (CHIP); and (2) children enrolled in a health insurance buy-in program that is run by the state and provides, at minimum, benefits identical to those provided under CHIP.

Community Coordination And Resource Empowerment Act or the Community CARE Act This bill amends the Patient Protection and Affordable Care Act to extend funding through FY2019 for community health centers. Health centers that serve medically underserved populations may receive supplemental grant funds to increase access to primary care services.

This bill requires the Centers for Medicare & Medicaid Services (CMS) to establish a three-year demonstration program to determine the impact of third-party, interest-free payment arrangements on: (1) health outcomes, (2) patient engagement and satisfaction, and (3) claims for bad debt that are attributable to a hospital's inability to collect deductibles and coinsurance for Medicare hospital services. Under the program, the CMS shall provide a payment incentive to a hospital that participates in such a payment arrangement and demonstrates improvement in those three areas.

Commonsense Reporting Act of 2017 This bill amends the Patient Protection and Affordable Care Act and the Internal Revenue Code to modify the requirements for employers to report health insurance coverage information to the Internal Revenue Service (IRS) by the end of the tax year. The bill changes the information that is required and permits employers to voluntarily report the information prior to the beginning of open enrollment. The Department of the Treasury must develop a prospective reporting system to permit: employers to voluntarily report specified health insurance coverage information before the annual open enrollment period; the exchanges, the Federal Marketplace Data Services Hub, and the IRS to access the information to carry out their missions and provide the Department of Health and Human Services with information related to eligibility for advance payment of premium tax credits and cost-sharing subsidies; the exchanges to communicate with employers and employees regarding eligibility for the tax credits or cost-sharing subsidies; and employers to provide updates to the hub regarding changes in coverage for employees. At the time of enrollment, exchanges must provide employers the names of employees and dependents that enroll in a qualified health plan for a year. If a health insurance issuer or employer is unable to obtain the taxpayer identification number of a dependent, Treasury may permit the individual's full name and date of birth to be used instead. Employers participating in the reporting system established by this bill are exempt from the requirement to report health insurance coverage information to the IRS by the end of the tax year.

Patriot Employer Act of 2017 This bill amends the Internal Revenue Code to allow a Patriot employer a business-related tax credit equal to 10% of up to $15,000 of wages paid to any employee in a taxable year. The bill sets forth criteria for designation as a Patriot employer, including requirements that such employer: (1) maintains its headquarters in the United States and does not expatriate to avoid payment of U.S. income taxes, (2) complies with the employer mandate to provide minimum essential health care coverage to its employees under the Patient Protection and Affordable Care Act, (3) provides employees with paid sick leave or paid family and medical leave, (4) compensates at least 90% of its employees at an hourly rate that is at least 218% of the federal poverty level for an individual for the calendar year divided by 1,750 and provides at least 90% of its employees with a basic level of retirement benefits, (5) provides for differential wage payments to its employees who are members of the Uniformed Services, (6) has a written policy in place for the recruitment of employees who have served in the Uniformed Services or who are disabled, and (7) increases the number of its employees performing substantially all of their services inside the United States to offset the number of employees who work outside the United States. The bill also sets forth a rule for the deferral of the tax deduction for foreign-related interest expense.

Beneficiary Enrollment Notification and Eligibility Simplification Act of 2017 or the BENES Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act and the Internal Revenue Code to: establish requirements for the Centers for Medicare & Medicaid Services (CMS) to notify individuals of their potential eligibility for Medicare, require the Internal Revenue Service to disclose to CMS specified taxpayer information for the purpose of establishing individuals' potential Medicare eligibility, and restructure Medicare enrollment periods and coverage periods.

Youth Empowerment Act of 2017 This bill creates, and makes appropriations in FY2018 and FY2019 for, the Youth Empowerment Program. The program shall fund allotments to states or other entities to implement education exclusively about sexual risk avoidance (voluntarily refraining from sexual activity). Up to 20% of an allotment may be used to build evidence for sexual risk avoidance education.

This bill allows state Medicaid fraud control units to investigate complaints of patient abuse or neglect in additional settings. Specifically, the bill allows a unit to review complaints regarding Medicaid patients who are in noninstitutional or other settings. Currently, such units may review complaints regarding patients who are in Medicaid-funded health care facilities or certain board-and-care facilities.

Strengthening our Pediatric Workforce Act of 2017 This bill temporarily expands the Children's Hospitals Graduate Medical Education Payment Program by authorizing the Health Resources and Services Administration to award grants to support additional, specialty residency positions at hospitals that already have approved programs, and to support the establishment of such specialty programs.

