Gulf Coast Hurricane Emergency Environmental Protection Act of 2005 - Directs the Administrator of the Environmental Protection Agency (EPA) to use Hurricane Katrina disaster relief funding for: (1) cleanup activities: (2) reconstruction and rehabilitation of drinking water supplies and wastewater treatment plants; and (3) addressing threats to human health or the environment due to Hurricane Katrina. Requires the Administrator to prioritize cleanup activities based upon risks posed to human health or the environment. Directs the Administrator, in coordination with the governors of affected states and relevant governmental agencies, to develop a Comprehensive Environmental Sampling and Toxicity Assessment Plan (CESTAP) to determine health and environmental hazards posed by exposure to contaminants, hazardous materials, or infectious materials released into the environment due to hurricanes and resultant flooding. Requires CESTAP to include comprehensive environmental testing, risk assessment, notification to the public and public health officials of environmental risks, cleanup provisions, training for responders and cleanup workers, and public health assessments and long-term monitoring of health risks from environmental contaminants released by Hurricane Katrina. Establishes an Independent Advisory and Review Board to assist the Administrator in carrying out this Act. Habitability of Residential Homes, Schools, and Commercial Buildings Affected by Hurricane Katrina Act of 2005 - Directs the Administrator to: (1) establish a grant program for abatement and inspection activities for residences, commercial buildings, and schools affected by Hurricane Katrina; (2) issues guidelines for mold and mold spore limits in buildings; and (3) issue guidelines for contractor training and certification for mold remediation.

National Emergency Centers Establishment Act - Directs the Secretary of Homeland Security to establish at least six national emergency centers on mililtary installations to provide: (1) temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster; and (2) centralized locations for the training and coordination of federal, state, and local first responders, and to improve coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations. Requires the use of such centers to meet other appropriate needs determined by the Secretary.

American Parity Act of 2005 - Directs the Secretary of the Treasury to make grants to states and local governments for assistance in making priority expenditures. Defines priority expenditures as ordinary and necessary maintenance and operating expenses for: (1) primary, secondary, or higher education; (2) public safety; (3) public health; (4) social services for the disadvantaged or aged; (5) roads, transportation, and water infrastructure; and (6) housing, as well as ordinary and necessary capital expenditures authorized by state law. Requires at least one third of grant amounts to be made available to local governments.

Protect Our Homes Act - Prohibits a federal, state, or local governmental entity from using the power of eminent domain to take private property for economic development purposes unless the entity meets specified conditions, including that: (1) the property constitutes a significant public health or safety risk; (2) the entity has examined all reasonable alternatives to the taking; (3) the entity has provided notice of the taking and opportunity for public comment; (4) the entity has provided just compensation for the property; and (5) the entity has provided a process by which the affected community may petition to put the proposed development to a ballot initiative at the earliest practicable time.

American Homebuyers Protection Act - Prohibits a person engaged in the construction of new homes from: (1) requiring a home purchaser to enter into a mandatory arbitration agreement as a condition precedent to entering into a purchase contract; and (2) offering a home purchaser a contract which includes a mandatory arbitration agreement unless such agreement is a separate agreement.

Treat Emergency Victims Fairly Act of 2005 - Declares it is unlawful for any seller of goods or services of any type (including food, transportation, housing, and energy supplies) to engage in price gouging, that is, the charging of an unreasonable and unconscionable price for such a good or service immediately before, during, or after a natural disaster or other emergency formally declared by federal or state authorities. Permits the federal government, through the Attorney General, or a state government acting through its attorney general, to bring an action in federal or state court to enforce this Act. Requires an action that is brought under this Act in federal court to receive expedited review. Permits the Attorney General of the United States and a state attorney general, respectively, to recover restitution or disgorgement of excess profits. States that this Act does not preempt or otherwise affect any state or local law.

Affordable Housing Preservation Act of 2005 - Directs the Secretary of Housing and Urban Development (HUD) to make grants to states (40%) and localities (60%) for the preservation and promotion of low-income housing. States that grants shall be: (1) used for housing project acquisition, rehabilitation, capital expenditures, and related development costs; or (2) to eligible entities for operational, working capital, and organizational expenses, and predevelopment activities to acquire housing that will remain affordable for low-income or very low-income families. Sets forth eligibility requirements for: (1) projects with HUD-insured mortgages; (2) projects with section 8 project based assistance; (3) projects purchased by residents; and (4) rural rental assistance projects.

