Amends the National Housing Act to authorize the Secretary of Housing and Urban Development to insure mortgages and loans at variable interest rates on a permanent basis. Permits allowable mortgage-to-value limits to be calculated on the basis of a principal obligation that may exceed the principal amount otherwise allowable, so long as the principal obligation does not exceed 97 percent of the appraised value of the property. Authorizes a limited preemption for mortgages insured pursuant to the graduated mortgage payment program from State interest restrictions.

Supplemental Housing Authorization Act - Title I: Supplemental Authorizations and Extensions of HUD Programs - Amends the United States Housing Act of 1937 to extend the fiscal year 1976 limitations on aggregate annual contractual contributions for low-income housing projects from $850,000,000 to $1,228,050,000 and for the operation of such projects from $576,000,000 to $595,600,000. Extends to 360 months the term for which the Secretary of Housing and Urban Development may contract to make low- income housing assistance payments. Authorizes to be appropriated such sums as may be needed to cover losses sustained by the General Insurance Fund under the National Housing Act. Makes supplemental authorizations reimbursing housing loan funds for properties transferred under the Urban Homesteading Demonstration program under the Housing and Community Development Act of 1974. Extends until April 30, 1978 the National Insurance Development Program under the National Housing Act. Title II: National Commission on Neighborhoods - National Neighborhood Policy Act - Establishes a National Commission on Neighborhoods composed of 20 members appointed by Congress and the President. Directs the Commission: (1) to study the factors contributing to the decline of city neighborhoods and the factors necessary for neighborhood survival and revitalization; (2) to make recommendations for modifications in Federal, State and local laws, policies and programs necessary to facilitate neighborhood preservation and revitalization; and (3) to report to Congress and to the President on such study. Enumerates the powers of the Commission including the powers: (1) to award contracts and grants to evaluate existing neighborhood revitalization programs and the impact of existing laws on neighborhoods; and (2) to hold hearings in neighborhoods for the purpose of carrying out the provisions of this Act.

Amends the Housing Act of 1937 to prevent social security benefit increases from being considered as income or otherwise taken into account: (1) for purposes of determining the eligibility of any individual or family for admission to or occupancy of low-rent housing; or (2) for purposes of determining the amount of rental which an individual or family is required to pay. Amends the National Housing Act to provide that social security benefit increases shall not be taken into account for purposes of determining the following: (1) the eligibility of any individual or family for mortgage insurance or local housing assistance payments; (2) the eligibility of any individual or family for admission to or occupancy of rental housing projects; (3) whether an individual or family is a qualified-tenant for purposes of rent supplement payments; or (4) the eligibility of any individual or family for housing assistance under any other Federal program.

Authorizes the Comptroller General to audit the programs, activities, and financial operations of the Federal National Mortgage Association and to report to Congress on the status of such programs as he deems necessary. Amends the Housing and Urban Development Act of 1968 to authorize the Secretary of Housing and Urban Development to extend counselling and technical assistance with respect to property maintenance and other matters to owners of single family dwelling units. Amends the National Housing Act to direct the Secretary of Housing and Urban Development to insure pursuant to a co-insurance contract providing that the mortgage will assume at least a specified minimum percent of any losses and will carry out appraisal and inspection as the Secretary shall approve. Limits mortgage insurance to individuals whose mortgage payments do not exceed 28 percent of the monthly income of the mortgages and his or her spouse. Increases, from three to ten percent the amount required to be paid by a mortgagor on a residence before the mortgage is eligible for insurance under specified programs.

Lower Income Housing Amendments - States that under the United States Housing Act of 1937, the amount of monthly assistance payment with respect to any dwelling unit shall be the difference between 15 percent of one-twelfth of the annual income of the occupant family and the maximum monthly rent which the contract provides that the owner is to receive for the unit. Deletes the term "very low-income families" from such Act and rephrases applicable sections of such Act to apply the terms thereof to "lower income families. Redefines the term" lower income families" to mean any family whose income does not exceed 120 percent of the poverty income level for a family of its size in the area in which the family resides.

Authorizes the Secretary of the Housing and Urban Development to make loans to individuals and families owning and occupying one to four family residential structures to assist them in purchasing and installing qualified solar heating and cooling equipment. Stipulates that such loans may be made in an amount covering up to 75 percent of the cost of purchasing and installing the necessary equipment, and not exceeding amounts specified in this Act. Sets forth the terms and conditions governing the loans. Specifies eligibility criteria for solar heating and cooling equipment in order to qualify for loans under this Act. Directs the Energy Research and Development Administration to establish procedures for periodic inspection and review of solar heating and cooling equipment models and certifications. Directs the Secretary to disseminate full, complete, and current information concerning recommended standards and types of qualified solar heating or solar heating and cooling equipment appropriate for use in residential structures of varying sizes and types and in various regions of the country. Imposes criminal penalties for making false or misleading statements in attempting to obtain loans under this Act.

