Violence Against Women Act Reauthorization Act of 2022

Violence Against Women Act Reauthorization Act of 2022 This bill modifies and reauthorizes through FY2027 programs and activities under the Violence Against Women Act that seek to prevent and respond to domestic violence, sexual assault, dating violence, and stalking. The bill also authorizes new programs, makes changes to federal criminal laws, and establishes new protections to promote housing stability and economic security for victims of domestic violence, sexual assault, dating violence, and stalking.

To amend the Honoring America's Veterans and Caring for Camp Lejeune Families Act of 2012 to modify the eligibility requirements for entities collaborating with the Secretary of Veterans Affairs to provide case management services to homeless veterans under the Veterans Affairs supported housing program of the Department of Housing and Urban Development.

This bill creates additional eligibility requirements for entities to enter into contracts or agreements with the Department of Veterans Affairs (VA) to provide case management services to certain veterans participating in the Department of Housing and Urban Development-VA Supportive Housing (HUD-VASH) program. In addition to existing requirements, an eligible entity must have demonstrated experience in providing case management services to veterans for obtaining suitable housing at varying locations nationwide, or in the area or areas similar to where the services will be provided under the relevant contract or agreement.

Higher Education Access and Success for Homeless and Foster Youth Act of 2022

Higher Education Access and Success for Homeless and Foster Youth Act of 2022 This bill requires certain actions to support access to higher education for children and youth who are homeless or in foster care. Among other provisions, the bill requires institutions of higher education (IHEs) participating in financial aid programs to give priority to these students for any on-campus housing during and between academic terms. Further, the bill requires IHEs to designate a staff liaison to assist these students with support services, programs, and community resources in a variety of areas, including financial aid and housing. The bill also requires these students to receive in-state tuition rates at public IHEs. Under current law, some states offer these students in-state tuition or provide them with tuition waivers.

HELP Act of 2022

Housing Emergencies Lifeline Program Act of 2022 or the HELP Act of 2022 This bill requires the Department of Housing and Urban Development (HUD) to establish a database of information regarding evictions from federally assisted dwellings, limits the inclusion of information relating to landlord-tenant actions in consumer reports, and otherwise provides eviction-related assistance and services. Specifically, the bill requires states and local entities receiving federal housing assistance to submit to HUD, for inclusion in the database, certain information regarding evictions from assisted dwelling units in the past year. Such information must include, among other things, the reason for eviction and whether the household was represented by legal counsel in the proceedings. Additionally, the bill prohibits a consumer reporting agency from making a consumer report containing an eviction or item related to an eviction from a rental dwelling or any adverse information related to rent or utility arrears. Further, the bill authorizes additional Emergency Solutions Grants to provide legal counsel and pay court fees for tenants subject to or at risk of eviction. Finally, HUD must require owners of federally assisted rental units to (1) annually provide information to each tenant regarding the rights and responsibilities of the owner with respect to eviction and local organizations and resources that can provide assistance in eviction-related matters; and (2) upon provision of an eviction notice, information stating the reason for the eviction. HUD must also establish an eviction hotline to provide assistance to tenants of these units.

Chimp Sanctuary Act

Chimp Sanctuary Act This bill prohibits the housing of chimpanzees at any Air Force installation. Any chimpanzees currently housed at an Air Force installation must be transferred to Chimp Haven in Louisiana.

Dignity in Housing Act of 2022

Dignity in Housing Act of 2022 This bill requires the Department of Housing and Urban Development (HUD) to inspect each public housing project with more than 100 units at least every two years to determine whether the project and units are maintained in compliance with federal standards. Inspections must be performed by HUD employees or designees, and may not be performed by officers, employees, or agents of a public housing agency. HUD must make the results of these inspections publicly available online. These inspections are in addition to the annual inspection already required of every public housing project under current law.

Affordable Housing Resident Services Act of 2022

Landlord Accountability Act of 2022

Landlord Accountability Act of 2022 This bill provides protections to tenants of certain federally assisted housing and establishes a low-income housing maintenance tax credit for eligible landlords. Specifically, the bill prohibits discrimination, in the context of rental housing, against individuals who possess a housing choice voucher. Additionally, the bill prohibits landlords from taking or failing to take certain actions with the intent to make a unit ineligible to receive assistance from the Department of Housing and Urban Development (HUD). Landlords that violate this prohibition are subject to a penalty for each violation and may be sued by tenants who are harmed. In addition, the bill allows HUD to provide grants to states, Indian tribes, local governments, and affordable housing organizations to develop, expand, and assist tenant harassment prevention programs. The bill also provides protections to tenants of multifamily housing projects by requiring HUD to (1) increase the staffing level for the Multifamily Housing Complaint Line, (2) create a Multifamily Housing Complaint Resolution Program, and (3) publicly disclose on its website information regarding each complaint received under the program. Landlords must also display in certain multifamily housing projects information about the complaint line and the phone number of the regional or local HUD office. In addition, the bill provides a tax credit to qualifying landlords that is equal to the landlord's low-income housing maintenance expenses for the year. To qualify, landlords must have addressed within 30 days any complaints filed against them under the complaint resolution program.

Gateway Community and Recreation Enhancement Act

Gateway Community and Recreation Enhancement Act This bill directs the Department of the Interior and the Forest Service to carry out a pilot program to make available to the public, either directly or through partner organizations, data on visits to recreation destinations at a federal land management unit; and recreation sites managed by any other federal agency, a state agency, or a local agency located near the federal land management unit. In carrying out the program, Interior and the Forest Service must partner with gateway communities, state and local outdoor recreation and tourism agencies, local and tribal governments, data and technology companies, and other relevant stakeholders. The term gateway community means a community that serves as an entry point or is adjacent to a recreation destination (including a recreation destination on federal land) at which there is consistently high seasonal or year-round visitation. Also, under the pilot program, Interior and the Forest Service shall make available to the public information about lesser-known recreation sites (including recreation sites managed by any other federal agency, a state agency, or a local agency) located near a federal land management unit, in an effort to spread widely visitation among recreational sites. Interior and the Forest Service shall collaborate with state and local governments, tribal governments, housing authorities, applicable trade associations, nonprofit organizations, and other relevant stakeholders, to, among other things, improve the understanding of the economic impacts of visits to recreation destinations on gateway communities.

The bill also requires the Government Accountability Office to conduct oversight of Continuum of Care boards that have violated Continuum of Care grant requirements within the past three years.

Local Control Act

Local Control Act This bill imposes requirements on the placement in a state of a non-U.S. national ( alien under federal law) without lawful immigration status. Specifically, before such an individual may be settled in, housed in, or transported to a state or political subdivision within a state, the Department of Homeland Security must notify the office of the governor of that state and the office of the chief executive of the political subdivision. No federal funds may be used for the proposed settling, housing, or transporting if (1) the state governor's office does not approve of the action, or (2) the political subdivision in question has a law or resolution prohibiting or disapproving of such an action. These requirements shall not apply to the use of federal funds to transport or detain such an individual for civil or criminal law enforcement purposes.