Gulf Coast Infrastructure Redevelopment and Recovery Act of 2005 - Federal Infrastructure Preparedness Act of 2005 - Directs the Secretary of the Army to establish a Federal Infrastructure Task Force to improve preparedness for the effects of extreme weather events on U.S infrastructure. Requires the Task Force to serve as the coordinating entity to distribute federal funding for infrastructure redevelopment required by Hurricane Katrina (Katrina). Authorizes the Secretary of Transportation to obligate more than $100 million in a state for a fiscal year under the emergency relief program for projects for the repair or reconstruction of highways, roads, and trails in response to Katrina. Emergency Water Infrastructure Assistance Act of 2005 - Authorizes Alabama, Louisiana, and Mississippi to provide additional subsidization to projects that receive funds through a revolving loan under the Federal Water Pollution Control Act to repair, replace or rebuild publicly-owned treatment works in Katrina-affected areas or water quality projects directly related to relief efforts. Amends: (1) the Public Works and Economic Development Act of 1965 to authorize appropriations for post-disaster economic recovery; and (2) the Consolidated Farm and Rural Development Act to authorize the Delta Regional Authority to designate as a disaster area a county or parish that is affected by the declaration of a major disaster in response to Katrina. Directs the Authority to establish the Delta Regional Authority Hurricane Katrina Relief Fund. Directs: (1) the Administrator of the Environmental Protection Agency (EPA) to use specified funds for activities, including cleanup, reconstruction, and rehabilitation of drinking water supplies and wastewater treatment plants, and to report on hazardous materials releases; and (2) the Secretary, acting through the Chief of Engineers, to conduct an assessment of Corps infrastructure in the region to determine whether opportunities exist for project modifications that may reduce future hurricane impacts. National Levee Safety Program Act of 2005 - Directs the Secretary to: (1) carry out a program under which the Secretary inspects U.S. levees every 10 years; (2) establish the Interagency Committee on Levee Safety; (3) establish the National Levee Safety Review Board; and (4) establish and maintain a national levee safety program. Emergency Water Infrastructure Assistance Act of 2005 - Authorizes the Administrator of General Services to enter into an emergency lease, for up to five years, during a major disaster declared by the President or the head of a federal agency. Habitability of Residential Homes, Schools, and Commercial Buildings Affected by Hurricane Katrina Act of 2005 - Directs the Administrator to establish a grant program to pay the federal share of the cost of abatement and inspection activities for residential homes, commercial buildings, and schools affected by Katrina. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to provide reimbursement for the establishment of commuter assistance programs to improve worker access to assist in the rapid recovery of communities in response to a major disaster.

Nursing Home Emergency Assistance Act - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to allow the President to provide reimbursement to private for-profit nursing homes for damages and expenses from a major disaster or declared emergency. Requires that such nursing homes: (1) be located within 30 miles of the disaster or emergency; and (2) have acted during the disaster or emergency in accordance with any relevant requirements applicable to private nonprofit nursing homes seeking reimbursement. Limits the amount of reimbursement to not greater than the amount available under such Act to a public or private nonprofit nursing home for similar damages or expenses after a disaster or emergency.

Servicemembers Home Protection Act of 2005 - Amends the Servicemembers Civil Relief Act (affording certain financial rights and protections to servicemembers and their families while the servicemembers are serving in the Armed Forces) to make any person or entity who fails to comply with any requirement of such Act liable to such servicemember or dependent for actual, punitive, consequential, and other damages caused by such noncompliance. Provides for administrative enforcement of such Act through the Federal Trade Commission (FTC) or other regulatory agencies, and allows a private cause of action by the aggrieved servicemember or dependent. Directs the Secretary of the military department concerned to provide to each member under their jurisdiction pertinent information on the rights and protections available to servicemembers and their dependents under such Act. Authorizes the Secretary concerned to provide such information to affected adult dependents. Amends the Housing and Urban Development Act of 1968 to require the Department of Housing and Urban Development (HUD) to provide a servicemember homeowner with an explanation of servicemember and dependent mortgage and foreclosure rights under such Act.

Community Partnership to End Homelessness Act of 2005 - Amends the McKinney-Vento Homeless Assistance Act (the Act) to state as the mission of the United States Interagency Council on Homelessness to develop and coordinate the implementation of a national strategy to prevent and end homelessness while maximizing federal government contributions toward such end. Adds to the membership of such Council the Commissioner of Social Security, the U.S. Attorney General, and the Director of the Office of Management and Budget (OMB). Directs the Council to develop and submit to the President and Congress a national strategic plan to end homelessness. Requires a collaborative applicant (a representative community homeless assistance planning body) to be established for a geographic area to lead a collaborative planning process to design and evaluate programs, policies, and practices to prevent and end homelessness. Requires: (1) the Secretary of Housing and Urban Development to make technical assistance available to collaborative applicants and other homelessness prevention project sponsors; (2) an annual performance report from collaborative applicants to the Secretary; and (3) secretarial monitoring of collaborative applicants. Directs the Secretary to make grants to: (1) state and local governments for assistance in providing specified homelessness services and activities; and (2) collaborative applicants to carry out homeless assistance and prevention projects. Includes within the latter grants incentives to promote the creation of new permanent housing through either construction or acquisition and rehabilitation. Directs the Secretary to promote: (1) permanent housing development activities for homeless individuals with disabilities, homeless families that include a disabled individual, and non-disabled homeless families; and (2) certain homelessness prevention activities. Earmarks funds under the Act for renewing expiring contracts for permanent housing within the Homeless Assistance Grants Account.

