Depository Institution Community Development Investments Enhancement Act

Depository Institution Community Development Investments Enhancement Act - Amends the Home Owners' Loan Act to revise requirements for community development investments by federal savings associations. Authorizes a federal savings association to make investments, directly or indirectly, each of which is designed primarily to promote the public welfare, including the welfare of low- and moderate-income communities or families through the provision of housing, services, and jobs (community development investments). Permits such investments to be made directly or by purchase of interests in an entity primarily engaged in making such investments. Prohibits a federal savings association from making an investment which would subject it to unlimited liability to any person. Requires the Director of the Office of Thrift Supervision to establish: (1) the amount any savings association may invest in any one project; and (2) the aggregate amount of investment of any savings association. Restricts the aggregate amount of investment of any savings association, subject to specified determinations made by the Director. Prohibits the maximum aggregate amount of investments of any savings association from exceeding the same 15% of its capital stock actually paid in and unimpaired and 15% of its unimpaired surplus as imposed by this Act on national banking associations and state member banks.

Reducing the Need for Abortion and Supporting Parents Act

Reducing the Need for Abortion and Supporting Parents Act - Requires the Secretary of Health and Human Services to make grants to provide education on preventing teen pregnancies. Provides for: (1) grants to prevent teen pregnancy; and (2) a national center for parents of adolescents to support parents in preventing teen pregnancy. Amends title XIX (Medicaid) of Social Security Act to expand coverage of family planning services. Sets forth requirements for primary care clinics that receive federal financial assistance and provide abortion services. Expands state options to provide health care coverage to low-income pregnant women. Title X Family Planning Services Act of 2007 - Authorizes appropriations for voluntary family planning projects. Amends the Public Health Service Act to prohibit individual health insurance coverage from excluding pregnancy as a preexisting condition. Provides for: (1) grants for ultrasound equipment and prenatal testing for pregnant women; and (2) programs to better identify and treat pregnant women and mothers who are victims of domestic violence, dating violence, sexual assault, or stalking. Allows the Secretary to make grants to public institutions of higher education to assist students who have decided to carry their pregnancies to term and parenting students in continuing their studies and graduating. Requires the Secretary to require that federally funded group homes for pregnant and parenting women provide, upon request, adoption counseling and counseling on parenting skills. Amends the Internal Revenue Code to: (1) increase the tax credit for adoption expenses; (2) make such tax credit refundable; and (3) increase the exclusion from gross income for employer-paid adoption expenses. Provides for: (1) education of teen and first-time mothers through home visits by registered nurses; and (2) the collection and reporting of abortion surveillance data.

Services for Ending Long-Term Homelessness Act

Services for Ending Long-Term Homelessness Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Administrator of Substance Abuse and Mental Health Services Administration, to design national strategies for providing services in supportive housing that will assist in ending chronic homelessness and to implement programs that address chronic homelessness. Requires the Secretary to make matching grants to eligible entities to provide services that promote recovery and self-sufficiency and that address barriers to housing stability to chronically homeless individuals in, or who are scheduled to become residents of, permanent supportive housing and to other individuals and families who have voluntarily chosen to seek other housing opportunities after a period of tenancy in supportive housing. Directs the Secretary to require grantees to report data regarding the performance outcomes of projects carried out under this Act, which shall include measuring and reporting specific performance outcomes related to the long-term goals of: (1) increasing stability within the community for people who have been chronically homeless; and (2) decreasing recurrence of periods of homelessness.

