Public Housing Solar Equity Act of 2020 This bill requires public housing agencies (PHAs) to take certain actions when selling or leasing assets in connection with a solar energy project. Specifically, a PHA must ensure that such a sale or lease financially benefits the residents of the public housing project as well as the budget of the PHA. Further, if a buyer or lessee intends to derive a product or service from the asset, the PHA must require that the product or service be offered and provided to residents of the public housing project before being offered and provided to nonresidents. Additionally, a PHA must include certain information regarding assets it intends to sell or lease in the upcoming year in its annual plan.

West Los Angeles VA Campus Improvement Act of 2020 This bill requires that land use revenues received by the Department of Veterans Affairs (VA) in connection with the use of an easement, certain leases, or third-party land use at the VA's West Los Angeles Campus in Los Angeles, California, be used exclusively for specified purposes on campus. The bill prescribes that such revenues be used exclusively for the renovation and maintenance of the land and facilities at the campus; supporting construction, maintenance, and services at the campus relating to temporary or permanent supportive housing for homeless or at-risk veterans and their families; implementing minor construction projects at the campus; or implementing community operations at the campus that support the development of emergency shelter or supportive housing for homeless or at-risk veterans and their families.

Acting on the Annual Duplication Report Act of 2020 This bill establishes requirements to facilitate the implementation of recommendations made in the annual reports of the Government Accountability Office on reducing duplications, fragmentation, and overlap in federal programs. Specifically, the Department of the Treasury must prescribe certain standards for the security of tax return information and information technology systems. The bill also establishes a penalty for authorized providers of electronic filing services that fail to comply with electronic return security standards. Further, the Internal Revenue Service must develop an organizational plan to coordinate all aspects of its efforts to protect return information while it is being held or transmitted by authorized providers of electronic filing services. The Department of Housing and Urban Development must report on aspects of the Government National Mortgage Association (Ginnie Mae), including (1) the adequacy of Ginnie Mae's guarantee fee for single-family mortgage-backed securities, (2) the workforce composition and workforce challenges of Ginnie Mae, and (3) alternate ways of overseeing Ginnie Mae. Additionally, the Navy must submit a specified report after identifying a critical operating and support cost estimate breach in a major defense ship acquisition program.

Jobs and Justice Act of 2020 This bill addresses a wide variety of domestic policy matters and focuses on economically distressed communities, opportunities for minorities and the disadvantaged, and civil rights enforcement. Included in the programs and requirements affected are those concerning the following areas: workforce development, including job training and wage standards; economic development, including through assistance to minority businesses; antipoverty measures, including programs to specifically address child poverty and persistent poverty; housing and savings matters, including housing affordability, discrimination, homelessness assistance, tenant protections, public housing funding, home ownership and foreclosure mitigation, and lead-safe housing; savings and consumer finance, including financial literacy and lending discrimination; public contracting; infrastructure development; job training for youth and older Americans; veterans' and military family benefits; health care coverage and access, including Medicare and Medicaid coverage; small business investment and commercial investment in underserved areas, including through tax benefits; elementary and secondary education, including education of girls and minorities and teacher preparation; higher education access, including through community college attendance; science, technology, and information security education; law enforcement officer conduct, resources and administration, juvenile justice, sentencing procedures, hate crimes, correctional facilities, and firearms sales and possession; election administration and voting rights; and environmental, agriculture, and energy matters, including climate change, environmental justice, and energy efficiency and transition to alternative and renewable resources.

Environmental Justice Legacy Pollution Cleanup Act of 2020 This bill provides for funding and permitting restrictions in relation to environmental cleanup and remediation of areas with public health threats. Specifically, the bill provides supplemental appropriations for FY2020 to the Department of the Interior, the Environmental Protection Agency (EPA), the Department of Housing and Urban Development (HUD), the Army Corps of Engineers, the Department of Agriculture, and the Indian Health Service for various environmental cleanup and remediation projects, including those that affect low-income and tribal communities. For example, the bill appropriates $30 billion to HUD to provide grants to local governments to evaluate and reduce lead-based paint hazards and other housing-related health and safety hazards in low-income housing. The bill immediately prohibits the granting of a Title V permit for a major proposed source (relating to air pollution control requirements) for an overburdened census tract, which is an area that has been identified as having a specified amount of particulate matter and an identified heightened risk of cancer due to air pollution. The EPA must publish a list of overburdened census tracts and update the list annually based on the most recently available modeling and monitoring data. After January 1, 2025, the bill also prohibits the renewal of Title V permits for major sources in an overburdened census tract.

