Revises the Pennsylvania Avenue Development Corporation Act. Provides that in addition to sums heretofore appropriated, there are authorized to be appropriated for operating and administrative expenses of the Corporation sums not to exceed $1,300,000 for fiscal year 1976; $325,000 for the period July 1 through September 30, 1976; $1,500,000 for fiscal year 1977; and $1,600,000 each for the next three succeeding fiscal years.

Smaller Communities Act - Expresses the findings of Congress and declares the purposes of this Act, including to establish the Small Community Administration in order to: (1) develop a national program to coordinate and improve the Federal assistance available to smaller communities; and (2) encourage the development of smaller communities through the coordination of Federal loan grant assistance programs. Establishes, as an independent agency in the executive branch, the Smaller Communities Administration, to be headed by an Administrator. Directs the Administration to: (1) to provide technical assistance to smaller communities; (2) coordinate with the Small Business Administration, Farmers Home Administration, Department of Transportation, Departments of Housing and Urban Development, Interior, Health, Education, and Welfare, and Commerce, the Environmental Protection Agency, and other Federal agencies to formulate Federal policy with respect to smaller communities; (3) represent the interests of smaller communities in the allocation of resources and scarce materials; (4) represent the interests of smaller communities in the location and construction of buildings by the Federal Government; (5) represent the interests of smaller communities before each Federal organization that affects the welfare of small communities; (6) conduct studies in specified areas; and (7) assist business firms and nonprofit institutions located in smaller communities in the awarding of Federal contracts. Establishes the Office of the Smaller Community Ombudsman, directing that the Ombudsman shall: (1) develop an information system to supply officials of smaller communities with information on Federal grant and loan assistance programs designed to aid small communities; and (2) coordinate Federal agencies administering such programs. Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act.

Authorizes cost-of-living increases in supplemental security income benefits under Title XVI (Grants to States for Aid to the Aged, Blind, and Disabled) of the Social Security Act whenever an equivalent cost-of-living adjustment is made under Title II (Old Age, Survivors', and Disability Insurance) of such Act. Authorizes the Secretary of Health, Education, and Welfare to grant financial assistance to individuals eligible for Social Security whose expenses exceed one-third of his or her annual income. Limits such assistance to the lesser of: (1) the amount by which such individual's housing expenses exceed one-third of his or her income or; (2) $600. Permits individuals receiving supplemental security benefits to elect to retain food stamp eligibility in lieu of receiving the bonus value of food stamps in the form of a supplementary payment increase. Directs the Secretary to provide financial assistance to Social Security recipients whose benefit checks or the cash proceeds thereof are lost or stolen, where the loss or theft has been promptly reported to and verified by appropriate local law enforcement officials. Requires the Secretary to supplement to the correct amount any check which is determined to be in an amount less than that to which the individual was entitled. Permits financial grant assistance to individuals receiving benefits who are faced with extreme financial need due to specified circumstances, including the destruction or loss by theft or natural disaster of furniture and clothing and to prevent eviction due to non-payment of rent when such nonpayment is due to poor financial management or extraordinary expenses. Limits such assistance grants to no more than $500 per occurrence.

Campuses for the Elderly Act - Authorizes the Secretary of Health, Education, and Welfare to institute a program under which qualified organizations, public and private, will submit plans for the development of carefully conceived and innovative projects to meet the special health care, housing, and related needs of elderly persons in the campus-type setting. Provides that from the plans submitted the Secretary shall select which he determines are most promising in furtherance of the objectives of this Act. Authorizes the Secretary to make, and contract to make, interest subsidy payments to the holder of any mortgage covering a project designed in accordance with a plan selected under this Act. Provides that as a condition for receiving such a subsidy the owner shall operate the project in accordance with such requirements as the Secretary may prescribe. Authorizes to be appropriated such sums as may be necessary to make such payments. Requires an evaluation of such projects not later than two years after their implementation to determine their effectiveness and suitability in meeting the needs of elderly persons. Provides that such evaluation shall be made by a committee consisting of the following members: (1) three members of the Congress to be appointed jointly by the President of the Senate and the Speaker of the House of Represenatives; and (2) six members to be appointed by the Secretary of which three shall be representative of the medical profession and three shall be persons who have had experience in the administration of health-care facilities, both proprietary and nonproprietary. Provides that the Committee shall submit to the Secretary for transmittal to the Congress a report with respect to its findings and recommendations not later than six months after the date on which the committee is fully organized. Authorizes to be appropriated such sums (not to exceed $70,000) as may be necessary to carry out this evaluation.

