EXTEND the Energy Efficiency Incentives Act of 2006 - Amends the Internal Revenue Code to: (1) to allow individual taxpayers a tax credit, through 2010, for residential energy efficiency expenditures certified to achieve certain levels of energy savings; (2) modify standards for nonbusiness energy property (i.e., air conditioners, heat pumps, water heaters, etc.) and extend the tax credit for such property through 2010; (3) revise the tax credit for solar electric and hot water property to include all technologies for solar-derived electricity; (4) extend through 2010 the tax credits for residential energy efficient property and new energy efficient homes; (5) extend through 2011 the tax deduction for energy efficient commercial buildings and increase the maximum amount of such deduction; (6) allow a tax deduction for energy efficient low-rise buildings (four stories or less); (7) extend through 2011 the investment tax credit for solar energy and fuel cell property; and (8) allow a business-related tax credit for qualified training and certification costs and equipment expenditures for certifying residential energy savings.

Affordable Housing Preservation Act of 2006 - Amends the Internal Revenue to exclude from gross income gain from the sale or exchange of certain multifamily housing property to a housing agency or related organization (preservation entity) that agrees to maintain certain affordability and use restrictions for such property. Limits the excludable amount of such gain to the depreciation adjustments for such property.

Veterans Long Term Care Security Act - Directs the Secretary of Veterans Affairs to pay for nursing home care furnished in a non-Department of Veterans Affairs (VA) nursing home to any veteran in need of such care: (1) for a service-connected disability; or (2) who has a service-connected disability rated at 70 percent or more. Directs the Secretary to furnish such drugs and medicines as ordered by a duly licensed physician for any veteran in need of such drugs and medicines: (1) for a service-connected disability; or (2) who has a service-connected disability rated at 50 percent or more. Authorizes the Secretary, for three years after the enactment of this Act, to treat certain health facilities as state homes for purposes of eligibility for payments for care provided to veterans.

Comprehensive Homeless Veterans Assistance and Prevention Act of 2006 - Reaffirms: (1) the national goal to end chronic homelessness among veterans within a decade of the enactment of the Homeless Veterans Comprehensive Assistance Act of 2001; and (2) encouraging all federal and local departments and agencies and public and private sector entities and organizations to work cooperatively to achieve such goal. Expresses the sense of Congress that federal agencies should cooperate more fully to address the veteran homelessness problem. Extends various Department of Veterans Affairs (VA) programs and activities to assist homeless veterans, including: (1) grants for comprehensive homelessness services; (2) treatment and rehabilitation for seriously mentally ill and homeless veterans; (3) the transfer to VA homeless assistance programs of properties obtained through mortgage foreclosures; (4) a grant program for homeless veterans with special needs; and (5) the homeless veteran service provider technical assistance program. Extends funding for rental assistance vouchers for a VA-supported housing program under the United States Housing Act of 1937. Directs the Secretary of Veterans Affairs to provide financial assistance for supportive services for very low-income veteran families occupying permanent housing.

Expanding American Homeownership Act of 2006 - FHA Modernization Act of 2006 - Amends the National Housing Act to: (1) modify guidelines governing the maximum principal housing loan obligation; (2) extend the mortgage term to 40 years; and (3) revise requirements for cash payment by the mortgagor in the eligibility criteria for mortgage insurance. Authorizes the Secretary of Housing and Urban Development to establish a mortgage insurance premium structure involving a single premium payment collected prior to the insurance of the mortgage that may vary during the mortgage term. Requires the Secretary to notify specified entities whenever the Secretary takes discretionary action to suspend or revoke approval of a mortgagee to participate in any mortgage insurance program. Permits the Secretary to insure any mortgage covering a one-family unit in a condominium project if the project has a certain blanket mortgage insured by the Secretary. Revises requirements for the Mutual Mortgage Insurance (MMI) Fund. Limits the Secretary's authority to enter into commitments for loan guarantees. Requires annual independent actuarial studies of the Fund. Declares that insurance of a Native Hawaiian or Indian reservation mortgage is the obligation of the MMI Fund (instead of the General Insurance Fund). Authorizes the Secretary to: (1) insure a home equity conversion mortgage for specified elderly mortgagors; and (2) enter into agreements to insure temporarily certain mortgages for a single family residence located within a presidentially declared major disaster area. Federal Housing Administration Manufactured Housing Loan Act of 2006 - Exempts a manufactured home (including its appurtenant lot) from the limitation placed upon federal insurance of financial institutions. Makes any mortgage insurance contract related to a manufactured housing loan conclusive evidence of the eligibility for such insurance of the financial institution involved. Authorizes the Secretary to establish a mortgage insurance single premium structure for manufactured homes. Increases the maximum dollar amounts of loan limits.