A Living Wage, Jobs for All Act - Declares that Congress affirms the basic economic rights and responsibilities under the 1944 "Economic Bill of Rights," while updating and extending it to include: (1) certain rights to decent jobs, income security for individuals unable to work for pay, a decent living for farm families, freedom from monopolies, decent housing, adequate health services, Social Security in old age, sickness, accidental injury, and unemployment, and education and work training; and (2) certain other rights relating to collective bargaining, a safe working environment, information on trends in pollution sources and products and processes that affect the well-being of workers throughout the world, voting and campaigning, and personal security. Requires corporations registered with the Securities and Exchange Commission (SEC) to disclose fully in annual reports the impact of their activities on environmental quality and on the rights of other stakeholders, including employees, consumers, and communities. Requires each state to require all state-chartered corporations to submit such annual reports. Directs the Attorney General to establish a computerized registration program of all corporations found guilty of violating a federal or state law. Authorizes the President to deny federal contracts, loans, or loan guarantees to non-compliant corporations. Requires federal agencies and commissions, including the Board of Governors of the Federal Reserve System, to help establish and maintain conditions under which all adult Americans may freely exercise the economic rights specified in 1944 and in this Act. Prohibits federal agencies or commissions from promoting recession, stagnation, or unemployment to reduce wages or inflation. Directs the President to establish a full employment framework for the annual budget submitted to Congress that meets specified goals for: (1) quality of life and environment; (2) responsible, sustainable growth; (3) unemployment reduction; and (4) human rights. Requires the Joint Economic Committee to oversee actions under this Act and submit an annual Concurrent Resolution on Economic Policy setting forth its proposed employment goals.

Rural Entrepreneur and Microenterprise Assistance Act

Rural Entrepreneur and Microenterprise Assistance Act - Amends the Consolidated Farm and Rural Development Act to direct the Secretary of Agriculture to establish a rural entrepreneur and microenterprise (sole proprietorship or business entity with not more than 10 full-time employees) program to help low- and moderate- income individuals acquire: (1) necessary skills to establish small rural businesses; and (2) technical and financial assistance. Authorizes the Secretary to carry out a related rural microloan program to provide technical and financial assistance to sole proprietorships and small rural businesses with a particular focus on businesses with five or fewer full-time employees.

Head Start for School Readiness Act

Head Start Improvements for School Readiness Act - Amends the Head Start Act to revise and reauthorize Head Start programs. Authorizes the Secretary of Health and Human Services (HHS) to provide financial assistance to Head Start agencies for five-year periods. Extends the authorization of appropriations for Head Start programs through FY2012. Revises authorized uses of quality improvement funds to include outreach to homeless families, migrant and seasonal farmworker families, and families with children with a limited English proficiency. Directs the Secretary (who is currently authorized) to award collaboration grants for Head Start and other related-agencies within states. Directs the Secretary to issue regulations to require Head Start agencies to ensure that eligible homeless children are identified and prioritized for enrollment. Revises requirements for designation as a Head Start agency. Requires each agency to establish a governing body and policy council. Revises the additional educational performance standards included as program quality standards, and performance measures for program monitoring. Requires Head Start agencies to report to the Secretary monthly on enrollment in their Head Start programs. Directs the Secretary to develop plans to reduce or eliminate under-enrollment in programs with an enrollment less than 95% of their funded enrollment. Requires each agency to enroll 100% of its funded enrollment, and to maintain an active waiting list and outreach to the community and underserved populations. Establishes a Centers of Excellence in Early Childhood program. Requires Head Start alignment with K-12 education. Changes the Head Start family income eligibility requirement from below the poverty line to below 130% of the poverty line. Deems homeless children to be eligible for Head Start services. Exempts military housing from being counted as family income in determining a child's eligibility to enroll in a Head Start program. Revises Early Head Start programs, including requiring center-based staff to have specified qualifications. Requires each Head Start agency to ensure that all of its teachers receive ongoing training in language and emergent literacy. Establishes a Tribal Colleges and Universities Head Start Partnership program. Directs the Secretary to: (1) incorporate the results of the National Academy of Science study on Developmental Outcomes and Assessments for Young Children into the assessments and standards used in Head Start programs; and (2) study the status of children with limited English proficiency and their families in Head Start and Early Head Start programs. Requires Head Start agencies to obtain written parental consent before administering to a child, or referring a child for, a non-emergency intrusive physical examination.

Defines a "heritage home" as a taxpayer's principal residence that is at least 50 years old and a certified historic structure in a registered historic district.

Homeless Emergency Assistance and Rapid Transition to Housing Act of 2007 - Amends the McKinney-Vento Homeless Assistance Act to consolidate housing assistance programs for homeless persons. Requires the establishment of a community homeless assistance planning board for a geographic area to lead a collaborative planning process to design, execute, and evaluate programs, policies, and practices to prevent and end homelessness. Authorizes the Secretary of Housing and Urban Development (HUD) to designate an entity to be a community board if it has engaged in local homeless housing and services planning and has applied for federal funding for homeless assistance prior to enactment of this Act. Instructs the Secretary to make available technical assistance to governmental entities and community boards to implement this Act. Provides for the protection of personally identifying information by victim service providers. Sets forth: (1) an emergency shelter grants program; (2) activities eligible for grants; and (3) a program for continuum of care.

