States that the purpose of this Act is to provide a source of financial assistance for homeowners and builders to enable them to purchase and install solar heating equipment or combined solar heating and cooling equipment while substantially reducing energy use. Directs the Energy Research and Development Administration to establish procedures for periodic inspection and review of solar heating and cooling equipment models and certifications. Directs the Secretary to disseminate full, complete, and current information concerning recommended standards and types of qualified solar heating or solar heating and cooling equipment appropriate for use in residential structures of varying sizes and types and in various regions of the country. Authorizes appropriations to a revolving fund of $100,000,000 to provide an initial amount for the program under this Act, and such additional sums as may thereafter be necessary to carry out such program.

Federal Housing Bank Act - Declares the findings of the Congress, including that: (1) decent, safe, and sanitary housing cannot be provided if interest rates on home mortgages are inordinately high; and (2) Congress must create an institution which can reduce the costs of financing the purchase of a home for the average American family. Creates a body corporate to be known as the Federal Housing Bank, which shall have succession until dissolved by Act of Congress. Requires that the Bank shall be an agency of the United States Government and shall maintain such offices as may be necessary or appropriate. Sets forth the general powers of the Bank. Provides for the management of the Bank. Authorizes the Secretary of the Treasury, in order to facilitate the formation of the Bank, to pay initial organizing and operating expenses. Authorizes to be appropriated not to exceed $500,000 for this purpose. Grants the Bank the authority: (1) to make commitments to purchase, and to purchase, service, and sell home mortgages on single family homes, or condominiums or cooperatives, from the Federal National Mortgage Association or the Federal Home Loan Bank system, and (2) to make commitments to purchase, and to purchase, hold, and refinance mortgages on homes of persons who certify that they have been unemployed for six months and do not have assets that could be used to pay the mortgage on their principal dwelling place. Authorizes the Bank to declare a moratorium on payments of principal, interest, or both for a period of 18 months on terms and conditions to be determined by the Bank so as to alleviate hardship arising from unemployment. Requires an audit report to the Congress on an annual basis. Provides for an additional annual report to the Congress on the Bank's activities. Authorizes the appropriation of such sums as are necessary to carry out this Act.

Emergency Middle-Income Housing Act - Authorizes the Secretary of Housing and Urban Development to reduce interest rates on home mortgages for middle- income families by making, and contracting to make, periodic interest reduction payments, interest rate differential payments and by purchasing below-market-interest-rate mortgages. Defines terms as used in this Act. Provides that the aggregate amount of mortgages assisted under this Act shall not exceed $12,000,000,000. Authorizes the appropriation of such sums as may be necessary to carryout the provisions of this Act. Sets forth the guidelines the Secretary shall follow in allocating such assistance. Specifies that the Secretary shall take steps to encourage the construction or sale of dwelling units which he determines will contribute to the conservation of land and energy resources. Directs that authority to enter into such financial assistance obligations as provided in this Act shall expire June 30, 1976.

Emergency Housing and Economic Recovery Act - Declares that the Congress finds that recessions in the housing industry occur cyclically and that such problem requires a permanent program of emergency mortgage credit that can be activated periodically in order to counteract the credit cycle. Establishes, within the Department of Housing and Urban Development, an Emergency Housing and Economic Recovery Fund, to enable the Secretary of Housing and Urban Development to discharge his responsibilities under this Act. Authorizes the Secretary to buy and sell mortgage loans on homes costing less than $40,000 when stipulated events occur. Declares that such authority would exist whenever the rate of unemployment exceeded 6 percent and the level of housing starts dropped below 1.75 million for three consecutive months. Declares such authority would continue until the rate of unemployment dropped below 6 percent or housing starts exceeded 1.75 million for three consecutive months. Requires that a mortgage loan be at an initial rate of 6 percent to be eligible for purchase under this Act. Stipulates that the Secretary may not purchase more than one million mortgage loans, 75 percent of which shall involve residences which have been constructed within one year prior to the date of purchase, during any single fiscal year. Authorizes to be appropriated to the Emergency Housing and Economic Recovery Fund such sums as may be necessary to reimburse the fund for any net losses.

