Agricultural Job Opportunity Benefits and Security Act of 2001 - Directs the Attorney General, upon completion of specified agricultural work and residency requirements, to adjust the status of a qualifying alien agricultural worker to that of a: (1) lawfully admitted temporary nonimmigrant; and (2) permanent resident nonimmigrant. Sets forth provisions with respect to: (1) adjustment of status applications, including penalties for false statements; (2) waiver of numerical limitations and certain grounds for inadmissibility; (3) temporary stay of removal and work authorization; (4) administrative and judicial review; and (5) dissemination of program information. Amends the Immigration and Nationality Act to set forth registry application requirements for H-2A employers and employer associations, including assurances: (1) that the job opportunity is temporary or seasonal, and is not the result of a labor dispute, (2) that attempts have been made to hire U.S. workers; and (3) respecting required wages and benefits, and compliance with labor laws. Sets forth employment requirements with respect to: (1) wages; (2) housing; (3) transportation reimbursement; and (4) obligation to employ U.S. workers. Revises provisions respecting the admission and extension of stay of temporary H-2A workers. Provides special rules for alien sheepherders. States that nothing in this Act shall preclude the Secretary and the Attorney General from continuing to apply special procedures to the employment, admissions, and extension of aliens in the range production of livestock. Directs the Secretary to establish registry user and alien employment user fee schedules and related collection processes.

Expresses the sense of Congress that: (1) there should be established a National Community Health Center Week to raise awareness of health services provided by community, migrant, public housing, and homeless health centers; and (2) the President should issue a proclamation calling on the people of the United States and interested organizations to observe such a week with appropriate programs and activities.

National Defense Authorization Act for Fiscal Year 2002 - Authorizes appropriations for FY 2002 for: (1) procurement, including aircraft, missiles, weapons and tracked combat vehicles, ammunition, shipbuilding and conversion, and chemical agents and munitions destruction; (2) research, development, test and evaluation; (3) operation and maintenance, including defense working capital funds; (4) the Armed Forces Retirement Home; and (5) active and reserve military personnel, including authorized end strengths. Authorizes the President to dispose of specified obsolete and excess materials in the National Defense Stockpile. Increases as of January 1, 2002, the rates of military basic pay. Extends certain bonus and special and incentive pay authorities. Authorizes: (1) an accession bonus program for officers with critical skills; and (2) certain travel and transportation allowances. Sets forth provisions or requirements concerning: (1) commissaries and nonappropriated fund instrumentalities; (2) active and reserve military personnel policy, including the review of actions of personnel selection boards and the extension of certain military force drawdown transition authorities; (3) military education and training; (4) military decorations, awards, and commendations; (5) educational assistance under the Montgomery GI Bill; (6) acquisition policy and management, including acquisition workforce development; (7) general contracting procedures and limitations; (8) military construction, military family housing, and the leaseback of defense base closure property; (9) Department of Defense (DOD) organization and management, including the operation of regional centers for security studies; (10) matters relating to other nations, including cooperative research and development projects with allied countries; and (11) DOD civilian personnel, including a pilot program for the payment of retraining expenses.

FHA-Insured Hospital Conversion and Reinvestment Act of 2001 - Amends the National Housing Act to authorize the Secretary of Housing and Urban Development to make grants to eligible FHA-insured hospitals for use only for purposes that the Secretary determines will reduce the risk of default and loss on mortgages for those hospitals. Includes among such purposes: (1) carrying out activities to convert the excess capacity of an eligible FHA-insured hospital to facilities that provide health care and supportive housing for elderly persons and families, including assisted living facilities, nursing homes, and supportive housing for the elderly; and (2) assisting in paying debt service for an eligible FHA-insured hospital, including service on debt insured under this Act. Authorizes such hospital conversions, and requires the Secretary to provide for uninterrupted continuation of a converted hospital's mortgage insurance coverage for the duration of the original term of the mortgage insurance contract. Makes available to fund conversion grants any negative credit subsidies (surplus amounts) attributable to FHA programs for full insurance for health care facilities.