States that the purpose of this Act is to provide a source of financial assistance for homeowners and builders to enable them to purchase and install solar heating equipment or combined solar heating and cooling equipment while substantially reducing energy use. Authorizes the Secretary of Housing and Urban Development to make loans to individuals and families owning and occupying one-to-four family residential structures to assist them in purchasing and installing qualified solar heating and cooling equipment. States that such loans may be made in an amount covering up to 75 percent of the cost of purchasing and installing the necessary equipment, and not exceeding amounts specified in this Act. Sets forth the terms and conditions governing the loans. Defines "qualified solar heating equipment" as meaning equipment which utilizes solar energy to provide heating for a residential sturcture and which is certified by the Secretary as meeting minimum specified standards, including a requirement that the eqipment must be designed to meet more than 40 percent of the total heating needs of the types of structure for which it is intended. Directs the Energy Research and Development Administration to establish procedures for periodic inspection and review of solar heating and cooling equipment models and certifications. Directs the Secretary to disseminate full, complete, and current information concerning recommended standards and types of qualified solar heating or solar heating and cooling equipment appropriate for use in residential structures of varying sizes and types and in various regions of the country. Authorizes appropriations to a revolving fund of $100,000,000 to provide an initial amount for the program under this Act, and such additional sums as may thereafter be necessary to carry out such program.

Allows a tax deduction up to $750 for ordinary and necessary expenses incurred by a taxpayer under the Internal Revenue Code in making repairs and improvements to his residence during the taxable year. Allows the owner of rental housing to amortize at an accelerated rate (over a 60-month period) the cost of rehabilitating or restoring such housing. Authorizes the taxpayer to switch from such accelerated amortization to the regular depreciation deduction allowable under the Internal Revenue Code for property used in a trade or business or held for the production of income.

National Cooperative Housing Act - Declares that it is the policy of the United States and the purpose of this Act to establish a National Bank for Cooperative Housing in order to provide assurances to private and public housing developers that a continual supply of public funds is being and will be made available at reasonably level rates during periods of high as well as low interest to encourage the building of low- and middle- income cooperative housing. Defines the terms used in the Act. Creates a body corporate to be known as the National Bank for Cooperative Housing. Provides that loans may not be made by the Bank unless the borrower is unable to obtain funds on reasonable terms from other sources. Vests the management of the Bank in a Board of Directors consisting of the Secretary of the Treasury, the Secretary of Commerce, the Secretary of Housing and Urban Development, the Secretary of Labor, and ten other persons who shall be appointed by the President with the advice and consent of the Senate. Provides that of the ten persons so appointed, one shall be an elected or an appointed official of a State government, and one shall be an elected or appointed official of a local government. Requires all of the other persons so appointed to be from the private sector. Provides for the appointment of officers and employees of the Bank. Provides that no director, officer, attorney, agent, or employee of the Bank shall in any manner, directly or indirectly, participate in the deliberations upon or the determination of any question affecting his personal interests, or the interests of any corporation, partnership, or association in which he is directly or indirectly personally interested. Provides that the Bank shall not engage in political activities nor provide financing for or assist in any manner any project or facility involving political parties, nor shall the directors, officers, employees, or agents of the Bank in any way use their connection with the Bank for the purpose of influencing the outcome of any election. Provides for a capital stock of $1,000,000,000 for the Bank. Provides for the purchase of Bank stock by the Treasury of the United States. Provides for the borrowing authority of the Bank. Declares that it shall be the function of the Bank to make and guarantee loans for the purchase or construction of low- and middle-income cooperative housing. Allows the Bank to make direct loans: (1) to State and local governments, public agencies, nonprofit private organizations, corporations, companies, partnerships, and individuals for the purchase of low- and middle-income cooperative housing constructed after 1959; and (2) to developers, contractors, subcontractors, and other persons to finance the construction of low- and middle-income cooperative housing. Requires that the financial transactions of the Bank be audited by the General Accounting Office. Authorizes the appropriation of $1,000,000,000 for subscription to the capital stock of the Bank. Authorizes payments of $125 a day to members of the Board of Directors of the Bank for each day they are engaged in the performance of duties under this Act. Provides that no person in the United States shall on the ground of sex be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal assistance under this Act.