YouthBuild Transfer Act - Amends the Workforce Investment Act of 1998 to establish a revised YouthBuild program under the authority of the Secretary of Labor (Secretary). Authorizes the Secretary to make grants to eligible entities to carry out certain activities under the YouthBuild program, including: (1) education and workforce investment; (2) supervision and training for participants in the rehabilitation or construction of housing (including residential housing for homeless individuals or low-income families), transitional housing for homeless individuals, and community and other public facilities; (3) adult mentoring; and (4) follow-up services. Repeals authority for the YouthBuild program under the Cranston-Gonzalez National Affordable Housing Act. Transfers the YouthBuild program from the Department of Housing and Urban Development (HUD) to the Department of Labor.

Mark-to-Market Extension Act of 2006 - Amends the Multifamily Assisted Housing Reform and Affordability Act of 1997 to reauthorize through FY2011: (1) the Federal Housing Administration (FHA)-insured MultifamilyHousing Mortgage and Housing Assistance Restructuring (Mark-to-Market) program; and (2) the Office of Multifamily Housing Assistance Restructuring. Permits the Secretary of Housing and Urban Development to waive rent level limits for: (1) disaster-damaged eligible projects; and (2) up to 9% (currently 5%) of all units subject to restructured mortgages in any fiscal year, based on certain findings of special need. Redefines eligible multifamily housing project to include properties worthy of cost-effective preservation even though their rents fall below a level otherwise authorized that, on an average per unit or per room basis, exceeds the rent of comparable properties in the same market area. Requires each mortgage restructuring and rental assistance sufficiency plan to determine, for units assisted with project-based assistance in eligible multifamily housing projects, adjusted rent levels for disaster-damaged eligible projects equal to 100% of the fair market rents for the relevant market area. Revises requirements for an approved mortgage restructuring and rental assistance sufficiency plan with respect to modification or forgiveness of all or part of a second mortgage held by the Secretary (debt relief) if the project concerned is acquired by a tenant organization or tenant-endorsed community-based nonprofit or public agency. Sets forth requirements for alternative periods of eligibility for such nonprofit debt relief if the purchaser acquires the project subsequent to the date of recordation of the related affordability agreement.

Moving to Work Charter Program Act of 2006 - Directs the Secretary of Housing and Urban Development to enter into charter contracts, beginning in FY2007, with up to 250 public housing agencies administering the public housing program or the section 8 housing assistance program under the United States Housing Act of 1937. States that such charter contracts shall: (1) supersede and have a term commensurate with any annual contributions contract between a public housing agency and the Secretary; and (2) provide that a participating public housing agency shall receive capital and operating assistance allocated to it under specified laws. Exempts charter contracts from the requirements of the United States Housing Act of 1937, except those for payment of wages prevailing in the community and the demolition and disposition of public housing. Requires a charter contract to provide that a public housing agency: (1) may combine section 8 low-income assistance and Public Housing Capital and Operating Fund assistance and use it for housing assistance and related services for activities under this Act; (2) shall ensure that at least 75% of the families assisted are very low-income families; (3) shall establish a reasonable rent policy designed to encourage employment, self-sufficiency, and home ownership by participating families; and (4) meet specified additional requirements. Directs the Secretary to appoint a federal advisory committee to assess and develop a demonstration program to test standards, criteria, and practices for a national public housing agency accreditation system or other evaluation system.