Tribal Energy Self-Sufficiency Act - Amends the Indian Financing Act of 1974 to authorize appropriations, exempt from certain limitations, for Indian electric energy development, including electric generation, transmission, and distribution. Authorizes the Secretary of the Interior (Secretary) to transfer, upon tribal request, Federal water and power projects on Indian lands to the tribe upon whose land such projects are located. Directs the Secretary to continue trusteeship responsibilities to review agreements entered into between Indian tribes and other parties under: (1) the Federal Oil and Gas Royalty Management Act of 1982; and (2) the Indian Mineral Development Act of 1982. Instructs the Secretary to study and report to Congress on all dams and water impoundments on Indian land to determine their suitability for siting for electrical power projects. Requires the Western Area Power Administration to set up electric power transmission facilities for the development of wind power generation on certain Indian lands. Amends the Energy Policy Act of 1992 and the Department of Energy Organization Act to establish within the Department of Energy the Office of Indian Energy Policy and Programs to assist Indian tribes to meet certain energy needs. Creates the Indian Energy Loan Guaranty Fund to enable the Secretary to guarantee loans made to an Indian tribe for energy development. Amends the Public Utility Regulatory Policies Act of 1978 to make net metering available for renewable energy on Indian reservations. Amends the Federal Power Act to direct the Federal Energy Regulatory Commission, upon tribal application, to order the interconnection and wheeling of transmission or local distribution facilities owned by another person with those of the applicant tribe. Amends the Internal Revenue Code to: (1) extend the credit for electricity produced from certain renewable resources to solar power, non-closed loop biomass, incremental hydropower, geothermal energy, and fuel cells on Indian lands; and (2) allow a tax credit for the production of Indian oil or gas. Amends the Housing and Community Development Act of 1974 to make electricity facilities owned or controlled by an Indian tribe or entity eligible for community development assistance. Directs the Secretaries of Housing and Urban Development and of the Interior to develop energy efficiency and conservation measures in connection with certain housing located on Indian lands. Amends the Rural Electrification Act of 1936 to authorize grants and zero interest loans for energy efficiency purposes, including provision or modernization of electric facilities for an Indian tribe.

Authorizes the payment of proceeds following the death of the insured under the National Life Insurance Program and the United States Government Life Insurance Program: (1) to another beneficiary designated by the insured, if the first beneficiary does not make a claim for such insurance within two years; or (2) to any person designated by the Secretary of Veterans Affairs to be equitably entitled to such proceeds, if no claim has been filed by any designated beneficiary within four years. Extends through December 31, 2005, the Native American Veteran housing loan pilot program. Authorizes the Secretary to make a direct housing loan to such a veteran if the tribal organization having jurisdiction over such veteran has entered into a memorandum of understanding with any Federal department or agency with respect to such loans. Revises the loan assumption notice requirement. Eliminates the requirement of providing the Secretary with a copy of a notice of appeal of a decision by the Court of Veterans Appeals.

Clean Energy Incentives Act - Amends the Internal Revenue Code, with respect to renewable and alternative energy, alternative fuels and energy efficient vehicles, energy efficiency and conservation, and energy generation and management. Provides for: (1) a five year extension for the renewable resource credit for qualified facilities; (2) alternative resources (solar, biomass, incremental hydropower and geothermal, and geothermal energy) to qualify for the renewable resource credit; (3) a tradable resource credit for public utilities and other tax exempt organizations; (4) an extension of the deduction for certain refueling property; and (5) an energy efficient commercial building deduction. Provides tax credits for the following: (1) an alternative motor vehicle; (2) the retail sale of alternative fuels (compressed natural gas, liquefied natural gas, liquefied petroleum gas, hydrogen, and fuel which is at least 85 percent methanol) as motor vehicle fuel; (3) the installation of alternative (clean) fueling stations; (4) property to convert waste to fuel; (5) construction of new highly energy efficient homes; (6) energy efficient appliances; (7) adjustable speed drives; (8) energy efficient recycling or remanufacturing equipment; (9) distributed energy generation and demand property (specified solar, geothermal, energy efficient building, and other property) used in business; (10) distributed energy generation and demand property (specified photovoltaic, solar water heating, wind energy, fuel cell, and energy efficient property) used in residences; (11) energy management systems using residential real time metering systems; and (12) and flywheel property.

