Requires the Secretary of Labor, under the Occupational Safety and Health Act of 1970, to recognize the difference in hazards to employees between the heavy construction industry and the light construction industry in promulgating health and safety standards.

Emergency Middle Income Housing Act - Authorizes the Secretary of Housing and Urban Development to make, and to contract to make, periodic assistance payments on behalf of families of middle income to assist such families in acquiring homeownership during periods of high interest rates. Sets limits upon the assistance payments authorized under this Act. Authorizes the appropriation of such sums as may be necessary to carry out this Act.

States that the House of Representatives disapproves the deferral of budget authority relating to comprehensive planning grants under the Housing Act of 1954 (deferral numbered D 75-107) which is proposed by the President in his special message of November 26, 1974 transmitted pursuant to the Impoundment Control Act.
