National Land Bank Network Act of 2022 This bill requires the Neighborhood Reinvestment Corporation to contract with a nonprofit that has relevant expertise to establish a national network to support the formation and operation of land banks. Land banks are entities designated by one or more state or local governments to acquire, steward, and dispose of vacant, abandoned, or other problem properties in accordance with locally determined priorities and goals.

Home Internet Accessibility Act This bill requires the Government Accountability Office (GAO) to report on broadband internet capacity in housing that is supported by the Department of Housing and Urban Development (HUD) or the Department of Agriculture. In its report, the GAO must identify such housing that lacks broadband capacity and estimate the costs and time frame necessary to provide broadband capacity in such housing. Additionally, HUD must develop a plan for retrofitting such housing to provide the capacity for broadband internet.

Expand Housing Opportunities Act This bill establishes new, and expands existing, grants for increasing the availability of affordable housing. Specifically, the bill sets up grant programs that support (1) construction, preservation, or rehabilitation of owner-occupied, affordable housing; and (2) implementation and administration of landlord-tenant mediation programs. Further, the bill allows states to apply for additional funding through a block grant that supports affordable housing activities that benefit low-income individuals (the HOME Investment Partnership Program) to cover certain costs associated with affordable housing incurred during the COVID-19 emergency.

Building Credit Access for Veterans Act of 2022 This bill requires the Department of Veterans Affairs (VA) to implement a pilot program to assess the feasibility and advisability of using alternative credit scoring information or models to improve the determination of creditworthiness of certain individuals and to increase the number of such individuals who are able to obtain VA housing and small business loans. Specifically, the program is for veterans or members of the Armed Forces who are eligible for VA housing or small business loans and have insufficient credit history. Under the program, the VA must assess the feasibility and advisability of establishing criteria for acceptable commercially available credit scoring models to be used by lenders for the purpose of guaranteeing or insuring a VA housing or small business loan. Participation is voluntary on an opt-in basis for lenders, borrowers, and individuals. The VA must conduct outreach to lenders and individuals to inform them of the pilot program.

Fair Access to Co-ops for Veterans Act This bill makes permanent the Department of Veterans Affairs authority to guarantee a loan for a veteran's purchase of stock or membership in a cooperative housing corporation for the purpose of entitling the veteran to occupy a single family residential unit.

Infrastructure Modernization Project Related to the OVerall Enhancement of Nursing Homes Act or the IMPROVE Nursing Homes Act This bill requires the Centers for Medicare & Medicaid Services to establish a grant program to support the conversion of traditional nursing facilities to small-house nursing facilities (i.e., facilities that offer private rooms for up to 12 residents in separate buildings or areas). Grant funds may be used to convert facilities but not for facility operation; grant recipients must agree to provide person-centered care that supports certain resident flexibilities and to operate such facilities for at least 20 years.

Rent Relief Act of 2022 This bill allows a refundable tax credit through 2024 for individuals who pay rent for a principal residence that exceeds 30% of their gross income for the taxable year. The amount of the credit ranges from 25% to 100% of the excess rent, depending on the gross income of the taxpayer. The credit is not available for taxpayers with gross income that exceeds $100,000 ($125,000 for a taxpayer whose principal residence is located in a high-cost area, as defined by the bill). Rent that exceeds 100% of the small area fair market rent (including the utility allowance) for the residence may not be taken into account for the purpose of determining the amount of the credit. For individuals who reside in government-subsidized housing, the bill allows a credit equal to 1/12th of the rent paid by the taxpayer (and not subsidized under the program) during the year with respect to the residence. The Department of the Treasury must establish a program for making advance payments of the credit on a monthly basis.

Getting Renewable and Energy Efficient Neighborhoods Appraisals Act of 2022 or the GREEN Appraisals Act of 2022 This bill requires lenders that originate federally backed residential mortgages to notify borrowers of their right to request an energy report concerning the property. The bill also requires, upon consent of the borrower, the lender to provide to an appraiser any available energy report concerning the property. The appraiser must take this report into consideration when appraising the value of the property.

Housing Access Improvement Act This bill increases from 20% to 50% the amount of funding for the Housing Choice Voucher program that a public housing agency (PHA) may use for project-based vouchers. (This program subsidizes rent for low-income recipients.) Under current law, a PHA must use at least 80% of its funding for tenant-based vouchers (which subsidize recipients' rental of any private apartment that meets program guidelines) and may use up to 20% of its funding for project-based vouchers (which attach to a specific rental unit that the landlord commits to make available for voucher recipients for a contracted term).

