Early Hearing Detection and Intervention Act of 2010 - Amends the Public Health Service Act to: (1) expand the newborns and infants hearing loss program to include diagnostic services among the services provided; and (2) require the Secretary of Health and Human Services (HHS), acting through the Administrator of the Health Resources and Services Administration, to assist in the recruitment, retention, education, and training of qualified personnel and health care providers to implement the program. Revises program purposes to include: (1) developing and monitoring the efficacy of statewide programs and systems for hearing screening of newborns and infants, prompt evaluation and diagnosis of children referred from screening programs, and appropriate education, audiological, and medical interventions for children identified with hearing loss; (2) developing efficient models to ensure that newborns and infants who are identified with a hearing loss through screening receive follow-up by a qualified health care provider; and (3) ensuring an adequate supply of qualified personnel to meet the screening, evaluation, and early intervention needs of children. Amends the definition of "early intervention" to require that families be given the opportunity to obtain the full range of appropriate early intervention services, educational and program placements, and other options for their child from highly qualified providers. Requires the Secretary to establish a postdoctoral fellowship program to foster research and development in the area of early hearing detection and intervention.

Requires the Secretary of Health and Human Services (HHS), acting through the National Coordinator for Health Information Technology, to award grants to eligible entities to: (1) facilitate the purchase of health information technology; (2) enhance the use of such technology, including covering costs associated with upgrading such technology in order to meet the criteria required to become a certified electronic health record (EHR) technology; (3) train personnel in the use of such technology; (4) improve the secure electronic exchange of health information among behavioral and mental health professionals, substance abuse professionals, and other health care providers; (5) improve such technology for adaptation to community-based behavioral health settings; (6) assist with the implementation of telemedicine, including facilitation of distance clinical consultations in rural and underserved areas; and (7) collaborate and integrate with health information technology regional extension centers. Amends titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act to include qualified clinical psychologists, clinical social workers, psychiatric hospitals, mental health treatment facilities, and substance abuse treatment facilities within the health professionals, hospitals, and Medicaid providers eligible for incentive payments for the meaningful use of certified EHR technology.

Siding with America's Patients Act - Repeals the Patient Protection and Affordable Care Act (PPACA), effective as of its enactment. Restores provisions of law amended by such Act. Amends the Internal Revenue Code to allow a tax credit for qualified health insurance costs to residents of a state that implements a high-risk pool, a reinsurance pool, or other risk-adjustment mechanism. Amends the Public Health Service Act to provide for the establishment and governance of individual membership associations (IMAs) to make available health benefits coverage to IMA members and their dependents. Small Business Health Fairness Act of 2009 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for establishment and governance of association health plans, which are group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations and which meet certain ERISA certification requirements. Directs that the laws of the state designated by a health insurance issuer (primary state) shall apply to individual health insurance coverage offered by that issuer in the primary state and in any other state (secondary state), but only if the coverage and issuer comply with conditions of this Act. Amends title XXI (Children's Health Insurance) (CHIP, formerly known as SCHIP) of the Social Security Act (SSA) to: (1) require a state CHIP plan to specify how it will achieve coverage for 90% of targeted low-income children; and (2) prohibit CHIP payments for children with family income above 300% of the applicable poverty line. Help Efficient, Accessible, Low-cost, Timely Healthcare (HEALTH) Act of 2009 - Sets conditions for lawsuits arising from health care liability claims regarding health care goods or services or any medical product affecting interstate commerce. Establishes a statute of limitations and limits noneconomic and punitive damages. Permits a group health plan to vary premiums and cost-sharing by up to 50% of the benefits based on participation (or lack of participation) in a wellness program. Requires a health insurance issuer to provide claims information, on request, to a plan, plan sponsor, or plan administrator. Prohibits the Secretary of Health and Human Services (HHS) from using comparative effectiveness research to deny coverage of an item or service under a federal health care program. Authorizes a state to establish a Health Plan and Provider Portal website to standardize information on health insurance plans available in the state. Revises the formula for determining rates in the fee schedule for Medicare physician payments. Sets forth provisions regarding students loans and loan repayment for health care professionals. Establishes discretionary spending limits for FY2010-FY2019 for new budget authority in the nondefense category. Rescinds unobligated balances of certain discretionary appropriations made available under the American Recovery and Reinvestment Act of 2009. Repeals other provisions of such Act, including provisions providing fiscal assistance to states and setting limits on executive compensation.