National Rural Development Partnership Act of 2001 - Amends the Consolidated Farm and Rural Development Act to establish the National Rural Development Partnership composed of the National Rural Development Coordinating Committee (established by this Act) and State development councils (authorized by this Act). Includes among Partnership purposes: (1) enhancement of State and local rural development capacities; and (2) engagement of Federal, State, local, tribal, and private and nonprofit sectors in such efforts. Provides for State rural development council matching requirements. Terminates the Partnership five years after enactment of this Act.

Low-to-Moderate Income Home Ownership Tax Credit Act - Amends the Internal Revenue Code to establish a low-to-moderate home ownership credit based upon an applicable percentage of each qualified low-to-moderate income building's qualified basis. Excludes from gross income certain gain from the sale of such housing. Makes the rehabilitation credit applicable to buildings, other than certified historic structures, that are at least 50 years old. (Current law requires a building to have been placed in service before 1936.)

Brownfields Economic Development Act of 2001 - Amends the Housing and Community Development Act of 1974 to authorize the Secretary of Housing and Urban Development to make grants to eligible public entities and federally recognized Indian tribes for the redevelopment of brownfield sites, independent of notes or obligations guaranteed for the acquisition of property. Defines a "brownfield site," with exceptions, as real property the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance or pollutant. Allows inclusions of sites otherwise excluded from consideration: (1) on a site-by-site basis if financial assistance will protect human health and the environment and promote economic development or facilitate the protection of parks, greenways, or other property used for nonprofit purposes; (2) that were contaminated by a controlled substance; (3) that are certain low-risk petroleum-contaminated sites; or (4) that are mine-scarred land.

Asthma Awareness, Education and Treatment Act of 2001 - Authorizes the Secretary of Health and Human Services to make grants to public and nonprofit private entities for projects for specified asthma-related activities for low-income communities, including screening and referrals, information and education, and workshops for parents and other individuals who supervise children. Authorizes the Secretary also to award contracts to provide for a national media campaign to inform the public and health care providers on asthma, allergies, and related respiratory problems, especially in children. Amends the Internal Revenue Code to allow a taxpayer licensed and engaged in the trade or business of providing pest control services or heating, ventilation, and air conditioning services, an income tax credit for the aggregate cost of providing such services without charge to: (1) public housing; or (2) any multifamily residential rental property at least 75 percent of whose occupants are reasonably expected to have incomes below 200 percent of the official poverty line. Requires the Secretary to disseminate information about such credit. Directs the Secretary to provide for research into whether and to what extent there is a causal relationship between air pollutants and the occurrence of asthma, allergies, and related respiratory problems. Requires the Director of the National Heart, Lung, and Blood Institute, through the National Asthma Education Prevention Program Coordinating Committee, to: (1) identify all Federal programs that carry out asthma-related activities; and (2) develop and submit to Congress a Federal plan for responding to asthma.

Energy Efficiency and Assistance Act of 2001 - Amends the Low-Income Home Energy Assistance Act of 1981 to redefine "leveraged resources" to include any State program which facilitates the collection of donations by electric and gas utilities to be used by public agencies or private nonprofit organizations to pay the utility bills of specified individuals with insufficient financial resources to pay such bills. Extends authorization of appropriations for home energy grants to FY 2005. Amends the Home Owners' Loan Act to include residential energy efficiency improvement loans among the assets of a savings association that qualify as qualified thrift investments. Amends the Truth in Lending Act to require a creditor, when determining consumer eligibility for a residential energy efficiency improvement loan, to take into account estimated future savings attributable to energy efficiency improvements. Amends the following Acts to instruct the Secretary of Housing and Urban Development to develop and implement measures that promote financial incentives for increased energy efficiency: (1) National Housing Act; (2) the Housing Act of 1949; (3) the Federal National Mortgage Association Charter Act; and (4) the Federal Home Loan Mortgage Corporation Act.