Louisiana Katrina Reconstruction Act - Makes emergency supplemental appropriations for FY2005 related to Hurricane Katrina disaster relief. Makes appropriations for interoperable communications. Provides for reconstruction/repair of the New Orleans Regional VA Hospital. Directs the Secretary of the Navy to convey the Naval Support Activity to the City of New Orleans, Louisiana, or the Port of New Orleans, Louisiana, to facilitate their development and expansion. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act with respect to hazard mitigation measures in a major disaster area. Directs the Secretary of Homeland Security, acting through the Director of the Federal Emergency Management Agency (FEMA), to reimburse all costs associated with the restoration of privately-owned utility infrastructure damaged or destroyed by Hurricane Katrina. Helping to House the Victims of Hurricane Katrina Act - Amends the United States Housing Act of 1937 with respect to Hurricane Katrina Emergency Assistance Vouchers. Prescribes requirements under the Home Program for families displaced as a result of Hurricane Katrina. Establishes in the Treasury the Home Business and Mortgage Protection Fund. Amends the TANF Emergency Response and Recovery Act of 2005 with respect to reimbursement of states for benefits under title IV (Temporary Assistance for Needy Families) (TANF) part A of the Social Security Act (SSA)) provided to assist families from other states affected by Hurricane Katrina. Requires a state to provide medical assistance under SSA title XIX (Medicaid) to Disaster Relief Medicaid (DRM)-eligible Katrina Survivors under a plan established during the DRM coverage period. Provides for 100% federal matching payments for medical assistance provided in direct impact parishes. Establishes in the Treasury the United States Disaster Relief Fund. Amends the Internal Revenue Code and the Workforce Investment Act of 1998 to make Katrina survivors eligible for: (1) a refundable income tax credit for 100% of health insurance costs; and (2) assistance with health insurance coverage under national emergency grants. Provides that an area in which the President has declared that a major disaster exists shall be designated as a health professional shortage area. Waives, during the disaster relief period, certain quality reporting requirements under SSA title XVIII (Medicare) for hospitals located in any parish affected by Hurricane Katrina. Amends the federal bankruptcy code with respect to debtors who are victims of a natural disaster. Amends SSA title IX (Employment Security) to authorize the Secretary of the Treasury to transfer from the federal unemployment account to a state's account in the Unemployment Trust Fund an amount appropriate to ensure that the state account is not insolvent. Authorizes the use of certain Department of Defense (DOD) and Louisiana National Guard funds for the payment of: (1) departure allowances in connection with the relocation of dependents of members of the uniformed services serving on active duty or of members of reserve components deployed in state service; and (2) claims for personal property damage and losses incurred by such members. Declares that the departure of civilian DOD employees and their dependents from Louisiana parishes designated as major disaster areas on or after August 28, 2005, shall be considered an evacuation for the purpose of federal government payment for transportation to a location of the employee's choice. Amends the Small Business Investment Act of 1958 to authorize the Administrator of the Small Business Administration to guarantee the timely payment of any debenture issued for purposes of rebuilding or resuming operations in a damaged area. Amends the Small Business Act with respect to Supplemental Emergency Loans after Hurricane Katrina. Louisiana Hurricane Katrina Agriculture Disaster Relief Act of 2005 - Prescribes requirements for certain crop disaster assistance. Privately Owned Utility System Restoration Act of 2005 - Directs the President to compensate privately owned utilities in Louisiana for losses incurred as a result of Hurricane Katrina. Establishes a Protecting Essential Louisiana Infrastructure, Citizens, and Nature Commission (Pelican Commission). Directs the Secretary of Commerce to establish a program of grants for activities relating to transition, recovery, and relocation for federal and state agencies, businesses, institutions of higher education, and public-private partnerships in Louisiana that have been affected by Hurricane Katrina or a related condition. Amends the Communications Act of 1934 to provide for emergency grants for construction of public telecommunications facilities damaged or destroyed by Hurricane Katrina. Provides relief for the crawfish industry. Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to report on the impacts of Hurricane Katrina on fisheries in affected states. Establishes an entrepreneurship redevelopment program to be administered by the Economic Development Administration to rebuild and diversify New Orleans and the ten surrounding parishes. Requires the Louisiana Department of Transportation and Development to establish grant programs to: (1) construct, maintain, and repair evacuation and energy supply routes; (2) expand road and transit capacity in the community; (3) restore, protect, and improve the infrastructure of the Port of New Orleans and other affected ports. Authorizes appropriations to the Federal Aviation Administration for reimbursements to the Louis Armstrong New Orleans International Airport for anticipated revenue shortfalls. AmeriCorps Disaster Relief Corps Act of 2005 - Establishes an AmeriCorps Disaster Relief Corps to carry out projects in a major disaster or emergency area that provide food, clothing, shelter, and other humanitarian assistance for disaster victims. Domestic Offshore Energy Reinvestment Act of 2005 - Directs the Secretary of the Treasury to make payments to coastal states from certain offshore energy-related amounts for hurricane protection and protection of resources from natural disasters. Offshore Fairness Act of 2005 - Extends the seaward boundaries of Gulf of Mexico states from three geographical miles to three marine leagues if certain conditions are met. Louisiana Restoration Stamp Act of 2005 - Directs the Secretary of the Treasury to issue a Louisiana Restoration Stamp and establish the Louisiana Restoration Stamp Fund to hold sale proceeds for coastal and wetland restoration activities. Amends the Federal Water Pollution Control Act to authorize appropriations for the restoration of the Lake Pontchartrain basin. Amends the Internal Revenue Code to prescribe or revise emergency tax relief measures for residents of the Hurricane Katrina disaster area, including specified tax credits and deductions from gross income. Provides for suspension of air transportation excise taxes. Special Inspector General for Relief and Reconstruction Act of 2005 - Authorizes the Special Inspector General for Iraq Reconstruction to continue to serve as the Special Inspector General for Relief and Reconstruction in order to audit and investigate use of funds made available for Hurricane Katrina recovery. Directs the Government Accountability Office (GAO) to track and report to Congress quarterly on spending of Hurricane Katrina emergency supplemental appropriations. Amends the federal criminal code to create a federal crime of interfering with federal disaster relief efforts. Shields volunteers from lawsuits arising out of their rendering of aid to victims of Hurricane Katrina.

CARE Act of 2005 - Amends Internal Revenue Code provisions relating to charitable giving, including to: (1) allow nonitemizing taxpayers to claim a tax deduction for charitable contributions; (2) permit tax-free distributions from individual retirement accounts for charitable purposes; (3) expand the tax deductions for charitable contributions of food and book inventories; (4) allow an increased tax deduction for charitable contributions of literary, musical, artistic, and scholarly compositions; and (5) exclude from gross income reimbursements to volunteers for the charitable use of an automobile. Revises various disclosure and oversight requirements relating to tax-exempt organizations. Restores and increases funding for the Social Services Block Grant Program. Savings for Working Families Act of 2005 - Allows certain low income individuals to establish individual development accounts (IDAs) to accumulate assets for homeownership, education, business startup, and other purposes. Allows an investment tax credit for contributions to an IDA. Authorizes the Secretary of Health and Human Services, the Corporation for National and Community Service, the U.S. Attorney General, and the Secretary of Housing and Urban Development to award grants to, and enter into cooperative agreements with, nongovernmental organizations to assist nonprofit community-based organizations in delivering social services. Requires the Secretary of Health and Human Services to contract for an evaluation of maternity group homes under the Runaway and Homeless Youth Act.