Authorizes cost-of-living increases in supplemental security income benefits under Title XVI (Grants to States for Aid to the Aged, Blind, and Disabled) of the Social Security Act whenever an equivalent cost-of-living adjustment is made under Title II (Old Age, Survivors', and Disability Insurance) of such Act. Authorizes the Secretary of Health, Education, and Welfare to grant financial assistance to individuals eligible for Social Security whose expenses exceed one-third of his or her annual income. Limits such assistance to the lesser of: (1) the amount by which such individual's housing expenses exceed one-third of his or her income or; (2) $600. Permits individuals receiving supplemental security benefits to elect to retain food stamp eligibility in lieu of receiving the bonus value of food stamps in the form of a supplementary payment increase. Directs the Secretary to provide financial assistance to Social Security recipients whose benefit checks or the cash proceeds thereof are lost or stolen, where the loss or theft has been promptly reported to and verified by appropriate local law enforcement officials. Requires the Secretary to supplement to the correct amount any check which is determined to be in an amount less than that to which the individual was entitled. Permits financial grant assistance to individuals receiving benefits who are faced with extreme financial need due to specified circumstances, including the destruction or loss by theft or natural disaster of furniture and clothing and to prevent eviction due to non-payment of rent when such nonpayment is due to poor financial management or extraordinary expenses. Limits such assistance grants to no more than $500 per occurrence.

Home Purchase Incentive Act - Authorizes and directs the Secretary of Housing and Urban Development to make home purchase incentive payments, and to enter into commitments to make such payments, as provided in this Act, in order to encourage the construction and purchase of single-family residential dwellings. States that the Secretary shall make a home purchase incentive payment to any individual who purchases a single-family dwelling to be used as his principal residence: (1) during the four-month period beginning on the date of enactment of this Act, if construction of that dwelling was completed prior to such date of enactment and such dwelling remained unoccupied after the completion of construction; (2) during the six-month period beginning on the date of enactment of this Act, if the construction of that dwelling is completed during such six-month period; or (3) during the one-year period beginning on the date of enactment of this Act, if the construction of that dwelling commences during the six-month period beginning on the date of enactment of this Act and is completed within the one-year period beginning on the date of enactment of this Act. Provides that the amount of a home purchase incentive payment shall be $1,000 in the case of a dwelling designed for occupancy by one family, $1,500 in the case of a dwelling designed for occupancy by two families, $2,000 in the case of a dwelling designed for occupancy by three families, or $2,500 in the case of a dwelling designed for occupancy by four families. Provides that no payment may be made under this Act with respect to single-family dwelling: (1) having a purchase price in excess of such amount as the Secretary determines is the median cost for such a dwelling in the housing market area; (2) the size of which does not equal or exceed the minimum size for such dwellings prescribed by the Secretary; or (3) which does not comply with local code standards for decent, safe, and sanitary housing. Authorizes the appropriation of not to exceed $1,000,000,000 to carry out the provisions of this Act.

Older Americans Home Repair Assistance Act - Establishes a home repair assistance grant program under the Older Americans Act to assist homeowners 60 years of age or older whose income does not exceed the intermidiate budget for a retired couple in urband areas of the United States. Authorizes appropriations for the program of $12,500,000 for each of fiscal years 1976 and 1977. Directs the Commissioner of Aging to make funds available to States which submit approved home repair projects. Limits approval to no more than five such projects submitted by a particular State. States that home repair projects should: (1) provide for repairing or renovating the home of eligible homeowners in a manner which the Commissioner determines to be appropriate; (2) includes the provision of supplies or labor; (3) establish procedures for granting preference to homeowners according to need; and (4) give preference to low-income workers over the age of 55. Requires nonprofit organizations or political subdivisions of a State desiring to receive a grant to take steps to provide older workers with a workmen's compensation program. States that older workers may not be employed for periods exceeding forty hours in any work week, or 1,300 hours in a calendar year. Limits to 90 percent the Federal share of home repair improvement project costs. States that income received by older workers as a result of employment in home repair projects shall not be considered as income or benefits for purposes of any Federal assistance program or activity. Requires the Commissioner to report to the Secretary of Health, Education and Welfare, the President, and the Congress not later than December 31, 1976, with respect to the administration of the program. Stipulates that the report shall include a plan for the implementation of expanded home repair services and employment opportunities for older workers, together with appropriate legislative recommendations. Authorizes appropriations of $35,000,000 for fiscal year 1975 for grants to States submitting approved plans for the purpose of paying up to 75 percent of the costs of meeting the transportation needs of older persons, with special emphasis on providing supportive transportation in connection with nutrition projects. Requires State agencies to give priority to areas in which there is no public transportation or such transportation is inadequate to meet the special need of older persons.