Tribal and Local Communities Relationship Improvement Act - Amends the Indian Gaming Regulatory Act to make invalid any tribal-State compact entered into after the date of enactment of this Act unless it is approved by the Governor and legislature of the State with which the compact was negotiated (with an exception for compact renewals that do not expand covered gambling operations). Requires similar approval of Indian gaming as regulated under such Act on lands acquired in trust by the Secretary of the Interior after October 17, 1988. Prohibits the conduct of class III gaming on more than one parcel of land of an Indian tribe. Directs the President to establish the Advisory Committee on Minimum Regulatory Requirements and Licensing Standards for Indian Gaming. Requires Committee recommendations to be submitted to specified congressional committees, the National Indian Gaming Commission, and each federally recognized Indian tribe. Establishes the Commission on Native American Policy to complete a study regarding living standards in Indian country, including health, infrastructure, economic development, educational opportunities, and housing.

Housing and Employment Opportunities Reform Act - Amends the Housing and Urban Development Act of 1968 to require that: (1) at least 30 percent of new employees hired by contractors performing services for assisted housing public or Indian housing agencies be low- or very low-income people; and (2) such agencies maintain a registry of eligible employees.

Disaster Burden Relief Act of 2001- Amends the Internal Revenue Code to set forth special rules for homes which were destroyed as a result of a disaster in a Presidentially declared disaster area, including permitting a tax credit for certain mortgage payments.

Calls upon every American to pause and pay tribute to these brave soldiers and to remain ever vigilant for signs which may warn of a terrorist attack.

Makes certain fees collected under the National Housing Construction and Safety Standards Act, including fees collected before enactment of the American Homeownership and Economic Opportunity Act of 2000, available for FY 2001 expenditure. States that such fee use authority shall remain in effect for the period beginning in FY 2001 and ending on the effective date of a specified appropriations Act enacted with respect to a post-FY 2001 fiscal year.

College Fire Prevention Act - Authorizes the Secretary of Education to make competitive grants to States, private or public colleges or universities, fraternities, or sororities for up to half the cost of providing fire sprinkler systems in student housing and dormitories. Directs the Comptroller General to gather, and report to Congress, data on the number of college and university housing facilities and dormitories that have and do not have fire sprinkler systems and other forms of built-in fire protection mechanisms. Provides that any application for assistance under this Act, any negative determination on the part of the Secretary with respect to such application, or any statement of reasons for the determination, shall not be admissible as evidence in any proceeding of any court, agency, board, or other entity.

Meningitis Immunization Awareness Act - Directs the Secretary of Health and Human Services to develop and make available to day care centers, camps, educational entities, prisons, and other entities that provide dorm-like housing, information concerning bacterial meningitis and the meningitis vaccine.

Child Care Construction and Renovation Act - Amends the Housing and Community Development Act of 1974 to authorize the use of community development block grants to construct and renovate child care facilities. Amends the National Housing Act to authorize the Secretary of Housing and Urban Development (HUD) to insure mortgages for: (1) new or rehabilitated child care and development facilities, including for fire safety equipment loans; and (2) acquiring or refinancing debt of existing child care facilities. Directs the Secretary of the Treasury to study the availability of secondary markets for mortgages on child care facilities. Authorizes HUD grants to eligible nonprofit organizations for technical and financial assistance to assist eligible child care providers in acquiring or improving facilities or equipment.