Innovation Centers Acceleration Act This bill provides a program to advance economic development by designating nine cities as innovation centers—increasing funding for research and development—and providing and modifying certain related grants. It also establishes the Innovation Center Selection Committee to designate these cities. The innovation center designation entitles participating cities—and the businesses, research institutions, and other organizations that operate within them—to various federal funding and benefits for research activities, business and workforce development, and transportation infrastructure projects. These benefits include expanding various tax credits and incentives for businesses and enabling those businesses to access loans and other financial instruments to raise capital. In addition, the bill establishes a grant program for local and tribal governments that partner with innovation centers to develop and preserve affordable housing. It also modifies existing grants, loans, and other programs that support transportation infrastructure to specifically target initiatives in innovation centers.

2020 Disasters Tax Relief Act This bill sets forth tax relief provisions for individual and business taxpayers residing in a disaster zone during the period beginning on January 1, 2020, and ending 60 days after the enactment of this bill. Specifically, the bill allows penalty-free disaster-relief withdrawals from tax-exempt retirement plans up to $100,000, permits recontributions of such withdrawals for home purchases cancelled due to disasters, increases to $100,000 the limit on loans for disaster assistance from retirement plans, allows employers affected by a disaster a 40% tax credit for the purpose of retaining employees, enhances the tax deduction for disaster-related personal casualty losses, permits the calculation of the earned income tax credit based upon income earned prior to 2020, increases low-income housing tax credit allocations, reimburses U.S. possessions for losses sustained due to the application of the provisions of this bill.

Community Parks Revitalization Act This bill provides assistance for local park and recreation facilities, programs, and infrastructure. Specifically, the bill requires the Department of Housing and Urban Development (HUD) to carry out a community revitalization program to award grants to local governments for various park and recreation purposes. The grants must be used for (1) rehabilitation and construction of recreational areas and facilities, (2) recreation programming and innovation in delivering such programming, and (3) development of local parks and recreation recovery action programs. To be eligible to receive a rehabilitation and construction grant or recreation programming grant, a local government must submit a local park and recreation recovery action program. Additionally, HUD may make secured loans for parks and infrastructure projects to entities such as governmental entities, special purpose districts, and corporations. Among other purposes, such loans may be used to develop parks and recreational facilities and to plan, design, and construct trails for pedestrians and bicyclists.

GAO Audit Mandates Revision Act This bill eliminates several Government Accountability Office audits, including audits of the Troubled Asset Relief Program, the Consumer Financial Protection Bureau, the Federal Housing Finance Agency, and those related to inflation adjustments of civil penalties.

Improving Housing Outcomes for Veterans Act of 2020 This bill requires the Veterans Health Administration (VHA) to provide medical center staff and homelessness service providers of the Department of Veterans Affairs (VA) with information related to best practices for the collaboration on activities under the Department of Housing and Urban Development's Coordinated Entry program. The VA must also ensure that the information and related resources are accessible to VA medical center staff and homelessness service providers. Additionally, the bill requires the VHA to communicate with VA employees who have responsibilities related to homelessness assistance programs regarding (1) the measurement of performance by the VA's Homeless Program Office, and (2) how to obtain and provide feedback about the performance measures.

Protect Black Women and Girls Act of 2020 This bill establishes an Interagency Task Force to examine the conditions and experiences of Black women and girls to identify and assess the efficacy of policies and programs of federal, state, and local governments designed to improve outcomes for such individuals and to make recommendations to improve such policies and programs. The task force shall (1) cover issues involving Black women and girls in education, economic development, health care, justice and civil rights, and housing; and (2) submit recommendations at specified intervals to Congress, the President, and each state or local government on policies, practices, programs, and incentives that may be adopted to improve outcomes. The U.S. Commission on Civil Rights shall conduct a comprehensive study and collect data with respect to the effects on Black women and girls of a wide range of specified economic, health, criminal justice, and social services factors.

