Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2024 This bill provides FY2024 appropriations for military construction, the Department of Veterans Affairs (VA), and related agencies. The bill provides appropriations to the Department of Defense (DOD) for military construction for the Army; the Navy and Marine Corps; the Air Force; Defense-wide agencies and activities; the Army and Air National Guard; and the Army, Navy, and Air Force Reserves. The bill also provides appropriations to DOD for the North Atlantic Treaty Organization (NATO) Security Investment Program; the Base Closure Account; Construction and Operation and Maintenance of Family Housing for the Army, the Navy and Marine Corps, the Air Force, and Defense-wide agencies and activities; the Family Housing Improvement Fund; and the Military Unaccompanied Housing Improvement Fund. Within the VA budget, the bill provides appropriations for the Veterans Benefits Administration, the Veterans Health Administration, the National Cemetery Administration, and Departmental Administration. The bill provides appropriations for related agencies and programs, including the American Battle Monuments Commission, the U.S. Court of Appeals for Veterans Claims, Cemeterial Expenses of the Army, and the Armed Forces Retirement Home. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2024 This bill provides FY2024 appropriations for the Department of Agriculture (USDA), the Food and Drug Administration, and related agencies. The bill provides appropriations to USDA for agricultural programs, including the Office of the Secretary, Executive Operations, the Economic Research Service, the National Agricultural Statistics Service, the Agricultural Research Service, the National Institute of Food and Agriculture, the Animal and Plant Health Inspection Service, the Agricultural Marketing Service, and the Food Safety and Inspection Service. The bill also provides appropriations to USDA for farm production and conservation programs, including the Farm Production and Conservation Business Center, the Farm Service Agency, the Risk Management Agency, and the Natural Resources Conservation Service. The bill provides appropriations to the Federal Crop Insurance Corporation Fund and the Commodity Credit Corporation Fund. For USDA rural development programs, the bill includes appropriations for Salaries and Expenses, the Rural Housing Service, the Rural Business-Cooperative Service, and the Rural Utilities Service. The bill provides appropriations to the Food and Nutrition Service for Child Nutrition Programs; the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC); the Supplemental Nutrition Assistance Program (SNAP); the Commodity Assistance Program; and Nutrition Programs Administration. The bill provides appropriations to the Foreign Agricultural Service for (1) Food for Peace Title II Grants, and (2) McGovern-Dole International Food for Education and Child Nutrition Program Grants. The bill also provides appropriations for (1) the Food and Drug Administration, and (2) the Farm Credit Administration. Additionally, the bill sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

SEE Care Compare Act

Search Engines Examine Care Compare Act or the SEE Care Compare Act This bill requires the Centers for Medicare & Medicaid Services (CMS) to take certain actions to optimize the ability of beneficiaries to find the Medicare Care Compare website. (The website allows Medicare beneficiaries to find and compare health care providers, such as physicians, hospitals, and nursing homes.) The CMS must use search engine optimization practices to make it easier for beneficiaries to find the website, including best practices for indexing and searching, recommendations from search engines, and research-based website designs. The CMS must report on website analytics (e.g., internet traffic) and recommend appropriate legislative and administrative action.

Manufactured Housing Tenant’s Bill of Rights Act of 2023

Manufactured Housing Tenant's Bill of Rights Act of 2023 This bill requires manufactured housing communities and home parks to meet minimum consumer protections to be eligible for certain federally-backed loans for the construction, substantial rehabilitation, or purchase of these communities. Specifically, the Department of Housing and Urban Development is prohibited from insuring such a loan, and Fannie Mae and Freddie Mac are prohibited from purchasing such a loan, unless a borrower provides specified tenant protections, including one-year renewable lease terms, unless there is good cause for nonrenewal; at least a 60-day advance notice of any increase in rent, or of a sale or closure of the community; a five-day grace period for rent payments; and a right for a tenant to sell a manufactured home within a reasonable time period after eviction. The bill sets forth penalties for violations of these protections. The bill also establishes the Manufactured Home Company Lending Standards Commission to propose additional consumer protection standards.

Downpayment Toward Equity Act of 2023 This bill establishes a grant program through the Department of Housing and Urban Development for states and other entities to provide qualifying assistance to certain first-time, first-generation home buyers in purchasing their first homes. Qualifying assistance includes assistance for mortgage down payments, mortgage closing costs, reduction of mortgage interest rates, subsidies for shared equity homes, or for certain preoccupancy modifications to a home to accommodate persons with disabilities. The bill also establishes grant requirements regarding home buyer income, types of housing, homeowner occupancy, types of mortgages, and home buyer counseling.