Brownfields Redevelopment Incentives Act - Defines a "brownfield site" (brownfield), with exceptions, as real property the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance or pollutant. Amends the Housing and Community Development Act of 1974 to: (1) authorize grants to local government units in nonentitlement areas for economic development and environmental cleanup activities related to brownfields; and (2) provide for repayment contracts and security for guaranteed loans funding brownfield activities. Amends the Riegle Community Development and Regulatory Improvement Act of 1994 to authorize appropriations for community development financial institution lending strategies that assist environmental cleanup and economic development of investment areas consisting of at least one brownfield. Amends the Small Business Act to provide a set-aside of loans to assist site assessments, remediation planning, and cleanup. Amends the Small Business Investment Act of 1958 to: (1) direct the Administrator of the Small Business Administration to promote the formation of at least one small business investment company devoted to lending to small businesses for cleanup activities or projects that help existing companies clean up their facilities and adopt new technologies; and (2) require the set-aside of amounts for assistance to local development companies to enable them to finance site assessment and cleanup activities or facilitate ownership transition or industrial succession. Expresses the sense of Congress regarding the risk of small business loans for brownfield-related activities. Amends the Public Works and Economic Development Act of 1965 to authorize grants for brownfield redevelopment. Amends the Internal Revenue Code to: (1) provide an environmental remediation business income tax credit; (2) allow a deduction for payments to a Hazardous Waste Remediation Reserve; (3) allow an exclusion from a financial institution's gross income of interest on indebtedness incurred for remediation of a qualified contaminated site; (4) make permanent the expensing of environmental remediation costs and qualify for such treatment sites subject to long-term leases; and (5) qualify environmental research remediation technology expenses for the credit for research activities.

American Homebuyers Protection Act - Prohibits a person engaged in the construction of new homes from: (1) requiring a home purchaser to enter into a mandatory arbitration agreement as a condition precedent to entering into a purchase contract; and (2) offering a home purchaser a contract which includes a mandatory arbitration agreement unless such agreement is a separate agreement.

Military Housing Fairness Act of 2001 - Directs the Secretary of Defense, in prescribing the rates of the military basic housing allowance inside the United States, to ensure that such rates are sufficient to eliminate, no later than September 30, 2003, out-of-pocket housing costs for members to obtain adequate housing in that military housing area.

School and Day-Care Lead-Based Paint Reduction Act of 2001 - Authorizes the Secretary of Housing and Urban Development to make matching grants to States, local governments, and local educational agencies to evaluate and reduce lead-based paint hazards at public elementary schools and licensed child day-care facilities.

Coast Guard Authorization Act of 2001 - Authorizes appropriations for the Coast Guard for: (1) operation and maintenance; (2) acquisition and construction; (3) research and development; (4) retired pay; (5) environmental compliance; and (6) bridge alteration or removal. Authorizes: (1) the Coast Guard end-of-year strength for active duty personnel and its average military training student loads; (2) appropriations for Coast Guard operation of the LORAN-C system; (3) the Secretary of Transportation to accept for Coast Guard drug interdiction activities up to seven PC-170 patrol craft from the Department of Defense; (4) suspension of retired pay of a service member or former member who willfully remains outside the United States to avoid criminal prosecution or civil liability; (5) compensatory absence from duty for military Coast Guard personnel serving at isolated duty stations in certain circumstances; (6) the Coast Guard to provide fishing vessel safety training; (7) conveyance and 30-year lease-back of the Naval Reserve Pier property in Portland, Maine, to the Gulf of Maine Aquarium Development Corporation; and (8) a student pre-commissioning assistance program. Adds the Secretary of Transportation (when the Coast Guard is not operating under the Department of the Navy) to the required members of the Board of Governors of the United Service Organizations, Inc. (USO). Extends specified Coast Guard housing authorities. Allows a promotion selection board to recommend officers of particular merit for placement at the top of the list of selectees. Amends the Vessel Bridge-to-Bridge Radiotelephone Act to revise requirements regarding the waters on which vessels, dredges, and floating plants must carry a radiotelephone. Prohibits the Coast Guard from planning or implementing decommissioning of icebreaking vessels until replacements have been procured. Exempts certain passenger vessel service personnel from a requirement that a vessel employee have a merchant mariner's document. Extends time for recreational vessel and associated equipment recalls. Renames and extends the Commercial Fishing Industry Vessel Safety Advisory Committee. Extends: (1) the Houston-Galveston Navigation Safety Advisory Committee; (2) the Lower Mississippi River Waterway Advisory Committee; (3) the Navigation Safety Advisory Council; (4) the Towing Safety Advisory Committee; and (5) the National Boating Safety Advisory Council. Requires the Coast Guard to: (1) study existing local harbor safety coordinating committees regarding cooperation with interested groups, organizational models, technological assistance, and recurring resources; and (2) test the feasibility of expanding the harbor safety committee concept to ceratin small and medium-sized ports. States that Coast Guard Vessel Traffic Service pilots shall not be liable for damages related to their official assistance unless such assistance constitutes gross negligence or willful misconduct. Amends the Coast Guard Authorization Act of 1998 to repeal certain endorsement revocation authority.