Housing and Community Development Act - Title I: Community Development Amendments - Amends the Housing and Community Development Act of 1974 by defining "age of housing" and "extent of growth lag". Authorizes funds to be appropriated for the purpose of making grants to States and units of local governments to help finance community development programs, not to exceed: $3,500,000 for fiscal year 1978; $3,650,000 for fiscal year 1979; and $3,800,000 for fiscal year 1980. Limits amounts of appropriated funds which may be used to aid metropolitan cities, urban counties, and other units of local government within metropolitan areas to meet their hold-harmless needs. Authorizes funds not to exceed $400,000,000, to be appropriated for each of the fiscal years 1978,1979, and 1980 for the purpose of assisting severely distressed cities that require supplemental grant assistance in order to alleviate excessive deterioration through neighborhood reclamation and community revitalization. Includes among activities eligible for assistance under this Act: (1) the financing of public or private acquisition for purposes or rehabilitation; and (2) activities carried out by public or private nonprofit entities which are necessary or appropriate to meeting the needs and objectives of approved community development plans. Sets forth the formulae which the Secretary of Housing and Urban Development must follow in order to determine the amount to be allocated to each metropolitan city and urban county. Extends, by three years, the period during which funds will be reserved for use by the Secretary to make grants at his discretion. Authorizes the Secretary to make urban development action grants to severely distressed cities to help alleviate physical and economic deterioration through community revitalization in areas of population out-migration or stagnating or declining tax base. Reserves urban development action grants only to those cities that have demonstrated results in providing housing for persons of low-and moderate-income and in providing equal opportunity in housing and employment for low-and moderate-income persons and members of minority groups. List information to be included in applications for such grants, including a description of a concentrated Urban Development Action Program. Directs the Secretary to establish criteria to be followed in selecting cities to be recipients of such grants. Amends the Housing Act of 1964 to extend the rehabilitation loan program through fiscal year 1979. Authorizes appropriations for fiscal year 1978 for comprehensive planning under the Housing Act of 1954. Title II: Housing Authorizations - Amends the United States Housing Act of 1937 to increase the limit on funds that are authorized to be appropriated for contracts for annual contributions to low-income housing projects in 1977. Sets forth the limitation on funds authorized to be appropriated for the purpose of providing annual contributions for the operation of such projects. Amends the National Housing Act to increase the maximum mortgage amounts under the Federal Housing Administrations's multifamily mortgage insurance programs including the homeownership program. Changes the eligibility requirements for mortgage insurance under the National Housing Act by decreasing downpayment requirements. Permits the Secretary of Housing and Urban Development to insure, on a permanent basis, mortgages and loans with provisions of varying rates of amortization. States that the principal obligation of such mortgages insured may not exceed 97 percent of the appraised value of the property covered by the mortgage. Exempts such insured mortgages from State laws limiting the amount of interest which may be charged. Amends the Housing and Community Development Act of 1974 to increase the amount authorized to be appropriated to reimburse the housing loan funds for properties transferred under the urban homesteading program. Amends the Housing Act of 1959 to include receipts and disbursements of funds from the loans for housing for elderly and handicapped families program in the total of the budget of the United States and removes the exemption from limitations on annual expenditures or net lending. Amends the National Flood Insurance Act to authorize funds, not to exceed $108,000,000 for fiscal year 1978 and such sums as are necessary for each fiscal year thereafter, for flood insurance studies. Amends the Housing and Urban Development Act of 1970 to authorize funds not to exceed $60,000,000 for fiscal year 1978 for specified research and demonstration projects. Title III: Program Extensions - Amends the National Housing Act to extend specified Federal Housing Administration insurance programs including the following: (1) housing renovation and modernization; (2) general insurance authorization; (3) housing for moderate income and displaced families; (4) membership in cooperative associations for lower income families; (5) rental housing for low-income families; (6) coinsurance of mortgages; (7) experimental housing; (8) armed services housing; (9) group practice facilities and medical practice facilities; and (10) new communities. Extends the authority of the Secretary of Housing and Urban Development to grant flexible interest rates for specified mortgage insurance programs. Amends the National Flood Insurance Act to extend the national flood insurance program until September 30, 1978.