Directs the Secretary of the Interior to establish the Santa Moncia Mountains and Seashore Urban National Park in the State of California. Specifies which lands shall be included within the boundaries of the Park. Requires the Secretary to identify lands which should be acquired to achieve the purposes of this Act. States that with respect to improved properties, the Secretary shall not acquire fee title unless he determines that such property is being used, or is threatened with uses, which are detrimental to the purposes of this Act. Defines "improved property" as property on which a detatched single family dwelling is located or property developed for agricultural uses. Permits owners of improved properties to retain a right of use and occupancy for a definite term of up to 25 years. Requires the Secretary to submit to the Committees on Interior and Insular Affairs and to the Committees on Appropriations of the United States Congress a detailed program identifying the lands selected and the annual acquisition program which he recommends for the ensuing five fiscal years. Authorizes the Secretary to cooperate with local government in establishing zoning laws or ordinances which will assist of achieving the purposes of this Act. Establishes the Santa Monica Mountains and Seashores Urban National Park Advisory Commission, to be composed of 15 members appointed by the Secretary for terms of three years each. Directs the Secretary to meet at least annually with the Commission to consult on general policies and specific matters related to planning, administration, and development affecting the park. Authorizes specific appropriations of up to $500,000 for the development of needed public facilities. Authorizes appropriations of such sums as are necessary to carry out the provisions of this Act.

Low-Income Home Insulation Act - States that the purpose of this Act is to provide for the effective insulation of existing homes of low- income households through Federal grant programs. Authorizes the Director of the Community Services Administration to make grants to the States upon annual application. States that the Director shall develop and publish criteria to evaluate State applications. Provides for reasonable notice and opportunity for a hearing before final disapproval of an application. Directs that no more than 15 percent per annum of the grant to any State may be used by the State for administration of the grant. Provides that no more than 12 1/2 percent per annum of the total amount appropriated for any fiscal year under this Act may be granted to any State. Authorizes the Director to require a State receiving a Federal assistance under this Act to file with the Director reports upon necessary to enable the Director to carry out his functions under this Act. Requires States receiving aid to keep such records as necessary to assure an effective audit of the disposition of the funds. Authorizes the Director to take specified actions to enforce the provisions of the applications. Provides for review of the Director's final action to the United States Court of Appeals. Provides sanctions against discrimination by any program funded by this Act. States that wages for employees paid with funds secured by this Act shall be at rates not less than those prevailing on similar construction in the locality. Requires the Director to submit, by March 31, 1978, a report to the President and Congress presenting the results of insulation programs receiving Federal assistance under this Act. Authorizes the appropriation of $100,000,000 for fiscal year 1976 and for each of the three succeeding fiscal years for the purposes of this Act.