Stormwater Enforcement and Permitting Act of 2006 - Amends the Federal Water Pollution Control Act to direct the Administrator of the Environmental Protection Agency (EPA) to require the owner or operator of any point source to provide information necessary to address an imminent and substantial endangerment to public health or welfare or the environment. Requires the Administrator to provide an operator a reasonable opportunity to correct a violation of a permit condition for a site with residential construction activity before initiation of an enforcement action, if such violation has not resulted in a discharge of stormwater. Prohibits more than one opportunity to correct violations of the same condition. Prohibits the Administrator from requiring a permit for stormwater runoff from such a site if: (1) the runoff enters a municipal separate storm sewer system that is covered by a permit and the operator is in compliance with runoff requirements; and (2) such site has minimal potential for soil erosion. Prohibits the Administrator from exercising enforcement authority with respect to a state permit that authorizes stormwater discharge from such a site unless: (1) such a discharge flows across a state line or onto a federal facility or Indian tribal lands; (2) such permit was issued under a state program that the Administrator has suspended or withdrawn; or (3) a discharge results in imminent and substantial endangerment to public health or welfare or the environment. Prohibits the Administrator from paying any state penalty for a violation of a permit for such a discharge. Requires the Administrator to establish a program that will develop and distribute to site operators a pamphlet that explains permitting requirements for stormwater discharges. Authorizes the Administrator or the state to issue a general permit for no more than five years on a state, regional, or nationwide basis to cover any category of discharges, sludge use, disposal practices, or facilities. Declares that the Administrator or state is not required to review, approve, or provide an opportunity for public comment on any application for a discharge under a general permit.

Instructs the Secretary of Energy to report to Congress on the Secretary's review of the fuel supply plan components of state evacuation plans and the National Capitol region. Prescribes report contents. Authorizes the Secretary, during any federally declared emergency or disaster, to provide direct assistance to private sector entities that operate critical energy infrastructure, including refineries. Allows such assistance to include emergency preparation and recovery assistance, particularly power generation equipment, other protective or emergency recovery equipment, assistance to restore access to water, power, or other raw materials, and transportation and housing for critical employees. Zero Baseline Budget Act of 2006 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to eliminate sequential and cumulative adjustments for inflation from Congressional Budget Office (CBO) baseline projections for discretionary appropriations with respect to: (1) expiring housing contracts and social insurance administrative expenses; (2) offset pay absorption and pay annualization; (3) inflation; and (4) any accounting for changes required by law in the level of agency payments for personnel benefits other than pay. Exempts from the requirement that budgetary resources (other than unobligated balances) be at the level available in the current year any resources designated as an emergency requirement or provided in supplemental appropriations laws. Prohibits adjustments for inflation or or any other factor. Amends the Act to extend indefinitely the formula used to calculate the baseline.

Strategic Energy Fund Act of 2006 - Amends the Internal Revenue Code to establish in the Treasury the Strategic Energy Fund. Transfers revenues from the excess profits tax imposed by this Act to such Fund to finance clean energy research and alternative fuel projects. Modifies the tax credit for investment in alternative fuel vehicle refueling property to: (1) increase the rate of such credit from 30 to 50%; (2) increase to $50,000 the allowable amount of such credit for commercial refueling properties; and (3) extend such credit to the earlier of December 31, 2014, or until 20,000 refueling properties have been installed through the use of such credit. Expands eligibility for the small ethanol producer tax credit for producers of sucrose or cellulosic ethanol. Extends through 2014: (1) income and excise tax credits for biodiesel used as fuel; (2) tax credits for investment in solar energy and fuel cell property; (3) the tax deduction for energy efficient commercial property; and (4) the tax credit for new energy efficient homes. Allows new tax credits for: (1) the manufacture of flexible fuel and advanced technology motor vehicles; (2) investment in fuel-efficient motor vehicle fleets; (3) investment in wind energy property; and (4) captured carbon dioxide processes to enhance oil and natural gas recovery. Extends through 2017 the tax credit for producing electricity from renewable resources. Directs the Secretary of Energy to establish the position of Assistant Secretary for Advanced Energy Research, Technology Development, and Deployment. Imposes for taxable years beginning in 2006 or 2007 a 50% excise fee on the excess profits of integrated oil companies and producers or refiners of crude oil with gross receipts exceeding $100 million. Eliminates certain tax benefits for such oil companies, producers, and refiners, including: (1) the tax deductions for intangible drilling and development costs and for income attributable to domestic production of oil, natural gas, or related products; (2) amortization of geological and geophysical expenditures; and (3) foreign tax credits and deferrals. Requires such companies, producers, and refiners to revalue their LIFO inventories of crude oil, natural gas, and other petroleum products according to a specified formula. Directs the Secretary of the Interior to suspend royalty relief programs for producers of oil and natural gas on federal lands during periods when the price of oil and natural gas exceeds certain levels and to renegotiate existing leases for production of oil and natural gas on federal lands. Places limits on the depreciation of certain non-farm heavy passenger motor vehicles.