Katrina Emergency Assistance Act of 2005 - Authorizes the President to waive the limitation, under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, on the total maximum amount of financial assistance available to individuals and households affected by Hurricane Katrina. Waives limitations on the maximum amount of assistance for housing repairs or replacement under such Act. Authorizes the President to increase the federal share of such assistance. Directs the President to provide up to 39 weeks of unemployment assistance to individuals affected by Hurricane Katrina. Authorizes the President to reimburse a community for each eligible purchase of supplies distributed to Katrina Survivors. Repeals the increase, under the Second Emergency Supplemental Appropriations Act to Meet Immediate Needs Arising From the Consequences of Hurricane Katrina, 2005, in the micro-purchase threshold for federal agency purchases for Hurricane Katrina rescue and relief operations. Authorizes the use of special emergency procurement authority under the Office of Federal Procurement Policy Act for the support of such operations. Expresses the sense of Congress that the Bureau of Immigration and Customs Enforcement within the Department of Homeland Security should suspend or refrain from initiating removal proceedings for international students and scholars who are deported solely due to their inability to fulfill the terms of their visas as a result of a national disaster, such as Hurricane Katrina.

Charitable Giving Act of 2005 - Amends the Internal Revenue Code with respect to charitable giving and charitable organizations to: (1) allow individuals who do not itemize a deduction from gross income for a portion of their charitable contributions; (2) allow tax-free distributions from individual retirement accounts for charitable purposes; (3) increase the cap on corporate charitable contributions; (4) allow non-corporate taxpayers a tax deduction for charitable contributions of food inventory; (5) revise certain excise taxes related to private foundations; (6) modify the excise tax on unrelated business taxable income of charitable remainder trusts; (7) extend and expand the charitable contribution for scientific property used for research and for computer technology and equipment used for educational purposes; (8) adjust the basis of S corporation stock for certain charitable contributions; (9) revise church tax inquiry provisions; and (10) exclude from gross income certain landowner initiatives programs to conserve endangered habitats or species. Amends title IV of the Social Security Act to: (1) authorize the Secretary of Health and Human Services to make grants to any private entity that operates a promising social services program (as defined by this Act): and (2) restore the 10 percent limit on transfers to the Social Services Block Grant Program. Amends the Assets for Independence Act to reauthorize the assets for independence demonstration program through FY2008. Expresses the sense of Congress encouraging corporate contributions to faith-based organizations. Amends the Runaway and Homeless Youth Act to include maternity group homes within the program for transitional living youth projects for homeless youth.

Hurricane Katrina Emergency Housing Act of 2005 - Directs the Secretary of Housing and Urban Development (HUD) to waive specified requirements under the section 8 (United States Housing Act of 1937) housing voucher and project-based assistance programs for an individual or family: (1) who resides or resided on August 29, 2005, in any area subject to a presidential disaster declaration in connection with Hurricane Katrina; and (2) whose residence became uninhabitable or inaccessible as a result of Hurricane Katrina. Authorizes the Secretary to directly administer section 8 vouchers if the appropriate public housing agency is unable to do so because of Hurricane Katrina. States that: (1) a project-based housing assistance contract covering a project damaged or destroyed by Hurricane Katrina shall not expire because of the damage or destruction of dwelling units in the project; and (2) the contract's expiration date shall be the later of the contract date or three months after the units are first made habitable. Directs the Secretary, the Secretary of Defense, the Administrator of the General Services Administration, the Secretary of Agriculture, the Secretary of Veterans Affairs, other appropriate agency heads, the Federal National Mortgage Association (FNMA), and the Federal Home Loan Mortgage Corporation (FHLMC) to compile an inventory of federal civilian and defense facilities and other properties that can be used: (1) for emergency housing; or (2) as construction sites for temporary housing. Rural Housing Hurricane Relief Act of 2005 - Amends the Housing Act of 1949, in the event of a presidential-declared disaster, to authorize the Secretary, with respect to counties designated as disaster areas and the counties contiguous to such counties and for any residents of such counties, to: (1) convert rental assistance into housing voucher assistance or rural housing vouchers; (2) reprogram funds; and (3) waive rural area requirements. States that such authority shall last for six months after declaration of a disaster. Eliminates the rural housing voucher program fiscal year unit limit. Amends the Doug Bereuter section 502 single family housing loan guarantee program to permit loan and refinancing guarantees for home repair or rehabilitation.

Hurricane Katrina Emergency Relief CDBG Flexibility Act of 2005 - Directs the Secretary of Housing and Urban Development (HUD) to: (1) suspend the community development block grant public services cap for FY2005-FY 2008 for communities directly or indirectly affected by Hurricane Katrina; (2) consider the specific economic circumstances of each indirectly affected community in determining the length of such suspension; and (3) waive or find alternative public hearing requirements in FY2006 for a directly affected community. Authorizes similar fund use in directly affected nonentitlement areas, and provides that such amounts shall not be considered for statewide limitation purposes. Defines: (1) "directly affected community" as a unit of general local government or area that is located in an area for which the President has declared a major disaster as a result of Hurricane Katrina; and (2) "indirectly affected community" as a unit of general local government or area that is a metropolitan city or urban county that is not a directly affected community and is determined by the Secretary to have been significantly affected economically by the occurrence of Hurricane Katrina (including from the presence of Katrina-evacuated persons).

