Access to Healthy Food for Young Children Act of 2019 This bill revises several provisions related to the child and adult care food program. Among other things, the bill requires reimbursements to be adjusted annually to reflect the Consumer Price Index for food away from home, rather than the Consumer Price Index for food at home used under current law; provides for an additional meal service to be served in child care settings with eight or more hours between the first meal service and the beginning of the fourth meal service; expands geographical eligibility for tier I family or group day care homes; and requires the Department of Agriculture to establish an advisory committee to examine the feasibility of reducing unnecessary or duplicative paperwork for those participating or seeking to participate in the program.

Prevent Evictions Act of 2019 This bill creates a grant program, administered by the Department of Housing and Urban Development (HUD), for states, local governments, tribal governments, and other public or nonprofit entities to establish or administer landlord-tenant mediation programs in which tenants may participate at no cost. In addition, HUD must propose a demonstration project to test an insurance model for preventing evictions.

Homeless Assistance Act of 2019 This bill authorizes public housing agencies to disclose to certain entities information regarding individuals and families who are homeless or at risk of homelessness. Such disclosure is limited to the confidential use of the information to facilitate, identify, assess, and link housing and supportive services to ensure continuity of care for such individuals and their families.

Fostering Stable Housing Opportunities Act of 2019 This bill requires public housing agencies (PHAs) that administer housing choice voucher programs to, in coordination with the Department of Housing and Urban Development, extend tenant-based assistance for youth aging out of foster care under specified circumstances. Under current law, public housing assistance is available for up to 36 months for low-income youth who are 18 to 24 years old, left foster care at age 16 or older (or will soon leave foster care), and are homeless or at risk of becoming homeless. The bill requires PHAs to extend such housing assistance for up to 24 months (subject to available funds) for youth who are (1) employed; (2) enrolled in a workforce development program; (3) pursuing postsecondary education, high school diploma, or equivalent; or (4) participating in a family self-sufficiency program. Youth who (1) are parents (or have a dependent under age 6), (2) participating in an addiction recovery program, or (3) cannot comply due to a medical condition must receive extended housing assistance without meeting these requirements. Further, youth receiving extended housing assistance are eligible for available supportive services. PHAs also must connect such youth with other community resources and coordinate with local child welfare agencies to receive referrals for the housing assistance program.

Grants for Eliminating the Toxic Hazard of Environmental Lead in Our Towns Act of 2019 or GET THE LEAD OUT Act of 2019 This bill addresses the reduction of lead-based hazards. It also modifies the tax treatment of carried interest (i.e., compensation that is typically received by a partner of a private equity or hedge fund and is based on a share of the fund's profits) and the estate tax. With respect to lead-based hazards, the bill allows the Department of Housing and Urban Development (HUD) to provide grants to state and local governments to reduce lead-based pipe hazards in housing. Additionally, HUD must require risk assessments, inspections, interim controls, and abatement of these hazards in federally assisted housing. HUD and the Environmental Protection Agency (EPA) must require the disclosure of such hazards in housing that is for sale or lease. Persons that fail to disclose such hazards are subject to civil penalties from HUD and may be liable to purchasers or lessees for treble damages. Additionally, the EPA must ensure that individuals who work with lead-based pipes have proper training and certification. States may enforce and administer such training and certification programs upon receiving EPA approval. The EPA must publish an information pamphlet regarding the health risks and best practices for dealing with lead hazards. The bill also modifies the tax treatment of carried interest by, for example, requiring it to be included in gross income and taxed as ordinary income, with certain exceptions. Under current law, carried interest is taxed as investment income. In addition, the bill reduces the estate tax exemption level.

Build More Housing Near Transit Act This bill revises requirements for the fixed guideway capital investment grant program. Specifically, the bill requires capital investment grant applicants to conduct a housing feasibility assessment along proposed transit routes prior to a project advancing to the engineering phase of development, and prioritizes a commitment to changing local land use policies in project station areas to accommodate affordable and market-rate housing development.

