Medical Nutrition Equity Act of 2023 This bill expands coverage under Medicare, Medicaid, other specified federal health care programs, and private health insurance to include foods, vitamins, and individual amino acids that are medically necessary for the management of certain digestive and metabolic disorders and conditions.

Synthetic Biology and Active Pharmaceutical Ingredients Act This bill requires the Department of Defense (DOD) to establish a pilot program to support domestic manufacturing of critical pharmaceutical ingredients and their components through certain novel technology. Specifically, DOD must establish a three-year program that uses technology involving synthetic biology to support domestic manufacturing of pharmaceutical ingredients and related incorporated materials that (1) are not available in a sufficient quantity or quality domestically, and (2) are strategically important to the United States.

This resolution designates November 2023 as National Lung Cancer Awareness Month. The bill also designates the first week of November 2023 as National Women's Lung Cancer Awareness Week and the second Saturday of November 2023 as National Lung Cancer Screening Day. The resolution also promotes awareness of, education about, and research on lung cancer.

Cardiomyopathy Health Education, Awareness, Research, and Training in the Schools Act of 2023 or the HEARTS Act of 2023 This bill establishes a series of programs and requirements relating to cardiomyopathy. (Cardiomyopathy refers to a collection of diverse conditions of the heart muscle that can affect the ability of the heart to pump blood.) Specifically, the Department of Health and Human Services must disseminate information about cardiomyopathy and the use of automated external defibrillators to certain school professionals, families, and others, and it must develop specified risk assessment tools for cardiomyopathy. In addition, the Centers for Disease Control and Prevention must report on certain research and surveillance activities, and the National Institutes of Health must report on its research relating to cardiomyopathy.

Medically Tailored Home-Delivered Meals Demonstration Pilot Act This bill establishes a Medically Tailored Home-Delivered Meals Demonstration Program for certain Medicare beneficiaries after they are discharged from a hospital. Specifically, the Centers for Medicare & Medicaid Services (CMS) must establish a four-year demonstration program under which hospitals provide medically tailored, home-delivered meals and associated nutrition therapy for beneficiaries who have a diet-impacted disease (e.g., kidney disease) after they are discharged from the hospital. Hospitals must screen individuals to determine if they qualify for the program as part of the discharge planning process and continue to screen these individuals as part of program participation. Qualifying individuals must live at home, be limited with respect to at least two activities of daily living, and not be eligible for certain other home services (e.g., home health services), along with other specified criteria. The CMS must report on the impact of the program with respect to clinical outcomes and costs, particularly with respect to hospital admissions.

Suicide Prevention Assistance Act This bill requires the Substance Abuse and Mental Health Services Administration (SAMHSA) to award grants to primary care offices for self-harm and suicide prevention services, including screenings. SAMHSA must also develop standards of practice for conducting such screenings. Grantees must submit quarterly reports to SAMHSA that include the number of patients screened at the office, among other information.

Rolling Active Pharmaceutical Ingredient and Drug Reserve Act or the RAPID Reserve Act This bill requires the Department of Health and Human Services to contract with drug manufacturers to ensure adequate supplies of critical drugs that have vulnerable supply chains. (Under the bill, drugs are considered critical if they are likely to be needed during a public health emergency or if a shortage would pose a significant threat to the health care system or at-risk populations.) Contracted drug manufacturers must agree to (1) maintain at least a 6-month reserve of the active ingredient in a critical drug and of the finished product and to regularly replenish these reserves, (2) produce the ingredient and drug in a manner and quantity as specified in the contract, and (3) agree to transfer portions of the reserve, if necessary, to other manufacturers to meet manufacturing needs and allow HHS to control the allocation of reserves in the event of a public health emergency or other threat. HHS must publish a list of critical drugs and issue guidance on the criteria for determining this list and awarding contracts. HHS must give preference to domestic manufacturers for contracts. In addition, the Government Accountability Office must report on the capacity of domestic manufacturing with respect to critical drugs, including the ability to manufacture different dosage forms and drugs with various characteristics.

Increasing Access to Quality Cardiac Rehabilitation Care Act of 2023 This bill expands certain changes that are scheduled to take effect relating to the coverage of cardiac, intensive cardiac, and pulmonary rehabilitation programs under Medicare. Currently, such programs require physician supervision. Effective January 1, 2024, physician assistants, nurse practitioners, and clinical nurse specialists may also supervise these programs. The bill allows these practitioners to administer programs in their offices, prepare and sign treatment plans, and prescribe exercise.