This bill amends title XVIII (Medicare) of the Social Security Act to establish two care-management demonstration programs for chronic kidney disease (CKD) under the Medicare program: (1) the CKD Early Detection and Treatment Demonstration Program, and (2) the Demonstration Program for Advanced CKD. A practitioner's participation in either program shall be optional. Through each program, the Centers for Medicare & Medicaid Services (CMS) shall provide to an enrollee's participating primary-care practitioner a single, monthly, performance-based payment for covered CKD care-management services furnished to the enrollee. The amount of this payment shall be greater than the amount that the practitioner would otherwise have received under Medicare for furnishing such services to the enrollee. The CMS shall specify applicable performance measures, in accordance with clinical guidelines.

Accountability for Quality VA Healthcare Act This bill directs the Department of Veterans Affairs (VA) to carry out a two-year pilot program to enhance the physical security of VA medical facilities. The VA shall periodically update its Planning and Activating Community Based Outpatient Clinics handbook to reflect current policies and clarify the responsibilities of VA leasing project personnel. The VA shall: (1) strengthen its medical facility inspection process; and (2) monitor women veterans' access to gender-specific care services under community care contracts, including appointment scheduling and completion times. The VA shall: (1) clarify measures for medical appointment wait times in a manner that reduces the likelihood of misinterpretation, (2) ensure that "patient indicated date" (the earliest date the patient needs to be seen) is clearly defined for purposes of Veterans Health Administration (VHA) scheduling and related training documents, (3) improve recruitment and retention of scheduling staff and require facilities to routinely assess scheduling and resource needs, and (4) improve telephone access at its medical facilities. The VA shall conduct evaluations of the VHA's organizational structure and the Veterans Integrated Service Networks (regional VA health care administrative areas).

Community Health Investment, Modernization, and Excellence Act of 2017 This bill amends the Medicare Access and CHIP Reauthorization Act of 2015 to extend through FY2022 and make appropriations for enhanced funding for the community health centers program and the National Health Service Corps.

Repeal and Refund Act This bill amends the Internal Revenue Code to repeal: (1) the requirement that individuals maintain minimum essential health care coverage (commonly referred to as the individual mandate), and (2) the reporting requirements for health insurance coverage. The Department of the Treasury must implement a program to refund all penalties paid by taxpayers for failing to maintain minimum essential health coverage. Treasury must provide taxpayers with one payment to refund all penalties without regard to whether or not an amended tax return is filed.

Prioritizing Veterans Access to Mental Health Care Act of 2017 This bill amends the Veterans Access, Choice, and Accountability Act of 2014 to make a veteran seeking mental health care in a non-Department of Veterans Affairs (VA) entity eligible for such care if the veteran provides a written statement (which may be sent electronically or made in person or by fax) that the veteran seeks mental health care from the VA and has not received timely and adequate mental health care through a VA facility or health care provider. The VA shall give health professional hiring priority to those health professionals for which there is the greatest need, such as psychiatrists, psychologists, and other mental health care providers.

Designates Pulmonary Fibrosis Awareness Month. (Pulmonary fibrosis is scarring of the lungs that causes breathing problems.) Expresses continued support for more robust and accelerated research to develop more effective treatments for pulmonary fibrosis and to ultimately find a cure for the disease. Recognizes the ongoing courage and contributions of individuals with pulmonary fibrosis who participate in clinical trials. Commends the dedication of those working to improve the quality of life of individuals with pulmonary fibrosis and the families of those individuals.

Seniors Mental Health Access Improvement Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to: (1) cover marriage and family therapist services and mental health counselor services under Medicare, (2) exclude such services from the skilled nursing facility prospective payment system, and (3) authorize marriage and family therapists and mental health counselors to develop discharge plans for post-hospital services.

9/11 Heroes Medal of Valor Act of 2017 This bill makes eligible for the 9/11 Heroes Medal of Valor a public safety officer who: (1) participated in the response to the terrorist attacks of September 11, 2001; and (2) died because of such participation as a result of a WTC-related health condition (i.e., a World Trade Center-related health condition).

Veterans Opioid Abuse Prevention Act This bill directs the Department of Veterans Affairs (VA) to enter into a memorandum of understanding with a national network of state-based prescription drug monitoring programs under which VA health care providers shall query such network to support the safe and effective prescribing of controlled substances to patients who: (1) receive a prescription for a controlled substance for a period of 90 days or longer, and (2) are not receiving palliative care or enrolled in hospice care. Under such memorandum of understanding, VA health care providers practicing in: (1) a participating state shall query such network in accordance with the agreement between that state's prescription drug monitoring program and such network, and (2) a nonparticipating state shall query the network through the drug monitoring program of the closest participating state.

Protecting Seniors During Disasters Act This bill amends the Public Health Service Act to require the Department of Health and Human Services to establish the National Advisory Committee on Seniors and Disasters. The duties of the committee are to: provide advice and consultation related to activities to assist at-risk individuals (people with access and functional needs that may interfere with their ability to access or receive medical care before, during, or after a disaster or emergency); evaluate and provide input to the medical and public health needs of seniors related to preparation for, response to, and recovery from all-hazards emergencies; and provide advice and consultation related to seniors and state emergency preparedness and response activities. The committee shall terminate on September 30, 2021.

