Financial Services Regulatory Relief Act of 2003 - Amends the Revised Statutes of the United States to: (1) revise capital stock ownership requirements for directors of national banks and national bank dividends; and (2) repeal the capital requirements for new intrastate branches, including capital stock and surplus requirements. Amends the Home Owners' Loan Act to prescribe guidelines for investments by a Federal savings association to promote the public welfare, including that of low- and moderate-income communities or families through housing, services, and jobs. Permits mergers of Federal savings association with nondepository institution affiliates. Amends the Federal Home Loan Bank Act to permit certain privately insured credit unions to become Federal Home Loan Bank members. Amends the Federal Credit Union Act (FCUA) to: (1) authorize a credit union to make investment securities for its own account; (2) increase the 12-year loan limitation to 15 years; (3) increase the investment limit in credit union service organizations; (4) exempt loans to nonprofit religious organizations from the restrictions relating to credit union net worth or capitalization standards; and (5) exempt multiple common-bond credit union mergers and conversions from numerical limitations. Amends the FDIA to permit interstate bank mergers between insured banks with different home States. Amends the National Bank Consolidation and Merger Act to permit the merger of a national bank which is a trust company with any trust company with a different home State under the same terms and conditions as though they were located in the same State. Amends the National Bank Receivership Act and the FDIA to permit a bank placed in receivership to bring an action for a Federal court order requiring removal of the receiver. Amends the FRA and the Bank Holding Company Act Amendments of 1970 to repeal specified insider lending reporting requirements. Amends the Depository Institution Management Interlocks Act to quintuple the size of the assets of a small depository institution exempt from the prohibition against depository institution management interlocks in the same metropolitan statistical area. Amends the Bank Holding Company Act of 1956 to exempt from the proscription against cross marketing of commercial activities those depository institutions that are controlled by a twenty-five percent (or less) holding-company-shareholder.

Directs the Comptroller General to gather, and report to Congress, data on the number of college and university housing facilities and dormitories that have and do not have fire sprinkler systems and other forms of built-in fire protection mechanisms. Provides that any application for assistance under this Act, any negative determination on the part of the Secretary with respect to such application, or any statement of reasons for the determination, shall not be admissible as evidence in any proceeding of any court, agency, board, or other entity.

United States Toxic Mold Safety and Protection Act of 2003 or the Melina Bill - Directs: (1) the Centers for Disease Control, the Environmental Protection Agency (EPA), and the National Institutes of Health (NIH) to jointly study the health effects of indoor mold growth and toxic mold; (2) EPA to promulgate standards for preventing, detecting, and remediating indoor mold growth; and (3) EPA, NIH, and the Department of Housing and Urban Development (HUD) to sponsor related public education programs. Directs: (1) rental property lessors to conduct annual indoor mold inspections and notify the occupants of such results; and (2) the Secretary of HUD and the Administrator of EPA to promulgate mold hazard disclosure regulations with respect to housing offered for sale or lease. Directs the Secretary to: (1) establish, with respect to indoor mold in public housing, inspection requirements for existing housing and construction standards for new housing; and (2) establish model construction standards and techniques for mold prevention in new buildings. Establishes an indoor/toxic mold inspection requirement with respect to federally made or insured mortgages. Amends the National Cooperative Research and Production Act of 1993 to provide for industry standards development with respect to building products that are designed to retard mold development. Directs the Administrator of EPA to make grants to States and local governments for mold growth remediation efforts in buildings owned or leased by such governments, including schools and multifamily dwellings. Amends the Internal Revenue Code to allow an annual tax credit for 60 percent of non-reimbursed mold inspection and remediation expenses ($50,000 annual maximum) paid or incurred by a taxpayer. Requires the Director of the Federal Emergency Management Agency to: (1) establish and carry out a toxic mold insurance program, with priority for one-to-four-family residential properties; and (2) establish in the Treasury a National Toxic Mold Hazard Insurance Fund. Authorizes the Director to assist qualifying insurers to form a federally-assisted toxic mold hazard insurance pool. Provides for Federal operation of such program under specified circumstances. Authorizes State waiver of income, resource, and other Medicaid requirements for an individual whose health has been adversely affected by toxic mold exposure, and who lacks adequate medical insurance coverage.