Louisiana Katrina Reconstruction Act - Makes emergency supplemental appropriations for FY2005 related to Hurricane Katrina disaster relief. Makes appropriations for interoperable communications. Provides for reconstruction/repair of the New Orleans Regional VA Hospital. Directs the Secretary of the Navy to convey the Naval Support Activity to the City of New Orleans, Louisiana, or the Port of New Orleans, Louisiana, to facilitate their development and expansion. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act with respect to hazard mitigation measures in a major disaster area. Directs the Secretary of Homeland Security, acting through the Director of the Federal Emergency Management Agency (FEMA), to reimburse all costs associated with the restoration of privately-owned utility infrastructure damaged or destroyed by Hurricane Katrina. Helping to House the Victims of Hurricane Katrina Act - Amends the United States Housing Act of 1937 with respect to Hurricane Katrina Emergency Assistance Vouchers. Prescribes requirements under the Home Program for families displaced as a result of Hurricane Katrina. Establishes in the Treasury the Home Business and Mortgage Protection Fund. Amends the TANF Emergency Response and Recovery Act of 2005 with respect to reimbursement of states for benefits under title IV (Temporary Assistance for Needy Families) (TANF) part A of the Social Security Act (SSA)) provided to assist families from other states affected by Hurricane Katrina. Requires a state to provide medical assistance under SSA title XIX (Medicaid) to Disaster Relief Medicaid (DRM)-eligible Katrina Survivors under a plan established during the DRM coverage period. Provides for 100% federal matching payments for medical assistance provided in direct impact parishes. Establishes in the Treasury the United States Disaster Relief Fund. Amends the Internal Revenue Code and the Workforce Investment Act of 1998 to make Katrina survivors eligible for: (1) a refundable income tax credit for 100% of health insurance costs; and (2) assistance with health insurance coverage under national emergency grants. Provides that an area in which the President has declared that a major disaster exists shall be designated as a health professional shortage area. Waives, during the disaster relief period, certain quality reporting requirements under SSA title XVIII (Medicare) for hospitals located in any parish affected by Hurricane Katrina. Amends the federal bankruptcy code with respect to debtors who are victims of a natural disaster. Amends SSA title IX (Employment Security) to authorize the Secretary of the Treasury to transfer from the federal unemployment account to a state's account in the Unemployment Trust Fund an amount appropriate to ensure that the state account is not insolvent. Amends the Small Business Investment Act of 1958 to authorize the Administrator of the Small Business Administration to guarantee the timely payment of any debenture issued to a qualified borrower for purposes of rebuilding or resuming operations in a damaged area. Amends the Small Business Act with respect to Supplemental Emergency Loans after Hurricane Katrina. Louisiana Hurricane Katrina Agriculture Disaster Relief Act of 2005 - Prescribes requirements for certain crop disaster assistance. Privately Owned Utility System Restoration Act of 2005 - Directs the President to compensate privately owned utilities in Louisiana for losses incurred as a result of Hurricane Katrina. Establishes a Protecting Essential Louisiana Infrastructure, Citizens, and Nature Commission (Pelican Commission). Directs the Secretary of Commerce to establish a program of grants for activities relating to transition, recovery, and relocation for federal and state agencies, businesses, institutions of higher education, and public-private partnerships in Louisiana that have been affected by Hurricane Katrina or a related condition. Amends the Communications Act of 1934 to provide for emergency grants for construction of public telecommunications facilities damaged or destroyed by Hurricane Katrina. Provides relief for the crawfish industry. Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to report on the impacts of Hurricane Katrina on fisheries in affected states. Establishes an entrepreneurship redevelopment program to be administered by the Economic Development Administration to rebuild and diversify New Orleans and the ten surrounding parishes. Requires the Louisiana Department of Transportation and Development to establish grant programs to: (1) construct, maintain, and repair evacuation and energy supply routes; (2) expand road and transit capacity in the community; (3) restore, protect, and improve the infrastructure of the Port of New Orleans and other affected ports. Authorizes appropriations to the Federal Aviation Administration for reimbursements to the Louis Armstrong New Orleans International Airport for anticipated revenue shortfalls. AmeriCorps Disaster Relief Corps Act of 2005 - Establishes an AmeriCorps Disaster Relief Corps to carry out projects in a major disaster or emergency area that provide food, clothing, shelter, and other humanitarian assistance for disaster victims. Domestic Offshore Energy Reinvestment Act of 2005 - Directs the Secretary of the Treasury to make payments to coastal states from certain offshore energy-related amounts for hurricane protection and protection of resources from natural disasters. Offshore Fairness Act of 2005 - Extends the seaward boundaries of Gulf of Mexico states from three geographical miles to three marine leagues if certain conditions are met. Louisiana Restoration Stamp Act of 2005 - Directs the Secretary of the Treasury to issue a Louisiana Restoration Stamp and establish the Louisiana Restoration Stamp Fund to hold sale proceeds for coastal and wetland restoration activities. Amends the Federal Water Pollution Control Act to authorize appropriations for the restoration of the Lake Pontchartrain basin. Amends the Internal Revenue Code to prescribe or revise emergency tax relief measures for residents of the Hurricane Katrina disaster area, including specified tax credits and deductions from gross income. Provides for suspension of air transportation excise taxes. Special Inspector General for Relief and Reconstruction Act of 2005 - Authorizes the Special Inspector General for Iraq Reconstruction to continue to serve as the Special Inspector General for Relief and Reconstruction in order to audit and investigate the use of funds made available for Hurricane Katrina recovery. Directs the Government Accountability Office (GAO) to track and report to Congress quarterly on spending of Hurricane Katrina emergency supplemental appropriations. Amends the federal criminal code to create a federal crime of interfering with federal disaster relief efforts. Shields volunteers from lawsuits arising out of their rendering of aid to victims of Hurricane Katrina.