Declares that the existence of racially restrictive covenants in housing documents is inconsistent with Supreme Court precedent and the Fair Housing Act of 1968. Commends: (1) California for taking a lead role in removing such covenants from housing documents; and (2) the states of Kansas and Washington, and the Missouri State Senate, for passing legislation to do so too. Urges the Department of Housing and Urban Development (HUD) to: (1) disseminate information regarding the removal of racially restrictive covenants from housing documents; (2) report to Congress on the number of complaints regarding such covenants; and (3) include the number of such covenants in the annual Fair Housing Report of data on each state. Urges states to enact laws that: (1) will more readily permit property owners to remove racially restrictive covenants from their property documents; and (2) require homeowner associations to strike such covenants from governing documents.

Affordable Housing Expansion and Public Safety Act

Affordable Housing Expansion and Public Safety Act - Instructs the Secretary of Housing and Urban Development (Secretary) to provide an additional 100,000 incremental vouchers for tenant-based rental housing assistance under the Section 8 Housing Choice Voucher Program in FY2008. Amends the Cranston-Gonzalez National Affordable Housing Act to direct: (1) each participating jurisdiction to use Home Investments Partnership (HOME) grant funds to provide affordable housing to individuals or families whose income is 30% or lower than the area median income (extremely low-income); and (2) direct the Secretary to allocate HOME funds to such jurisdictions on a specified pro-rata basis. Amends the Anti-Drug Abuse Act of 1988 to: (1) extend to FY2012 the authorization of appropriations for the Public and Assisted Housing Crime and Drug Elimination Program (PHDEP); (2) set aside specified amounts for the Office of Policy Development and Research; (3) identify activities eligible for grant funds; and (4) require the Office to review research to assess strategies likely to be effective in preventing and reducing violent and drug-related crimes in public and federally assisted low-income housing. Expresses the sense of the Senate that Congress shall create a national affordable housing trust fund to supply 1.5 million additional affordable housing units over the next 10 years, especially for extremely low-income and very low-income families. Repeals multiyear procurement authority for the F-22A Raptor Fighter Aircraft. Prohibits the Secretary of Energy from implementing the advanced research program for fossil fuels.

Pathway to Preservation Act of 2007 - Amends the Deficit Reduction Act of 2005 to redefine "loan market value," which currently means the value of a multifamily (rental or cooperative housing project) loan, without taking into account any affordability requirements. Repeals the condition that affordability requirements not be taken into account. Defines "loan market value" as the value of a multifamily (rental or cooperative housing project) loan using industry standard appraisal practices, including consideration of the cost of repairs needed for the property subject to the loan to comply with minimum safety and building standards and the cost of maintaining the affordability restrictions applicable under the original loan or grant for the property. Redefines "property market value," which currently means the value of a multifamily (rental or cooperative housing project) real property for its current use, without taking into account any affordability requirements. Repeals the condition that affordability requirements not be taken into account. Defines "property market value" as the value of a multifamily (rental or cooperative housing project) real property for its current use, as determined using industry standard appraisal practices, including consideration of the cost of repairs needed for the property subject to the loan to comply with minimum safety and building standards and the cost of maintaining the affordability restrictions applicable under the original loan or grant for the property.

Defines "collegiate housing and infrastructure grants" to include grants to provide, improve, operate, or maintain collegiate housing.

Honorable Stephanie Tubbs Jones College Fire Prevention Act

College Fire Prevention Act - Directs the Secretary of Education to make competitive demonstration grants to private or public colleges or universities, fraternities, and sororities for up to half the cost of installing fire sprinkler systems, or other fire suppression or prevention technologies, in student housing and dormitories owned or controlled by such entities. Gives grant priority to applicants that demonstrate the greatest financial need. Reserves the following portions of grant funds made available for each fiscal year: (1) at least 10% for historically Black colleges and universities, Hispanic-serving institutions, and tribally controlled colleges and universities; and (2) at least 10% for social fraternities and sororities. Provides that any application for assistance under this Act, any negative determination on the part of the Secretary with respect to such application, or any statement of reasons for the determination, shall not be admissible as evidence in any proceeding of any court, agency, board, or other entity (except a proceeding to enforce an agreement entered into between the Secretary and a grantee under this Act).