Federal Housing Bank Act - Declares the finding of the Congress that: (1) for decades this Nation has been able to produce housing at reasonable cost, but long-term projections of capital and materials shortages, threaten this goal; (2) decent, safe, and sanitary housing cannot be provided if interest rates on home mortgages are inordinately high; and (3) Congress must create an institution which can reduce the costs of financing the purchase of a home for the average American family. Creates a body corporate to be known as the Federal Housing Bank, which shall have succession until dissolved by Act of Congress. Requires that the Bank, which shall be an agency of the United States Government, shall maintain such offices as may be necessary or appropriate in the conduct of its business. Sets forth the general powers of the Bank. Provides for the management of the Bank. Authorizes the Secretary of the Treasury, in order to facilitate the formation of the Bank, to pay initial organizing and operating expenses. Authorizes to be appropriated not to exceed $500,000 for this purpose. Grants the Bank the authority: (1) to make commitments to purchase, and to purchase, service, and sell, on terms and conditions determined by the Bank, home mortgages on single family homes, or condominiums or cooperatives, from the Federal National Mortgage Association or the Federal Home Loan Bank system; and (2) to make commitments to purchase, and to purchase, hold, and refinance mortgages on homes of persons who certify that they have been unemployed for six months and do not have assets that could be used to pay the mortgage on their principal dwelling place. Authorizes the Bank to declare a moratorium on payments of principal, interest, or both for a period of eighteen months on terms and conditions to be determined by the Bank so as to alleviate hardship arising from unemployment. Requires an audit report to the Congress on an annual basis. Provides for an additional annual report to the Congress on the Bank's activities. Authorizes the appropriation of such sums as are necessary to carry out this Act.

Government Facilities and Open Housing Act - Declares it to be the purpose of this Act: (1) to require Federal agencies and Federal contractors to assure that an adequate supply of housing for middle and lower income employees will be available in any community in which a Government facility is to be located; and (2) to provide financial assistance to communities to assist them in meeting the requirements of this Act. Provides that, after January 1, 1976, no Government facility may be located in any community which has failed to develop an acceptable plan which provides, as determined by the Chairman of the Equal Employment Opportunity Commission, an adequate supply of housing for middle and lower income employees of that facility. Directs each Government agency or Federal contractor, prior to initiating location procedures, to require written assurances in the form of a plan that the appropriate government body will meet the requirements of this Act. Provides that, if after the acceptance of the plan, by the Chairman, any community fails to comply with the provisions of the plan, the Chairman shall bring a civil action in the United States District Court for the District of Columbia to secure an injunction to require such community to conform to its plan. Provides that, whenever a community does not file a plan or is found to be in noncompliance with an approved plan, and there are compelling reasons for the Government contractor facility to locate in that community, the Federal Government shall provide housing to meet the needs of current and potential middle and lower income employees. States that, upon application meeting such standards as the Chairman may establish, the Chairman shall grant to each community an amount not to exceed $150,000 to reimburse such community for the expense of developing a plan meeting the requirements of this Act. Directs the Commissioner of Education to pay to the local educational agency for each community in which moderate and lower income housing has been constructed pursuant to this Act, a sum to be computed by him in consultation with the State educational agency and the local educational agency. Authorizes to be appropriated for the fiscal year beginning October 1, 1975, and the four fiscal years thereafter, sums as may be necessary to carry out the provisions of this Act.

Permits the Secretary to require borrowing property owners to pay a greater interest rate when the income of such borrower exceeds the median income for a family of four persons. Directs the Secretary to administer the loan program in a manner designed to: (1) encourage communities to undertake programs which facilitate public or private financing of rehabilitation with funds not made available under any Federal housing program; (2) encourage communities to address the rehabilitation needs of owner-occupants living in areas participating in rehabilitation programs whose incomes are too low to afford such Federal loans; and (3) accommodate the needs of communities which have no other feasible source of loan funds for rehabilitation. Transfers the funding for such program from the appropriations process to the Treasury borrowing process. Authorizes appropriations of up to $7,500,000 for any fiscal year for such program.