Allows a tax deduction up to $750 for ordinary and necessary expenses incurred by a taxpayer under the Internal Revenue Code in making repairs and improvements to his residence during the taxable year. Allows the owner of rental housing to amortize at an accelerated rate (over a 60-month period) the cost of rehabilitating or restoring such housing. Authorizes the taxpayer to switch from such accelerated amortization to the regular depreciation deduction allowable under the Internal Revenue Code for property used in a trade or business or held for the production of income.

Emergency Homeowners' Relief Act - Declares that the purpose of this Act is to prevent widespread mortgage defaults and the distress-sale of homes as a result of adverse economic conditions. Authorizes and directs the Secretary of Housing and Urban Development to make repayable emergency mortgage relief payments on behalf of distressed homeowners when he determines that such action is necessary and that there is a reasonable prospect that the homeowner will be able to make necessary adjustments for the full resumption of mortgage payments. Defines "distressed homeower" as one or more persons who own and occupy a dwelling as a principal residence and whose income has declined by more than 20 percent as the result of unemployment or other adverse economic conditions. Limits relief payments to a period not exceeding two years. Provides that payments be repaid on such terms as the Secretary prescribes. Empowers the Secretary to delegate any of his functions under this Act to other Federal agencies or private entities. Authorizes the Secretary to establish a revolving fund for mortgage relief payments and other specified purposes, including payment of obligations issued to the Secretary of the Treasury to enable the Secretary of Housing and Urban Development to carry out his functions under this Act. Provides for a payment expiration date of July 1, 1976.

Broadens the coverage of home health services under the supplementary medical insurance (Medicare) program of the Social Security Act and removes the 100-visit limitation presently applicable to the home health service program. Extends the coverage of posthospital home health services to include payment for items and services which the individual could otherwise obtain only in a skilled nursing facility. Requires the inclusion of home health services in a State's medicaid program under the Social Security Act and permits the payments of rent under such program for elderly persons who would otherwise require nursing home care. Provides expanded Federal funding for congregate housing for the displaced and the elderly by increasing the amount available for such housing under the low income housing program.

National Condominium Act - Provides for the designation of an Assistant Secretary for Condominiums under the Department of Housing and Urban Development Act to assist in the planning, development, construction, or operation of condominiums or the purchase of condominium units. Establishes minimum national standards for all condominium units the sale of which is financed with Federal assistance in any form, and encourages the States through a new program of Federal grants to establish such standards to protect both the residents of previously leased units to be converted and the potential purchasers of such units from undue hardships and unexpected economic expenses. States that any person who willfully violates any of the provisions of this Act shall be fined not less than $15,000 and be imprisoned for not less than two years.

