Flood Risk Transparency for Homebuyers Act This bill requires the Department of Housing and Urban Development (HUD) to disclose certain flood hazards to prospective buyers when listing a one-to-four-unit residential property for sale. The requirement applies to every such HUD-owned property located in a special flood hazard area and requires HUD to disclose (1) the estimated monthly cost to insure the property under the National Flood Insurance Program in the zip code where the property is located and (2) whether the property is a severe repetitive loss property. A one-to-four-unit residential property is considered a severe repetitive loss property under existing law if the property is covered by flood insurance under the National Flood Insurance Program and has incurred flood-related damage resulting in either (1) four or more separate claim payments each exceeding $5,000, or (2) two or more separate claim payments that cumulatively exceed the value of the property. Severe repetitive loss properties are subject to higher flood insurance rates under the National Flood Insurance Program, but may be eligible for grants to mitigate the flood risk under certain circumstances.

Truth and Healing Commission on Indian Boarding School Policies Act This bill establishes the Truth and Healing Commission on Indian Boarding School Policies in the United States and sets forth its powers, duties, and membership. Among other duties, the commission must investigate the impacts and ongoing effects of the Indian Boarding School Policies (federal policies under which American Indian, Alaska Native, and Native Hawaiian children were forcibly removed from their family homes and placed in boarding schools). Further, the commission must develop recommendations on ways to (1) protect unmarked graves and accompanying land protections; (2) support repatriation and identify the tribal nations from which children were taken; and (3) discontinue the removal of American Indian, Alaska Native, and Native Hawaiian children from their families and tribal communities by state social service departments, foster care agencies, and adoption agencies.

Downpayment Toward Equity Act of 2021 This bill establishes a grant program through the Department of Housing and Urban Development for states and other entities to provide qualifying assistance to certain first-time, first-generation home buyers in purchasing their first homes. Qualifying assistance includes assistance for mortgage down payments, mortgage closing costs, reduction of mortgage interest rates, subsidies for shared equity homes, or for certain preoccupancy modifications to a home to accommodate persons with disabilities. The bill also establishes grant requirements regarding home buyer income, types of housing, homeowner occupancy, types of mortgages, and home buyer counseling.

Excellence in Recovery Housing Act This bill tasks the Substance Abuse and Mental Health Services Administration (SAMHSA) with various activities to promote the availability of high-quality recovery housing for individuals with substance use disorders. Recovery housing refers to shared living environments free from alcohol and illicit drug use and centered on peer support and connection to services that promote sustained recovery from substance use disorders. Specifically, SAMHSA must develop and publish on its website standards and guidelines for recovery housing; award grants to states, tribal nations, territories, and localities to implement such standards and guidelines; convene an interagency working group to coordinate federal activities related to recovery housing; and arrange for research on the supply, quality, and effectiveness of recovery housing.

This bill provides funding, establishes programs, and otherwise modifies provisions relating to a broad array of areas, including education, labor, child care, health care, taxes, immigration, and the environment. (The bill is commonly referred to as the Build Back Better Act.) For example, the bill provides funding for management of the National Forest System; job placement and career services; safe drinking water, energy-efficiency, and weatherization projects; electric vehicles and zero-emission, heavy-duty vehicles; public health infrastructure and supply chain resiliency; housing, rental, and homeowner assistance programs; cybersecurity programs; tribal infrastructure, housing, environmental, and health programs; wildfire prevention, drought relief, conservation efforts, and climate change research; small business assistance and development; transit services and clean energy projects in low-income communities; and infrastructure and administration of the Department of Veterans Affairs. Additionally, the bill establishes programs to provide up to six semesters of free community college, free child care for children under the age of six, free universal preschool services, and health benefits for eligible individuals who reside in states that have not expanded Medicaid. The bill also includes provisions that establish a methane fee for certain petroleum and natural gas facilities; expand Medicare to cover dental, hearing, and vision care; provide certain aliens with a path to permanent resident status (e.g., those who entered the United States as minors); provide up to 12 weeks of paid family and medical leave; restructure and increase the tax rates for certain corporations and high-income individuals (e.g., individuals with income over $400,000); and require the Department of Health and Human Services to negotiate maximum prices for certain brand-name drugs under Medicare.