Federal Disaster Housing Stability Act of 2020 This bill imposes limits on foreclosures and evictions in areas affected by a declared disaster or emergency. A servicer of certain federally backed residential mortgages for a property in such an area may not initiate the foreclosure process or take other foreclosure-related actions relating to that property unless the property is vacant or abandoned. Similarly, the landlord of a dwelling in such an area may not (1) initiate eviction proceedings against a tenant in that dwelling for nonpayment of rent or fees, (2) charge that tenant a penalty for nonpayment of rent, or (3) otherwise require the tenant to vacate the dwelling. These restrictions shall be in place until the declared emergency or disaster ends or the unemployment rate for the affected state remains below a certain threshold for two consecutive months, whichever occurs later.

Communities Serving Schools Act of 2020 This bill directs the Department of Education to award four-year competitive grants to state and local educational agencies for implementing wraparound services in public elementary and secondary schools. Wraparound service refers to a school-based service that targets academic and non-academic barriers to student achievement, including assistance with academics and physical and mental health, provision of basic needs (e.g., food, housing, and clothing), and college and career preparation. A state educational agency that receives a grant must award subgrants to local educational agencies. A local educational agency that receives a grant or subgrant must use these funds for certain activities, such as hiring an on-site coordinator to ensure wraparound services are aligned with student needs and to connect students with those services.

Emergency Support for Nursing Homes and Elder Justice Reform Act of 2020 This bill establishes a series of requirements relating to the quality of care provided in nursing and long-term care facilities, specifically with respect to COVID-19 (i.e., coronavirus disease 2019) and elder abuse, and also modifies and extends several elder justice programs and initiatives. Among other things, the bill (1) requires a portion of any funds received through COVID-19 appropriations to be used for personal protective equipment and testing in Medicare skilled nursing facilities (SNFs), Medicaid nursing facilities (NFs), and long-term care facilities, including assisted living facilities, and for specialized strike teams to address outbreaks in SNFs and NFs; (2) requires SNFs, NFs, and long-term care facilities to report COVID-19 cases and deaths, as well as unrelated deaths, from January 1, 2020, onwards and on a continual daily basis; and (3) requires a specified portion of COVID-19 appropriations to be directed to state and tribal agencies responsible for adult protective services. Additionally, the bill reauthorizes through FY2023 (1) grants to support state long-term care ombudsman programs, (2) elder abuse forensic centers, and (3) grants to support state adult protective services.

Volunteer First Responder Housing Act This bill expands eligibility for assistance under the Department of Agriculture Single Family Housing Guaranteed Loan Program and the Department of Housing and Urban Development Good Neighbor Next Door Sales Program with respect to qualified volunteer first responders.

A state home is a home established by a state for veterans who are disabled by age, disease, or otherwise and are incapable of earning a living because of such disability. The term also includes a home that furnishes nursing home care for veterans.

Helping Home Owners Maintain Economic Security Act of 2020 or the Helping HOMES Act of 2020 This bill expands and extends existing single-family and multifamily mortgage forbearance provisions for borrowers experiencing financial hardships due to the COVID-19 (i.e., coronavirus disease 2019) emergency. Specifically, forbearance may be extended to borrowers for up to 12 months. Currently, borrowers may receive 180 days of forbearance, with an extension of up to an additional 180 days. The bill also expands the forbearance provisions to apply to nonfederally backed mortgages. Mortgage servicers must notify borrowers of the availability of forbearance.

Rent Emergencies Leave Impacts on Evicted Families Act or the RELIEF Act This bill generally revises housing protections established in response to the COVID-19 (i.e., coronavirus disease 2019) pandemic, including by expanding protections for renters and mortgage holders, providing consumer protections regarding credit reports and utility access, and increasing oversight regarding housing protections. Among other things, the bill prohibits all evictions and foreclosures for one year; prohibits increases in rent; provides an 18-month grace period for missed rent payments; prohibits landlords and mortgage servicers from reporting missed payments to credit reporting agencies; establishes a credit facility to provide landlords with low-cost, long-term loans to compensate for losses due to reduction in rent payments; establishes a program to assist low-income households in paying utility bills; and provides congressional oversight regarding rental property assistance. The bill also generally revises bankruptcy provisions, including by excluding COVID-19 aid from property subject to bankruptcy proceedings.