Mark-to-Market Extension Act of 2007

Mark-to-Market Extension Act of 2007 - Amends the Multifamily Assisted Housing Reform and Affordability Act of 1997 to reauthorize through FY2011: (1) the Federal Housing Administration (FHA)-insured Multifamily Housing Mortgage and Housing Assistance Restructuring (Mark-to-Market) program; and (2) the Office of Multifamily Housing Assistance Restructuring. Permits the Secretary of Housing and Urban Development to waive rent level limits for: (1) disaster-damaged eligible projects; and (2) up to 9% (currently 5%) of all units subject to restructured mortgages in any fiscal year, based on certain findings of special need. Redefines multifamily housing project eligible for the Mark-to-Market program to authorize eligibility treatment, upon owner request, for certain projects whose rents do not, on an average per unit or per room basis, exceed the rent of comparable properties in the same market area, if the Secretary determines that such treatment is necessary to preserve a project in the most cost-effective manner in relation to other alternative preservation options. Requires each mortgage restructuring and rental assistance sufficiency plan to determine, for units assisted with project-based assistance in eligible multifamily housing projects, adjusted rent levels for disaster-damaged eligible projects equal to 100% of the fair market rents for the relevant market area. Revises requirements for an approved mortgage restructuring and rental assistance sufficiency plan with respect to modification or forgiveness of all or part of a second mortgage held by the Secretary (debt relief) if the project concerned is acquired by a tenant organization or tenant-endorsed community-based nonprofit or public agency. Sets forth requirements for alternative periods of eligibility for such nonprofit debt relief if the purchaser acquires the project subsequent to the date of recordation of the related affordability agreement.

Brownfields Redevelopment Enhancement Act

Brownfields Redevelopment Enhancement Act - Amends the Housing and Community Development Act of 1974 to authorize the Secretary of Housing and Urban Development to make grants (without certain otherwise-required loan guarantees) to eligible public entities and Indian tribes to assist in the environmental cleanup and economic development of brownfield sites including mine-scarred lands. Prohibits: (1) providing or using such grants in a manner that reduces the financial responsibility of any nongovernmental party that is responsible or potentially responsible for contamination on any real property; and (2) the provision of assistance from in any way relieving any party of liability with respect to such contamination, including liability for removal and remediation costs. Makes brownfields-related environmental cleanup and economic development activities eligible for community development block grant (CDBG) assistance. Applies the same prohibitions to CDBG grants. Authorizes CDBG use to administer renewal communities.

Campus Fire Safety Right-to-Know Act of 2007

Campus Fire Safety Right-to-Know Act of 2007 - Amends the Higher Education Act of 1965 to require each institution participating in any program under the Act to provide to all current students and employees, and to any applicant for enrollment or employment upon request, an annual fire safety report containing specified information about the campus fire safety practices and standards of that institution. Requires such institutions to: (1) record all on-campus fires, including the nature, date, time, and general location of each fire and all unwanted and false fire alarms; and (2) open such information to public inspection. Requires the institutions to report on such information annually to the campus community in a manner that will aid the prevention of similar occurrences. Directs each institution to require the national organizing bodies of the fraternities, sororities, and other student groups they recognize to collect specified fire safety information for each student housing facility they own, control, or occupy and report such information to the Secretary of Education, all current members, and to any interested party upon request. Preserve Historic America Act of 2007 - Amends the Internal Revenue Code to modify the tax credit for rehabilitation of older and historic buildings by: (1) increasing from 20 to 25% the tax credit rate for certified historic structure rehabilitation expenditures; (2) permitting a building at least 50 years old to qualify for the rehabilitation tax credit (currently, a building must have been placed in service before 1936); (3) permitting qualified rehabilitated buildings to be used for lodging purposes; (4) limiting to 50% the basis reduction for buildings qualifying for the low-income housing and rehabilitation tax credits; (5) allowing an increased rehabilitation tax credit for certain buildings in difficult development areas or which qualify as small rehabilitation projects; (6) exempting tax credits for rehabilitation of certified historic structures from the calculation of the passive activity credit; and (7) permitting the assignment of rehabilitation tax credits. Allows a new tax credit for 20% of the cost of rehabilitating a qualified historic home. Defines "qualified historic home" as a certified historic structure which has been substantially rehabilitated and which is owned by the taxpayer and is or will be used as the taxpayer's principal residence.