Natural Disaster Housing Reform Act of 2006 - Makes the Department of Housing and Urban Development the primary federal agency responsible for coordinating and administering housing assistance in connection with any major disaster that will result in long-term housing needs. Prescribes guidelines for the Secretary of Housing and Urban Development to implement such assistance. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to direct the President, upon state request, to provide such housing assistance if the relevant major disaster will displace individuals or households from their predisaster primary residences, or will render such residences uninhabitable, for a period of 30 days or more. Instructs the President, when making any cost effectiveness determination, to consider whether manufactured modular housing can be provided at a federal cost less than the same cost necessary to provide other readily fabricated dwellings. Authorizes the President to provide financial assistance for: (1) the repair, to a safe and sanitary living or functioning condition, of existing rental units that will be used as alternate housing accommodations; and (2) permanent and semi-permanent housing construction in remote locations of declared major disaster or emergency in connection with Hurricane Katrina of 2005 during the period between August 28, 2005, and December 31, 2007. Permits the location in a special flood hazard zone, under the Flood Disaster Protection Act of 1973, of any permanent, semi-permanent, or temporary housing, including any readily fabricated dwelling, manufactured housing, or manufactured modular housing. Instructs the Director of the Federal Emergency Management Agency (FEMA) to develop detailed and comprehensive mass evacuation plans for individuals or households receiving assistance for the 18-month period following a disaster declaration.

Section 8 Voucher Reform Act of 2006 - Amends the United States Housing Act of 1937 to set forth exceptions to the requirement of initial inspection prior to occupancy, especially to allow assistance payments if failure to meet standards results only from non-life threatening conditions. Prescribes guidelines for income reviews and calculation of income. Directs the Secretary of Housing and Urban Development to make an annual inflation adjustment to exclusions from such calculation. Instructs the Secretary to implement a Moving to Work Program in which selected public housing agencies may participate. Authorizes funding for tenant-based vouchers. Permits a public housing agency, at its discretion, to provide a single grant to be used only as a contribution toward the downpayment for the purchase of a dwelling, in lieu of monthly assistance payments.

Preserve Historic America Act of 2006 - Amends the Internal Revenue Code to modify the tax credit for rehabilitation of older and historic buildings by: (1) increasing from 20 to 25% the tax credit rate for certified historic structure rehabilitation expenditures; (2) permitting a building at least 50 years old to qualify for the rehabilitation tax credit (currently, a building must have been placed in service before 1936); (3) permitting qualified rehabilitated buildings to be used for lodging purposes; (4) limiting to 50% the basis reduction for buildings qualifying for the low-income housing and rehabilitation tax credits; (5) allowing an increased rehabilitation tax credit for certain buildings in difficult development areas or which qualify as small rehabilitation projects; (6) exempting tax credits for rehabilitation of certified historic structures from the calculation of the passive activity credit; and (7) permitting the assignment of rehabilitation tax credits. Allows a new tax credit for 20% of the cost of rehabilitating a qualified historic home. Defines "qualified historic home" as a certified historic structure which has been substantially rehabilitated and which is owned by the taxpayer and is or will be used as the taxpayer's principal residence.