Emergency Family Stabilization Act This bill establishes a competitive grant program within the Administration for Children and Families (ACF) for family stabilization agencies to provide emergency relief to children, youth, and families experiencing homelessness. These agencies include current ACF grantees or subgrantees, tribes and tribal organizations, and other organizations with expertise providing direct services to those experiencing homelessness. Recipients may use grant funds for, among other purposes, personnel costs, personal protective equipment, and other supplies to mitigate the spread of COVID-19 (i.e., coronavirus disease 2019), as well as payments for security deposits and other housing-related needs. Additionally, the ACF must award the grants based on factors including the need for the services in the area served by the agency and specified allocation and prioritization requirements.

Tenant Protection Act This bill prohibits a credit reporting agency from creating a report containing a landlord-tenant court or other housing court record unless the case resulted in a judgment of possession, the decision is not being appealed, and the record is not more than three years old. If a person takes an adverse action against a consumer based upon a housing court record contained in a credit report, the person must provide the consumer a free copy of the report. A person who willfully creates a credit report that contains an inaccurate housing record is civilly liable to the consumer. The Consumer Financial Protection Bureau must (1) issue regulations that direct tenant rating agencies to create a central source for consumers to obtain reports and submit disputes, and (2) report on tenant rating agency compliance.

Such information must include, among other things, the reason for eviction and whether the household was represented by legal counsel in the proceedings. Additionally, consumer reporting agencies may include an adverse item of information relating to a landlord-tenant action in a consumer report only if the landlord prevailed in the action and the tenant was an adult on the date the court claim was filed. Any such information must be removed from a consumer report one year after the date of the action. Further, the bill authorizes additional Emergency Solutions Grants to provide legal counsel and pay court fees for tenants subject to or at risk of eviction. Finally, HUD must require owners of federally assisted rental units to annually provide information to each tenant regarding the rights and responsibilities of the owner with respect to eviction and local organizations and resources that can provide assistance in eviction-related matters. HUD must also establish an eviction hotline to provide assistance to tenants of these units.

Neighborhood Economic Development and Opportunity Act of 2020 This bill establishes, and provides emergency funding for, grants to support the revitalization of opportunity zones and areas with long-term poverty, including in Baltimore, Maryland. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits. The Department of Commerce shall provide grants to qualifying nongovernmental, nonprofit, faith-based, or charitable organizations to carry out in these areas programs that help individuals acquire or improve skills. Such a program may include a development project that revitalizes physical infrastructure. For qualifying projects in Baltimore, Maryland, Commerce may also provide grants to the city or to the state.

Helping Owners Maintain Economic Security Act of 2020 or the HOMES Act of 2020 This bill requires servicers of federally-backed mortgage loans to notify borrowers of their eligibility for loan forbearance under existing COVID-19 (i.e., coronavirus disease 2019) economic aid programs. Servicers must provide notice not later than 30 days after enactment. Servicers are exempted from providing notice to borrowers who have previously requested forbearance. Federal housing agencies must make available to servicers model notices no later than 7 days after enactment.

American Workers, Families, and Employers Assistance Act This bill provides assistance to workers, families, and employers during the COVID-19 (i.e., coronavirus disease 2019) pandemic in the form of increased unemployment compensation, additional recovery rebates beginning in 2020, tax credits to promote job creation and employment, support for older foster youth, and emergency support and protection for nursing homes.

Protecting the Health and Wellness of Babies and Pregnant Women in Custody Act This bill contains provisions related to the medical needs of incarcerated women. The Bureau of Prisons (BOP) shall provide women in its custody access to certain reproductive health services. The bill also requires the BOP to (1) comply with requirements related to the health of a pregnant incarcerated woman, such as providing appropriate meals and medical services; and (2) provide appropriate health care to a woman with a high-risk pregnancy. The bill also modifies restrictions on using restraints on an incarcerated woman during pregnancy, labor, or after delivery. The bill prohibits such restraints unless the relevant corrections official and a health care professional determine that the restraints are appropriate for the woman's medical safety. The health care professional must review this determination every six hours. The current statute allows using such restraints if the corrections official determines that restraints are needed due to a flight risk or threat of harm, and does not require periodic review. The bill also prohibits the BOP from placing a pregnant woman into restrictive housing, such as solitary confinement, unless the relevant corrections official determines that such an action is necessary to address a serious and immediate risk of physical harm. This determination shall be reviewed every four hours. The Department of Justice may make grants to eligible entities, such as a state department of corrections, to provide obstetrical care, gynecological care, and related services to women in custody. The Bureau of Justice Statistics shall collect certain data related to the health needs of pregnant incarcerated women.