Homeowners' Loan Act - Establishes the Homeowners' Loan Corporation. Requires the Board of Directors of the Corporation to determine the minimum amount of capital stock of the Corporation and to increase such capital stock from time to time in such amounts as may be necessary. Authorizes the Corporation to issue bonds in an aggregate amount not to exceed $10,000,000,000 which may be sold by the Corporation to obtain funds for carrying out the purposes of this Act. Authorizes the Corporation for a period of three years after the date of enactment of this Act, but only during any calendar quarter in which the Federal Home Loan Bank Board determines that the foreclosure rate exceeds one-half of 1 percent, to acquire home mortgages and other obligations and liens secured by real estate. States that each home mortgage or other obligation or lien so acquired shall be carried as a first lien or refinanced as a home mortgage by the Corporation on the basis of the price paid therefore by the Corporation, and shall be amortized by means of monthly payments sufficient to retire the interest and principal within a period of not to exceed thirty years. Directs the Board to issue such rules and regulations as may be necessary, including rules and regulations providng for the appraisal of the property on which loans are made under this section so as to accomplish the purposes of this Act. States that whoever makes any statement, knowing it to be false, or whoever willfully overvalues any security, for the purpose of influencing in any way the action of the Homeowners' Loan Corporation of the Board upon any application, advance, discount, purchase, or repurchase agreement, or loan under this Act, or any extension thereof, shall be punished by a fine of not more than $5,000, or by imprisonment for not more than two years, or both. Homeowners' Loan Act - Establishes the Homeowners' Loan Corporation. Requires the Board of Directors of the Corporation to determine the minimum amount of capital stock of the Corporation and to increase such capital stock from time to time in such amounts as may be necessary. Authorizes the Corporation for a period of three years after the date of enactment of this Act, but only during any calendar quarter in which the Federal Home Loan Bank Board determines that the foreclosure rate exceeds one-half or 1 percent, to acquire home mortgages and other obligations and liens secured by real estate. States that each home mortgage or other obligation or lien so acquired shall be carried as a first lien or refinanced as a home mortgage by the first Corporation on the basis of the price paid therefore by the Corporation, and shall be amortized by means of monthly payments sufficient to retire the interest and principal within a period of not to exceed thirty years. Directs the Board to issue such rules and regulations as may be necessary, including rules and regulations providing for the appraisal of the property on which loans are made under this section so as to accomplish the purposes of this Act. States that whoever makes any statement, knowing it to be false, or whoever willfully overvalues security, for the purpose of influencing in any way the action of the Homeowners' Loan Corporation of the Board upon any application, advance, discount, purchase, or repurchase agreement, or loan under this Act, or any extension thereof, shall be punished by a fine of not more than $5,000, or by imprisonment for not more than two years, or both.

National Condominium Act - Establishes minimum national standards for all condominium units the sale of which is financed with Federal assistance in any form, and encourages the States through a new program of Federal grants to establish such standards to protect both the residents of previously leased units to be converted and the potential purchasers of such units from undue hardships and unexpected economic expense. States that any person who willfully violates any of the provisions of this Act shall be fined not less than $15,000 and be imprisoned for not less than two years.

Emergency Housing Reemployment Act - Authorizes the Secretary of Housing and Urban Development to make, and to contract to make, periodic assistance payments on behalf of homeowners to mortgages holding mortgages: (1) executed during the 90-day period following the enactment of this Act; and (2) secured by a newly constructed single- family dwelling unit, including a unit in a condominium housing project, the purchase of which was contracted for and title to which was acquired by the homeowner following enactment of this Act and intended to be used as the principal residence of the homeowner. States that such assistance payments shall be in an amount not to exceed the difference between the amount of principal and interest due under the mortgage and the amount of principal and interest that would be due if the mortgage were to bear interest at the rate of 7 percent per annum. Provides that in no case shall the assistance payments exceed that amount necessary to provide for a reduction in interest of more than one and a half percent. Authorizes to be appropriated, out of any money in the Treasury not otherwise appropriated, such sums as may be necessary to carry out the provisions of this Act.

Proposes that, effective January 3, 1975, the expenses of the investigations and studies to be conducted by the House Committee on Banking, Currency and Housing shall be paid out of the contingent fund of the House. Emergency Housing and Economic Recovery Act - Declares that the Congress finds that recessions in the housing industry occur cyclically and that such problem requires a permanent program of emergency mortgage credit that can be activated periodically in order to counteract the credit cycle. Establishes, within the Department of Housing and Urban Development, an Emergency Housing and Economic Recovery Fund, to enable the Secretary of Housing and Urban Development to discharge his responsibilities under this Act. Authorizes the Secretary to buy and sell mortgage loans on homes costing less than $40,000 when stipulated events occur. Declares that such authority would exist whenever the rate of unemployment exceeded 6 percent and the level of housing starts dropped below 1.75 million for three consecutive months. Declares such authority would continue until the rate of unemployment dropped below 6 percent or housing starts exceeded 1.75 million for three consecutive months. Requires that a mortgage loan be at an initial rate of 6 percent to be eligible for purchase under this Act. Stipulates that the Secretary may not purchase more than one million mortgage loans, 75 percent of which shall involve residences which have been constructed within one year prior to the date of purchase, during any single fiscal year. Authorizes to be appropriated to the Emergency Housing and Economic Recovery Fund such sums as may be necessary to reimburse the fund for any net losses.