Long-Term Care Veterans Choice Act This bill authorizes the Department of Veterans Affairs (VA) to enter into contracts to pay for specified veterans (i.e., certain veterans who have service-connected disabilities and require nursing home care) to be placed in medical foster homes at their request. A medical foster home is a home designed to provide non-institutional, long-term, supportive care for veterans who are unable to live independently and prefer a family setting. Veterans receiving such care must agree, as a condition of payment for their care, to accept home health services furnished by the VA. Under the bill, no more than a daily average of 900 veterans may have their care in a medical foster home covered by the VA. The VA must create a monitoring system to assess its workload in carrying out the medical foster home payments. Additionally, the Government Accountability Office must submit to Congress reports that assess the implementation of this program and provide recommendations for improvements.

Affordable Housing Opportunities Made Equitable Act or the Affordable HOME Act This bill addresses the availability and affordability of housing. Among other provisions for low-income and homeless individuals, the bill requires the Department of Housing and Urban Development (HUD) to construct and preserve multifamily rental housing projects in rural areas, specifies the number of low-income housing choice vouchers HUD must provide in FY2022-2031, and provides FY2022-2031 appropriations for HUD to assist permanent supportive housing. The bill also repeals the limitation on construction of new public housing units, commonly known as the Faircloth limit or the Faircloth amendment; prohibits discrimination in housing based on source of income; and provides additional FY2021 appropriations for the Housing Trust Fund, which provides assistance to states to produce and preserve affordable housing. For individuals experiencing unemployment or income shortfalls during periods of increased state unemployment or during certain disasters, the bill establishes an emergency assistance fund to provide housing assistance. For qualifying homeowners, the bill requires HUD to provide grants for down payment assistance and establishes a 15% annual mortgage interest tax credit. Among other provisions for residential renters, the bill requires notice and specific cause for eviction, provides funding to state and local governments that have established a right to counsel in certain housing cases, and requires certain landlords to provide renters an opportunity to purchase before selling or transferring the rental property. The bill also provides grants for acquisition and preservation of manufactured home communities.

We Need Eviction Data Now Act of 2021 This bill requires the Department of Housing and Urban Development (HUD) to establish and maintain a national eviction database. The database must contain eviction data compiled annually by state courts. HUD must award grants to local governments and nonprofit organizations to collect data from landlords on illegal self-help evictions for inclusion in the database. The bill also requires HUD to establish an advisory committee on eviction research.

Decent, Affordable, Safe Housing for all Act or the DASH Act This bill provides grants, loans, tax credits, and other assistance to promote the building, maintenance, and affordability of housing. Specifically, the bill requires the Department of Housing and Urban Development to (1) provide housing vouchers to individuals and families experiencing or at risk of experiencing homelessness, (2) provide grants for the modular construction of affordable housing, (3) propose a new formula for distribution of Housing Trust Fund amounts, and (4) encourage zoning and community planning methods that promote multi-family housing. The bill also makes permanent certain homeless assistance programs. The Department of Agriculture (USDA) must provide grants and loans to construct or preserve affordable housing for farm laborers and may provide rural housing vouchers for low-income households residing in certain properties financed with or insured by USDA loans. The bill also makes permanent a program for the preservation and revitalization of USDA-backed housing projects and expands existing domestic violence housing protections to rural housing voucher recipients. The bill expands the Low-Income Housing Tax Credit (LIHTC) to be more widely available and to allocate a larger portion of available funds to projects serving extremely low-income households. Further, the bill creates a refundable tax credit for participating owners of rental buildings who lower rents for their low-income tenants. The bill also creates a tax credit similar to the LIHTC for the development of housing for middle-income households and provides a tax credit of up to $15,000 for first-time homebuyers.

No NFIP Subsidies for Millionaires Act This bill requires that the premium rate for flood insurance provided through the National Flood Insurance Program (NFIP) for single-family homes valued at more than $1 million be based on sound actuarial principles and not be subject to any rate caps. Under current law, certain types of property are not charged actuarial rates for NFIP coverage.