Building Efficiently Act of 2019 This bill amends the Internal Revenue Code to expand the new energy efficient home tax credit to allow, in lieu of the existing credit, a credit for 3.3% of the cost of constructing a new energy efficient home that is a qualified energy efficient residential rental property. An energy efficient residential rental property must be certified as being constructed, reconstructed, or retrofitted under a plan designed to reduce energy and power consumption of the building by at least 40% compared to (1) the baseline annual energy and power consumption of the building in the case of a retrofit made to an existing building, or (2) a reference building which meets the minimum requirements of the International Energy Conservation Code 2018 in any other case. The bill also (1) extends through 2020 the energy efficient commercial buildings deduction; and (2) eliminates the basis reduction requirements for certain low-income housing properties receiving the energy efficient home credit, the energy efficient commercial building deduction, or the credit for investments in energy property.

Department of Defense Appropriations Act, 2020 This bill provides FY2020 appropriations to the Department of Defense (DOD) for military activities. The bill excludes military construction, military family housing, civil works projects of the Army Corps of Engineers, and nuclear warheads, which are all considered in other appropriations bills. Within the DOD budget, the bill provides appropriations for Military Personnel; Operation and Maintenance; Procurement; Research, Development, Test and Evaluation; and Revolving and Management Funds. The bill provides appropriations for Other Department of Defense Programs, including the Defense Health Program, Chemical Agents and Munitions Destruction, Drug Interdiction and Counter-Drug Activities, and the Office of the Inspector General. The bill also provides appropriations for (1) Related Agencies, including the Central Intelligence Agency Retirement and Disability System Fund and the Intelligence Community Management Account; and (2) Overseas Contingency Operations. The bill sets forth restrictions and requirements for using funds provided by this and other appropriations Acts.

Credit Access and Inclusion Act of 2019 This bill allows for the reporting of certain positive consumer-credit information to consumer reporting agencies. Specifically, a person or the Department of Housing and Urban Development may report information related to a consumer's performance in making payments either under a lease agreement for a dwelling or pursuant to a contract for a utility or telecommunications service. However, information about a consumer's usage of any utility or telecommunications service may be reported only to the extent that the information relates to payment by the consumer for such service or other terms of the provision of that service. Furthermore, an energy-utility firm may not report a consumer's outstanding balance as late if the firm and the consumer have entered into a payment plan and the consumer is meeting the obligations of that plan. Specified provisions that establish civil liability with respect to furnishers of information to consumer reporting agencies shall not apply to any violation of the bill. The Government Accountability Office must report on the consumer impact of such reporting.

Preserving Qualified Housing Assistance Act of 2019 This bill requires the Department of Homeland Security to verify the declaration of immigration status made by an individual receiving financial assistance for housing. Safer Communities Act of 2019 This bill establishes grants for mental health programs, revises certain prohibitions related to firearms, and revises criminal history reporting systems. Specifically, it provides grants to expand mental health crisis assistance programs, support comprehensive school mental health programs, and enhance mental health and substance abuse needs of prisoners. The Department of Health and Human Services must expand research on violence associated with mental illness and substance abuse disorders. The Centers for Disease Control and Prevention must expand the National Violent Death Reporting System to all 50 states and research the causes, mechanisms, prevention, diagnosis, and treatment of injuries from gun violence. Additionally, physicians are not prohibited from asking patients about guns in their homes, speaking to a patient about gun safety, or reporting a patient's threat of violence. The bill authorizes state grants to remove firearms from individuals who pose a threat to themselves or others. The Department of Justice must promptly notify law enforcement agencies when a prohibited person attempts to purchase a firearm. It also revises the National Instant Criminal Background Check System to establish procedures to restore firearm ownership rights after a mental health adjudication or commitment, authorize state grants for the automation and transmittal of mental health and criminal history records, and require certain annual reports and quarterly updates. Finally, it reauthorizes through FY2024 the National Criminal History Records Improvement Program.

Women Veterans Support Act This bill implements programs and studies to improve mental health care for veterans, with a focus on women veterans. Specifically, the Department of Veterans Affairs (VA) must enter into an agreement with an independent entity to conduct a study on suicide by women veterans. The bill requires the VA to perform outreach on a national, regional, and local scale to prevent suicide by women veterans. The VA must establish a five-year grant program for certain nonprofit organizations to provide specified services to women veterans. Such services include, but are not limited to, mental health support services and financial counseling services. The bill requires the VA to provide financial assistance to eligible entities to provide or coordinate the provision of specified mental health supportive services for a veteran with a mental health condition who is seeking mental health treatment. Such entities must apply, and the VA shall provide training and technical assistance to entities regarding the planning, development, and provision of such services. For purposes of this financial assistance program, eligible entities include tribally designated housing entities and certain private entities (e.g., incorporated private institutions). The bill authorizes the VA to collect information from a participating entity relating to a mental health condition of a veteran for inclusion in the electronic health record of the VA in order to improve care provided to such veteran. The bill requires the VA to implement, with a specified framework, the Department of Veterans Affairs Readjustment Counseling Service Scholarship Program.