New Homestead Act of 2003 - Directs the Secretary of Education to repay a specified percentage (up to $2,000 per year) of certain education loans to an individual who completes a degree and both resides and is employed in a qualifying county outside a metropolitan statistical area which for 20 years has a net out-migration of inhabitants of at least ten percent of the county population. Amends the Internal Revenue Code to allow a tax credit for a specified portion of the purchase price of a qualified residence in such a rural county. Allows a capital loss deduction with respect to sale or exchange of principal residence in certain rural areas. Provides for the creation of tax-exempt individual homestead accounts, which shall receive matching Federal contributions according to a specified formula, whose tax-free distributions after five years are used for qualified higher education or medical expenses, first-time homebuyer or business capitalization costs, or rollovers. Establishes a rural investment tax credit of 70 percent of the present value of new buildings (including rehabilitation projects) or 30 percent of the present value of existing buildings. Establishes a qualified rural investment small business investment credit of 30 percent of qualified expenditures. Provides for accelerated depreciation of property in rural investment projects. New Homestead Venture Capital Fund Act - Amends the Consolidated Farm and Rural Development Act to provide for establishment of new homestead venture capital funds, owned by private investors, which shall generate and provide equity capital to rural businesses.

Energy Tax Incentives Act of 2003 - Amends the Internal Revenue Code to extend and modify the renewable electricity production tax credit to, among other things, include credits for electricity produced from biomass, swine and bovine waste nutrients, geothermal energy, and solar energy. Provides alternative vehicle and fuel incentives, including credits for installation of alternative fueling stations and the retail sale of alternative fuels as motor vehicle fuel, modification of the credit for qualified electric vehicles, and allowing the alcohol fuels credit to be transferred and to be used against motor fuels taxes. Sets forth certain conservation and energy efficiency provisions such as credits for the construction of new energy efficient homes, the installation of energy efficient appliances, combined heat and power system properties, and energy efficiency improvements to existing homes. Establishes a three-year recovery period for depreciation of qualified energy management devices. Establishes clean coal incentives, including credits for emission reductions, efficiency improvements in existing coal-based generation facilities, and investment in qualifying advanced clean coal technology. Revises oil and gas provisions, including establishing a credit for the production of oil and gas from marginal wells, permitting the expensing of capital costs incurred in complying with EPA sulfur regulations, establishing an environmental tax credit, extending the marginal production income limit, and treating natural gas distribution lines as 15-year property. Sets forth electric utility restructuring provisions. Makes additional amendments, including amendments concerning: (1) the recovery period for Indian reservation property; and (2) the definition of a rural airport.

Asthma Awareness, Education and Treatment Act of 2003 - Authorizes the Secretary of Health and Human Services to make grants to public and nonprofit private entities for projects for specified asthma-related activities for low-income communities, including screening and referrals, information and education, and workshops for parents and other individuals who supervise children. Authorizes the Secretary also to award contracts to provide for a national media campaign to inform the public and health care providers on asthma, allergies, and related respiratory problems, especially in children. Amends the Internal Revenue Code to allow a taxpayer licensed and engaged in the trade or business of providing pest control services or heating, ventilation, and air conditioning services, an income tax credit for the aggregate cost of providing such services without charge to: (1) public housing; or (2) any multifamily residential rental property at least 75 percent of whose occupants are reasonably expected to have incomes below 200 percent of the official poverty line. Requires the Secretary to disseminate information about such credit. Directs the Secretary to provide for research into whether and to what extent there is a causal relationship between air pollutants and the occurrence of asthma, allergies, and related respiratory problems. Requires the Director of the National Heart, Lung, and Blood Institute, through the National Asthma Education Prevention Program Coordinating Committee, to: (1) identify all Federal programs that carry out asthma-related activities; and (2) develop and submit to Congress a Federal plan for responding to asthma.

Home at Last Tax Credit of 2003 - Amends the Internal Revenue Code to provide a credit to promote homeownership among low-income individuals purchasing homes in a census tract targeted for reinvestment and redevelopment by the Department of Housing and Urban Development. Provides that the dollar amount of home at last tax credits received by each qualified State shall be equal to the population of the State multiplied by 40 cents, multiplied by 10, plus the unused home at last tax credit dollar amount of the state for the preceding calendar year or years. Provides for a cost-of-living adjustment. Defines a "qualified home at last loan" as a first mortgage single-family residential loan funded by a qualified lender to finance the purchase or construction or purchase and construction of a residence by a qualified borrower (meeting residence and income requirements) which has a lower-than-market interest rate as a result of a lender rate "buydown", but only if the loan, among other things: (1) does not exceed 105 percent of the purchase price of the residence; and (2) results in a monthly housing expense-to-income ratio with respect to such residence of not more than 33 percent at the time of closing. Requires annual reports from each State housing finance agency which allocates any home at last tax credit amount to any qualified lender. Prohibits carryback of home at last tax credits before the effective date.