Promoting Access to Credit for Homebuyers Act of 2020 This bill requires Freddie Mac, Fannie Mae, and the Department of Housing and Urban Development to purchase or insure single-family mortgages originated on or after February 1, 2020, on the same terms as they otherwise would despite a borrower entering into, or inquiring about, forbearance due to a COVID-19 (i.e., coronavirus disease 2019) related hardship. This requirement begins 5 days after enactment of this bill and ends 60 days after the end of the period of time a borrower may request a COVID-19 related forbearance. The Federal Housing Finance Agency may not increase fees or otherwise restrict access to credit during the COVID-19 emergency without congressional notice. The Government Accountability Office must report on COVID-19-related assistance to consumers by Freddie Mac, Fannie Mae, and the Federal Housing Administration mortgage insurance programs.

Department of Defense Appropriations Act, 2021 This bill provides FY2021 appropriations to the Department of Defense (DOD) for military activities. (The bill excludes military construction, military family housing, civil works projects of the Army Corps of Engineers, and nuclear warheads, which are all considered in other appropriations bills.) Within the DOD budget, the bill provides appropriations for Military Personnel; Operation and Maintenance; Procurement; Research, Development, Test and Evaluation; and Revolving and Management Funds. The bill provides appropriations for Other Department of Defense Programs, including the Defense Health Program, Chemical Agents and Munitions Destruction, Drug Interdiction and Counter-Drug Activities, and the Office of the Inspector General. The bill provides appropriations for (1) Related Agencies, including the Central Intelligence Agency Retirement and Disability System Fund and the Intelligence Community Management Account; and (2) Overseas Contingency Operations/Global War on Terrorism. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations Acts.

Defund Cities that Defund the Police Act of 2020 This bill prohibits state or local governments that abolish or defund police departments from receiving certain Economic Development Administration grants or Community Development Block Grant funds. Specifically, the bill applies to state or local governments that abolish or disband the police or significantly reduce the police department's budget without reallocating a portion of those funds to any other community policing program. Further, a state or local government that abolishes or defunds a police department must return any Community Development Block Grant funds it has already received.

Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2021 This bill provides FY2021 appropriations to the Department of Transportation (DOT), the Department of Housing and Urban Development (HUD), and several related agencies. Lead Abatement for Families Act of 2020 This bill requires the Department of Housing and Urban Development (HUD) to identify federally assisted housing projects that use lead-based water pipes and allows HUD to award grants for the replacement of these pipes to public housing agencies and other owners.

Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2021 This bill provides FY2021 appropriations for Military Construction, the Department of Veterans Affairs (VA), and related agencies. The bill provides appropriations to the Department of Defense (DOD) for Military Construction for the Army; the Navy and Marine Corps; the Air Force; Defense-wide agencies and activities; the Army and Air National Guard; and the Army, Navy, and Air Force Reserves. The bill also provides appropriations to DOD for the North Atlantic Treaty Organization (NATO) Security Investment Program; the Base Closure Account; Construction and Operation and Maintenance of Family Housing for the Army, the Navy and Marine Corps, the Air Force, and Defense-wide agencies and activities; the Family Housing Improvement Fund; and the Military Unaccompanied Housing Improvement Fund. Minority Community Public Health Emergency Response Act of 2020 This bill establishes a grant program for COVID-19 (i.e., coronavirus disease 2019) preparedness and response in medically underserved communities where the disease disproportionally affects racial and ethnic minority groups. It also modifies the scope and administration of demonstration models carried out by the Center for Medicare and Medicaid Innovation (CMMI) to address health inequity. With respect to the grant program, the Department of Health and Human Services (HHS) must award grants to government entities, giving priority to local governments and county health departments, for contact tracing, other public health activities, and the provision of nutrition assistance and quarantine housing. HHS may also support planning activities for entities that intend to apply for these grants. As a condition for receiving funding, grantees must establish, or designate an existing body as, a COVID-19/infectious disease planning council. The council must reflect the demographics of the populations most impacted by COVID-19, and its responsibilities shall include developing a plan for the delivery of health care and support services to address COVID-19 and establishing priorities for allocating funding. In addition, the CMMI must test a payment model that addresses social determinants of health and health disparities, particularly with respect to minorities, underserved areas, and high-risk individuals. The bill also generally incorporates consideration of such factors into the selection, implementation, and evaluation of other models, including the decision as to whether to expand a model's duration and scope.