Low-Income First-Time Homebuyers Act of 2021 or the LIFT Homebuyers Act of 2021 This bill establishes a program to provide fixed-rate 20-year mortgages for first-time, first-generation homebuyers whose incomes do not exceed a certain amount. These mortgages must be offered by the Federal Housing Administration (FHA) or the Rural Housing Service (RHS). Pricing terms must be established (1) such that monthly mortgage payments under this program are similar to a 30-year FHA- or RHS-backed mortgage, or (2) as are determined to be necessary to develop liquidity for securities backed by covered mortgage loans and expand program participation by eligible homebuyers. Additionally, program funds must be transferred to the Department of the Treasury for the purchase of securities backed by such mortgages.

Acting on the Annual Duplication Report Act of 2021 This bill establishes requirements to facilitate the implementation of certain recommendations made by the Government Accountability Office. Specifically, the Department of Defense, through the Defense Security Cooperation Agency, must review options for expanding the use of administrative surcharges under the foreign military sales program. The bill modifies the calculation of military housing contractor pay for privatized military housing. With respect to the Department of Education, the bill revises requirements regarding forbearance rules and default rates. The Department of Energy must conduct a review of options for a long-range target for the optimal size and configuration of the Strategic Petroleum Reserve. The Department of Housing and Urban Development must report on the Government National Mortgage Association (Ginnie Mae), including (1) the adequacy of Ginnie Mae's guarantee fee for single-family mortgage-backed securities, (2) Ginnie Mae's workforce, and (3) alternate ways of overseeing Ginnie Mae. The Department of the Treasury must prescribe certain standards for the security of tax return information and information technology systems. The bill establishes a penalty for authorized providers of electronic filing services that fail to comply with electronic return security standards. The Internal Revenue Service must develop an organizational plan to coordinate all aspects of its efforts to protect return information while it is being held or transmitted by authorized providers of electronic filing services.

Disaster Assistance Equity Act of 20 21 This bill makes common interest communities, such as housing cooperatives (co-ops) and condominiums, eligible for the same assistance from the Federal Emergency Management Agency (FEMA) as other homeowners. Specifically, the bill adds definitions of residential common interest community, condominium, and housing cooperative to the Robert T. Stafford Disaster Relief and Emergency Assistance Act; requires FEMA to issue rules for the removal of debris or wreckage from real estate owned by a residential common interest community resulting from a major disaster and deems such removal to be in the public interest when a state or local government determines in writing that such debris or wreckage constitutes a threat to life, public health or safety, or the economic recovery of such community; and provides for the repair of essential common elements of a condominium or co-op damaged by a disaster under FEMA's Federal Assistance to Individuals and Households Program.

Housing for our Firefighters Act This bill directs the Department of the Interior and the Department of Agriculture (USDA) to provide a housing allowance to any federal wildland firefighter hired at a location more than 50 miles from the firefighter's primary residence. The allowance shall be in an amount determined appropriate by Interior and USDA and adjusted based on the cost of housing in the area of deployment.

Emergency Rental Assistance Program Improvement Act of 2021 or the ERAP Improvement Act of 2021 This bill modifies the Department of Treasury's Emergency Rental Assistance program to increase the portion of funding that state and local government grant recipients may use for administrative costs. Closing the College Hunger Gap Act of 2021 This bill requires the Department of Education (ED) to collect data on the food and housing insecurity of college students. Specifically, ED must add questions that measure rates of food and housing insecurity to the National Postsecondary Student Aid Study. In addition, ED must collect data on student eligibility under the Supplemental Nutrition Assistance Program (SNAP). Affordable Housing Equity Act of 2021 This bill requires allocations through 2031 of low-income housing credit amounts for buildings designated to serve certain low-income households (i.e., aggregate household income does not exceed the greater of 30% of area median gross income, or 100% of an amount equal to the federal poverty line). Native American Housing Assistance and Self-Determination Reauthorization Act of 2021 This bill provides federal housing assistance to Indians and Native Hawaiians. Specifically, the bill reauthorizes through FY2026 and otherwise revises housing assistance block grants for Indians and Native Hawaiians. Among other things, the Department of Housing and Urban Development (HUD) must award competitive grants to eligible recipients of block grants to carry out affordable housing activities, such as housing rehabilitation projects. The bill authorizes HUD to guarantee housing loans for Indians and Native Hawaiians through FY2026. Additionally, the bill provides statutory authority for the Tribal HUD-VASH program, which provides rental assistance and supportive services to Indians who (1) are veterans of the U.S. Armed Forces, (2) are homeless or at risk of homelessness, and (3) live in or near an area where a tribe or tribally designated housing entity provides assistance for affordable housing. The program must be carried out by HUD in conjunction with the Department of Veterans Affairs. Under the program, grants must be made to entities eligible for housing assistance block grants. HUD may also make renewal grants to entities that have received prior program grants. The bill also requires the Department of Agriculture to set aside and reserve certain rural housing funds for Indian tribes.