Native American Capital Formation and Economic Development Act of 2003 - Establishes the Native American Capital Development Corporation (Corporation). Authorizes the Corporation to: (1) assist in the planning, establishment, and organization of Native American financial institutions; (2) develop and provide financial expertise and technical assistance to Native American financial institutions; (3) develop and provide specialized technical assistance on overcoming barriers to primary mortgage lending on Native American land; (4) provide mortgage underwriting assistance; (5) work with participants in the secondary market for home mortgage instruments in identifying and eliminating barriers to purchase Native American mortgage loans; (6) obtain capital investments in the Corporation; and (7) act as an information clearing house. Authorizes the Secretary of Housing and Urban Development to award grants to the Corporation to provide technical assistance and other services to Native American financial institutions. Requires the Corporation Board of Directors to establish an Advisory Council to advise it on policy matters and provide information from all sectors of the Native American Community. Specifies the capitalization of the Corporation. Subjects it to the regulatory authority of the Department of Housing and Urban Development. Requires the formation of a new corporation after ten years and merger of the Corporation into it. Establishes within the Corporation: (1) the Native American Economies Diagnostic Studies Fund to be used to strengthen Indian tribal economies by supporting investment policy reforms and technical assistance to eligible Indian Tribes; and (2) the Native American Economic Incubation Center Fund to ensure that resources dedicated to Native American economic development are provided to their intended destinations.

Native American Energy Development and Self-Determination Act of 2003 - Amends the Energy Policy Act of 1992 to require the Secretary of Energy (Secretary) establish an Indian Energy Resource Development Program to revise the program of grants and low-interest loans to Indian tribes and tribal consortia to develop the managerial and technical capacity to develop energy resource on Indian lands and promote the vertical integration of such resources. Repeals the Indian tribes energy assistance demonstration program. Authorizes Indians or Indian tribes to enter into leases or business agreements for the purpose of energy development. Authorizes Indian tribes to grant rights-of-way over tribal land for pipelines or electric transmission or distribution lines without specific approval by the Secretary under specified conditions. Specifies that Federal employees on the Indian Energy Resource Commission are to serve the Commission without additional compensation. Authorizes the Chairperson of the Commission to: (1) appoint and terminate an executive director and other personnel as necessary; and (2) set compensation for such personnel within specified limitations. (Currently, the Commission appoints the executive director, who appoints other personnel; and compensation is specified according to the Federal Executive Schedule.) Revises specified detail requirements for Federal employees on the Commission. Requires the Secretary of Housing and Urban Development, in cooperation with Indian tribes or tribally-designated housing entities of Indian tribes, to provide to eligible nonprofit and community organizations, technical assistance to initiate and expand the use of energy saving technologies in housing construction and rehabilitation. Directs the Secretary of the Interior to review and report to the Secretary (who shall report to specified congressional committees) on all activities being conducted under the Indian Mineral Development Act of 1982. Directs the Secretary to report to specified congressional committees on energy development potential on Indian land.

A Living Wage, Jobs for All Act - Declares that the Congress affirms the basic economic rights and responsibilities under the 1944 "Economic Bill of Rights," while updating and extending it to include: (1) certain rights to decent jobs, income security for individuals unable to work for pay, a decent living for farm families, freedom from monopolies, decent housing, adequate health services, social security in old age, sickness, accidental injury, and unemployment, and education and work training; and (2) certain other rights relating to collective bargaining, a safe working environment, information on trends in pollution sources and products and processes that affect the well-being of workers throughout the world, voting and campaigning, and personal security. Requires corporations registered with the Securities and Exchange Commission to disclose fully in annual reports the impact of their activities in the United States and other countries on environmental quality and on the rights of other stakeholders, including employees, consumers, and communities. Requires each State, as a condition of Federal grants and contracts, also to require all State-chartered corporations to submit such annual reports. Directs the Attorney General to establish a computerized registration program of all corporations found guilty of violating a Federal or State law. Authorizes the President to deny Federal contracts, loans, or loan guarantees to non-compliant corporations. Requires Federal agencies and commissions, including the Board of Governors of the Federal Reserve System, to help establish and maintain conditions under which all adult Americans may freely exercise the economic rights specified in 1944 and in this Act. Prohibits Federal agencies or commissions from promoting recession, stagnation, or unemployment to reduce wages or inflation. Directs the President to establish a full employment framework for the annual budget submitted to the Congress that meets specified goals for: (1) quality of life and environment; (2) responsible, sustainable growth; (3) unemployment reduction; and (4) human rights. Requires the Joint Economic Committee to oversee actions under this Act and submit an annual Concurrent Resolution on Economic Policy setting forth its proposed employment goals.