Leave No Child Behind Act of 2001 - MediKids Health Insurance Act of 2001 - Amends the Social Security Act (SSA) to establish a MediKids program to meet the health needs of eligible children. Family Opportunity Act of 2001 or the Dylan Lee James Act - Amends SSA title XIX (Medicaid) to give States the option of allowing families of disabled children to purchase Medicaid coverage for them. Children's Health Insurance Accountability Act of 2001 - Amends the Public Health Service Act (PHSA) and the Employee Retirement Income Security Act of 1974 (ERISA) to provide for children's health accountability standards. Kids Deserve Freedom from Tobacco Act of 2001 or the KIDS Act - Amends the Federal Food, Drug, and Cosmetic Act to provide for additional restrictions on the marketing, advertising, and access to tobacco products. Comprehensive Insurance Coverage of Childhood Immunization Act of 2001 - Amends ERISA, PHSA, and the Internal Revenue Code (IRC) to outline standards relating to coverage of childhood immunization. Children's Environmental Protection Act - Amends the Toxic Substances Control Act to provide for environmental protection for children and other vulnerable subpopulations. School Environment Protection Act - Amends the Federal Insecticide, Fungicide, and Rodenticide Act to provide for integrated pest management systems for public schools. Directs the Secretary of Health and Human Services (HHS Secretary) to make grants to eligible States to support parenting support and education programs. Family and Medical Leave Fairness Act of 2001 - Amends the Family and Medical Leave Act of 1993 to extend its coverage to private employers with 25 or more (currently, 50 or more) employees. Family Income to Respond to Significant Transitions Insurance Act - Directs the Secretary of Labor to make grants to pay for the Federal share of projects to provide wage replacement for eligible individuals responding to family caregiving needs, including those resulting from the birth or adoption of a child. Children's Environmental Protection and Right to Know Act - Amends: (1) the Emergency Planning and Community Right-To-Know Act of 1986 with respect to reporting toxic chemicals; and (2) the Federal Hazardous Substances Act to require publication of a list of substances or mixtures determined toxic to children. Amends SSA title IV part D (Child Support and Establishment of Paternity) to provide block grants to States for media campaigns promoting responsible fatherhood. Focus On Committed and Underpaid Staff for Children's Sake Act or the FOCUS Act - Establishes the Child Care Provider Development and Retention Grant Program and the Child Care Provider Scholarship Program. Federal Employees Child Care Act - Provides for child care centers in Federal facilities as well as for child care services for Federal employees. Early Learning Linkages Act of 2001 - Repeals the Early Learning Opportunities Act to replace it with a program of grants by the HHS Secretary to State and Local Councils to provide funds to early childhood learning providers to: (1) increase the number of full-day full-year Head Start programs, and the number of children served by Early Head Start and State prekindergarten education programs; and (2) develop linkages among such programs within a community and between them and health care services for young children in ways that facilitate greater access to such programs. Child Care Facilities Financing Act - Authorizes the Secretary to award grants for the Federal share of the cost of the acquisition, construction, or improvement of child care facilities or equipment. Book Stamp Act - Directs the Secretary to make grants to State agencies to promote child literacy and improve children's access to books at home and in early learning and other child care programs. America's Better Classroom Act of 2001 - Amends the IRC to establish an income tax credit for qualified public school modernization, school construction, and zone academy bonds. Child Opportunity Zone Family Center Act of 2001 - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to partnerships for child opportunity zone family centers. Tax Relief for Working Families Act of 2001 - Amends the IRC to increase the earned income tax credit for married couples and for two or more qualifying children. Extends the dependent care tax credit to respite