World Class Military Medical Facilities Act - Directs the Secretary of Defense (DOD) to disestablish the Joint Task Force National Capital Region Medical. Requires the Secretary to establish an office responsible for implementing all recommendations and requirements regarding military medical facilities in the National Capital Region (Region) contained in the report of the Defense Base Closure and Realignment Commission, a provision of the National Defense Authorization Act for Fiscal Year 2010, or any other provision of law. Makes the Deputy Secretary of Defense the head of such office. Requires such office to assume responsibility for the development and implementation of the comprehensive master plan to provide sufficient world-class military medical facilities and an integrated system of health care delivery for the Region. Directs the Secretary to establish a unified construction standard for military construction and repairs for such facilities. Authorizes appropriations to implement such standard at Walter Reed National Military Medical Center. Requires the Secretary to establish the Independent Review Panel for Military Medical Care in the National Capital Region to advise the Secretary on whether the proposed design and organizational structure for military medical facilities in the Region will achieve a world-class military medical facility.

Amends PPACA to eliminate revisions to the formula for determining the wage index applicable to Section 508 hospitals. ("Section 508" refers to Section 508 of the Medicare Modernization Act of 2003, which allows the temporary reclassification of a hospital with a low Medicare area wage index, for reimbursement purposes, to a nearby location with a higher Medicare area wage index, so that the "Section 508 hospital" will receive the higher Medicare reimbursement rate.)

Global Health Expansion, Access to Labor, Transparency, and Harmonization Act of 2010 or the Global HEALTH Act of 2010 - Directs the President to: (1) transmit to Congress and make publicly available a comprehensive five-year United States Global Health Strategy to coordinate all health-related U.S. foreign assistance and to harmonize such assistance with the work of relevant U.S. executive branch agencies, governments of other countries, and international organizations; and (2) designate a Strategy Coordinator. Provides for an evaluation of the Global Health Strategy by the Institute of Medicine of the National Academics or another appropriate entity. Authorizes the President to provide assistance to developing countries to improve health services delivery. Authorizes the President to establish a Global Health Workforce Initiative to provide technical and direct financial assistance to support the recruitment, training, and equitable distribution of skilled health workers in at least 12 developing countries. Directs the President to transmit to Congress and make publicly available a five-year strategy for implementing the Initiative. Expresses the sense of Congress that the President should: (1) address the urgent shortage of U.S. health professionals without exacerbating the health professional shortage in developing countries; and (2) pursue trade and investment policies that support United States Global Health Strategy goals. Directs the Secretary of the Treasury to instruct: (1) the U.S. Executive Director at each international financial institution to oppose any loan, grant, or policy that would result in the imposition of user fees or service charges on poor individuals in connection with such institution's financing programs for primary education or primary health care; and (2) the U.S. Executive Director at the International Monetary Fund (IMF) to oppose any loan or program that would not exempt government spending on health care, health infrastructure, and education from national budget caps and restraints, hiring and wage ceilings, and other IMF-imposed limits.

Advancing FASD Research, Prevention, and Services Act - Amends the Public Health Service Act to revise and extend the Fetal Alcohol Spectrum Disorders (FASD) programs (as renamed under this Act, previously the Fetal Alcohol Syndrome and Fetal Alcohol Effect programs). Directs the Secretary of Health and Human Services (HHS) to: (1) establish and carry out a research agenda for FASD; (2) facilitate surveillance, public health research, and prevention of FASD; and (3) continue the Interagency Coordinating Committee on Fetal Alcohol Syndrome. Requires the Secretary to provide financial assistance to: (1) establish or expand state FASD programs; (2) implement best practices to educate children with FASD, educate members of the criminal justice system on FASD, and educate adoption or foster care agency officials about services for children with FASD; (3) provide transitional services for those affected by prenatal alcohol exposure; (4) develop public service announcements to raise awareness of the risks associated with alcohol consumption during pregnancy; (5) increase awareness and identification of FASD in federally qualified health centers; and (6) provide respite care for caretakers, recruit mentors, and provide educational and supportive services to families of individuals with FASD. Directs the Comptroller General to make recommendations regarding the appropriate roles and responsibilities of federal entities with respect to programs and activities related to FASD. Requires the Secretary of Education to direct the Office of Special Education and Rehabilitative Services to conduct training on FASD surveillance and disseminate best practices in the education and support of children with FASD. Requires the Attorney General to direct the Office of Juvenile Justice and Delinquency Prevention to: (1) implement FASD screening procedures; (2) conduct training on surveillance and on identification and support of individuals with FASD; and (3) study the inadequacies of the current system.

Requires a local educational agency or district receiving a grant to use such funds to formulate and implement an emergency preparedness plan, which shall provide for: (1) the creation in the office of the superintendent or other chief executive officer of the local educational agency or district of a School Emergency Response Center; (2) the creation of a Regional Advisory Council; and (3) the development of a plan specific to each school under the local educational agency's or district's authority for each type of emergency likely to occur in the area. Permits remaining funds to be used for any purpose relating to emergency preparedness planning or implementation.