Clean Energy Development for a Growing Economy Act of 2006, or the Clean EDGE Act of 2006 - Instructs the President to develop measures to reduce U.S. dependence on foreign petroleum imports by reducing petroleum in end-uses. Amends the Internal Revenue Code to modify or create specified alternative fuel, vehicle, and energy tax credits. Amends the Consolidated Farm and Rural Development Act to direct the Secretary of Agriculture to establish a low-interest loan program for farmer-owned retail delivery of alternative fuels. Amends the Clean Air Act to authorize the President to promulgate rules to increase renewable fuel content of motor fuels and clean energy sources. Directs the Secretary of Transportation to develop Transit-Oriented Development Corridors. Declares that it is unlawful to sell crude oil, gasoline, or petroleum distillates at a price exceeding certain standards. Amends the Clayton Act to declare unlawful for any person to refuse to engage in certain regular petroleum or natural gas marketing practices with the primary intention of increasing prices or creating a market shortage. Oil and Gas Traders Oversight Act of 2006 - Amends the Commodity Exchange Act to instruct the Commodities Futures Trading Commission to promulgate rules governing reporting and recordkeeping for positions involving energy commodities. Amends the Food Stamp Act of 1977 and the United States Housing Act of 1937 regarding utility costs. Amends the Small Business Act and the Consolidated Farm and Rural Development Act to authorize the Administrator of the Small Business Administration and the Secretary of Agriculture, respectively, to make loans to small business concerns injured by significant increases in gas and heating oil prices. Prescribes specified measures to realize improved vehicle fuel economy. Amends the Public Utility Regulatory Policies Act of 1978, the Energy Policy Act of 1992, and the Energy Policy Act of 2005 with respect to federal agency purchases of renewable energy products. Establishes the Clean Energy Security Collaborative. Instructs the Secretary of Transportation to establish the National Motor Vehicle Efficiency Improvement Program. Amends the Global Environmental Protection Assistance Act of 1989 to direct the President to establish a Task Force on International Clean Energy Cooperation. Establishes the Interagency Center in the Office of International Energy Market Development of the Department of Energy. Provides for clean energy assistance to developing countries. Instructs the Secretary of Energy to establish the Office of Advanced Energy Research, Technology Development, and Deployment. Prescribes guidelines for a near-term vehicle technology program. H-Prize Act of 2006 - Directs the Secretary of Energy to award competitive cash prizes biennially to advance hydrogen energy technologies. Expresses the sense of Congress that no tax should be imposed on hydrogen fuel before January 1, 2014. Military Construction, Military Quality of Life and Veterans Affairs Appropriations Act, 2007 - Appropriates funds for FY2007 for the Department of Defense (DOD) for: (1) military construction for the Army, Navy and Marine Corps, and Air Force (military departments), DOD, the Army and Air National Guard, and the Army, Navy, and Air Force reserves; (2) the North Atlantic Treaty Organization (NATO) Security Investment Program; (3) family housing and related operation and maintenance for the military departments and DOD; (4) the Department of Defense Family Housing Improvement Fund; (5) the Department of Defense Base Closure Accounts of 1990 and 2005; (6) basic allowance for housing for the military departments (active-duty and reserve) and the Army and Air National Guard; (7) facilities sustainment, restoration, and modernization for the military departments (active-duty and reserve), DOD, and the Army and Air National Guard; (8) environmental restoration for the Army, Navy, Air Force, DOD, and at formerly used defense sites; and (9) the Defense Health Program. Authorizes appropriations for the Department of Veterans Affairs (VA) for: (1) the Veterans Benefits Administration; (2) readjustment benefits; (3) veterans insurance and indemnities; (4) the Veterans Housing Benefit Program Fund; (5) the Vocational Rehabilitation Loans Program; (6) the Native American Veteran Housing Loan Program; (7) guaranteed transitional housing loans for homeless veterans; (8) the Veterans Health Administration; (9) the National Cemetery Administration; (10) the Office of the Inspector General; (11) construction for major and minor projects; and (12) grants for the construction of state extended care facilities and veterans cemeteries. Appropriates funds for: (1) the American Battle Monuments Commission; (2) the U.S. Court of Appeals for Veterans Claims; (3) cemeterial expenses, Army; and (4) the Armed Forces Retirement Home. Appropriates funds for contingency operations related to the global war on terrorism for military construction for the military departments (active-duty and reserve), DOD, and the Army National Guard. New Homestead Act of 2006 - Directs the Secretary of Education to repay a specified percentage (up to $2,000 per year) of certain education loans to an individual who completes a degree and both resides and is employed for at least five years in an area outside a metropolitan statistical area which for 20 years has a net out-migration of inhabitants of at least 10% of the county population (qualifying county). Amends the Internal Revenue Code to allow a: (1) tax credit for the lesser of $5,000 or 10% of the purchase price of a principal residence in a qualifying county; and (2) capital loss deduction with respect to a sale or exchange of a principal residence in a qualifying county. Provides for the creation of tax-exempt individual homestead accounts, funded by individual cash contributions and matching Federal contributions according to a specified formula, whose tax-free distributions after five years are used by residents of qualifying counties for qualified higher education or medical expenses, first-time homebuyer or business capitalization costs, or rollovers. Establishes a rural investment tax credit of 70% of the present value of new buildings (including rehabilitation projects) or 30% of the present value of existing buildings. Establishes a qualified rural small business investment credit of 30% of expenditures for starting or expanding a business, including costs for capital, plant and equipment, inventory expenses, and wages, but not including interest costs. Provides for accelerated depreciation of business property in rural investment projects. New Homestead Venture Capital Fund Act - Amends the Consolidated Farm and Rural Development Act to establish the New Homestead Venture Capital Fund (Fund), owned by private investors, to generate and provide equity capital to rural businesses in qualifying counties. Directs the Secretary of Agriculture to provide funding and guarantees for private investors in the Fund.