Third Reconstruction: Fully addressing poverty and low wages from the bottom up.

This resolution expresses the sense of Congress that legislation and policies that address poverty, low wages, and related issues should be prioritized. Among other priorities, the resolution commits to updating the poverty measure; raising the minimum wage; expanding unemployment insurance; ensuring that all workers receive paid family and medical leave; implementing a federal jobs guarantee; guaranteeing safe and quality housing, a right to water, high-quality public education, and quality health care for all; enacting relief from household and personal debt that cannot be paid; ensuring that state, local, and tribal governments are adequately funded; expanding and protecting the right to vote; eliminating persistent racial inequities; protecting the constitutional rights of assembly and free speech; enacting comprehensive and just immigration reform; ensuring all the rights of Native and Indigenous peoples and tribal nations; transforming the economy into a green renewable energy economy; demilitarizing U.S. foreign policy, borders, and policing; enacting fair taxes on corporations and the wealthy; using deficit spending to meet pressing needs; and encouraging states and cities to enact policies that follow the direction provided by this resolution.

Equality Act This bill prohibits discrimination based on sex, sexual orientation, or gender identity with respect to businesses, employment, housing, federally funded programs, and other settings. Specifically, the bill expands Title II and Title VI of the Civil Rights Act of 1964 to prohibit public accommodations and federally funded programs, respectively, from discriminating based on sex, sexual orientation, or gender identity. It also includes stores, transit services, recreational facilities, and establishments that provide health care, accounting, or legal services as public accommodations under Title II. The bill also expands Title IV (desegregation of public schools) and Title VII (employment discrimination) to specifically include sexual orientation and gender identity. (The Supreme Court held in Bostock v. Clayton County that Title VII's prohibition of employment discrimination based on sex also prohibits employment discrimination based on sexual orientation or gender identity.) The bill similarly expands the Fair Housing Act (discrimination in public and private housing) to include sexual orientation and gender identity. It also prohibits discrimination based on sexual orientation or gender identity by creditors and with respect to jury selection. The bill defines sex for purposes of the aforementioned provisions to include sex stereotypes, pregnancy, childbirth, sexual orientation, gender identity, and sex characteristics.

Military Housing Readiness Council Act

Military Housing Readiness Council Act This bill establishes the Department of Defense Military Housing Readiness Council to review and make recommendations to the Department of Defense (DOD) regarding policies for privatized military housing. The council must also monitor compliance by DOD with statutory and regulatory improvements to policies for privatized military housing and make recommendations to improve collaboration, awareness, and promotion of accurate and timely information about privatized military housing, accommodations available through the Exceptional Family Member Program, and other support services among policymakers, service providers, and targeted beneficiaries. The council must make all documents publicly available until the council ceases to exist.

Housing Temperature Safety Act of 2023

Housing Temperature Safety Act of 2023 This bill establishes a pilot program through which the Department of Housing and Urban Development must award grants for public housing agencies and owners of certain federally assisted rental housing to install and test temperature sensors in dwelling units (with the written permission of tenants) for purposes of ensuring that units comply with temperature-related requirements.

Connect Our Parks Act

Connect Our Parks Act This bill requires the National Park Service (NPS) to assess locations within the National Park System with the greatest need for broadband internet or cellular service, and to develop a plan for the placement of broadband and cellular infrastructure in parks.  In assessing where broadband service is most needed, the NPS must consider the current availability of broadband in housing, lodging, administrative facilities, developed campgrounds, and other areas within each park. In assessing where cellular service is most needed, the NPS must consider locations where the availability of cellular service in a developed area of a park would increase public access to emergency services and traveler information or the communications capabilities of NPS employees. The NPS must complete the assessment within one year of the bill’s enactment.  Further, within three years of the bill's enactment, the NPS must develop a plan based on the results of the assessment to install broadband and cellular service infrastructure at locations within the National Park System. In developing the plan, the NPS must consult with affected tribes and local stakeholders.  The plan must (1) be technology neutral; (2) provide for infrastructure to be located in previously developed areas or areas zoned for uses that would support infrastructure; and (3) avoid or minimize impacts to cultural and natural resources, the visitor experience, and park viewsheds. The plan must also provide for the use of public-private partnerships for the installation of equipment and provision of broadband or cellular service.