Economic Mobility, Prosperity, and Opportunity with Waivers that Enable Reforms for States Act of 2019 or the EMPOWERS Act of 2019 This bill establishes the Interagency Board for Empowering Low-Income Families and allows a governor to apply to the board for a four-year waiver from certain federal assistance program requirements. Specifically, under such a waiver, the governor's state may consolidate, replace, or alter eligibility requirements for two or more specified federal assistance programs related to nutrition, housing, income, foster care and adoption, and other social and community services. The board must evaluate waiver applications on the basis of whether a proposed project promotes employment, family stability, and financial literacy and savings with respect to program participants. Additionally, the bill excludes specified provisions from waiver authority and sets certain limits with respect to project funding.

State Veterans Home Inspection Simplification Act This bill alters certain requirements relating to inspection and certification of Medicare skilled nursing facilities that are also state veterans homes. Specifically, the bill requires the Centers for Medicare & Medicaid Services (CMS) to treat state veterans homes that are inspected and determined to meet applicable standards set by the Department of Veterans Affairs (VA) as also meeting applicable standards for skilled nursing facilities under Medicare. The CMS must also use VA inspection reports for such facilities in lieu of state inspection reports for purposes of the Nursing Home Compare website.

No Biometric Barriers to Housing Act of 2019 This bill prohibits owners of certain federally assisted rental units from using facial recognition, physical biometric recognition, or remote biometric recognition technology in any units, buildings, or grounds of such project. Reforming Disaster Recovery Act This bill addresses housing assistance in disaster recovery areas. The Department of Housing and Urban Development (HUD) must establish the Office of Disaster Recovery and Resilient Communities. The office's duties shall include (1) developing policy to build community resiliency and restore housing, (2) leading certain HUD disaster recovery activities, and (3) providing periodic disaster mitigation and recovery training to HUD staff. In addition, HUD must award grants under the Community Development Block Grant program for government entities to provide disaster relief, increase long-term resilience to natural hazards, and provide housing assistance to distressed areas after a declared major disaster. HUD and the Federal Emergency Management Agency (FEMA) must collect certain information during the course of a disaster recovery and make such information public. Additionally, the Government Accountability Office must analyze and report on the allocation of disaster-related housing benefits administered by FEMA, HUD, and the Department of Agriculture.

Group Flood Insurance Policy Extension Act of 2019 This bill extends the term of certain existing Group Flood Insurance Policies. Specifically, the term is extended for active policies awaiting funds from the Department of Housing and Urban Development's Community Development Block Grant-Disaster Recovery fund. (Group Flood Insurance Policies are offered through the Federal Emergency Management Agency (FEMA) to certain individuals who do not have flood insurance and have received FEMA assistance after a presidentially declared disaster.) FEMA must provide financial assistance to individuals with extended-term policies in the amount of the additional required premium. The Government Accountability Office must report on the costs and benefits of Group Flood Insurance Policies and the rate at which individuals purchase private policies after the term of these policies expire.

Housing Accountability Act of 2019 This bill provides statutory authority for the requirement for an entity receiving low-income housing assistance payments for existing public housing units to maintain decent, safe, and sanitary conditions for any structure covered under a payment contract. The Department of Housing and Urban Development (HUD) shall develop a process by which a Performance-Based Contract Administrator shall, on a semiannual basis, conduct a survey of the tenants of each such structure to identify consistent or persistent problems with the structure's physical condition or its manager's performance. A structure shall be referred to HUD for remediation if the administrator identifies such a problem based on the survey or any other observation made by the administrator during the normal course of business. HUD may impose a penalty on the structure's owner if the structure does not satisfactorily meet this bill's requirements or is repeatedly referred to HUD for remediation by an administrator through the process. Collected amounts shall be used solely for supporting safe and sanitary conditions at applicable structures or for HUD designated tenant relocation, with priority given to tenants of the penalized structure. This bill shall not apply to voucher program property.