National Condominium and Tenants Rights Act - Expresses the findings of Congress and declares the purposes of the Act, including to establish minimum national standards governing the sale, ownership, conversion to, and extension of credit for condominiums. States that no condominium housing loan shall be made: (1) to any developer unless the creditor received a written property statement containing specified names, addresses, legal descriptions, costs and assurances; or (2) to any prospective purchaser unless the same written property statement has been submitted to such purchaser 21 days prior to any legally obligating document's execution. Provides similar protection for tenants in cases of condominium conversions. Prohibits discrimination against condominium-unit purchasers in the extension of credit on the basis of age, sex, marital status, religion, race, or national origin. Provides for the designation of an Assistant Secretary for Condominiums in the Department of Housing and Urban Development and enumerates the duties to be performed. Requires each creditor subject to the provisions of this Act to file an annual report with the Secretary of Housing and Urban Development showing the extent of compliance with the provisions of this Act. Creates a civil remedy against creditors by persons discriminated against in violation of this Act. States that any developer or creditor who violates the provisions of this Act shall be fined not more than $15,000 for each violation. Empowers the Secretary to encourage and make grants to State and local governments to help establish offices to administer and enforce State and local requirements with respect to condominiums. Enumerates the requirements to be met by any plan for the protection of purchasers of condominium units and those displaced by conversion to such units prior to the making of any grants.

Establishes an Office of Inspector General within each of the Departments of Agriculture, Commerce, Housing and Urban Development, Interior, Labor, and Transportation, the Environmental Protection Agency, and the Energy Research and Development, General Services, National Aeronautics and Space, and Veterans' Administrations. Makes it the duty of such Offices to direct the auditing and investigation of the programs of the agency in which each such Office is established and to recommend policies to each respective agency to promote the efficiency and economy of and to prevent and detect fraud and abuse in the programs administered by each agency. Directs each such Office to coordinate the relationships between its agency and other Federal agencies, States, and local government agencies in carrying out its mission. Requires each such Office to keep Congress and the head of the respective agency fully informed concerning its activities and findings. Specifies the frequency and content of reports. Transfers to each Office specified existing audit and investigation offices within the appropriate agencies.

National Condominium Act - Establishes requirements for federally assisted condominium housing loans, including a statement by the developer to the Secretary of Housing and Urban Development containing information concerning the nature of the project, and the owner's estimated operating costs and assurances of warranty, completion date, developer's responsibility for structural defects, and of owners' rights to form an association. Requires that recreation fees be stated separately from any other fees charged purchasers of dwelling units in the project. Establishes requirements to protect tenants in a leased-unit structure to be converted to condominium use, including assurances that tenants have received prior notice, a period of at least three months to decide whether or not to purchase their units and for those tenants renting under a lease, specific protection from eviction and abridgment of the lease. Requires developers to disclose to new purchasers operating costs, service benefits, and planned structure alterations. Requires a 15-day cancellation period. Requires the Secretary to publish a form for developers embodying provisions for all of the information required in such statement. Authorizes the Secretary to make grants to State and local governments to help establish or expand offices or agencies to administer similar requirements and procedures. Sets forth penalties for the violation of this Act.

States that the principal obligation of such mortgages insured may not exceed 97 percent of the appraised value of the property covered by the mortgage. Exempts such insured mortgages from State laws limiting the amount of interest which may be charged.

Urban Forestry Act - Authorizes the Secretary of Agriculture to make grants to cities to pay up to 100 percent of the cost of trees and shrubs planted under the cities' and park districts' forestry programs, including programs of cities or park districts which provide for the planting of trees on privately owned land. Authorizes to be appropriated $2,000,000 for the fiscal year 1978 for grants under this section. States that the Secretary may make grants to cities with populations exceeding ten thousand and park districts to pay 75 percent of the annual salaries of urban foresters. Authorizes to be appropriated $10,000,000 for the fiscal year 1978 for grants under this section. Directs the Secretary to provide technical assistance to cities and park districts to assist such cities in planning, developing, and administering forestry programs.

Amends the Older Americans Act by adding the following title: Title VII: Relief for Older Americans Who Own or Rent Their Homes - Directs the Secretary of Health, Education, and Welfare to reimburse the States for real property tax relief programs aimed at elderly households with incomes of $15,000 or less. Provides that the amount of such reimbursement shall be a percentage (determined on the basis of the household income) of the tax relief provided multiplied by the aggregate number of households receiving such relief.