LIFT the BAR Act

Lifting Immigrant Families Through Benefits Access Restoration Act or the LIFT the BAR Act This bill repeals certain limits on the eligibility of noncitizens who lawfully reside in the United States for federal means-tested programs, including Medicaid, the Children's Health Insurance Program (CHIP), programs funded through Temporary Assistance for Needy Families (TANF) grants, Supplemental Security Income (SSI), and certain nutrition and housing programs.  

Tribal HUD–VASH Act of 2023

Tribal HUD-VASH Act of 2023 This bill provides statutory authority for the Tribal HUD-VASH program, which provides rental assistance and supportive services to Indian veterans who are homeless or at risk of homelessness and living in or near an area where a tribe or tribally designated housing entity provides assistance for affordable housing. The Department of Housing and Urban Development (HUD) may use up to 5% of rental assistance amounts under the HUD-VASH program, which provides housing assistance to homeless veterans, for the Tribal HUD-VASH program. The Tribal HUD-VASH program must be carried out by HUD in conjunction with the Department of Veterans Affairs. Under the program, grants must be made to entities eligible for housing assistance block grants. HUD may make renewal grants to entities that have received prior program grants.

Northern Border Regional Commission Reauthorization Act of 2023

Northern Border Regional Commission Reauthorization Act of 2023 This bill makes changes to the authorities and programs of regional economic and infrastructure development commissions. Specifically, the bill reauthorizes the Northern Border Regional Commission (NBRC) and establishes and expands NBRC grant programs. Regional commissions may make grants for the planning, construction, equipment, and operation of health, nutrition, and child care projects. The bill also authorizes these regional commissions (as part of economic and infrastructure development grants) to promote the production of housing to meet economic development and workforce needs. Each commission may accept transfers of funds from other federal agencies. Discretionary grants made by a commission to implement significant regional initiatives, to take advantage of special development opportunities, or to respond to emergency economic distress may be made without regard to specified percentage limitations. The bill limits the aggregate amount of discretionary grants.

CAREER Act of 2023

Comprehensive Addiction Recovery through Effective Employment and Reentry Act of 2023 or the CAREER Act of 2023 This bill reauthorizes through FY2028 the Treatment, Recovery, and Workforce Support Grant Program and the Recovery Housing Program. The bill also specifies that the data used to determine which states to prioritize for grants (e.g., overdose mortality rates and unemployment rates) must be based on the five-year period immediately preceding the grant cycle. It also allows grants under the Treatment, Recovery, and Workforce Support Grant Program to be used for transportation services to and from the individual's work, training, or treatment or recovery services. The Treatment, Recovery, and Workforce Support Grant Program supports the ability of individuals who are in substance-use disorder treatment and recovery to live independently and participate in the workforce. The Recovery Housing Program supports the provision of transitional housing for those who are in recovery from a substance-use disorder for up to two years or until the individual finds permanent housing, whichever is earlier.

Relieving Economic Strain to Enhance American Resilience and Competitiveness in Higher Education and Research Act or the RESEARCHER Act  This bill requires executive guidance and policy changes with respect to the compensation and benefits afforded to graduate and postdoctoral researchers. Specifically, the White House's Office of Science and Technology Policy must develop a set of policy guidelines for federal agencies to address the financial instability of graduate and postdoctoral researchers. The guidelines must address certain issues, including stipends that are appropriately indexed to cost-of-living adjustments, health care benefits, and affordable housing and child care. Federal agencies must develop policies that are consistent with such guidelines within six months of the guidelines' issuance. Additionally, the National Science Foundation must (1) provide awards to institutions of higher education or nonprofits to collect data on the financial instability of graduate and postdoctoral researchers, and (2) contract with the National Academies of Sciences, Engineering, and Medicine to report on stipends for graduate and postdoctoral researchers relative to their cost-of-living expenses. The Government Accountability Office must report on the implementation of relevant policy changes. 

PUPP Act of 2023

Providing for Unhoused People with Pets Act of 2023 or the PUPP Act of 2023 This bill permits the Department of Agriculture to award grants for interim and permanent housing that accommodates individuals (or families) who are homeless and have pets. Entities eligible for the grant include local governments, nonprofits, and entities that house or shelter homeless individuals. Additionally, grant recipients must make available supportive services and basic veterinary care.