Expediting Assistance to Renters and Landlords Act of 2021 This bill modifies the Department of the Treasury's Emergency Rental Assistance program by extending time limits on payments, allowing landlords to seek rents and arrears from the program without renter consent, and allowing renters to prove eligibility through attestation. The program provides grants to state and local governments to assist eligible households in paying rent and utility costs and other expenses related to housing incurred due to the COVID-19 pandemic. The bill extends the availability of program assistance from 18 to 24 months for eligible households. The bill also relaxes requirements for proof of eligibility by requiring only that households attest that they meet eligibility requirements instead of requiring proof of eligibility. It also allows for direct payment of funds to eligible households where the landlord refuses direct payment. Additionally, the bill allows a landlord to apply for program funds without the consent of a renter if the landlord agrees to certain terms, including a 120-day bar on evicting the renter for nonpayment. This bill also expands the stable housing services available under the program to additional low-income households. Further, the bill requires Treasury and state and local governments to increase outreach to renters and landlords and allows for coordination with public entities to provide application assistance services.

Care for Her Act This bill allows an eligible taxpayer to claim the Child Tax Credit for the tax year preceding the year the child is born. It also sets out other activities to support parents and pregnant women. Specifically, the bill establishes the Pregnancy Support Collaborative, which consists of representatives from the Department of Health and Human Services (HHS) and states that elect to participate. The collaborative must maintain a clearinghouse of information on providers of pregnancy and parenting supports and services. States must identify providers in their jurisdictions who meet applicable criteria for inclusion. In addition, the collaborative must share information about education and training opportunities for parents and pregnant women and identify successful programs (including workplace policies) to support them. Furthermore, the collaborative must award grants to states for local programs to improve maternal and infant health outcomes. If a community demonstrates that its program reduces Medicaid costs, it retains a portion of those savings. If approved by the collaborative, HHS must award grants to providers in the clearinghouse for mentoring and training pregnant women and new mothers and addressing gaps in the availability of maternity housing. Additionally, HHS may award grants for pregnancy and parenting supports and services. The Centers for Disease Control and Prevention and the Centers for Medicare & Medicaid Services must jointly maintain a database of de-identified epidemiological and Medicaid claims data to evaluate the effect of maternity homes on maternal and infant health outcomes.

Afghan and Iraqi Allies Resettlement Improvement Act This bill addresses the settlement of Afghan and Iraqi special immigrant visa (SIV) holders. (Generally, SIV holders are individuals who received visas due to their work with the U.S. Armed Forces in Iraq or Afghanistan.) The Department of Health and Human Services must survey long-term outcomes, such as employment, housing, and educational attainment, of SIV holders as part of its annual survey of refugees. The Department of State must implement additional ways to deliver information in certain languages (i.e., Dari, Pashto, or Urdu) to prospective SIV holders about resettlement in the United States to assist with their adjustment process. The State Department and the Department of Defense must jointly establish a temporary program to offer SIV holders employment as translators, interpreters, and cultural awareness instructors.