Emergency Support for Nursing Homes and Elder Justice Reform Act of 2020 This bill establishes a series of requirements relating to the quality of care provided in nursing and long-term care facilities, specifically with respect to COVID-19 (i.e., coronavirus disease 2019) and elder abuse, and also modifies and extends several elder justice programs and initiatives. Among other things, the bill (1) requires a portion of any funds received through COVID-19 appropriations to be used for personal protective equipment and testing in Medicare skilled nursing facilities (SNFs), Medicaid nursing facilities (NFs), and long-term care facilities, including assisted living facilities, and for specialized strike teams to address outbreaks in SNFs and NFs; (2) requires SNFs, NFs, and long-term care facilities to report COVID-19 cases and deaths, as well as unrelated deaths, from January 1, 2020, onwards and on a continual daily basis; and (3) requires a specified portion of COVID-19 appropriations to be directed to state and tribal agencies responsible for adult protective services. Additionally, the bill reauthorizes through FY2023 (1) grants to support state long-term care ombudsman programs, (2) elder abuse forensic centers, and (3) grants to support state adult protective services.

Emergency Housing Assistance for Older Adults Act of 2020 This bill authorizes additional assistance for supportive housing for the elderly. Among other things, the bill authorizes additional rental assistance for low-income elderly persons and additional grants to certain federally assisted housing projects to provide service coordinators to prevent, prepare for, or respond to the COVID-19 (i.e., coronavirus disease 2019) public health emergency.

This bill expands eligibility to certain veterans for Department of Veterans Affairs (VA) housing loan benefits, including the VA loan guaranty program. Specifically, the bill expands who is eligible for VA housing loan benefits by revising the definition of veteran to include an individual who performed service on active duty or full-time National Guard duty for a period of not less than 90 cumulative days (that includes 30 consecutive days).

Emergency Housing Voucher Act of 2020 This bill authorizes the Department of Housing and Urban Development to provide emergency rental assistance vouchers to public housing agencies (PHAs) to administer to eligible low-income families. In administering such vouchers, PHAs must give preference to families that are (1) homeless; (2) at risk of homelessness; or (3) fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, or stalking.

This bill requires the Department of Health and Human Services to award through FY2024 additional funds to the Indian Health Service Sanitation Facilities Construction Program. This program provides American Indian and Alaska Native homes and communities with water supply, sewage disposal, and solid waste disposal facilities.

Assisted Living Facility Coronavirus Reporting Act This bill temporarily imposes reporting requirements related to COVID-19 (i.e., coronavirus disease 2019) cases in assisted living facilities on states as a condition of receiving certain federal COVID-19 relief funding. Specifically, states must report each week on suspected and confirmed cases of COVID-19 in assisted living facilities to the Centers for Disease Control and Prevention (CDC), with the data disaggregated by race and other demographic characteristics. In addition, the Department of Health and Human Services must publish the information provided by states. States must also require assisted living facilities to notify federal, state, and local health agencies and facility residents, their representatives, and their families within one calendar day of any confirmed cases of COVID-19 or the onset of new respiratory symptoms at a particular facility. In addition, subject to some limitations, the bill applies federal COVID-19 reporting requirements for nursing facilities and skilled nursing facilities to assisted living facilities and requires the Government Accountability Office to evaluate the use of required reporting by nursing homes to prevent and control the spread of COVID-19 in such facilities.