Basic Assistance for Students In College Act or the BASIC Act This bill directs the Department of Education (ED) to award planning and implementation grants to institutions of higher education in order to identify and meet the basic needs of students, including food, housing, transportation, and health care. ED must also implement an agreement to (1) share data with other federal agencies in order to identify students who may be eligible for certain federal benefits; and (2) coordinate efforts to enroll those students in federal benefits programs, including Medicaid and the Supplemental Nutrition Assistance Program.

Carbon Monoxide Alarms Leading Every Resident To Safety Act of 2019 or the CO ALERTS Act of 2019 This bill requires the installation of carbon monoxide detectors in each unit of specified federally assisted housing, in accordance with certain standards. Specifically, the requirement applies to (1) supportive housing for the elderly and for persons with disabilities, (2) public housing, (3) rental housing for which the owner receives low-income voucher assistance, and (4) certain rural housing. The Department of Housing and Urban Development (HUD) must provide guidance to public housing agencies on how to educate tenants on health hazards in the home. HUD must also report on the inclusion of carbon monoxide detectors in federally assisted housing not covered by the bill.

Military Hunger Prevention Act This bill requires the Department of Defense (DOD) to pay a basic needs allowance to a regular member of the Army, Navy, Marine Corps, or Air Force who is low-income and meets other specified requirements. Specifically, DOD must pay the allowance to such a service member who (1) has completed initial entry training, (2) has a gross household income during the most recent year that does not exceed an amount equal to 130% of the federal poverty guidelines, (3) submits required information to DOD, and (4) does not elect against receiving the allowance for a given year. For purposes of determining eligibility, gross household income does not include any basic allowance for housing received during the year by the service member or by any dependents of the service member in the household. In the event a household contains two or more service members entitled to receive the allowance, only one allowance may be paid in a given year. DOD must annually notify potentially eligible service members and provide them with information on DOD financial management and assistance programs.

Stop Discrimination Against Veteran Home Buyers Act This bill requires the Department of Veterans Affairs (VA) to carry out a two-year grant program to train veterans to become VA home loan appraisers. Grants may be awarded to (1) a congressionally chartered veterans service organization; (2) a state, local, or tribal veterans service agency; (3) a nonprofit organization serving veterans housing needs; (4) a nonprofit entity with a history of community engagement; and (5) other entities the VA deems appropriate.

Closing the College Hunger Gap Act of 2019 This bill requires the Department of Education (ED) to collect data on the food and housing insecurity of college students. Specifically, ED must add questions that measure rates of food and housing insecurity to the National Postsecondary Student Aid Study. In addition, ED must collect data on student eligibility under the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program).

Agricultural Guest Worker Reform Initiative Act of 2019 or the AGRI Act of 2019 This bill revises provisions related to H-2A (temporary agricultural worker) visas, including to eliminate certain requirements to hire U.S. workers, expand the program to include dairy and ranch workers, and shift administrative responsibilities from the Department of Labor to the Department of Agriculture (USDA). The bill establishes a trust fund to be used to (1) administer and enforce the program, (2) collect a portion of guest worker wages to be paid upon a worker's return to the worker's country of origin, and (3) provide emergency medical services for guest workers. The bill eliminates a requirement that, during the first half of the time period of a guest worker contract, certain employers must hire any qualified U.S. employee who applies to perform the job the guest worker was hired to perform. Furthermore, an employer shall not be required to pay a guest worker a wage higher than the highest of federal, state, or local minimum wage rates. The bill places limitations on when guest workers may receive civil legal assistance for low-income individuals. Employer-provided housing shall be governed generally by USDA regulations, where currently such housing must meet applicable federal, state, or local standards. Employers shall not have to provide housing to workers who can reasonably return to their permanent residence within the same day. An employer may file a civil action to recover transportation costs from a guest worker who absconds from a contract.

HUD Inspection Oversight Act of 2019 This bill modifies inspection and oversight protocols under the Housing Choice Voucher Program, including by directing the Department of Housing and Urban Development (HUD) to take certain enforcement actions when a property's inspection score falls below a specified threshold. In recent years, language directing HUD to take specific actions in such circumstances has been included in annual appropriations bills.