Safe Access in Fire Emergencies Act of 2006 - Requires the Consumer Products Safety Commission to establish a consumer product safety standard for window bars that: (1) requires all window bars manufactured or installed in the United States to incorporate releasing systems that meet minimum standards; and (2) addresses such systems for interior and exterior based bars. Provides that the minimum standards shall require that such systems provide for: (1) egress when actuated; and (2) manual activation from inside a residence allowing escape through a protected opening. Requires compliance enforcement under the Consumer Products Safety Act. Directs the Commission to require each manufacturer to include in the packaging a statement explaining window bar installation and releasing system operation. Expresses the sense of the Congress that public housing, low-income housing, manufactured housing units, and homes purchased using any loan made, insured, or guaranteed under the National Housing Act should meet a minimal standard that requires window bars to incorporate an emergency releasing system. Requires the Commission to establish and maintain a National Electronic Injury Surveillance System code and system for collection of information and statistics on casualties associated with window bars.

Military Construction Authorization Act for Fiscal Year 2007 - Authorizes the Secretary of Defense (Secretary) and the Secretaries of each military department to acquire real property and carry out military construction projects in specified amounts at specified installations and locations. Authorizes each department Secretary to construct or acquire family housing units and to improve existing military family housing in specified amounts. Authorizes appropriations to the Department of Defense (DOD) and each military department for fiscal years after 2006 for military construction, land acquisition, and military family housing functions. Limits the total cost of authorized construction projects. Modifies certain prior-year construction projects. Authorizes the Secretary to make contributions for the North Atlantic Treaty Organization Security Investment Program and authorizes appropriations for fiscal years after 2006 for such Program. Authorizes appropriations for fiscal years after 2006 for National Guard and reserve forces for acquisition, architectural and engineering services, and construction of facilities. Terminates all authorizations contained in this Act on October 1, 2009, or the date of enactment of an Act authorizing funds for military construction for FY2010, whichever is later, with exceptions. Extends certain prior-year military construction projects. Authorizes specified military land conveyances.

Breaking Our Long-Term Dependence Energy Act of 2006 or the BOLD Energy Act of 2006 - Directs the Secretary of Transportation to establish: (1) a rebate program for reducing fuel consumption levels; and (2) a National Tire Efficiency Program. Requires motor vehicle manufacturers to equip 30% of their 2011 models and 100% of all 2017 models with alternative fuel technology. Amends the Internal Revenue Code to allow new tax credits for: (1) idling reduction devices; (2) the manufacture of advanced technology motor vehicles; (3) wind energy property; and (4) investment in clean energy coal bonds and combined heat and power system property. Repeals the limitation on the number of hybrid and advanced lean burn technology vehicles eligible for the alternative motor vehicle tax credit. Extends through 2010: (1) the tax credits for electric vehicles, energy efficient homes, and nonbusiness energy property; and (2) the tax deduction for energy efficient commercial buildings. Extends through 2012 tax credits for: (1) producing energy from certain renewable resources; (2) investment in clean renewable energy bonds; (3) residential energy efficient property; and (4) investment in solar energy property. Extends through 2013 income and excise tax credits for alcohol, biodiesel, and renewable diesel used as fuel. Increases from 30 to 50% the tax credit rate for alternative vehicle refueling property (service stations for dispensing alternative fuels to retail consumers) and extends such credit through 2013. Allows use of civil penalties for noncompliance with fuel economy standards to finance alternative vehicle refueling properties. Increases the tax credit rate for enhanced oil recovery from 15 to 20% for enhanced oil recovery project costs. Directs the Secretary of Energy to establish programs for: (1) new vehicles technology research and development; (2) building refineries for converting coal into liquid transportation fuel; (3) energy trading credits; and (4) advanced clean low-rank coal development. Directs the Secretary of the Interior to offer the 181 Area (Gulf of Mexico) for oil and gas leasing within one year of enactment of this Act. Amends the Clean Air Act to: (1) increase the volume of renewable fuels (including biodiesel) to 30 billion gallons by 2025; (2) increase the level of cellulosic biomass and sugar in renewable fuels; (3) establish a program to produce cellulosic ethanol and ethanol produced from sugar; and (4) set forth a renewable fuel program for the diesel motor pool. Authorizes appropriations for projects to promote the transition to a hydrogen-based economy.