Building More Housing for Servicemembers Act This bill addresses the availability and quality of housing for members of the Armed Forces. First, the bill requires the Department of Defense (DOD) to report to Congress on the housing shortage for members of the Armed Forces. DOD must prescribe guidance for eligible entities and landlords regarding acceptable housing standards for privatized military housing. Under the bill, an eligible entity is any private person, corporation, firm, partnership, company, or state or local government that is prepared to enter into a contract for the construction of housing units and ancillary supporting facilities. DOD must establish a five-year pilot program to assess the feasibility of using the rental partnership programs of the Armed Forces to assure tenants for eligible entities to secure financing to construct privatized military housing. Additionally, DOD must coordinate with the Department of Housing and Urban Development (HUD) to develop a five-year pilot program to provide financial incentives to eligible entities to build privatized military housing, or to purchase or lease existing facilities, to house members of the Armed Forces and their dependents and low-income individuals and families. Finally, DOD and HUD may jointly operate a grant program through the Office of Local Defense Community Cooperation within DOD to build housing for members of the Armed Forces and their dependents, and low-income individuals and families. Household income limits for eligible entities to receive a grant must not differ based on whether a household includes a member of the Armed Forces.

Disaster Survivors Fairness Act of 2022 This bill makes changes in the process for seeking assistance following a major disaster. Specifically, the bill directs the Federal Emergency Management Agency (FEMA) to establish and maintain a web-based interagency electronic information sharing system, to be known as DisasterAssistance.gov, to facilitate the administration of a universal application for federal disaster assistance and for other specified purposes. The President may provide financial or other assistance to respond to the disaster-related housing needs of individuals and households who are displaced from their predisaster primary residence that is damaged by a major disaster (currently, such residences must be rendered uninhabitable). The President may provide direct assistance for repairs and for cost-effective hazard mitigation measures that reduce threats to life and property or future damage. FEMA may enter into a cooperative agreement to provide funding to a state agency to establish and operate a website to provide information relating to postdisaster recovery funding and resources to a community or an individual impacted by a major disaster or emergency. FEMA may reimburse a state, tribal, or local government for certain costs relating to sheltering emergency response personnel for a major disaster for which the President has authorized emergency protective measures. The bill extends FEMA's authority to implement state-managed housing assistance as a pilot program until the issuance of final regulations. FEMA must conduct a study and develop a plan to address the challenges associated with providing housing assistance to survivors of major disasters or emergencies.

Transit Oriented Development Act of 2022 This bill increases the low-income housing tax credit for buildings in transit-oriented development areas. The bill defines a transit-oriented development area as a designated area located within 1/2 mile from a rail, bus, harbor, or waterway station and zoned for high density. It also provides for an increase in the credit for buildings in high cost areas in non-contiguous states (i.e., Alaska and Hawaii) and U.S. possessions. The bill directs the Department of Housing and Urban Development to study cost-of-living differences throughout the United States based on geographic location and proximity and accessibility to transit.

Affordable Housing and Area Median Income Fairness Act of 2022 This bill reauthorizes through FY2032 the Community Development Block Grant and other specified programs that support affordable housing. Native American Direct Loan Improvement Act This bill addresses housing and homeownership for Native American veterans. Specifically, the bill revises the Native American Direct Loan program administered by the Department of Veterans Affairs (VA) to (1) allow Native American veterans to refinance existing mortgage loans; and (2) award grants to local service providers for conducting outreach, homebuyer education, housing counseling, risk mitigation, and other technical assistance to assist Native American veterans seeking to qualify for mortgage financing. Additionally, the bill directs the VA to carry out a pilot program to address the feasibility and advisability of making direct housing loans to Native community development financial institutions for relending loan amounts to qualified veterans.

End Veteran Homelessness Act This bill expands eligibility for and makes other changes to a supportive housing program for veterans. Under current law, the program provides housing vouchers to homeless veterans with chronic mental illnesses or substance use disorders and requires veterans to be assigned case managers. This bill (1) permits veterans who are formerly homeless or at risk of becoming homeless to also receive the vouchers, and (2) requires the assignment of a case manager only if the veteran is determined to need case management.

Parity, Accountability, and Transparency in Housing Data Act of 2022 or the PATH Data Act of 2022 This bill requires the Department of Housing and Urban Development (HUD) to annually collect data on sexual orientation and gender identity in housing-related programs and activities. Specifically, HUD must survey and report on the levels of discrimination against members of protected classes (including classes based on relationship status, sexual orientation, and gender identity) in housing practices; and include (and require entities that receive funds through HUD to include) sexual orientation and gender identity when collecting demographic data concerning housing programs.