Telecommunications Ownership Diversification Act of 2007

Telecommunications Ownership Diversification Act of 2007 - Amends the Internal Revenue Code to allow a taxpayer election to exclude from gross income a portion of the gain from the sale of the assets of a telecommunications business to an eligible purchaser. Defines "eligible purchaser" as: (1) any economically and socially disadvantaged business as designated by the Secretary of the Treasury using specified criteria; or (2) a corporation or partnership which, following the sale of a telecommunications business, owns substantially all of the assets of such business and is at least five percent owned by the Telecommunications Development Fund established under the Communications Act of 1934. Allows an investment tax credit of ten percent of the taxable income of any local exchange carrier that is not a Bell operating company and is headquartered in an area designated as an empowerment zone by the Secretary of Housing and Urban Development. Allows the exclusion from gross income of 50 percent of the gain from the sale or exchange of stock, held for more than five years, in an eligible purchaser engaged in a telecommunications business. Directs the Comptroller General, not later than January 1, 2007, and two years thereafter, to audit and report on the administration of this Act.

To amend title 38, United States Code, to expand the number of individuals qualifying for retroactive benefits from traumatic injury protection coverage under Servicemembers' Group Life Insurance.

Amends the Veterans' Housing Opportunity and Benefits Improvement Act of 2006 to remove the requirement that, in order to qualify for retroactive benefits from traumatic injury protection coverage under the Servicemembers' Group Life Insurance program during the period beginning on October 7, 2001, and ending on November 30, 2005, the Secretary of the military department concerned must determine that the loss was a direct result of a traumatic injury incurred in the theater of operations for Operations Enduring Freedom or Iraqi Freedom (thus including traumatic injury incurred while performing other types of military service during such period under such coverage).

Campus Fire Safety Right-to-Know Act of 2007

Campus Fire Safety Right-to-Know Act of 2007 - Amends the Higher Education Act of 1965 to require each institution participating in any program under the Act to provide to all current students and employees, and to any applicant for enrollment or employment upon request, an annual fire safety report containing specified information about the campus fire safety practices and standards of that institution. Requires such institutions to: (1) record all on-campus fires, including the nature, date, time, and general location of each fire and all unwanted and false fire alarms; and (2) open such information to public inspection. Requires the institutions to report on such information annually to the campus community in a manner that will aid the prevention of similar occurrences. Directs each institution to require the national organizing bodies of the fraternities, sororities, and other student groups they recognize to collect specified fire safety information for each student housing facility they own, control, or occupy and report such information to the Secretary of Education, all current members, and to any interested party upon request. Requires the Secretary to report to Congress on fire safety systems and standards in institution and student housing facilities, and on exemplary fire safety education and training programs at such institutions.

Healthy Places Act of 2007 - Requires the Secretary of Health and Human Services to establish an interagency working group to discuss environmental health concerns, particularly concerns disproportionately affecting disadvantaged populations. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to establish a program at the National Center of Environmental Health at CDC focused on advancing the field of health impact assessment. Requires the Director to develop guidance for the assessment of potential health effects of land use, housing, and transportation policy and plans. Requires the Secretary, acting through the Director, to: (1) establish a program to provide funding and technical assistance to state or local governments affected or potentially affected by an activity or proposed activity to prepare health impact assessments; and (2) establish and maintain a health impact assessment database. Requires the Director to establish a grant program to award grants to state or local communities for environmental health improvement activities. Requires grantees to: (1) establish a planning and prioritizing council; and (2) conduct environmental health assessment. Requires the Secretary to provide grants to public or private nonprofit institutions to conduct and coordinate research on the built environment and its influence on individual and population-based health.

To authorize the Secretary of Housing and Urban Development to continue to insure, and to enter into commitments to insure, home equity conversion mortgages under section 255 of the National Housing Act.