Hurricane Katrina Employment and Training Assistance Act - Allows national emergency grant funds to states under the Workforce Investment Act of 1998 (WIA) for addressing the effects of Hurricane Katrina (HK) to be used to provide disaster relief employment on projects that provide assistance in areas outside of the HK-disaster area. Allows such funds to be used to provide disaster relief employment and other WIA assistance, or temporary general public sector employment, to HK-affected individuals, including those who have relocated from states in the disaster area, who were unemployed at the time of the disaster, or who are without employment history, in addition those who meet WIA eligibility requirements. Limits such general public sector employment to not more than six months in addition to such disaster relief employment. Authorizes the Secretary of Labor, however, to extend the duration of employment under this Act and WIA for up to an additional six months due to extraordinary circumstances. Directs the Secretary, in awarding WIA national emergency grants for disaster relief employment, to give priority: (1) first, to states with major disaster areas; and (2) second, to the remaining states that have been most heavily impacted by the demand for services by HK-affected workers. Prohibits an entity that is providing such disaster relief employment from denying such employment because of an HK-affected worker's inability, due to HK's effects, to provide documentation of eligibility. Allows any state, with the Secretary's approval, to use available WIA national emergency grant funds to assist HK-affected workers, including those who have relocated from states in the HK-disaster area. Authorizes the Secretary to award a WIA national emergency grant for employment and training assistance (ETA) for dislocated workers to an eligible entity to provide ETA to HK-affected workers, including workers who have relocated from HK-disaster areas. (Sec. 3) Expresses the sense of Congress that: (1) states operating one-stop centers should make them available for use in HK-affected areas and areas where large numbers of HK's victims have been relocated; and (2) one-stop operators should increase access for HK-affected individuals, including through expanded operational hours and on-site services for those in temporary housing locations.

Hurricane Katrina Victims Emergency Shelter Act of 2005 - Directs the Secretary of Housing and Urban Development (HUD) to make single family properties held by HUD pursuant to foreclosure under the Federal Housing Administration (FHA) mortgage insurance program available to a person or family whose primary residence as of August 29, 2005, was in a disaster-designated area pursuant to Hurricane Katrina and was destroyed or otherwise made inhabitable. Provides: (1) that for the first six months after enactment of this Act the Secretary may not dispose of such properties except to an eligible family; (2) that for the 18 months following such six month period the Secretary shall make such properties that are not under a disposition agreement available to eligible families; (3) for five-year rent free occupancy, with an option to purchase; and (4) program outreach activities. Directs the Secretary to establish selection criteria for a property for which more than one family has submitted a request, with preference for families having incomes not exceeding the median income for the area in which the family's primary residence was located.

Military Family Assistance Act of 2005 - Authorizes the Secretary of Defense to make an emergency adjustment in the rates of the basic allowance for housing in a particular military housing area in response to a sudden increase in energy costs resulting from higher charges for utilities or other causes. Allows such increase to remain in effect for up to six months. Requires the Secretary to notify Congress of such an adjustment and the reasons for such adjustment. Authorizes the Secretary to make an emergency adjustment in the cost-of-living allowance and establish temporary high cost areas during a fiscal year in response to a sudden increase in gasoline prices in an area. Provides the same six-month limitation and congressional notification requirement.

Emergency Food and Farm Disaster Assistance Act of 2005 - Amends the Food Stamp Act of 1977 to set forth food stamp program provisions applicable to the Hurricane Katrina disaster recovery period and the immediate disaster recovery period (as defined by this Act). Makes additional funds available to the Secretary of Agriculture to provide emergency food assistance for displaced Hurricane Katrina victims. Directs the Secretary to make emergency crop disaster assistance for qualifying: (1) 2005 losses due to weather or related conditions; and (2) 2006 losses due to a hurricane occurring in 2005. Directs the Secretary to carry out: (1) a livestock compensation program for 2005 livestock losses in emergency-designated areas; (2) a livestock indemnity program for 2005 livestock losses due to hurricanes, floods, and anthrax; (3) an assistance program for domestic catfish producers hurricane disaster-designated areas in 2005; and (4) sugarcane disaster assistance for qualifying producers and first handlers in areas of Louisiana designated as disaster areas due to Hurricane Katrina. Authorizes the Secretary to use emergency watershed protection program and emergency conservation program funds for removal and disposal of dead livestock in disaster-designated in 2005 due to Hurricane Katrina. Directs the Secretary to provide assistance to certain private forest landowners in hurricane disaster-designated areas in 2005. Directs the Secretary to make grants for Hurricane Katrina assistance to: (1) Alabama, Florida, Louisiana, Mississippi, and Tennessee; and (2) other states housing evacuees or suffering damage from Hurricane Katrina or a related condition. Directs the Secretary to extend marketing assistance loan settlement dates. Provides temporary suspension of farm loan interest in hurricane disaster-designated areas in 2005. Extends the emergency loan application period in such areas. Amends the Consolidated Farm and Rural Development Act to provide additional loan write-down authority for farm losses in hurricane disaster-designated areas in 2004 or any subsequent year. Directs the Secretary to temporarily suspend certain administrative offsets in hurricane disaster-designated areas in 2005. Expresses the sense of Congress regarding the need for: (1) permanent agricultural disaster relief authority; and (2) additional assistance in response to Hurricane Katrina.