care services. Establishes the Gateways Grant Program to improve the administration of State and county low-income families with children programs. Child Support Distribution Act of 2001 - Amends SSA title IV parts A (Temporary Assistance for Needy Families) (TANF) and B (Child Support and Establishment of Paternity) to provide for increased child support payments to families and enforcement of child support obligations. Child Support Assurance Act of 2001 - Directs the HHS Secretary to make grants to States for child support assurance demonstration projects. Fair Minimum Wage Act of 2001 - Amends the Fair Labor Standards Act of 1938 to provide for a graduated increase in the minimum wage (and apply it to the Commonwealth of the Northern Mariana Islands). Federal Living Wage Responsibility Act - Specifies minimum hourly wages and other employment terms for employees under Federal contracts. Amends the Richard B. Russell National School Lunch Act concerning the child and adult care food program, and the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 concerning the food stamp program. Directs the Secretary of Housing and Urban Development (HUD) to establish a rental assistance voucher program. Establishes the Voucher Success Fund and the National Affordable Housing Trust Fund. Housing Preservation Matching Grant Act of 2001 - Directs the HUD Secretary to make grants to States for low-income housing preservation. Amends SSA title IV part E (Foster Care and Adoption Assistance) to direct the HHS Secretary to reimburse States for preventive, protective, crisis, permanency, independent living, and post-permanency services. Amends SSA title IV part B (Child and Family Services) for expansion of the promoting safe and stable families program. Social Services Block Grant Restoration Act of 2001 - Amends SSA title IV part A (TANF) and SSA title XX (Block Grants to States for Social Services) to provide for restoration of funds for the social services block grant. Child Protection/Alcohol and Drug Partnership Act of 2001 - Amends SSA title IV part B to provide for child protection and alcohol and drug partnerships for children. Amends SSA title IV part E to provide for a permanency grants program. Amends the Family Violence Prevention and Services Act to direct the HHS Secretary to award grants for programs to encourage domestic violence models using multisystem partnerships to address the needs of children exposed to domestic violence. Directs the Secretary to make grants to States to address the mental health and developmental needs of young children. Revises the 21st Century Community Learning Centers Act. Younger Americans Act - Establishes a national youth policy, an Office of National Youth Policy in the Executive Office of the President, and a Council on National Youth Policy. Establishes grants for State and community programs to encourage and assist State agencies, community boards, and area agencies on youth to assure that all youth have access to the full array of core resources. Mental Health Juvenile Justice Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 (JJDPA) to establish grants for a State and local juvenile justice agency training program regarding access to mental health and substance abuse treatment for juveniles in contact with the State juvenile justice system. Establishes a Federal Coordinating Council on Criminalization of Juveniles With Mental Disorders. Juvenile Justice and Accountability Act - Amends the JJDPA to establish grants to States for juvenile accountability block grants. Amends the Federal criminal code to: (1) provide for the regulation of firearms transfers at gun shows; and (2) require child handgun safety locks on firearms. Amends the Consumer Product Safety Act to require child handgun safety locks. Prohibits weapons transfers to juveniles and imports of large capacity ammunition feeding devices. Amends the Violent Crime Control and Law Enforcement Act of 1994 to establish grants for: (1) State and local domestic violence offender recordkeeping improvements; (2) State and local gun prosecutors; and (3) local and antigun violence media campaigns. Provides for regulation of Internet firearms transfers. Prohibits multiple handgun sales or purchases. Directs the HHS Secretary to establish the Advisory Committee on Private Sector Support for Children and Families.