Homeowners’ Defense Act of 2023

Homeowners' Defense Act of 2023 This bill allows the Department of the Treasury to guarantee the debt issued by an eligible state catastrophe insurance program, with limitations on the total amount of debt guaranteed. To qualify, a state program must (1) be established and authorized by state law as an insurance program or a reinsurance program designed to support the private insurance market, and (2) offer residential property insurance coverage for losses arising from any personal residential line of insurance. Treasury must pay the portion of the principal and interest on guaranteed debt due for payment if the state program has insufficient funds. Treasury must also make reinsurance coverage available to eligible state programs. (Reinsurance protects insurers from large losses.) The bill also establishes the Federal Natural Catastrophe Reinsurance Fund, funded in part by the sale of reinsurance contracts, to pay out eligible losses. The bill also establishes the National Catastrophe Risk Consortium which must maintain an inventory of catastrophic risk obligations held by natural catastrophe insurance, among other functions. The Department of Housing and Urban Development must provide grants to entities (such as states) for the purpose of preventing and mitigating losses from natural catastrophes. The Government Accountability Office must report on risk-based rate pricing and state insurance program rates.

Neighborhood Homes Investment Act

Neighborhood Homes Investment Act This bill allows a business-related tax credit for certain development costs for the acquisition, rehabilitation, or remediation of qualified real property (i.e., real property affixed on a permanent foundation and comprised of four or fewer residential units, a condominium unit, or a house or apartment owned by a cooperative housing corporation). The bill also provides for the exclusion from gross income, for income tax purposes, of the value of any subsidy provided to a taxpayer by any state energy office for purposes of improvements made to a qualified residence.

Visitable Inclusive Tax Credits for Accessible Living (VITAL) Act

Visitable Inclusive Tax Credits for Accessible Living (VITAL) Act This bill increases the low-income housing tax credit to serve the housing needs of older people and people with disabilities. Specifically, the bill increases state allocations of the credit and credit amounts for projects for assisting households with disabled individuals. The bill requires each state housing finance agency to establish and operate a Resource Center for the Low-Income Housing Tax Credit Program to support new program applicants and recipients. It also establishes a National Low-Income Housing Tax Credit Advisory Council to provide best practice recommendations to state housing finance agencies and other entities relating to affordable housing trends.

Schools Not Shelters Act

Schools Not Shelters Act This bill prohibits using the facilities of certain schools that receive federal financial assistance to provide shelter or housing for any non-U.S. national ( alien under federal law) who has not been admitted for lawful entry. Specifically, this bill shall apply to the facilities of (1) public elementary or secondary schools, and (2) institutions of higher education. This prohibition shall not apply to shelter or housing provided in response to certain disasters such as a fire, flood, explosion, or tornado for which there has been a disaster declaration.

Pets Belong With Families Act This bill prohibits public housing agencies from imposing breed restrictions on pets owned by residents of public housing units. The bill continues to allow public housing agencies to prohibit ownership of dangerous animals in public housing, but prohibits classification as dangerous by breed and requires that any such classification be based on specific behaviors or actions of the animal.

Affordable Housing Bond Enhancement Act

Affordable Housing Bond Enhancement Act This bill modifies the Mortgage Revenue Bond (MRB) and the Mortgage Credit Certificate (MCC) programs of state housing finance agencies to expand the supply of affordable homes and homeownership for low- and moderate-income homebuyers. The bill requires the Internal Revenue Service to annually report to the congressional banking and tax committees on the use by states of their private activity bond authority for housing investment. It also increases the MRB home improvement loan limit from $15,000 to $50,000. The bill permits states to redesignate their carryforward authority and use it for housing investment and permits MRBs to be used to refinance home loans for borrowers who have incomes below 115% of median family income. The bill modifies the recapture requirement for homeowners who receive a MRB-financed mortgage or an MCC and sell their residences within the first nine years of ownership and reduces the time in which a recapture tax may be assessed from nine to five years. The bill revises the MCC benefit calculation to a simple percentage of the original loan balance. It also extends the MCC revocation period from two to four years. The bill reduces the public notice requirement for MCC issuers from 90 days to 30 days and eliminates certain MCC lendor reporting requirements.

Housing our Military Veterans Effectively Act of 2023 or the HOME Act of 2023 This bill addresses the funding and administration of certain Department of Veterans Affairs (VA) programs related to homeless veterans. The bill generally increases the maximum rate of per diem payments provided by the VA to entities (i.e., grant recipients or authorized entities) that furnish services and transitional housing to homeless veterans. Additionally, the bill authorizes the VA to provide a maximum of 200% of the otherwise applicable maximum rate for entities providing services to veterans in (1) rural areas or highly rural areas, (2) areas with a high rate of suicide among veterans, or (2) areas with a high rate of homelessness among veterans. The bill also amends the West Los Angeles Leasing Act of 2016 to modify the process by which the VA enters into leases or land-sharing agreements. Additionally, consideration of a lease under the West Los Angeles Leasing Act of 2016 may include consideration other than money. Through FY2024, the bill authorizes the VA to use certain available funds to provide specified assistance (e.g., assistance for food) to homeless veterans who are participating in the Department of Housing and Urban Development-VA Supportive Housing (HUD-VASH) program. The bill authorizes the VA to collaborate with organizations to manage the use of VA land for homeless veterans to live and sleep.