Veterans Long-Term Care Security Act of 2006 - Requires the Secretary of Veterans Affairs to submit to the congressional veterans' committees a detailed justification of any proposal to implement a reduction in per diem payments to state nursing homes for care provided to veterans. Directs the Secretary to pay for nursing home care furnished in a non-Department of Veterans Affairs nursing home where such care is provided to any veteran: (1) in need of such care for a service-connected disability; or (2) with a service-connected disability rated at 70 percent or more and in need of such care. Directs the Secretary to furnish such drugs and medicines as ordered by a duly licensed physician for any veteran: (1) in need of such drugs and medicines for a service-connected disability; or (2) with a service-connected disability rated at 50 percent or more in need of such drugs and medicines while being provided nursing home care payable through the Department. Authorizes the Secretary to treat certain health facilities as state homes for purposes of eligibility for payments for care provided to veterans.

Enhanced Energy Security Tax Incentives Act of 2006 - Amends the Internal Revenue Code to extend through 2010 the tax credits for: (1) producing electricity from certain renewable resources; (2) investment in clean renewable energy bonds; (3) new energy efficient homes; (4) nonbusiness energy property; (5) residential energy efficient property; (6) investment in qualified fuel cell and microturbine property and solar energy property; (7) alternative fuels; and (8) qualified electric vehicles. Allows tax credits for investment in advanced technology motor vehicles, fuel-efficient fleets of motor vehicles used in a trade or business, idling reduction devices, and combined heat and power system property. Terminates such credits after 2010. Increases from 30 to 50% the tax credit rate for investment in alternative vehicle refueling property (service stations for dispensing alternative motor vehicle fuels to retail consumers) and extends such credit through 2010. Requires certain integrated oil companies with gross receipts over $1 million and crude oil production levels over 500,000 barrels to revalue their LIFO inventories of crude oil, natural gas, and other petroleum products according to a specified formula. Denies such oil companies: (1) two-year amortization of their geological and geophysical expenditures; and (2) foreign tax credits for payments to foreign countries from which they receive a specified economic benefit.

Small Public Housing Authorities Paperwork Reduction Act - Amends the United States Housing Act of 1937 to exempt a qualified public housing agency from the requirement to prepare an annual public agency plan if the agency: (1) administers 500 or fewer public housing dwelling units, or section 8 vouchers; and (2) is not designated as a troubled agency. Requires an agency to: (1) continue to make an annual civil rights certification and establish, and consult with, one or more resident advisory boards; and (2) conduct a public hearing to discuss changes to agency goals and policies and make the information available to the public at the agency's principal office.

UNRWA Integrity Act - Amends the Foreign Assistance Act of 1961 to provide that voluntary U.S. contributions to the regular budget of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) may be provided only during a period for which the President certifies to Congress that UNRWA: (1) is not an impediment to achieving a lasting solution for Palestinian refugees in the West Bank and Gaza and moving such refugees to post-refugee status; (2) is subject to comprehensive, independent financial audits; (3) does not knowingly provide employment, refuge, freedom of movement, cash assistance, food assistance, housing rehabilitation assistance, or any other type of social services assistance to members of foreign terrorist organizations; and (4) does not promote anti-Semitism or the denial of Israel's right to exist. Authorizes a maximum 180-day waiver of such limitation for U.S. national security interests. Requires recertification not later than 180 days after the initial certification and every 180 days thereafter. Requires a report by the Secretary of State to Congress respecting the extent to which UNRWA: (1) serves Palestinian refugee and U.S. interests; and (2) includes in its educational materials anti-Semitic or anti-Israel elements.

Amends the Older Americans Act of 1965 to require the Assistant Secretary for Aging, when making grants to nonprofit organizations for the establishment or support of multidisciplinary centers of gerontology and gerontology centers of special emphasis, to give priority to centers located at urban institutions of higher education having a special emphasis on research to identify and provide technical assistance that promotes the best practices in long-term care service delivery, housing, financing, transportation, and other areas designed to create sustainable livable urban communities for future generations of increasingly diverse older individuals.