Amends the National Defense Authorization Act for Fiscal Year 1998 to: (1) advance to September 30, 2003 (currently November 18, 2005) the deadline for the Secretary of Defense to develop and implement a plan to manage the growth rate of the basic allowance for housing for military housing areas inside the United States; and (2) require the Secretary, under such plan, to ensure that out-of-pocket housing costs for military personnel entitled to such allowance do not exceed 7.5 percent of housing costs by the end of FY 2002.

Native American Veterans Home Loan Act of 2001 - Extends through December 31, 2005, a program under which the Secretary of Veterans Affairs may make direct housing loans to Native American veterans. Authorizes the tribal organization with jurisdiction over such a veteran to enter into a memorandum of understanding with any Federal department or agency with respect to such loans.

Native American Housing and Self-Determination Reauthorization Act of 2001 - Amends the Native American Housing and Self-Determination Act of 1996 to extend through FY 2006: (1) the authorization of appropriations for block grants for Indian tribes to carry out affordable housing activities; (2) the aggregate fiscal year limitation on guarantees for tribal housing activities loans; (3) the authorization of appropriations for the estimated long-term cost to the Government of such loan guarantees; and (4) the authorization of appropriations for providing training and technical assistance for Indian housing authorities and entities.

Senior Housing Commission Extension Act of 2001 - Amends the Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 2000 to extend the Commission on Affordable Housing and Health Care Facility Needs in the 21st Century. Provides for the detailing of Federal personnel to the Commission on a non-reimbursable (currently reimbursable) basis.

Veterans Housing Fairness Act of 2001 - Authorizes the use of veterans' housing loan benefits to purchase stock or membership in a development, project, or structure (structure) of a cooperative housing corporation as long as such structure: (1) complies with criteria prescribed by the Secretary of Veterans Affairs; and (2) is a one-family residential unit.

Anti-Gang Violence Act of 2001 - Amends the Federal criminal code to: (1) make it unlawful for any person to recruit another to participate as a member in certain criminal street gang activities; and (2) provide criminal penalties for violations. Authorizes a court, when sentencing a person for such a violation, to hold such person liable for the costs of housing, maintaining, and treating a minor until the minor attains 18 years of age. Increases penalties for the use of minors to: (1) distribute drugs; or (2) commit Federal offenses that are crimes of violence.

Cooperative Housing Act of 2001 - Amends the Internal Revenue Code to revise the definition of "cooperative housing corporation" (for purposes of the tax deduction allowed to a tenant-stockholder for certain payments to such corporation).

Public Safety Act - Provides that to be eligible to receive a grant under the violent offender incarceration and truth-in-sentencing incentive grant program, an applicant shall provide assurances to the Attorney General that if selected to receive funds the applicant shall not contract with a private contractor or vendor to provide core services related to the incarceration of an inmate. Makes this provision inapplicable to an existing contract to provide such core services, but applicable to renewals or extensions of an existing contract. Amends the Federal criminal code to require the Bureau of Prisons to provide that: (1) any penal or correctional facility or institution, except for nonprofit community correctional confinement (such as halfway houses), confining any person convicted of offenses against the United States shall be under the direction of the Director of the Bureau and shall be managed and maintained by Federal, State, or local government employees; and (2) the housing, safeguarding, protection, and disciplining of any person charged with or convicted of any offense against the United States (with that exception) shall be conducted and carried out by Federal, State, or local government employees.