Renewing the Dream Tax Credit Act - Amends the Internal Revenue Code to permit a community homeownership tax credit based upon an applicable percentage of each qualified residence's eligible basis. Makes such credit available to residences located: (1) in a census tract with a median gross income not exceeding 80 percent of the greater area or statewide median gross income; (2) in a rural area; (3) on an Indian reservation; or (4) in an area of chronic economic distress. Prohibits a buyer's income from exceeding 80 percent (70 percent for families of less than three) of the area gross median income and requires owner occupancy. Specifies that the aggregate homeownership credit dollar amount which a homeownership credit agency (an "agency") may disburse is the portion of the "State homeownership credit ceiling" (the "ceiling") allocated to such agency. Allows "unused homeownership credit carryovers" to be allocated among qualified States. Sets aside at up to 90 percent least ten percent of a State's ceiling for certain housing projects in which a qualified nonprofit organization owns an interest and materially participates in the given project's development and operation throughout the credit period. Requires allocation of credit to residences to be in accordance with a "qualified allocation plan" of the agency issuing credit. Lists certain specified criteria such a plan must include and specifies that the plan must be approved by the governmental unit of which such agency is a part.

Responsible Lending Act - Amends the Truth in Lending Act to define: (1) high cost mortgage; and (2) points and fees. Revises specified liability and other related provisions. Provides for continuation of late fee and prepayment provision identification under the Alternative Mortgage Transaction parity Act of 1982. Amends the Housing and Urban Development Act of 1968 to establish in the Department of Housing and Urban Development the Consumer Mortgage Protection Board, which shall: (1) provide homeownership and rental counseling and related toll-free telephone and web site services; (2) provide grants for housing counseling services; and (3) prepare and update a mortgage information booklet. Directs the Secretary of Housing and Urban Development to establish Federal mortgage broker requirements. Sets forth uniform State mortgage broker law guidelines, and states that Federal requirements shall apply to those States that have not enacted uniform laws.

Living Equitably: Grandparents Aiding Children and Youth Act of 2003 (Legacy Act of 2003) - Directs the Secretary of Housing and Urban Development to carry out: (1) a five-year pilot program in connection with the supportive housing program to provide assistance to private nonprofit organizations for expanding the supply of intergenerational dwelling units for intergenerational families (families headed by an elderly person); and (2) a five-year demonstration program for section 8 rental assistance to families headed by a grandparent or relative who is raising a child. Makes grandparent-headed and relative-headed families eligible for: (1) family unification assistance under the United States Housing Act of 1937; (2) Home program ECHO units under the Cranston-Gonzalez National Affordable Housing Act; and (3) fair housing initiatives education, counseling, and outreach under the Housing and Community Development Act of 1987. Amends the Department of Housing and Urban Development Act to provide Department of Housing and Urban Development personnel with related training. Directs the Secretary and the Director of the Bureau of the Census to conduct a joint study of such families' housing needs.

Personal Responsibility and Work Opportunity Reconciliation Act Amendments of 2003 - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act (SSA) to: (1) reauthorize State family assistance grants and provide for their annual adjustment; (2) revise contingency fund requirements; (3) provide for bonuses for States that reduce child poverty; (4) repeal authority for Federal loans for State welfare programs; (5) replace the caseload reduction credit with employment credit to reward States in which families leave welfare for work; (6) increase guaranteed funding for child care; (7) authorize States to establish a parents as scholars program; (8) modify requirements with respect to vocational educational training and other preemployment activities; (9) eliminate the separate work participation rate for two parent families; (10) prohibit State imposition of stricter eligibility criteria for two-parent families; (11) establish grants to States for programs encouraging two-parent families and reducing teenage pregnancies; (12) require a child well-being plan as part of the individual responsibility plan; (13) exclude victims of domestic violence from the 20 percent limitation on hardship exception; (14) provide for continuation of certain pre-TANF waivers for States that elect to continue to operate under such a waiver; (15) authorize States to cover legal immigrants under SSA titles XIX (Medicaid) and XXI (State Children's Health Insurance) (SCHIP); (16) establish grants for second chance homes; and (17) authorize transfer of TANF funds to carry out an access to jobs or a reverse commute project. Restores SCHIP funding for the social services block grant. Directs the Secretaries of Health and Human Services and of Labor to award grants for projects related to promoting business linkages and providing for transitional jobs programs. Amends SSA title IV part E (Foster Care and Adoption Assistance) to authorize States to align foster care and adoption assistance eligibility with TANF eligibility. Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to exclude State TANF assistance from the five year waiting period for legal immigrants. Amends SSA title XIX (Medicaid) to revise and extend the transitional medical assistance (TMA) program. Prohibits use of TANF funds to displace public employees.