DEPOSIT Act

Delivering Essential Protection, Opportunity, and Security for Tenants Act or DEPOSIT Act This bill provides access to rental security deposit and moving cost assistance for participants in certain low-income housing programs. Specifically, the Department of Housing and Urban Development (HUD) must provide public housing agencies (PHAs) funding for rental security deposit assistance for families in Section 8 tenant-based rental assistance (TBRA) programs (i.e., the Housing Choice Voucher Program). Upon tenancy termination, any unused security deposit amounts must be returned to a PHA to remain available for use as security deposits. HUD may also provide funding to PHAs to provide assistance with reasonable moving costs for families moving into an assisted dwelling unit. Under current law, security deposit assistance (i.e., loans or grants) is available in the HOME Investment Partnerships Program for families participating in a TBRA program. This bill expands access to security deposit assistance by allowing participating jurisdictions to provide these loans or grants to very low- and low-income families regardless of participation in a TBRA program. In addition, HUD must study and report on (1) alternatives to rental housing security deposits, including requiring a tenant to pay a monthly insurance premium; and (2) the impact that such alternatives have on the rental housing market and tenants, including how such alternatives affect tenants based on tenant demographics (e.g., race, age, sex, and disability).

BAH Restoration Act

BAH Restoration Act This bill increases the monthly amount of the basic housing allowance for members of the uniformed services inside the United States. Specifically, the monthly amount of allowance for a member must be the amount of the monthly cost of adequate housing in the area, as determined by the Department of Defense, for members of the uniformed services serving in the same pay grade and same dependency status as the member.

GENE Act

Genomics Expenditures and National Security Enhancement Act of 2023 or the GENE Act This bill establishes oversight requirements for certain foreign investments in a U.S. business that maintains or collects information about the genetic tests of U.S. citizens (including information relating to genomic sequencing). Specifically, the Committee on Foreign Investment in the United States (CFIUS) must require the parties to specified transactions (e.g., mergers, acquisitions, or takeovers by or with any foreign person that could result in foreign control of any U.S. business) to submit a mandatory declaration containing basic information regarding the transaction. Further, CFIUS must consult with the Department of Health and Human Services in any review or investigation of a covered transaction that involves this type of investment by a foreign person in a U.S. business. The bill also expands the congressional committees to which CFIUS must give annual testimony concerning foreign investment in the United States to include (1) the Committee on Foreign Relations of the Senate, (2) the Select Committee on Intelligence of the Senate, (3) the Committee on Foreign Affairs of the House of Representatives, and (4) the Permanent Select Committee on Intelligence of the House of Representatives. Currently, such testimony is only given to the Committee on Financial Services of the House of Representatives and the Committee on Banking, Housing, and Urban Affairs of the Senate.

Improving DATA in Public Health Act

Improving Data Accessibility Through Advancements in Public Health Act or the Improving DATA in Public Health Act This bill authorizes the Centers for Disease Control and Prevention (CDC) to require entities such as health care providers and local health departments to report public health data to the CDC. The bill also establishes grants to support collecting and reporting public health data and establishes the Public Health Information Sharing and Availability Advisory Committee. The Department of Health and Human Services must award grants and other assistance to state, tribal, and local governments; health care providers; and other eligible entities to develop and disseminate best practices for collecting electronic health information and using data and technology standards for public health data systems. The bill also expands requirements related to those standards, including by requiring them to capture demographic characteristics and other information (e.g., veteran status and housing status). Additionally, the CDC must collaborate with state, local, and tribal health authorities to ensure that collected data is accessible to such authorities in a timely manner. Further, if data or information is reportable under state or local law, the state or local jurisdiction must receive the data or information before or at the same time as the CDC. Further, the CDC may modify reporting requirements during declared emergencies without going through typical rulemaking procedures. The bill expressly restricts, subject to exceptions, certain disclosures of data and information reported to the CDC, including for purposes of litigation.