Housing for Afghan Allies Act of 2021 This bill allows state and local governments receiving emergency rental assistance funds for unemployed persons, persons with hardship related to the COVID-19 pandemic, and persons at risk of homelessness to use some of those funds to provide rent and utility assistance to certain individuals and families from Afghanistan. The funds may be used to provide such assistance to individuals and families who are citizens or nationals of Afghanistan, who are present within the United States, and who have been granted special immigrant status or have received priority 2 refugee designation. A special immigrant is an immigrant who qualifies for a permanent residence after meeting certain criteria. A priority 2 refugee designation grants U.S. Refugee Admissions Program access to certain immigrants, including Afghan immigrants who do not qualify as special immigrants but who may be at risk because of their U.S. affiliation.

Removing Environmental Hazards And Building Safely Act of 2021 or the REHABS Act of 2021 This bill authorizes the Department of Housing and Urban Development (HUD) to award grants to national and regional organizations and consortia to abate and remove environmental hazards (e.g., lead, asbestos, and mold) in homes being rehabilitated for families and individuals who otherwise would be unable to afford to purchase a dwelling. Additionally, HUD must study the assessment and removal of mold in the rehabilitation of a single-family home.

Grayfield Redevelopment and Economic Advancement Through Effective Repurposing and Revitalization of Shopping Centers Act of 2021 or the GREATER Revitalization of Shopping Centers Act of 2021 This bill allows the Department of Housing and Urban Development (HUD) to make matching grants for projects financed under the Section 108 Loan Guarantee Program in an effort to eliminate blight associated with abandoned shopping centers. The Section 108 Loan Guarantee Program allows HUD to provide loan guarantees to participating Community Development Block Grant recipients. These loan guarantees assist those recipients in financing economic and community development projects. The bill requires the Government Accountability Office to report on the effectiveness of the program and to recommend improvements.

Federal Disaster Housing Stability Act of 2021 This bill imposes limits on foreclosures and evictions in areas affected by a declared disaster or emergency. A servicer of certain federally backed residential mortgages for a property in such an area may not initiate the foreclosure process or take other foreclosure-related actions relating to that property unless the property is vacant or abandoned. These restrictions shall be in place for six months after the disaster or emergency is declared. Similarly, the landlord of a dwelling in such an area may not (1) initiate eviction proceedings against a tenant in that dwelling for nonpayment of rent or fees; (2) charge that tenant a penalty for nonpayment of rent; (3) increase the rent; (4) prevent a tenant who has temporarily relocated from returning; or (5) otherwise require the tenant to vacate the dwelling. Landlords must also provide notice to tenants regarding available federal assistance. These restrictions shall be in place for 90 days beginning (1) when the disaster or emergency is declared; or (2) in the case of a dwelling eligible for assistance, when such assistance is received or when eligibility for such assistance has expired.

Office for Access to Justice Establishment Act of 2021 This bill establishes the Office for Access to Justice within the Department of Justice (DOJ) to advise on matters relating to justice for low-income and other underrepresented people in the criminal and civil justice systems. Additionally, DOJ must establish a Legal Aid Interagency Roundtable to raise the awareness of executive branch agencies of the ways in which civil legal aid and indigent defense can help advance federal objectives, including those related to employment, family stability, housing, consumer protection, health services, and public safety.

Choice Neighborhoods Initiative Act of 2021 This bill allows the Department of Housing and Urban Development to make competitive grants to local governments, public housing agencies, or nonprofit entities owning a major housing project to implement transformational housing programs in eligible neighborhoods with a concentration of extreme poverty and severely distressed housing. A program must, among other requirements, allow residents of public or assisted housing displaced by such a program to return to the replacement housing provided under the program.

Reversing Executive Negligence Towards American Laws Act or the RENTAL Act This bill prohibits a federal official from establishing, extending, maintaining, implementing, or enforcing a moratorium on evictions, unless the official has specific federal statutory authority.