Supplemental Housing Authorization Act - Title I: Supplemental Authorizations and Extensions of HUD Programs - Amends the United States Housing Act of 1937 to extend the fiscal year 1977 limitations on aggregate annual contractual contributions for low-income housing projects from $850,000,000 to $1,228,050,000 and for the operation of such projects from $576,000,000 to $595,600,000. Increases, under the National Housing Act, authorizations of appropriations covering losses sustained by the General Insurance Fund from $500,000,000 to $1,341,000,000. Makes supplemental authorizations reimbursing housing loan funds for properties transferred under the Urban Homesteading Demonstration Program under the Housing and Community Development Act of 1974. Extends until April 30,1978, the National Insurance Development Program under the National Housing Act. Title II: National Commission on Neighborhoods - National Neighborhood Policy Act - Establishes a National Commission on Neighborhoods composed of 20 members. Directs the Commission: (1) to study the factors contributing to the decline of city neighborhoods and the factors necessary for neighborhood survival and revitalization; (2) to make recommendations for modifications in Federal, State and local laws, policies and programs necessary to facilitate neighborhood preservation and revitalization; and (3) to report to Congress and to the President on such study. Enumerates the powers of the Commission including: (1) to award contracts and grants to evaluate existing neighborhood revitalization programs and the impact of existing laws on neighborhoods; and (2) to hold hearings in neighborhoods for the purpose of carrying out the provisions of this Act.

Allows a tax deduction up to $750 for ordinary and necessary expenses incurred by a taxpayer under the Internal Revenue Code in making repairs and improvements to his residence during the taxable year. Allows the owner of rental housing to amortize at an accelerated rate (over a 60-month period) the cost of rehabilitating or restoring such housing. Authorizes the taxpayer to switch from such accelerated amortization to the regular depreciation deduction allowable under the Internal Revenue Code for property used in a trade or business or held for the production of income.

Neighborhood Preservation Act - Amends the Housing and Community Development Act of 1974 to require localities to provide as part of their housing assistance plans a plan to identify and reclaim deteriorated housing stock where feasible. Lists acceptable approaches for achieving such objectives. Amends the Housing Act of 1964 to require the designation of concentrated revitalization areas in which 90 percent of rehabilitation loan funds must be allocated. Replaces the three percent interest rate on such loans with a sliding scale interest rate between three and seven percent. Limits such loans to homeowners with incomes of less than $20,000.

Amends the Consumer Credit Protection Act to: (1) allow the mortgagor of a second mortgage to pay all or part of the unpaid balance ahead of schedule without penalty; (2) require a judicial hearing to determine whether a default has occurred before sale, foreclosure, or seizure of real property for nonpayment of any payment due under any second mortgage; (3) prohibit the extension of credit in the form of a second mortgage to a prospective mortgagor whose projected income is not sufficient to meet the payments of the second mortgage; (4) prohibit harassment of a mortgagor of the second mortgage by the mortgagee or person employed by the mortgagee in connection with collection of any payment; (5) entitle a mortgagor of a second mortgage to specified remedies for violations of this Act; and (6) prohibit a real estate broker who has arranged a second mortgage to acquire such property at a foreclosure sale.

National Condominium and Planned Unit Development Consumer Protection Act - Sets national standards for the sale of condominium units and for the conversion of existing rental units. States that such standards shall apply to: (1) any developer who uses any means of interstate commerce in connection with a sale or offer to sell; (2) any developer receiving federally assisted loans; and (3) any development with more than 12 dwelling units. Requires disclosure of specified information, including a description of the development, its financing, any warranties, and a projection of annual expenditures for its upkeep. States that no dwelling unit shall be offered for sale or sold where there has been a conversion from a rental to a condominium development unless: (1) each tenant has been given an option to buy of not less than 90 days; and (2) no tenant has been required to vacate his rental unit before the end of the 30 day period after such option is no longer exercisable. Provides injunctive relief for tenants who have not been properly notified. Makes provisions for the enforcement of this Act by allowing purchasers to bring suits for actual damages and to rescind any agreement for specified failures to disclose. Grants jurisdiction to U.S. district courts, without regard to the amount in controversy, over any action brought to enforce any liability or duty under this Act. Permits any owner of a dwelling unit covered by this Act to bring a class action suit on behalf of other owners. Authorizes the Secretary of Housing and Urban Development to make, issue, amend, and rescind rules and regulations, including the prescription of standard forms, instruments, and documents for use in connection with the sale of condominium units.

Emergency Mortgage Credit Act - Amends the National Housing Act to permit the Secretary of Housing and Urban Development to exercise interim mortgage purchasing authority to promote homeownership opportunities for low-and moderate-income families. Allows the Government National Mortgage Association (GNMA) to purchase and sell any qualified mortgage which has an outstanding principal balance not in excess of 90 percent of the value of the property securing the mortgage. Removes the interest limitation on such mortgages. Prevents the purchasing of mortgages where the mortgagor's income exceeds a specified level. Place a ceiling on the amount of GNMA purchases and commitments.