Katrina Emergency Tax Relief Act of 2005 - Amends the Internal Revenue Code to provide tax relief to Hurricane Katrina victims, including by: (1) extending (from two to five years) the mandatory replacement period for property involuntarily converted due to Hurricane Katrina: (2) suspending (between August 28 and December 31, 2005) the limitations on individual and corporate charitable cash contributions for Hurricane Katrina relief efforts; (3) increasing the standard mileage rate for the tax deduction for charitable use of an automobile used for Hurricane Katrina relief; (4) excluding from gross income cancellations of certain nonbusiness indebtedness incurred by Hurricane Katrina victims; (5) suspending certain restrictions on residential loans financed with mortgage revenue bonds in a Hurricane Katrina disaster area; (6) suspending limitations on casualty losses incurred by Hurricane Katrina victims; (7) allowing an additional personal tax exemption for housing individuals displaced by Hurricane Katrina; (8) allowing Hurricane Katrina victims eligible for an earned income credit in 2005 to base such credit on 2004 earned income; (9) authorizing the Secretary of the Treasury to make tax law adjustments to ensure that Hurricane Katrina victims do not lose certain tax benefits; (10) allowing employers a work opportunity tax credit for employees hired in a Hurricane Katrina disaster area; and (11) permitting retirement plan participants to take distributions and loans from such plans without penalty.

Katrina Assistance Tax Relief Incentives for Necessities Act of 2005 or the KATRINA Act of 2005 - Amends the Internal Revenue Code to: (1) designate Hurricane Katrina disaster victims as members of a targeted group for purposes of the work opportunity tax credit; (2) allow a tax credit, up to $1,000 annually, for individuals who house Hurricane Katrina disaster victims free of charge; (3) allow a tax credit, up to $5,000, for Hurricane Katrina disaster victims who purchase a principal residence in the Hurricane Katrina disaster area; and (4) increase the per capita housing credit ceiling for the low-income housing tax credit for Alabama, Louisiana, and Mississippi for 2006 and 2007 (from $1.75 to $3.70 multiplied by the state's population) and to waive certain requirements for such credit.

Emergency Agricultural Disaster Assistance Act of 2005 - Directs the Secretary of Agriculture to provide emergency financial assistance to eligible agricultural producers who have incurred qualifying 2005 crop losses due to weather or related conditions (including crop disease, insects, and delayed harvest). Directs the Secretary to provide: (1) payments to livestock producers who have incurred 2005 losses in an emergency-designated county, with set-asides for the American Indian livestock program; (2) livestock indemnity payments to producers who have incurred 2005 livestock disaster losses, including losses due to hurricanes, floods, and anthrax; (3) additional assistance for the emergency conservation and the emergency watershed protection programs; (4) compensation for certain owners of flooded crop and grazing land in North Dakota; and (5) supplemental loss payments under a specified rate to producers who received crop year 2005 commodity assistance. Amends the Small Business Act to: (1) provide drought disaster relief authority for farm-related and non-farm-related small businesses; and (2) authorize FY2005-FY2008 drought disaster loans for non-farm-related small businesses. Directs the Secretary to use Commodity Credit Corporation (CCC) funds for: (1) grants for agricultural promotion; (2) state-specified grants; and (3) additional grants for agricultural promotion, including food bank and nutrition program assistance, to Alabama, Florida, Louisiana, Mississippi, Tennessee, and any other state that is housing evacuees or suffering damage from Hurricane Katrina or a related condition. Directs the Secretary to extend the settlement date of certain marketing assistance loans. Transfers Treasury funds to the Secretary of Commerce for assistance to New England fisheries suffering from the red tide outbreak.

Hurricane Katrina Tax Relief Act of 2005 - Amends the Internal Revenue Code to provide tax relief to Hurricane Katrina victims, including by: (1) permitting penalty-free withdrawals from tax-exempt retirement accounts for disaster relief; (2) allowing certain tax credits for employers and employees affected by Hurricane Katrina; (3) increasing, between August 28 and December 31, 2005, the limitation on individual and corporate charitable cash contributions; (4) permitting tax-free distributions from individual retirement accounts for charitable purposes relating to Hurricane Katrina disaster relief; (5) allowing individuals (in addition to corporations) to claim a tax deduction for charitable contributions of food inventories; (6) allowing an additional personal tax exemption for the housing of individuals displaced by Hurricane Katrina; (7) increasing the standard mileage rate for the tax deduction for charitable usage of a passenger automobiles; (8) excluding from gross income cancellation of certain indebtedness owned by Hurricane Katrina victims; (9) suspending limitations on casualty losses incurred by Hurricane Katrina victims; and (10) authorizing the Secretary of the Treasury to disclose to state officials information concerning the tax status of certain charitable organizations.