Allows a tax deduction up to $750 for ordinary and necessary expenses incurred by a taxpayer under the Internal Revenue Code in making repairs and improvements to his residence during the taxable year. Allows the owner of rental housing to amortize at an accelerated rate (over a 60-month period) the cost of rehabilitating or restoring such housing. Authorizes the taxpayer to switch from such accelerated amortization to the regular depreciation deduction allowable under the Internal Revenue Code for property used in a trade or business or held for the production of income.

Winterization Assistance Act - States that the purpose of this Act is to encourage the States to develop and implement winterization programs to insulate the dewellings of low-income persons in order to conserve energy and to aid those persons least able to afford higher energy costs. Authorizes the Administrator of the Federal Energy Administration to establish criteria to evaluate State applications. Provides grants to States in order to carry out such programs. Authorizes the appropriation of not more than $9,000.000 for fiscal year 1975 and not more that $55,000,000 per year for fiscal years 1976, 1977 and 1978 for purposes.

Home Retention Act - Authorizes, under the National Housing Act, a temporary program to cure home mortgage defaults by providing for (1) refinancing the entire amount of the mortgage; (2) suspending the mortgagor's obligation to pay; and (3) recasting the entire amount of the mortgage debt. Authorizes the guarantee of securities based on pools or trusts of the mortgages acquired. Allows the sale of securities guaranteed under this Act to any Federal Reserve Bank. Authorizes the Secretary to waive the requirement for payment of any mortgage insurance premium.

Homeowners' Loan Act - Establishes the Homeowner's Loan Corporation. Requires the Board of Directors of the Corporation to determine the minimum amount of capital stock of the Corporation and to increase such capital stock from time to time in such amounts as may be necessary. Authorizes the Corporation to issue bonds in an aggregate amount not to exceed $10,000,000,000 which may be sold by the Corporation to obtain funds for carrying out the purposes of this Act. Directs the Corporation during such period to make assistance payments to individuals and families who have incurred substantial losses of income as a result of unemployment. Directs that such payments be sufficient to enable such individuals and families to meet home mortgage payments. Stipulates that such payments not be made for a period in excess of eighteen months with respect to any mortgagor. Prohibits such payments unless the Corporation determines that such mortgagor will be able to avoid or cure a default on the mortgage. Authorizes the Senate Committee on Banking, Housing and Urban Affairs, or any subcommittee thereof, from March 1, 1975, through February 19, 1976, for the purposes stated and within the limitations imposed by the following sections, in its discretion: (1) to make expenditures from the contingent fund of the Senate, (2) to employ personnel, and (3) with the prior consent of the Government department or agency concerned and the Committee on Rules and Administration, to use on a reimbursable basis the services of personnel of any such department or agency. Authorizes the Committee on Banking, Housing and Urban Affairs, or any subcommittee thereof, from March 1, 1975, through February 29, 1976, to expend not to exceed $890,000 to examine, investigate, and make a complete study of any and all matters pertaining to each of the subjects set forth in this resolution. Provides that not to exceed $415,000 shall be available for a study or investigation of: (1) banking and currency generally; (2) financial aid to commerce and industry; (3) deposit insurance; (4) the Federal Reserve System, including monetary and credit policies; (5) economic stabilization, production; (6) valuation and revaluation of the dollar; (7) prices of commodities, rents, and services; (8) securities and exchange regulations; (9) credit problems of small business; and (10) international finance through agencies within legislative jurisdiction of the committee. Provides that not to exceed $240,000 shall be available for a study or investigation of public and private housing and urban affairs generally. Provides that not to exceed $145,000 shall be available for an inquiry and investigation pertaining to the securities industry. Makes available not to exceed $90,000 for oversight activities pertaining to all matters over which the committee has jurisdiction. Requires that the Committee report its findings, together with recommendations, to the Senate at the earliest practicable date, but not later than February 19, 1976. States that expenses of the committee shall be paid from the contingent fund of the Senate upon vouchers approved by the Chairman of the Committee.