Disaster Assistance Fairness Act

Disaster Assistance Fairness Act This bill makes common interest communities, such as housing cooperatives (co-ops) and condominiums, eligible for the same assistance from the Federal Emergency Management Agency (FEMA) as other homeowners. Specifically, the bill adds definitions of residential common interest community, condominium, and housing cooperative to the Robert T. Stafford Disaster Relief and Emergency Assistance Act; requires FEMA to issue rules for the removal of debris or wreckage from real estate owned by a residential common interest community resulting from a major disaster and deems such removal to be in the public interest when a state or local government determines in writing that such debris or wreckage constitutes a threat to life, public health or safety, or the economic recovery of such community; and provides for the repair of essential common elements of a condominium or co-op damaged by a disaster under FEMA's Federal Assistance to Individuals and Households Program.

Family Stability and Opportunity Vouchers Act of 2023 This bill establishes a voucher program through which public housing agencies (PHAs) shall offer support services to help families who have children and are unstably housed, live in an area of concentrated poverty, or are at risk of being displaced from an opportunity area for children move to areas with access to high-performing schools or high-quality childcare and early education. The Department of Housing and Urban Development must provide assistance to PHAs on a competitive basis to implement the program.

Veterans Economic Opportunity and Transition Administration Act

This bill establishes the Veterans Economic Opportunity and Transition Administration to administer economic opportunity assistance programs for veterans and their dependents and survivors. Specifically, the Veterans Economic Opportunity and Transition Administration must administer the following Department of Veterans Affairs (VA) programs: vocational rehabilitation and employment programs, educational assistance programs, veterans' housing loan and related programs, the Transition Assistance Program, and the database of small business concerns owned and controlled by veterans. Prior to the transfer of administrative responsibilities, the bill requires the VA to certify that (1) the transition of the provision of services will not negatively affect the provision of such services to veterans, and (2) such services are ready to be transferred. The bill also establishes a cap on the number of full-time equivalent employees authorized for the Veterans Benefits Administration and the Veterans Economic Opportunity and Transition Administration for FY2024 and FY2025.

Save Affordable Housing Act of 2023

Save Affordable Housing Act of 2023 This bill revises the low-income housing tax credit to repeal the qualified contract option for a building that received its allocation of housing credit dollar amount before January 1, 2023, or received before that date, a determination from the bond issuer or housing credit agency of its eligibility to receive an allocation of a housing credit dollar amount. Under current law, properties eligible for the low-income housing tax credit are subject to a 30-year affordability period, during which the value of properties is set at a below market rate. The qualified contract option allows property owners, in some cases, to convert to market rate after 15 years.

Educating Future Nurses Act This bill establishes a permanent National Graduate Nurse Education Program to provide clinical training to advanced practice registered nurses (APRNs), particularly with respect to services for Medicare beneficiaries. (The Centers for Medicare & Medicaid Services conducted a similar demonstration program from 2012-2016.) Under the program, hospitals may receive payments for the costs associated with providing clinical education to APRNs. Hospitals must partner with nursing schools, regional hospitals or health systems, or non-hospital community providers (e.g., nursing homes) to provide qualifying clinical education. Such education must consist of clinical experience in primary, preventive, transitional, acute, and chronic care, as well as other services that are appropriate for Medicare beneficiaries; at least half of this education must be provided in non-hospital, community-based settings. Participating hospitals must report annually on their programs, subject to payment reductions.

The Forest Service may lease an administrative site for up to 100 years, and leases must provide for renewal.

Middle Class Borrower Protection Act of 2023

Middle Class Borrower Protection Act of 2023 This bill rolls back changes made by the Federal Housing Finance Agency (FHFA) to the fees charged by Fannie Mae and Freddie Mac for a conventional single-family mortgage (i.e., loan-level pricing adjustments) and restricts future fee adjustments. These changes, effective May 1, 2023, revised the fee charts that provide percentage adjustments based on a mortgagor's credit score and down payment. The bill reinstates the fee structure that was in place prior to May 1, 2023. The Government Accountability Office (GAO) must report on the changes made by the FHFA. Further adjustments to the fee structure by FHFA are prohibited until 90 days after the publication of the GAO report. After this period, FHFA must follow Administrative Procedure Act requirements when proposing adjustments to the fee structure. The bill also requires that, to the greatest extent feasible, revisions to the fee schedule must be based on risk. Further, FHFA, Fannie Mae, and Freddie Mac are prohibited from imposing any loan-level pricing adjustment fee that is based on the ratio of the debt of the mortgagor to the income of the mortgagor.