Hurricane Katrina Food Assistance Relief Act of 2005 - Amends the Food Stamp Act of 1977 to provide expedited and increased food stamp benefits for households in areas affected by Hurricane Katrina (including areas that were disaster-designated as a result of Hurricane Katrina) or a related condition. Includes as an eligible household a household: (1) in an affected area; (2) in which a member worked in an affected area immediately prior to August 29, 2005; (3) that was displaced as a result of Hurricane Katrina or a related condition to other areas of the same or another state; (4) that the Secretary of Agriculture (the Secretary) determines should receive relief; or (5) containing one or more individuals displaced by Hurricane Katrina or a related condition. Treats lawful aliens in the same manner as refugees for food stamp household eligibility purposes. Authorizes the Secretary, under expedited procedures, to use specified food stamp program funds in FY2005-FY2006 for contracts with nonprofit organizations to support household and community efforts to address food assistance and related needs resulting from Hurricane Katrina or a related condition. Directs: (1) the Secretary of the Treasury to transfer to the Secretary specified amounts (which shall be available without further appropriation) for food assistance to eligible recipients, including special supplemental foods for pregnant women and infants (WIC) or for other individuals with special needs, infant formula, bottled water, and fruit juices; (2) the Secretary to use additional commodity distribution funds for food assistance to such recipients. Includes as an eligible recipient a person who: (1) is a victim of Hurricane Katrina or a related condition; (2) has been displaced by Hurricane Katrina or a related condition; or (3) is temporarily housing one or more individuals displaced by Hurricane Katrina or a related condition. Authorizes the Secretary to modify assistance conditions for programs under the Richard B. Russell National School Lunch Act and the Child Nutrition Act of 1966 during the disaster recovery period for households that are victims of a disaster or in areas affected by the disaster if the households are in need of temporary food assistance. Directs the Secretary of the Treasury to transfer to the Secretary additional WIC and commodity supplemental food program funds (which shall be available without further appropriation) for persons victimized or displaced by Hurricane Katrina or a related condition.

Katrina Aftermath Relief Effort Tax Credit Act - Amends the Internal Revenue Code to allow individual taxpayers a refundable tax credit for certain housing support expenses (e.g., food, clothing, and school supplies) paid or incurred between August 29, 2005, and December 31, 2006, to help individuals displaced by Hurricane Katrina. Limits the amount of such credit to $1,000 for any taxable year.

Gulf State Community Renewal Commission Act - Establishes the Gulf State Community Renewal Commission to: (1) examine, evaluate, and report on the rebuilding of both urban and rural communities in areas that were affected by Hurricane Katrina; (2) identify actions necessary for rebuilding such communities and neighborhoods; and (3) create rebuilding models and plans. Requires the models and plans to address: (1) transportation needs; (2) economic development and job creation; (3) the tourism industry; (4) housing needs; (5) agriculture development; (6) environmental concerns; and (7) natural disaster mitigation.

Directs the Secretary of Veterans Affairs to make available for use as temporary residences for Hurricane Katrina-affected individuals any residential properties on which the Department of Veterans Affairs has foreclosed under the Department's guaranteed home loan program. Requires a residential priority for veterans, surviving spouses of veterans, and children of veterans and their families. Authorizes the Secretary to make emergency grants to nonprofit organizations or states or political subdivisions thereof for providing housing assistance to homeless veterans who are Hurricane Katrina-affected individuals and their families for up to two years. Authorizes the Secretary, during or following a period of emergency or disaster, to use underutilized Department property to house, for up to 180 days, veterans and their dependents who are displaced as the result of such emergency or disaster. Authorizes the Secretary to make emergency grants to entities providing care for homeless veterans to repair or replace care facilities that are damaged or destroyed by a disaster.

Katrina Emergency Relief Act of 2005 - Temporary Medicaid Disaster Relief Act of 2005 - Allows states to provide medical assistance to Hurricane Katrina survivors under a state Medicaid plan without regard to eligibility requirements. Provides for grants to local educational agencies and states with a large influx of displaced students due to Hurricane Katrina. Requires the Secretary of Education to: (1) authorize higher education institutions to waive federal financial aid requirements for students affected by Hurricane Katrina; and (2) make payments to institutions for financial aid for such students. Helping to House the Victims of Hurricane Katrina Act of 2005 - Amends the United States Housing Act of 1937 to require the Secretary of Housing and Urban Development to provide temporary rental assistance to individuals and families affected by Hurricane Katrina. Hurricane Emergency Limitation on Payments (HELP) Act of 2005 - Prohibits certain penalties against a person affected by Hurricane Katrina for failing to make timely payments on a federal financial obligation. Allows the President to provide mortgage or rental payments to people affected by Hurricane Katrina. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to require the President to provide appropriate benefit assistance to any individual unemployed as a result of a major disaster. Provides tax relief to taxpayers affected by Hurricane Katrina, including disregarding a specified period in determining the tax liability of such taxpayers and excluding certain withdrawals from retirement plans from gross income. Hurricane Katrina Food Assistance Relief Act of 2005 - Amends the Food Stamp Act of 1977 to provide expedited and increased food stamp benefits for households in areas affected by Hurricane Katrina. Delays the changes to bankruptcy law for residents of a declared major disaster area in connection with Hurricane Katrina.

Emergency Action for Vulnerable Children Act - Entitles each state which makes foster care maintenance payments on behalf of foster children in areas affected by Hurricane Katrina, for a 12-month period beginning with September 2005, to payments equal to its total expenditures for: (1) such children in foster family homes or child care institutions; and (2) provision of child placement services, plan administration, or services to improve the children's well-being (as the Secretary of Health and Human Services finds necessary).

Affordable Housing Preservation Tax Relief Act of 2005 - Amends the Internal Revenue to exclude from gross income gain from the sale or exchange of certain multifamily housing property to a housing credit agency or related organization (preservation entity) that agrees to maintain certain affordability and use restrictions for such property. Limits the excludable amount of such gain to the depreciation adjustments for such property.

Veterans Housing Improvement Act of 2005 - Amends Federal veterans' benefits provisions to authorize the Secretary of Veterans Affairs to assist, as specified, certain disabled veterans residing temporarily in housing owned by a family member in acquiring adaptations necessitated by such disability. Makes permanent (currently, a pilot program prohibiting loans after December 31, 2008) a Department of Veterans Affairs program to make direct housing loans to Native American veterans. Extends eligibility for such loans to a non-Native American veteran who is the spouse of a Native American.