Disaster Tax Relief and Airport and Airway Extension Act of 2017 This bill extends several federal aviation programs, aviation taxes, and public health programs. It also modifies requirements for purchasing flood insurance and provides tax incentives for individuals and businesses affected by recent hurricanes. The bill extends several expiring Federal Aviation Administration programs and authorities through March 31, 2018. The bill also amends the Internal Revenue Code to extend through March 31, 2018, the expenditure authority for the Airport and Airway Trust Fund and the taxes that finance the fund, including: fuel taxes, ticket taxes, and taxes related to fractional ownership programs. The bill extends several public health programs, including: (1) the Teaching Health Center Graduate Medical Education program, (2) the Special Diabetes Program for Indians, and (3) the Medicare Patient Intravenous Immunoglobulin (IVIG) Demonstration Project. The bill also reduces funding for the Medicare Improvement Fund. With respect to flood insurance, the bill specifies that private flood insurance offered outside of the National Flood Insurance Program satisfies the requirement for homeowners to maintain flood insurance coverage on properties that have federally-backed mortgages and are located in a flood zone. The bill modifies several tax provisions and rules for individuals and businesses in areas affected by Hurricanes Harvey, Irma, and Maria, including provisions regarding: early withdrawals and loans from retirement plans, employment-related tax credits, deductions for charitable contributions, deductions for personal casualty losses, and income requirements for the earned income tax credit and the child tax credit.

Medicare Home Health Flexibility Act of 2017 This bill establishes circumstances under which an occupational therapist may conduct an initial or comprehensive assessment for an individual who is eligible for home health services under Medicare. Specifically, an occupational therapist may conduct the assessment if the physician's referral order does not include skilled nursing care but does include: (1) occupational therapy, and (2) physical therapy or speech language pathology.

Department of Veterans Affairs Expiring Authorities Act of 2017 This bill extends specified Department of Veterans Affairs (VA) programs and services relating to: (1) health care, including hospital care, nursing home care, caregivers, child care, and services for rural or women veterans; (2) benefits, including rehabilitation for persons with severe injuries or illnesses; and (3) homeless veterans, including support and reintegration programs for women with dependent children and for mentally ill, transitioning, or special needs veterans. The bill extends other specified VA activities and services, including: (1) support for research into exposure to dioxin and other chemical compounds in herbicides, (2) adaptive housing assistive technology, (3) adaptive sports programs, (4) the Advisory Committee on Minority Veterans, (5) the VA regional office in Manila, (6) transportation to and from VA facilities, and (7) payment guarantee of principal and interest on certificates or other securities.

Protecting Jessica Grubb's Legacy Act This bill expands requirements relating to the confidentiality of substance-use disorder patient records, including by specifying that such records may not be shared with law enforcement officials without a court order; the bill also allows such records to be disclosed consistent with specified regulations issued under the Health Insurance Portability and Accountability Act.

Lower Premiums Through Reinsurance Act of 2017 This bill amends the Patient Protection and Affordable Care Act to allow a state to apply for funding for a reinsurance program or high-risk pool program. Programs must meet specified criteria to receive funding. The bill provides funding for FY2018 and FY2019.

Keep Kids' Insurance Dependable and Secure Act of 2017 or the KIDS Act of 2017 This bill amends titles XI (General Provisions), XIX (Medicaid), and XXI (Children's Health Insurance Program) (CHIP) of the Social Security Act to extend funding for CHIP through FY2022 and otherwise revise provisions related to CHIP and Medicaid. The bill also extends funding through FY2022 for: the Child Enrollment Contingency Fund, the Childhood Obesity Demonstration Project, the Pediatric Quality Measures Program, and specified outreach and enrollment grants. In addition, the bill reauthorizes through FY2022: the qualifying-states option (which allows states that provided coverage to now CHIP-eligible children prior to CHIP's enactment to continue to provide such coverage), and the express-lane eligibility option (which allows states to use eligibility findings from other public benefit programs to determine children's eligibility for Medicaid and CHIP). Beginning in FY2020, the bill allows state child-health plans to adopt more restrictive eligibility standards with respect to children in families whose income exceeds 300% of the poverty line. Current law provides states with an enhanced Federal Matching Assistance Percentage (FMAP) for child-health assistance through FY2019. The bill maintains the enhanced FMAP in FY2020, but halves the percentage-point increase.

Ovarian and Cervical Cancer Awareness Act of 2017 This bill amends the Public Health Service Act to specifically include ovarian and cervical cancers in the Department of Health and Human Services' national awareness campaign about gynecologic cancers. The campaign must include public service announcements targeting low-income women.