Livable Communities Act of 2021 This bill creates the Office of Sustainable Communities in the Department of Housing and Urban Development (HUD) to coordinate the provision of long-term affordable housing, transportation, and environmental projects and to administer grant programs established in the bill. The bill creates the Comprehensive Planning Grant Program and the Community Challenge Grant Program to be administered by the office. Grants under the Comprehensive Planning Grant Program must be used for specified activities related to the coordination, development, or updating of a comprehensive regional plan across jurisdictions and agencies. Grants offered under the Community Challenge Grant Program must be used to promote integrated planning and investments across policy and governmental jurisdictions and to implement projects identified in a regional plan. The bill also creates a program that requires HUD to provide loans and loan guarantees to projects that meet specified criteria. Eligible projects must be part of a community-wide development plan, promote sustainable development, and ensure that housing units associated with the project are affordable and initially occupied by lower-income renters or homeowners.

Collegiate Housing and Infrastructure Act of 2021 This bill allows tax-exempt charitable or educational organizations to make collegiate housing and infrastructure grants to certain tax-exempt social clubs (e.g., college fraternities and sororities) that apply such grants to their collegiate housing property. A collegiate housing and infrastructure grant is a grant to provide, improve, operate, or maintain collegiate housing property that may involve more than incidental social, recreational, or private purposes. The grant must be for purposes that would be permissible for a dormitory or other residential facility of the college or university with which the collegiate housing property is associated. The grant may not be used to provide physical fitness facilities.

Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2022 This bill provides FY2022 appropriations for the Department of Agriculture (USDA), the Food and Drug Administration, and related agencies. The bill provides appropriations to USDA for agricultural programs, including the Office of the Secretary, Executive Operations, the Office of Civil Rights, the Economic Research Service, the National Agricultural Statistics Service, the Agricultural Research Service, the National Institute of Food and Agriculture, the Animal and Plant Health Inspection Service, the Agricultural Marketing Service, and the Food Safety and Inspection Service. The bill also provides appropriations to USDA for farm production and conservation programs, including the Farm Production and Conservation Business Center, the Farm Service Agency, the Risk Management Agency, and the Natural Resources Conservation Service. The bill provides appropriations to the Federal Crop Insurance Corporation Fund and the Commodity Credit Corporation Fund. For USDA rural development programs, the bill includes appropriations for Rural Development Salaries and Expenses, the Rural Housing Service, the Rural Business-Cooperative Service, and the Rural Utilities Service. The bill provides appropriations to the Food and Nutrition Service for Child Nutrition Programs; the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC); the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program); the Commodity Assistance Program; and Nutrition Programs Administration. The bill provides appropriations to the Foreign Agricultural Service for (1) Food for Peace Title II Grants, and (2) McGovern-Dole International Food for Education and Child Nutrition Program Grants. The bill also provides appropriations for (1) the Food and Drug Administration, and (2) the Farm Credit Administration. Additionally, the bill sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2022 This bill provides FY2022 appropriations for military construction, the Department of Veterans Affairs (VA), and related agencies. The bill provides appropriations to the Department of Defense (DOD) for military construction for the Army; the Navy and Marine Corps; the Air Force; Defense-wide agencies and activities; the Army and Air National Guard; and the Army, Navy, and Air Force Reserves. The bill also provides appropriations to DOD for the North Atlantic Treaty Organization (NATO) Security Investment Program; the Base Closure Account; Construction and Operation and Maintenance of Family Housing for the Army, the Navy and Marine Corps, the Air Force, and Defense-wide agencies and activities; the Family Housing Improvement Fund; and the Military Unaccompanied Housing Improvement Fund. Within the VA budget, the bill provides appropriations for the Veterans Benefits Administration, the Veterans Health Administration, the National Cemetery Administration, and Departmental Administration. The bill provides appropriations for related agencies and programs, including the American Battle Monuments Commission, the U.S. Court of Appeals for Veterans Claims, Cemeterial Expenses of the Army, and the Armed Forces Retirement Home. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

Manufacturing America's Mineral Security Act This bill allows an additional 10% tax deduction for the cost of specified domestically produced materials if such materials are acquired by the taxpayer directly from the domestic smelter or processor of such material. The bill defines specified domestically produced materials to include mine products, metal or metal compound production, and alloy and magnet production. Specified material are minerals that are necessary for the energy infrastructure of the United States, for community resiliency, to support domestic manufacturing, agriculture, housing, telecommunications, health care, and transportation infrastructure, or for the economic security of, and balance of trade in, the United States.
